searching for a package reportedly addressed to joe biden because it bears similarities to those addressed to other democratic officials. it was originally sent to his old address in delaware but was returned to sender. there is no indication of anything actually being found at his home. we are getting a look at the package sent to cnn. the ap reporting it was covered with black tape, packed with powder and glass and hooked up to a small battery. law enforcement thinks one personal group is responsible for these packages. the fbi director saying this is the agency's top priority with most of the devices being analyzed at the fbi lab. donald trump denouncing acts of terror at his rally last night. >> any acts or threats of political violence are an attack on our democracy itself. no nation can succeed that tolerates violence or the threat

were brought together to manufacture and make a bomb that gives you the signature because all these people make their bombs in a different way. we found that after 18 years of looking for the unit bomber that all these bombs, 16 bombs were connected by the way he put them together. when we finally found him that made a difference and that will make a difference in the outcome of this because we have these bombs, we are not picking up little pieces of debris which are harder to trace back to where the items came from. rob: do you see any indication these bombs had a chance of going off or were they designed to look like bombs? secondly, any idea of a profile of who we might be looking for? >> i wouldn't know whether they had a chance of going off or not because i'm not inside this investigation. anytime you get a pipe bomb that is a problem.

my hunch is they had the potential to go off. they indicate anything, i'm theorizing here, if they indicate anything, probably the work of the first time bomber, someone who set about to make these bombs to give a message, probably the first time this individual has done that. the fbi will be up to confirm that forensically. as far as the motive or that type of thing, in these cases it is important, the fact our forensics in the crime scene, it is not long ago if you remember after 9/11 and the anthrax attacks up and down the east coast in florida and new york and washington dc, people had opinions, some argue the anthrax attacks might have led us to invade iraqi.
