very strongly. the save our seas act will help address this problem by extending the marine debris program for five additional years. we also are strengthening that up to improve waste management overseas and clean up our nation's water. we will boost the federal government's response to oceans waste by authorizing the national oceanic and atmospheric administration to declare severe marine debris events, which happen all the time. it is incredible. it's incredible. when you look at it, people don't realize it, but all the time we are being inundated by debris from other countries. this legislation will release funds to states for cleanup and for response efforts. we will be responding, very strongly. the legislation also encourages the executive branch to engage with those nations responsible for dumping garbage into our oceans. my administration is doing

exactly that. for example, the new united states-mexico-canada agreement is the first u.s. trade agreement ever to include commitments by the parties to cooperate to address land and sea-based pollution and improve waste management. i can tell you that dan and sheldon were very insistent on trying to get that into the u.s. mca, the new agreement we have with canada and mexico. we will be putting it into other agreements also. the united states has some of the most beautiful beaches that oceans the world, and the coastlines are incredible. as president, i will continue to everything i can to stop other nations from making our oceans to stop making our oceans their landfills. that's what i am very pleased, i must say, to put my signature on this important legislation. i want to thank dan and sheldon and all of -- the admiral, wilbur, all the people who worked so hard on this.

a strong dollar doesn't necessarily mean all good, but we do have a very strong dollar. we have interest rates going up at a clip that is much faster than certainly a lot of people, including myself, would have anticipated. i think the fed is out of control. i think what they are doing is wrong. under the obama administration, you had a lot of help because they had very little interest. when you talk about economies, our economy is far better than that. but we have actually -- we are paying interest. they weren't. they were using funny money. i think the fed is far too stringent and they are making a mistake. it's not right. it is -- despite that, we are doing very well. but it's not necessary, in my opinion. i think i know about it better than they do. believe me. >> reporter: mr. president , what happen with -- >> president trump: i'm not going to fire him. i'm just appointing discipline.

stopping an investment of $110 billion into the united states. you know what they are going to do? they're going to take that money and spend it in russia or china or someplace else. i think there are other ways. if it turns out to be as bad as it might be, there are certainly other ways of handling the situation. i will tell you come up front, right now -- i will say it in of senators, they are spending $110 billion purchasing military equipment and other things. if we don't sell it to him, they will say "thank you very much, we will buy it from russia." or, "thank you very much, we will buy it from china." that doesn't help us when it comes to jobs or our country is losing out on that work. but there are the things we can do. let's find out what the problem is first, okay? [indistinct question] i oppose -- i would not be in favor of stopping a country from spending $110 billion, which is an all-time record, and letting

russia have that money and letting china have that money, because all they are going to do is say "that's okay, we don't have to buy it from boeing. we don't have to buy it from lockheed martin. we don't have to buy it from raytheon at all these other great companies. we will buy it from russia, we will buy it from china." what good does that do us? there are other things we can d do. [indistinct question] there is something that has to take place. first i want to find out what happened, and we are looking. again, this took place in turkey. to the best of our knowledge, khashoggi is not a united states citizen. is that right? permanent resident? okay. we don't like it, john. we don't like it and we don't like it even a little bit. as to whether or not we should stop $110 billion from being spent in this country, knowing that they have four or five alternatives -- two very good alternatives -- that would not be acceptable. okay, but we are looking for the

seas act, saying it's a bipartisan effort. he made the point that it was unanimously supported by senators. he was linked on each side, one a publican senator, dan sulliva sullivan. other democrat senator, sheldon whitehouse, from rhode island. he talked about the journey of this bill, the save our seas, and to work with other nations as well to make sure that the oceans have quick response when there is a lot of debris in the water. he also said -- and you hurt him just kind of wrapping up and sing the next thing -- literally, with rock and roll pace today, we will go from one thing to the next with the president. because he will be signing the modern music act, which looks to copyright and make sure that fees are paid to artists, previous to the 1970s. we anticipate the working lunch with kanye west is coming up within moments. you are the president saying that will be fun for reporters to cover. we have reports that joe brown also, he talked about, he's one of the best football players all time.

that's on fabless. >> melissa: of the powerful storm being blamed for the death of a man in the fort up penn health will end 11-year-old girl in georgia who was killed and her family's mobile home. this storm now moving northeast through the carolinas and into the mid atlantic. griff jenkins is live in tallahassee, florida, and here is some of the hardest hit area areas. >> high matt, melissa prayed the sound of chainsaws is what you hear all across tallahassee. they feel like they got spared really what could have been a much worse situation. by 5:00 a.m. this morning, when i was talking with fox and friends first, it was more than 111,000 people without power. but if you look at the trees, there are literally hundreds if not thousands of trees just like this. they were ripped out of their roots from the sheer force as michael passed to the west of tallahassee. sustained winds of 74 miles an hour. what came on shore, and mexico beach, was 155 miles an hour and

it's just unbelievable to think what twice this wind would do. search and rescue teams having trouble getting there. we went about 25 miles northwest of here on the way where michael had gone, and looks like literally a giant bowl ran through there. tearing trees out, throwing them into houses. we talked to the national guard, they went in, i talked to lieutenant of a national guard unit out of live oaks, for it. they are trying to get in there with tractors and bulldozers. it's a big cleanup. the big search and rescue operations are trying to get down to areas like port saint joe, like mexico beach and panama city where they have had no communication. the cell service, the committee conditions are terrible here. very difficult. here in tallahassee, when you look over my shoulder, you can actually see people are getting back to normal. they see the sun is out, they want to get back to the grocery store.

to the gas stations. in leon county, which is tallahassee proper, and where the community in quincy's, the officials are begging people just to be a little more patient. only if you have to, because they are trying to get in. they want to get in the national guard and it's creating quite a lot of traffic moving around. all in all, the officials here in tallahassee know that they got really lucky. it could have been much worse. they have a big cleanup, they call tallahassee tree town usa. the good have to plant some new trees. melissa? >> melissa: a lot of devastation. griff jenkins, thank you for that report. when we come back, questions surrounding deputy attorney general rod rosenstein, now a no-show to a planned meeting with g.o.p. lawmakers. now they want to subpoena him to make sure he is going to come and talk about those comments about wiretapping the president. you remember that. what it all means for the mueller probe, coming up. ♪

judiciary chairman bob goodlatte to subpoena rosenstein. sources are telling fox news, rosenstein appearing on capitol hill are at an impasse over terms of his testimony. some lawmakers are insisting on an interview under oath, while rosenstein side refers no paper trail. they told investigators last week that he took seriously reports that rosenstein had discussed secretly recording president trump. possibly removing him from office under the 25th amendment. rosenstein has denied this report. he suggested that if he said it while he was only joking. here's president trump on "fox & friends" earlier, reacting to the news that rosenstein will not be meeting with g.o.p. lawmakers today. >> he mentioned certain things to me which are very positive about that event. i would think you want to put that down, whether under oath or not, i'm a little surprised at rod that he wouldn't do it.

i have a good relationship with him because work on a lot of other things. >> harris: is also comp located because if you lie to congress, well, that's problematic. what those conversations about the 25th amendment and kicking of the present, we will see. >> pete: and he's not denying. for the most part, he's not denying that he said it. he saying "i was just joking prick" there certain things to joke about and there certain things you don't. he's a lame duck. after the midterms are after them molar in the schedule is over, same with jeff sessions, the president is done with the status quo of the justice department and looking for something new. he understands enough that there is no reason to kick the hive because he believes nothing will be found for the mold investigation. don't do it now. the attorney general, even though he has recused himself, or rod rosenstein, it creates problem is you don't need. especially since nothing has been found. you got to get answers from a guy like this.

this plenty of he thinks he can answer to come as well. >> harris: marie, having worked in government as a high level, the state department, i'm curious -- if you wipe away the politics, is it problematic that he would want to work against the president if he wasn't joking? >> marie: certainly, if he wasn't joking prebut he should do is resign. if he feels like he can't serve the president, resign and he can talk publicly about why that is. other people have also said they take it as a joke. i don't have any idea why he said it -- >> harris: outside the meeting it could quite serious. >> marie: he said "i don't really make jokes about the 25th amendment. that's not really funny." so i think that none of us know how rod rosenstein said it, what he meant. what i will say about the congressional peace, there aren't two options prayed one option isn't under oath, one is no paper trail. there are ways to get it done with the committee where there is a transcript. that are closed, not open

hearings. we have talked about transparency and the importance of that. there aren't just two options here. i think the house is trying to get a little bit ahead here. i think rosenstein will talk to them, but they were in negotiations and they sort of announce a date. when he didn't show up, they said "he doesn't want to talk to us." i think he probably will. >> harris: kennedy? >> kennedy: it looks like he's hiding something, unfortunately. i would say the same goes for christopher wray. you are right about perjuring himself is seen as giving testimony under oath. in front of these congressional committees. these house committees. because if he says one thing and if he says -- it's one thing to have a conversation with the president and allay his fears by saying "i was just being sarcastic, i would never do anything like that paid that's way too serious. i love you, man." >> harris: and you are on air force one, you can't jump out. >> kennedy: but if he's under oath over those committees and saying that he was just kidding -- the problem is james baker, the attorney for the fbi who had conversations with both lisa page and andrew mccabe

who were there in that meeting, and they both said -- and they have documented -- this is another thing these congressional minis want, they want those documents. that say the tone and the verbiage that rosenstein used when he was talking about wiretapping the president and invoking the 25th amendment with members of his cabinet. >> harris: fascinating. >> melissa: i would focus on the congressional peace, as well. one thing we are losing sight of every time we serve the president into the middle of this is that these are departments that need oversight. the department of justice, the doj -- sorry, the fbi, they have to be accountable to somebody. >> harris: including the doj. >> melissa: they become its rogue force that can become political. >> pete: they became that rogue force recently, which is why it's even more important to have -- speaker and prove that they did. >> marie: if rod rosenstein had concerns, if he was serious,

that is the usual process. >> melissa: marie, i wonder if democrats feel like this is a good issue. i don't necessarily believe in polling, but when you believe in the direction of the polls, when he comes them all together, it seems like it has, in mitch mcconnell's words, awoken a sleeping giant and fired up republicans. democrats were already fired him, they didn't need firing at. to think it's a good issue for them? >> marie: i do in many places. first, the republican party has traditionally been underwater with female voters across the board. we have seen polling since the kavanaugh confirmation that they have lost even more points with female voters. in the house, the places democrats need to win to take back control tend to be suburban districts, districts that hillary clinton won. they have a lot of women, particularly independent women who have been very unhappy with the trump administration. i think in the house it will help democrats. the senate, the map and the math is a lot tougher. these are red states, places that donald trump one. in the senate it probably helps

republicans. we will see how much this republican unity lasts for the next 26 days. a lot can happen in those 26 days. i think right now it is a little hard to predict. but that is my general take on it. >> harris: when you look at the games that republicans are making in places like arizona, which we thought "with that of your being -- with that any dee contentious customer" and it has been. all of a sudden you see a martha mcsally pull ahead and use that in several states. sometimes by double digits in favor of the g.o.p. it would appear that that cohesion you talk about that has to happen for might have some scene behind it. my question for you, marie, what difference does it make follies of the races? is in that all north dakota and heidi heitkamp and what the g.o.p. does this morning customer care going after that potential when, democrats -- it's a last stand, if you will,

with north dakota. she is in big trouble, heidi hi heitkamp. >> marie: she is a fighter. in 2012 they had her down a double digits. and she won. for democrats, harris, it would be bigger than the issue. but it is two years. >> harris: it's only about that and that one race? >> marie: it's two years of women feeling like donald trump says nasty things about the next one of them. it's going to be bigger than that issue. this two years of women being really angry at a republican party base that they feel like has left them behind. >> melissa: that's a lot of what we heard before this last election, that women are going to turn up for hillary clinton prayed then they were all those women who went into the booth and did the opposite. they didn't want to necessarily talk about it in front of other people, that maybe they look at the kavanaugh thing and they see their sons, their husbands, their brother. possibly being railroaded if they don't believe that the attack actually went on the way that it was described. maybe they hear that women are

angry, and they say "i'm not angry, my family is doing better." >> kennedy: that's a good point, and if you have sons come a lot of moms are having this conversation now. it's a tough time to have boys and girls for different reasons in regards to this conversation. a lot of women feel very protective, and a lot of women don't buy into the notion that there is a special place in hell if you don't necessarily vote for a candidate based on gender. they want to see more from the democratic party, because the problem is when you've got a base that is so fired up, if you keep throwing gasoline on that fire, at some point the explosion is going to burn out. i think you could see some after burn here. the one thing i will say about this whole mob mentality, it's good for both sides. it does fire up democrats but at the same time it terrifies republicans and even the president taps into that fear. in the op-ed that he wrote about health care, and seniors losing choices.

whatever it takes. it's so telling about hillary clinton statement. civility will return once we are in charge. when we are in charge, everyone should get along. i think the word civility is very overused and very overrate overrated. usually is a term for capitulation. bipartisanship. it's like "what's were to give it." but what if we are doing things that i don't believe in i don't want us to mark their narrow polices were civility and partnership and bipartisanship works. usually in politics, whoever can make the best argument and motivate the most people wins. then they get to pick things like sipping court justices. if you lose, you don't. there is so much revisionism in the hatred toward trump about "how did we not win customer keys not legitimate." that i think it clouds the judgment of otherwise reasonable people that can have a conversation. civility as an end just means we are talking little bit and i seem heather? >> marie: it feels like both parties will say anything they could do to interact operate how do we fix the politics and make it better? drifter wait for the midterms?

>> melissa: i don't think it would be at or after the midterm. i think we have reach the fever pitch. a lot of this is out of frustration of people feeling disenfranchised on both sides paid on the right, people feel like "if i don't like the outcome of your policies, if i don't like the divide between rich and poor getting bigger, if i don't like slow economic growth, i am automatically races. i'm automatically a bad person." that's a people on the right field. people on the left feel totally disenfranchised. they are having a really hard time finding their place in making any sort of a change. all of that anger and hostility is butting up against each other. i don't know what the solution is, because it has gotten really ugly and tough. toxic. >> harris: i actually don't mind the vitriol driving people to the polls. because not enough people in this country vote. on either side of the political line. but when you mix in potential violence and attacks, and language that is more incendiary than it should be to motivate
