first from the fox news deck this thursday afternoon, there's word that some of the suspicious packages came from florida. that's according to the reporting of the "wall street journal." the journal's parent company and fox news share common ownership. the journal said an official said it looks like most of the packages went through the mail and that at least some of them came from the state of florida. the fbi confirms it is investigating more suspicious packages today. law enforcement officials say today's targets were the actor and director, robert de niro and two packages to the former vice president, joe biden. new york city police say a worker found a suspicious package at the oscar-winning actor's restaurant in the lower manhattan neighborhood of tribeca. officials in delaware say they found two packages meant for the former vice president. here's a look at all of the targets in the big wall. the obama's home in d.c., president and mrs. clinton's

home in the new york city suburb , in maryland, a letter to the call democratic congresswoman maxine waters. los angeles police say they saw a second package addressed to waters. in south florida, package addressed to eric holder turned up at the office of the former democratic national committee chair woman, congressman debbie wasserman-schultz. her office listed in the returned a dress. in new york city, a package sent to cnn's studios addressed to the former cia john brennan. no package has exploded and nobody has been hurt. this is an image of the package the fbi found in florida. law enforcement officials say all of the packages are very similar. manilla envelopes with bubble wrap interior.

on the outside, six stamps and the returned a dress of wasserman-schultz. on this one you can see schultz is spelled incorrectly. president trump is condemning the attacks saying acts or threats of political violence have no place in the united states. we have team fox coverage throughout this hour, including an update from the new york city police department, which is scheduled to begin live in about 25 minutes. first, let's get to the chief intelligence correspondence, catherine herridge live in washington d.c. >> two law enforcement officials say there's a wealth of forensic evidence. a lot of investigators can narrow down and refine their focus. we're looking at florida is a region of interest. with three more packages covered today, congressman mike mccall from the house homeland security committee and in that job he gets regular updates. he said the postal marks were key. he wouldn't get into specifics.

>> it's going to help investigator as great deal in terms of determining where they originated out of and narrow down the location and narrow down where the suspect is. >> had they been able to nail down any mailing locations or purchasing locations based on what you've been briefed? >> yes. i can't comment where but yes. >> former federal investigators told us today the use of at least one courier as well as the postal system added to that when packages were delivered or intercepted, all of that data points can be plugged into an algorithm to geographically profile a suspect or a group of suspects. on the new nbc reporting, some of the devices were not capable of going off. we reported yesterday from a federal law enforcement service that one of the devices failed to have an initiatener the pipe bomb. >> shepard: katherine, we're getting a first look at one of the biden packages.

>> the biden packages were intercepted at two delaware postal facilities, this image shows the obvious similarities that has the same manilla envelope packaging, the six american flag stamps and the same misspelling for debbie wasserman-schultz and the center wants to be formal and official. it uses the vice president's full name, which he rarely uses publicly. on the left, a post-it note that appears to indicate additional postage was due on delivery. the official confirmed one of the packages went to new castle delaware and a second to wilmington secret service. confirming the packages didn't reach biden and the former vice president is no longer called a secret service protectee. that means the mail is routinely looked at. >> shepard: one more thing. there was a mock isis logo on one of them that seemed very familiar. >> so in at least one of the

packages, if you recall the first image we had of the device, that was addressed to the former cia director john brennan and sent to cnn, which led to the evacuation yesterday morning, embedded on device is what looked like a sort of mock isis logo. our contact today said this is seen by investigators as an effort to confuse. they don't see it as a real and credible link to any kind of terrorist group at this point. >> shepard: catherine, thank you. >> you're welcome. >> shepard: robert de niro has been a critic of president trump. ja jacquie heinrich is downtown new york. >> an x-ray revealed a pipe bock in the packaging and it was similar to the other nine devices set to democratic

investigate more suspicious packages today. let's turn to dennis franks, a special fbi agent that spent 22 years with the bureau. he work on my counter terrorism and criminal investigations. good to have you. >> thank you, shepard. >> shepard: a lot of evidence, nothing has blown up. >> yes, there's a lot of discussion about a treasure trove of information based on the fact that the bombs are intact. they've been able to look at the components and analyze them. there should be some type of signature that each bomb maker has in making the components and putting them together. >> shepard: so would you search online properties to see who might have been suggesting one be made like that or what sort of tactics do you take? >> that's one avenue to do online searches, to search, to trace online searches to see who has been looking at bomb-making

material and information and guidance. and like you suggested, these components, the way they're put together, probably some instructions, some manual out there that provides the frame work for this. there's a lot of looking at social media, looking at databases, law enforcement agencies to see if there's any information that would link the language, the components, anything at all, the threats, any indications of threats by someone that would tie anything linking this case, any material to a particular person that posted something, even on social media. >> shepard: based on what we know, do you have a sense of your own about whether or not whoever this is trying to scare people or trying to hurt people? >> that's a good question. i really don't have a good answer about that. i think it's important in these investigations to keep an open mind and not upto any

conclusions. certainly there's an analysis what this person is about. part of this, a forensic investigation and several command posts in effect. they're going to follow every lead they can. also, behavioral analysis is a big component. trying to get into this person or person's mind. what is making them tick. whether they designed not to go off or were they and they didn't? we don't know that yet. all of the questions are important getting to the facts. that's the job, determine the facts and lead to a conclusion. >> and we have a few facts. we know two people were sent two packages. maxine water and joe biden.

i've heard it said today. one package would scare pretty well. two packages could lead a reasonable mind that this is something else. >> could be. >> just doubly mad. >> doubly mad or we're not through. watch out. there could be more. and i think there's a chance that these are not the only packages. there could be more nationwide. not that people should be concerned, not that -- you know, bad enough that these situations cause a heightened sense of alert and harm, but we still need to be vigilant. there's a chance that there would be more out there. >> shepard: the obvious connections, these are all critics of the president and the vast majority of these have been regular targets of the president's anger. besides those two things that we can all see in common, what else do you note that might be of

interest? >> i think that -- again, it's to that behavioral analysis, the misspellings. some said it's to thrown things off, it's not really directed to democrats or the culprit is not directing them towards democrats. maybe in a democrat is doing that. i don't think we should got begged down in that. >> shepard: we did not, sir. >> i'm not saying you did. i didn't mean to imply that. i'm just saying as an investigator, it's important to just follow the facts. the fact that these did go to just democrats is important. obviously you have to consider that. it's part of the investigation, the analysis of who this could have been. again, we go back to look at secret service files, fbi files, look at other agency files and see if there's been any

los angeles. our chief correspondent jonathan hunt is outside that facility. jonathan, what do you know about the devices that they found there? >> shep, it was discovered here at what is a sprawling postal service facility in south l.a. this whole building had to be evacuated last night. that was a big job for the lapd, fbi and atf investigators who swarmed here to undertake. what they found was a package that we are told is fairly similar to those found on the east coast. the packaging, for instance, is very similar and inside, a similar piece of plastic piping filled with what officials here tell us is some sort of explosive material. they do not know for sure whether that explosive material could have been detonated. either way, congressman maxine waters, the target of this

device, said in an interview after it was discovered that she will not be intimidated. listen here. >> i don't know whether the bombs are real or not. but we should not qualified under the bed, close the doors, not go out, be afraid to go to rallies, whatever. we have to keep doing what we're doing in order to make this country right. that's what i intend to do. as the young people say, i ain't scared. >> and that is a sentiment we have heard echoed by other politicians today, shep, that whatever the intent of the person or persons sending these devices, that intent will not be achieved. shep? >> shepard: jonathan, like so many targets, congressman waters has been vocally and repeatedly critical of the president. >> yeah, this is very relevant, shep. the politicians on all sides have said ever since the devices

were discovered, the inflammatory rhetoric on both sides is part of what could be feeding into somebody having the hatred enough to send these kinds of devices. in june, congressman waters appeared to encourage her supporters to confront administration firms saying, and i'm quoting here, "if you see anybody from that cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd and you push back on them". in response to that, president trump tweeted -- this is a quote "congress woman maxine waters, a low i.q. person, has become the face of the democratic party with nancy pelosi. she's called to harm of supporters, of which there are many, of the make america great again movement." he said, "be careful what you wish for." it would be hard to think that anybody, whatever their political views, being of a

sound mind would wish for what this country is going through right now. shep? >> shepard: jonathan hunt on scene live for us. thank you. we're waiting for the update on the suspicious packages here in new york, a live update from new york scheduled four minutes from now. we'll have it live. we expect to hear from the nypd, the fbi and the new york city mayor. we're learning more about the big white atmosphere that cops use to transport the device from the time-warner center to the bronx. rick leventhal is here with that. they made a lot of it on cnn. we watched it from the helicopter as it went to the bronx. >> it's a cool vehicle. the goal of any explosive device to keep it from blowing up and then detonate it, this is clevelanded a tcv, total containment vessel.

designed for this very purpose. it looks like a small cement mixer. it's a thick steel chamber mounted on the back of a truck. it will handle a blast of 25 pounds of tnt or more. if the bomb detonated, the sphere might buckle but not break. they're about $200,000 to $350 grant. many use a robot to load the suspicious device on a try or basket. the nypd has three of these. it has a suspected net inside and minimizes the jostling of the device. the devices were transported under heavy guard at rod man's neck where they try to render them safe by shooting high presentation sure water open it. here's more from the nypd promotional video.

>> of everything we use, this is really promotes safety for the public. once something is locked down, we can move it safely through the public streets without evacuations or shutting anything doubt or without fear nobody will get hurt or property will be damaged. >> they provided the music, not united states. the goal here is to keep it intact. they don't want to blow it up. they don't want to blow any of them up. >> shepard: of course not. it's the evidence. you're well-plugged in with the pd. what are you hearing? >> we're going to get an update. the nypd was on scene for two of these devices. they're active partners in the joint terrorism task force, which is the lead agency. they're working closely with the fbi on this. while they won't upstage the fbi, they'll give us information on the status. >> shepard: and my producer just gave many the warning that we're

less than two minutes now. one thing about this police department is an enormous machine and they have dcpi, which is their -- sort of their public relations arm. well-staffed, well-put together. when they say we have a news conference at 3:30, they normally mean 3:30. it runs like clock work. the history of the new york police department is they get the information out. they tend when they can to tell all they can. they feel like knowledge is power and knowledge is calming. >> their press office is terrific. they work very well with new york media, which is be very aggressive. >> they'll tell us what they can. >> yeah. they don't want to jeopardize the investigation. one of the things i'm told they will talk about, the shield program, which is a public private partnership between the nypd and security managers at all of these big corporations in new york. they have thousands of cameras,

abe they couldn't involve the private cameras without the cooperation of these big companies. that's one of the tools they use and share information with the security managers in buildings like ours. there were members of the joint terrorism task force talking to folks about what to look for in mail rooms -- >> i wonder what they got on day one. i'm only guessing, but what kind of self-respecting billionaire doesn't have a camera on his mailbox? our sources say somebody took this package and put it in that mailbox. you wonder if they're not far along. wouldn't it be great if they could come up with a suspect quickly to put fears at ease? >> if this suspect used a courier to deliver the package -- >> shepard: that would be

different. >> it would be. >> shepard: i know they have been interviewing the courier here in new york that takes the mail from cnn's processing center to the building itself. >> he could have used a courier to have packages brought to the mail center in florida. so we may not see him. investigators may not have seen his face. they could track the person that brought it. >> shepard: yeah. you know, we talked about the misspelling. we don't flow what they mean but they're significant. debb debb debbie wasserman-schultz is spelled wrong. and the sawgrass is spelled wrong. >> if you wanted to build a bomb that was going to blow up, you could do it. if you're going to send out nine package bombs and none of them -- some of them weren't capable of reports --

>> shepard: why send two to one person. >> why send any of them? if you're going to do it, why send bombs that won't explode? >> shepard: we don't know that all of them won't. our experts have said there's some that don't have a trigger in them like from the photographic evidence that they have given us. our experts say there's no trigger in that bomb. so was the goal to spread terror? if so, the mission has been accomplished. if the goal was to maim, so far they haven't been successful. >> that's the key. who is it, who did it. his motives are not as important as he did it. >> shepard: and whether he or she plans to do it again or has begun. it's the unknown that unsettled everybody. especially here in this city. you won't frighten new yorkers. in the 20 plus years, we've had enough to scare away anybody except this city does not get scared. nothing changes. the time-warner center was

year should always remain vigilant and aware of their surroundings. i urge people to alert us to anything that might seem strange or out of place or anything that makes them feel uncomfortable. they can flag down a cop, call 911 or call our toll-free counter terrorism number, which is 888-new york city safe. that's if anybody has any information about any of the incidents in new york. we don't underestimate the difference one person can make towards our collective safety and neither should the people of new york city. i want to reiterate, as i do yesterday or talk about far reaching investigations or any other kind, nothing we do in law enforcement we do alone. for our joint terrorist task force and other agencies, we're investigating all of this with great precision. i can say with certainty we will

identified the person or people responsible for these acts. make no mistake, new york city's intelligence and counter terrorism capabilities are second to none. every day of the year, not just this week, our detectives and analysts are pouring over the threat stream as we proactively deploy our resources around the city as needed. you're seeing that today, too. i'll tell you that when we look at the events of yesterday and today, i have immense pride in the incredible work the men and women of the nypd do every day, especially involves partnering with the organizations represented here today. i'll conclude by reminding everyone that law enforcement professionals don't care about the politics behind these acts. we care about keeping the public we serve safe. that's it, fighting crime and keeping people safe. through the fill and willing partnership of everybody that lives in, works in and visits

under attack and part of how we protect the democratic process is to show that threats like this are not taken lightly. expect that presence, and i know that for those that have gone through this in the last few days, that's a presence that they appreciate greatly. i want to say every day new yorkers have responded to this situation with the kind of strength and the kind of resiliency that this city is famous for. makes me very, very proud of all 8.6 million new yorkers. they have handled this situation with a real sense of resolve. they're not going to let an act of terror intimidate them. that is really important at this moment to say whatever the motives of the individuals involved, the people of this city are not being thrown off of their game or not having their values undermined or the way of life undermined. new yorkers are standing strong right now.

>> last thing i want to say, in a moment like this, there's a lot of concern a lot of fear. clearly it's an upsetting time. it's a time when there's been too much hatred and too much division in the area. in that context, people can feel powerless. i want to remind people that everyone has an opportunity to play a positive and constructive role here. first of all, helping law enforcement. if you have any information at all that you think could help law enforcement, share it with law enforcement immediately. let them with the judges of the value of the information. don't hold it back. so many times -- i agree with the commissioner -- law enforcement has proven that they will find the perpetrators. so many times it's because an individual or citizen stepped for ward with information that led to the key break-through. if you have information, share it. if you're concerned about packages that could arrive at

your home or workplace, you see something that worries you, reach out to the police. get their involvement to address the situation. people can be part of solving this immediate challenge. but finally, we all can be a part of solving the bigger situation that we're facing as a society, as a nation. a tone of civility, mutual respect is something that we can all create. we shouldn't just ask what are the prominent voices, we should ask are all of each other treating men and women with respect, people in the media that report the news with respect. this is something that we all have to do as a way of address ago crisis like this and we can and i have great confidence that we will. thank you. >> thank you, mr. mayor. thank you. right now the fbi joint terrorism task force is around

the nation and fully engaged in this investigation. we're working quickly to process and analyze relevant information from the suspicious packages the last few days. we will continue to do so and until there's a resolution. this is a nationwide investigation involving multiple jurisdictions coast to coast. to give you a sense of scope, here on the new york jttf, agencies from the new york atf, the secret service, the nypd, the new york state police and dozens of local and federal agencies are working shoulder to shoulder. i want to thank them for their hard work. much of the leadership is in the room today. i want to thank the hundreds of men and women on the street working on this together. the fbi will continue to focus all of the resources at our disposal to identify or apprehend the individual or individuals responsible for

these acts. the investigation is in its early stages. i have said this each team that we faced similar situations, but it bears repeating today. it is vitally important that we do not inadvertently discuss information that could adversely impact our investigation or a future prosecution. the public understands the need for this level of operational security and for that reason, i will not be able to answer specific questions on what we know. what i can say is various times the last few days, ten suspicious packages were located at multiple locations in new york, maryland, florida, delaware and los angeles. law enforcement responded and each package was collected by experts and examinations are now underway at the fbi lab in quantico. as to the devices located in new york which contained a powder, the initial analysis indicates that the powder in those particular envelopes did not present a biological threat.

efforts. a moment of your time can make a great difference towards resolving this investigation. thank you. >> i think most of you are up to speed on the events that occurred outside the time-warner center at cnn yesterday. what i'd like to do is walk you through the timeline of the events of this morning on greenwich street. this begins in the early hours of the morning when a retired nypd intelligence bureau detective who was a wake and watching the news saw the image of the packaging that has been common to most of these devices as they have turned up at various locations. it struck him that that looked very much like a package that he had seen on tuesday in mail he was to screen for robert de niro productions at their offices on greenwich street. he contacted -- based on his

experience, he knew how to call the bomb squad directly. they advised him to notified the first precinct and they went to the scene and met by emergency service, who were the first precinct able to locate based on the security director's instructions. the package where he described it. the bomb squad was able to use their expertise and equipment to safely package that intact, remove it safely from the building and then place it in the total containment vessel, which is our bomb transport vehicles and bring to it the rodman's neck range where it joined the other devices that we got from cnn and from the anybody in westchester county authorities. by late this afternoon, all of those devices should have been transported by the fbi to the fbi lab in quantico to be

examined by their explosives people so all of the evidence is in one place. i'd like to commend the work of the jttf. i was in the command post last night as they pulled an amazing effort together with other joint terrorism task forces to run leads around the country and with fbi headquarters, the work of the intelligence bureau detectives under the chief who have been assisting as a virtual extension of the jttf as leads come in. and the public calling the leads in to the fbi hotline and nyc safe number that goes to our ops desk. we're up 139% in those calls. particularly the bomb squad. detectives and supervisors whether it's 1:00 p.m. or in this case, 5:00 a.m., they're right there with the right equipment and the right

that's the definition of terrorism. people in new york city are as tough as it gets. the city has been through terror attacks before. the people of the city understand the whole game plan of terrorists is to intimidate us. new yorkers refuse to be intimidated. we go back to 1993, the first bombing of the world trade center and everything that has happened since. people in this city are full of resolve and don't let these things throw us off our game. i think that is important to inhibiting terrorism going forward. to consistently show those that would attack us their efforts are in vain. new yorkers have been exemplary. they do heed the warning. if you see something, say something. i want to remind people, people
