director, chris wray, this is a stark reminder to all americans, our foreign adversaries continue to interfere in our democracy by creating special and political division, spreading distrust in our political system and advocating for the support or defeat of more political candidates. so this afternoon, an accusation that russia is up to its old tricks. the chief intelligence correspondent catherine herridge on fox's top story live on capitol hill. catherine? >> shep, the criminal complaint was unsealed a half hour against in the eastern district of virgin virginia. there's these large server farms in virginia and this is where the foreign interference, if you will, touches down inside the united states. so that's why we're looking at that virginia jurisdiction. the 44-year-old is a citizen of russia, lives in st. petersburg

and alleged to be involved in project lokva. this could be an area around st. petersburg. but more importantly, she's connected to a firm called "concord." that firm was initially indicted by the justice department and the fbi as interfering in the 2016 elections. so on its face, it does seem to be an extension of that interference. i'd also draw your attention to the dates we're talking about in the criminal complaint. january 2016 through june of 2018. as you mentioned, specifically targeting the mid-term elections. criminal complaint says that she had a budget of $45 million for the interference project. though it says that a fraction of that money was directed at the united states. in addition, it says that their goal was to sow dissension among american citizens and to amplify divisions. they did this trying to shield

their identities as russian nationals. they used vpn or virtual private networks to shield who they were as they set up e-mail and social media accounts. i would also add the time ago peers significant because just a couple hours ago, we had a statement from the director of national intelligence that oversees the 16 intelligence agencies, the head of the fbi, the justice department and homeland security expressing what they described as significant concerns about interference in the upcoming mid-term elections. not only from russia but also from iran and china as well, shep. >> shepard: catherine herridge on capitol hill. thanks. across town now to chris wallace, host of "fox news sunday." chris, they told us this was coming and here it is. >> yeah. look, we can separate donald trump from all of this because obviously the whole question about russian interference in 2016 has been linked by a lot of people to whether or not he was involved in collusion with that.

there's no idea at all that he was involved in collusion here. no allegation of that. so this just -- we can all focus as americans on the threat from outside to interfere with our political process to undermine confidence in our democracy. what is so interesting here, earlier this year, there was the indictment of a number of people for what was called a troll farm. the internet research agency in st. petersburg supposedly financed by an oligarch who was known as putin's chef. he ran a big catering operation and catered for the russian military from the kremlin. he apparently was involved in this as well. there's an indication that yes, the russians were involved also in st. petersburg and financed by him. that's the allegation here and trying to sow dissent. not that they were interfering on the infrastructure.

no signs that they had gotten in the voter rolls or trying to effect the vote couldn't but trying to sow dissent in terms of the way americans view the issues, whether as catherine says it was on gun control or immigration or other explosive issues. just trying to set americans against americans. of course, what could be more threatening to the american democracy than the idea of foreign countries trying to do that? >> shepard: you wonder what you can do in response given the knowledge that most of the oligarchs, you allowed to be see by vladimir putin. it's all tied together. >> yeah. you know, i remember when i did my interview with vladimir putin in helsinki after the summit with president trump in july, at that time one of the things he would always say when he's came up, he would say look, there may be some private individual, some bad actor you have in your country but it's nothing official. just before the summit, the

>> shepard: as you no doubt heard, thousands of immigrants from central america are trying to get into mexico in hopes of reaching the united states. just this afternoon, members of the caravan tore down the boarder gate in guatemala. the men, women and children are from honduras and guatemala. they say they're searching for a better life for their family. they're seeking asylum. one man told the associated press, only god can stop us. president trump threatened to use the military to shut down the border. now we're getting word of an agreement between washington and mexico city on how to handle the immigrants. we'll have details in just a moment. the president is visiting arizona. our chief white house correspondent, john roberts

following this one. what do you hear about a possible agreement between the u.s. and mexico? >> it's not so much an agreement as it is mexico receding to years of requests from the united states. yesterday mexico asked the united nations to get involved beginning with this caravan. but it's been an issue that has been a serious problem for a number of years. you remember what happened five years ago. so with all of those central american migrants pouring over the border into texas and arizona. fox news is told that after the u.s. requested many, many times from mexico to do something about this problem, they have agreed to ask the u.n. to get involved. now, if the u.n. does get involved, migrants will be processed to determine whether they have a legitimate claim to refugee status. if they're found to have a legitimate claim, the u.n. will take steps to resettle them. top countries for resettlement

would be the united states, panama, australia. if they do not have a legitimate claim, they will be sent back to their home countries. if they don't have papers to prove their identity, they will also return back. immigration groups complain many people that are in this caravan and others that have come up from central america in a general basis lack any kind of identification or official papers. if immigrants bypass the system and make it through mexico and cross the border into the united states, there's an agreement in place that has not yet gone into effect that would allow those people to be returned to mexico while their cases are adjudicated. that's a big change. we've had to hold them here in the united states while their cases are adjudicated. if it is deemed by the courts that they should be subject to removal, they have to be sent back to their home countries. that won't be the case in many cases. they can be taken back to mexico. if all of this works, shep, it

could be a model for future migration. we saw one earlier this year and again a number of years ago, flooding across the border by the tens of thousands. this agreement or at least the request was agreed to finally by the neto government. we're told the incoming government is taking a wait and see approach. but now they may be willing to work with the united states in the future to use this as a model for future migration, shep. >> shepard: i mentioned the president on the road today. campaign rallies? >> campaign rallies in arizona. this is for martha mcsally in mesa. the president hoping to use his heft to pull them across the finish line. >> shepard: thanks, john roberts. i almost called you chris roberts. as president trump prepares to

hold that rally in arizona, mike pompeo is on the other side of the southern boarder meeting with the mexican president and other top officials as the caravan of central americans surges towards the north to escape poverty and violence in their own countries. secretary pompeo says we're approaching what he calls a moment of crisis. >> we spoke about the importance of stopping this flow before it reaches the u.s. border. we're deeply aware that the way that mexico will handle this, the way you will handle this, your sovereign decision. >> the current mexican administration is on the way out now and the newly-elected president will take office in december. mexico's incoming leader has suggested his administration would stop doing dirty work for the u.s. by detaining migrants from central america. our state department correspondent rich edson has more. >> secretary of state mike pompeo is meeting with officials from the current mexican golf --

government and the incoming government. the request of the new government won't come in until december 1. so the state department meeting with the current government to address this caravan moving north. >> we're quickly reaching a point which appears to be a moment of crisis. if we get it right, we'll improve our relationship materially as well between our two countries. >> mexico has said when appropriate, they will return them back to their home countries. the mexican government is coordinating with u.n. refugee organization to deal with the migrants as they move north. the secretary says they welcome that cooperation, shep. >> shepard: and there's an effort to try to fix these huge problems that are pushing these my grants to leave central america. >> officials point to violence, poverty going on in central america as a reason that is

to those locations when khaishoggi went to the building and vanished. he was a critic of the saudi government. saudi leaders said they had nothing to do with his disappearance. investigators have questioned 15 turkish employees at the saudi consulate, including technicians, accountants, telephone operators and a driver. a pro government newspaper has reported an audio recording indicates khaishoggi was killed and cut off his fingers and at some point decapitated him. turkey's foreign minister says they have not shared any recordings with the united states and pushing back on a previous record. he told the state-run newspaper that turkey will share the results of their investigation with the world. president trump now says it certainly looks like khaishoggi is dead and the consequences will have to be very severe. if investigators determine the saudis were behind hit.

benjamin hall in istanbul with more. >> hi, shep. the turkish foreign minister said his country was already ready to release the details of the investigation. they have to wait for a few more lab tests to be carried out. as you said, it's moved on for a search for khaishoggi's body. that's what everybody is dreading. that's the direction the turkish authorities are moving. in investigators have said they received many samples from their searches and they have proof that he was killed inside consulate. they don't know what happened to the body or how it was disposed of. they're widening their search. at this point, everything hinges on the audio tapes that the turkish government claims to. have despite calls to release them, they haven't done so. yesterday abc news claims that secretary state pompeo had been given access to the recording, that he listened to.

something that he strongly denied. he said i have heard no tapes, seen no transcripts. and pompeo say this is a very serious matter and we're working diligently on. to put headlines that are false does nobody any good. as far as the saudi investigation, they're saying some of the suspects were even in turkey. now we're hearing from vladimir putin. he said that none of the intelligence he's received is worth breaking the saudi-russian tie. he's still sending a large delegation to the investment conference that steve mnuchin pulled out of. >> benjamin hall live from istanbul. and joining us live, managing director of the washington institute. michael, nice to see you.

>> nice to see you, shep. >> shepard: they haven't shared the recordings. the secretary of state didn't listen to them and hasn't read any transcripts. does that make any sense? >> well, shep, your reporter said a saudi government investigation can't be neutral. the turks aren't disinterested players as well. so i think before too long, we'll have some kind of official investigation results. what the trump administration has been clear about, the results, whatever is found, it needs to be credible and it needs to point to some kind of senior level accountability for the saudi leadership. right now they're looking more towards riyadh on this. >> shepard: there's a lot of fingers pointed directly at the crown prince, suggestions four of the people that came over in the hit squad were close to him. can the count prince survive this and how can they put

together a narrative that might allow that? >> as the administration said, there has to be senior level accountability. i don't think the saudis can sweep this under the rug. i don't think the united states can. what that means for individuals in the ruling circle, it's too soon to say. without credibility, it's going to be difficult to move forward in a constructive way in the u.s.-saudi relationship or saudi's relations with other states, in the west and elsewhere. >> shepard: we're 17 days into this. what is your level of concern about the length of time that it has taken to get the interviews and the rest done? diplomatically, are they handling this in a way that is palatable? >> for the united states, they're between a rock and a hard place. they can't really -- they don't want to sweep this under the rug. yet also, they're right to say that they want to preserve the strategic relationship with

deck of an aircraft carrier minutes after take off. four sailors injured on board and eight injured on deck. that's according to the reporting of the navy. they say it happened in what was supposed to be a routine operation off the coast of the philippines this morning. the sea hawk chopper was talking about from the u.s.s. ronald reagan when something went wrong. doctors expect all the sailors to survive. they say flight operations have resumed on board the reagan while they investigate what happened. we're learning new details this hour about the deadly attack in afghanistan including how close the top american commander was to the shooter. 15 feet. that's according to sources that were there. they say general scott miller, the commander of u.s. and nato troops in afghanistan was at a meeting in kandahar provence yesterday about an upcoming election security measure.

according to the local sheriff, officials think she's still alive but in danger. our matt finn live in barron wisconsin live with more. >> the fbi said they added jayme closs to the top of the most wanted persons list because it's in critical need of more pep from the public. the 400-plus tips have not led to anything credible, this is the closs home where police say james and denise closs were shot to death. their 13-year-old daughter, jayme, likely witnessed her parents being murdered and now she's vanished. this afternoon, the barron sheriff sent out an alert asking for anyone that spent time with this murdered wisconsin couple to please come forward with any information. we talked to family members that say this is obviously a nightmare and they're not aware of anyone that would want to murder the closses. we talked to some numbers about this mysterious double murder.

>> you don't find something the first couple days, you get worried. >> we're all heart sick. it's unbelievable that this would happen here in this area. just -- i know a number of people that have a feeling of doom and gloom. >> shep, this is the sheriff's mobile command unit still on the property. the fbi mobile unit is still active. >> shepard: thanks, matt. the state of florida has some of the strongest building codes in all of the country. you might not know that from looking at the devastate that hurricane michael left behind in the panhandle. experts say part of the reason is the rules were not as strict in that part of the state because of their history. look at this map. the numbers represent wind speeds depending where you live in florida, you home should be able to with stands winds that are that strong.
