>> it is thursday, november 8th and you are watching "fox and friends first" on this thursday morning. we begin with breaking news, breaking overnight developing right now a sheriff's deputy and several people shot after a gunman storms a pacs california restaurant, looking at a live shot, the borderline bar in thousand oaks, california located 40 miles west of los angeles. we are told swat teams, bomb

squads currently surrounding the bar, investigators on the roof of the bar, six people shot, hundreds were inside at the time of the shooting. confirming chefs deputy is being taken to the hospital witnesses say the shooter was using a handgun and smoke grenades was the restaurant was hosting a college country night with several people found hiding in the attic, hiding in bathrooms, the gunman, we cannot confirm his or her status, and some of the -- lutheran university, california university channel island and pepperdine university from all of those schools located nearby were at this bar

at the time, considered college night. we will bring this to you. one of the sheriff deputies was holding a news conference, you cannot confirm the situation is under control. >> could still be a threat. can you give us any sense how many people were killed? >> i would say half a dozen people were injured inside the location. >> shot. >> what can you tell us? >> i can't tell you much about the shooter. we are still looking for the shooter. we can't confirm the shooter is in custody. at this point what i'm hearing -- and can't confirm the exact number.

>> reporter: a couple things, they could still hear shots inside. witnesses have been coming forward talking about smoke grenades that went off in advance. not some type of assault weapons that they heard. reports, you have to be careful when listening to witness accounts which vary dramatically. one person earlier said he heard a dozen shots, witnesses also reporting people were getting out any way they could jumping through windows trying to head out the front door, hiding in the attic, hiding in the bathrooms, shots coming into the sheriff department, 11:20 p.m.. what else do you tell us?

>> reporter: for the last hour or so what happened at 11:30 local time, we saw a lot of police activity through the hour, more police officers coming, and not a lot of things confirmed, we had a small press conference, reporter talking with sheriff's, 6 people have been injured and tightlipped, there are reports i have been reading with shares. hundreds of people reportedly involved in the nightclub, very scary situation. with all the police officers, and where the shooter is at the time. incredibly scary.

>> we are told by the sheriff's department according to the last news conference they cannot confirm the status of the shooter. if you have been watching images coming in live, there was an image we zoomed out on of a dead body outside the bar. a patron, the shooter, working to confirm the information, some additional information from one of the witnesses at the scene. he also reported he saw another individual appeared to be a young male. a bouncer was shot, the woman behind the cash register.

once again, let's bring you up to date, life pictures coming in from thousand oaks, california, a mass casualty, a shooting, there were reports that hundreds, college country night, the ventura county sheriff's department came out and said this is an active scene, 6 people, half a dozen. and 11:20 p.m. local time, this would be 40 miles west of los angeles, several colleges participating in college night,

california lutheran university, cal state university channel island and pepperdine university, this is a breaking situation, and responders inside the bar. that shows there is no longer a threat inside the bar, firefighters and paramedics, and officers on top of the bar themselves. one of the witnesses i was talking about, listen to what the witness says. >> broke some windows, got their friends out. after that, they took up 10 or 15 minutes. shannon: looking at live images

noting you don't see anybody running from the scene. >> an hour ago, you saw blood on the ground in several spots. and you are not seeing people run, you are not seeing a lot of that type of chaos but at 11:20 in california, almost two hours, not sure if the shooter is still inside, if they apprehended the shooter, the status of the shooting we don't know. shannon: listen to annette another deputy had to say. >> anyone confirmed killed. >> it is quite some time.

very safe community. this is very unusual and it doesn't happen very frequently in our neighborhood. if you see behind me, all agencies -- >> you can train for these active shooter situations but they are all different. metro police lieutenant randy sutton, looking at live pictures as this continues to unfold. what are your initial thoughts? >> this is the well-planned event, an individual who prepares himself with smoke grenades to confuse the situation as they are doing their attack just level of

industriousness, an individual that is armed not just with a handgun or a rifle but distraction devices, and we are seeing this mass casualty, very fluid event. in custody, he is down, we do know a law enforcement officer down. this is a serious events taking place. >> to the hospital, this is still an active scene but taking a look at the scene itself, and whether or not he would be donor

apprehended or looking for the possibility of a second suspect. we do know the first responders, it does appear they were allowed inside the bar at this point. >> the fact they were allowed inside reveals the individual stopped shooting or was neutralized. because the last report i heard was these individuals are still on the loose, the suspect made his escape, it is an investigative issue, a large number of people in a small area, so many people down, the scene is so chaotic, it is very

often these individuals blend right in to the crowd, an active shooter like this, and they face off with the police or take their own lives, may be the shooter. >> how do you train for a situation like this? you have hundreds of people at this location and you're going into what is described as chaos, people trying to throw furniture through windows and try to get out this way. going into who the shooter is. >> this is why the law enforcement job is not only so dangerous, but also those who respond to this show incredible bravery.

those quite literally run to the sound of gunfire. the chaos no matter how much training, not just a solo entry into a situation like this, it is a coordinated attempt to coordinate not only officers on one agency but also a mutual aid call, the sheriff, city police from thousand oaks and towns surrounding this community. it would be a coordinated effort. the training that takes place, individual law enforcement needs

to see jurisdiction, agencies in the area, the training for active shooters. >> people hiding in the attic, people hiding in bathrooms. how do first responders deal with that when you come on the scene? >> the first is to secure, to get aid those who are down. to make sure the shooter themselves is not a continuing threat. you either neutralize the shooter if possible, or if the action is over you go to life-saving mode. other officers are looking for

people who are hiding in order to guide them or search for the suspect. this scene is exceedingly dynamic. with officers not knowing who is who, or if the suspect has blended in, everybody becomes a suspect. deciding who is who at this chaotic scene becomes paramount to searching for the suspect as well. jillian: you have hundreds of people drinking at the time, college students involved. if you're just tuning in, there is what is called a mass casualty situation at this california bar in thousand oaks, california, life pictures as they come in, 40 miles west of

los angeles, college country night at the bar, shots rang out at 11:20 p.m. cal lutheran university channel island, pepperdine university, all three of those schools inside at the time. 6 people shot, that is being reported including one deputy sheriff in -- transported to the hospital. there are no reports about the condition of the shooter at this time. we don't know if he has been shot and injured or arrested or if he is dead. we are working to confirm some reports that are out there concerning the shooter and we will have that confirmed, local affiliate photographer on the ground spoke with people who were inside when shots were fired.

>> on new year's eve, you have pandemonium. he felt bad, the only way to get out was run over people. heather: it is still considered an active scene. you can see from these pictures, that is the case. jackie ibanez is following this, since the call went out, 3:30 in the morning eastern time. >> it happened at 11:20 local time, it has been happening for two hours or so. we pointed out earlier the scene is obviously chaotic with all the sirens and police officers but what we are not seeing his people running around as they appear to be still searching for

the suspect, he may still be inside. we don't know much about anything surrounding the suspect. hundreds of people were reportedly inside the bar and no shots broke out. >> we don't know their status. once again one of those being a deputy sheriff transported to the scene. i wanted you to pipe in again, images you see right here unfolding live with everyone at home. the mass presence, fired, ambulances, paramedics on the scene and the coordinated effort it takes to respond to something like this. >> keep in mind this is in a smaller city.

when you have a mass casualty event like this, an active shooter, what happens is a mutual aid packed that all these agencies inventory county utilize, one community will ask for the assistance of other nearby first responders, ambulances, fire department, you have mass chaos, multiple victims down, chaotic situation in which the shooter himself, you have to have a search for that individual.

and another potential victim unless this individual has been killed or took their own life. you have a situation in which no matter how much training you have. heather: we have a witness speaking live, let's listen. >> okay. >> you have not heard yet? correct? what does that do to you emotionally? >> it is scaring me. brothers and sisters, anything that happens would be devastating to me. carl edgar's. another full twist. heather: you were listening to

one of the witnesses, you heard him, he has friends inside at the time he can't get in touch with. very concerned about their well-being. a little more information about the venue itself, the largest country dance hall, 4500 ft. of open dance space located in malibu but moved to ventura county. massive amount of space to deal with. >> this is a nightmare for law enforcement. you have a massive crime scene, people packed into a nightclub, a perfect killing field for an

active shooter and the individual, and incredibly cool act, took out the security officer who was out friends. he went in and opened fire on individuals at the front of the bar colluding the office and there was a deputy working, security job. bill: would situation, here's the deputy speaking live. >> if he is captured or neutralized, somebody out of the bar and grill. >> what do you know? >> i heard of smoke bombs, a reporter mentioned it but i don't know about it.

i don't have the status of any of their injuries. >> is the location clear? might be in this attic. >> we have deputies going through it. my understanding, i haven't heard that at all. >> don't know if you missed that, the number of casualties 6 to 11, we don't know the status of. heather: you will be giving in and out and warranted. all this information coming in, 11 individuals have been shot, they will report their status or injuries at this point, 11 victims including the deputy sheriff and interesting we just heard the person from the mentor

a county, the captain, the suspect out of the borderline bar and grill at this time. allowing first responders, firefighters and paramedics inside the building. let's go back to the press conference and hear what else they are saying. >> that number has gone up to 11. the number could change. >> i don't have that information. >> 11 people in the house. >> i don't know if they are transported or what their condition is. >> there are so many people worried about this. when will they know?

>> that will take some time. it is not a scene that is safe. investigators looking to make sure the scene inside the nightclub, it will take some time. >> do you know how this all came in? >> i don't know where the call came from but shots fired, that is what deputies responding to and that is what they heard when they arrived on scene. >> what about other things? >> i don't have that level of detail. so rapidly unfolding at this point, so much information to give you about the statistics of what is happening. i don't have that level of detail. i haven't talked to

investigators. >> is something else going on? >> we don't feel shooter has left the bar and grill but whatever was contained in the bar and grill to the neighbors outside. >> is the shooter down at the scene? >> don't know if he has been transported or captured. i can tell you we don't feel there is a threat to the outside area. >> did it stand for weapons? >> a big update from the sheriffs department, the updated number is at least 11 wounded. we don't know the condition. heather: the captain from the

ventura county department, no threat to the public outside the building. they believe the suspect is not left the inside of the borderline bar and grill but would not confirm if the suspect is down or transported or arrested but just wanting people in that area to know they do not believe there is a threat outside the building at this point. what we can piece together is we have seen first responders, paramedics and firefighters go inside the building but we heard the captain say they are still assessing the safety inside the building. there is an active situation going on in thousand oaks, california happening at the borderline bar and grill where we have reports of 11 individuals shot, we do not have reports on their conditions at

this time. we do know there's one suspect leaved to be contained in some way inside the borderline bar. in thousand oaks, 40 miles outside la, college country night was going on at the time. this was a huge country music venue, 2500 feet of open dance space is how it is described but if you are in the area, the captain from ventura county, they no longer believe there is a threat to the public outside the building. still want to get confirmation in terms of the suspect, the suspect has not left the inside, 11 people shot, don't know the status of their injuries.

that is the primary that they are looking at communications inside this bar to shelter away from where police are moving, the police wanted to make sure they didn't cause any collateral and the active shooter. julie: people hiding in the attic, and on the roof of the bar, people hiding in bathrooms, they can get in touch with their friends inside at the time. a lot of college students, and cal state university at pepperdine university, incredibly difficult when you have a venue, and open space.

>> it is difficult because the people inside the venue may not be sober or making the most rational decision. down the road, determining what the motive was of this shooter and possibly hand grenades. what really matters is communications matter, ordinary -- to make sure you're getting people into a sort of safety in the active shooter zone. as you said the threat is ongoing. it is contained but ongoing. heather: tell us what your thoughts are. i want to use the captain's words in reference to the suspect, don't feel he is out of the borderline bar and grill at

this time. there is no threat to the public outside of the building. what does that mean to you? >> they contained the threat, got the perimeter shutdown, cause more harm to those outside the bar. i can tell you from my experience the challenge is to stand inside the bar, a lot of people inside who are afraid, never could have imagined dispassion. and targeting this active shooter, police are well-trained, they trained for this but in and of itself, police may not have been inside the facility. unknown challenges.

heather: investigators moving inside the building, in and out of the building, contained in the building, looking at the level of activity that is happening, doesn't seem to you he is down at this point? >> it is hard to make any conclusions at this point. i am watching like you are. you always want -- something else is a popular threat. >> the second -- >> an explosive device. it will take some time and it is an extraordinary challenge. heather: we are now going to

listen to a witness, several friends in the bar at the time of the shooting. >> i got a snapshot message, don't know if it was a joke but there was a shooting at borderline and i called one of my friends to make sure it wasn't and she said it was. me and my girlfriend came to the studio and drove out to make sure it was okay. we can't even get closer. everyone could be in there. they were hidden in specific spots around the place and they are okay. people are okay -- >> it has been a bad night. >> mass shooting happened in the country music venue in ventura, california. we now know 11 people have been shot.

the number could change. we don't know the status of injuries, we don't know the status of the shooter or shooters at this time but we want to let you know they did say there is no threat to the public outside the building at this time and they do not believe the shooter referred to as a he is outside the borderline bar and grill at this time. jackie ibanez has been following this since the call went out at 11:20 p.m. in california. additional information on the suspect. >> reporters and witnesses say a man dressed in black came in after 11:00 wearing a trenchcoat. he walked into the bar, allegedly had a handgun and reportedly had grenades as well, those grenades are there to distract from what else is happening. you can throw those in.

reports are swirling around. do we have you there? reports are swirling on social media. anytime we have a big event like this. i would love to ask about the amount social media played in terms of finding the suspect or suspects in the witnesses and so many accounts in today's day and age and the way this information is disseminated is incredible. heather: the same time you have to be careful in terms of witness accounts and what does get reported on social media. are you still there? what about that in reference to someone who has been inside at the time and you're trying to find friends or use social media or information in terms of finding the shooter in using social media and staying updated as to what is going on. >> i can tell you from experience overseas that there's a lot of value with those

inside, people who have their cell phones on and are able to talk about what they are seeing can be extraordinarily valuable. i sure there is a lot of that going on and there's potential value on social media. this is full-court press, local law enforcement trying to determine what is going on called situational awareness. you have to know what it looks like inside. one way of doing that is establishing communication with those who are inside and confirming people are able to describe that. heather: a witness is speaking live who said she was dancing at the time. >> going to one of the cop cars, up the street to where they had firetrucks and stuff. >> reporter: how long did the gunfire go on? happened when you were inside.

>> while i was inside, i would say it was about -- about a good 30 seconds. he was, he had two rounds that i know with them, changed them within six second, really fast. he knew what he was doing. he also had perfect form. he was spot on. >> reporter: you were in their and all of a sudden you are running for your life. >> it was really really really shocking. with my dad being in the military for so long he prepared me but not ever really prepared me, never thought something like this would happen. and i need to make it out of here. and need to think about why it is happening.

>> what looked at you get at the shooter? described the look on his face. >> i got a decent look. he was wearing a ski mask over his face but only the bottom half. he had a baseball cap on and almost all black, he was taller white man. >> didn't look like he was after anyone in particular? >> a bunch of random shots at people. i think the first guy he shot was the security guard. heather: describe the moment the shots broke out, was there a lot of screaming? >> everyone running, there was some screaming but not much. it was so much of a shock, it

was like sheer panic. everyone ran and dropped as fast as they could. >> reporter: what about right now? >> i'm still in shock. >> is your dad here? >> yes. >> reporter: your daughter was involved in this? >> i got a call immediately. she did what we trained her to do, drop herself and to get as far from the shooter as you can and don't make yourself a target and she did what she was supposed to do but someone else had their phone. we got a call at 11:20 last night. she started by saying there has been a shooting, i am okay, hiding in the hills by the cactus. >> reporter: what are you feeling being able to be here? >> relief. my oldest kid, she just turned

19. >> no i didn't! >> a few months ago. she is 19 years old, i am proud of her. >> reporter: you kept your wits about you. how did you do that? >> it was kind of something you had to do, no time to panic. you have to have the mindset of i need to get out of here. what can i do to save my life and other people's. it is like one of those -- you can't even think about it. stay somewhere safe. >> reporter: we are so glad you are okay. >> kaylee whistler. >> reporter: you live here? a lot of these witnesses and survivors -- bill: we continue to monitor the scene of look for additional witnesses. can you imagine 19 years old being inside the scene at the

time, chaos, shock, sheer panic, the words she was using, the torture she is still reliving, this man walked in, all black, looks like he had a ski mask halfway over his face with a black, she described him as a white man with perfect form as he started shooting and she believes the first person he shot was a security guard. heather: another witness earlier saying the bouncer was shot, also a woman behind the cash register at the time. the suspect came in shooting. let's bring everyone up to date if you are just joining us. this is still being considered a live shooter situation going on in ventura county, california at the borderline bar and grill which now confirmed that a sheriff department spokesperson

has said that 11 people were shot. around 11:20 p.m. california time, a report of shots fired went out. first responders went on the scene, shots were being fired inside that venue at the time when they arrived. we don't have any information about the shooter at this time, except the sheriff department spokesman, they don't believe the shooter is outside the borderline bar and grill at this time and the suspect poses no threat outside the building. among the people shot, one is a sheriff's deputy transported from the scene. we don't know about -- there was country music spot, dance hall,

inventory county. 3 different colleges reportedly on the scene at the time. at pepperdine university. and what you know about the shooter. >> i don't think the shooter left the bar and grill. we don't feel there's public outside. >> don't know if he has been transported or captured. we don't feel there's a threat outside the area. >> if there's any good news in that, randy sutton is on the

field, in las vegas, the mass shooting that happened at the country music festival, having to deal with live shooter situation running into fire versus running away. >> the tragedy of death, the numbers may not be the same, the tragic thoughts happened on the incident in vegas, what is happening in california right now. those whose lives have been lost when you compare them to the families of those in vegas, that tragedy is the same even though numbers may not be the same but

i'm getting information that the suspect is down in california. i'm getting that from a source. also there is conjecture from law enforcement sources that this was a middle eastern male that shouted something prior to the shooting. whether this is something that is going to be borne out after the investigation we have to see. heather: where are you getting that information from? >> sources on the ground in that area. this is a very fluid seen. there is chaos. i can tell you law enforcement would not have allowed first responders, medical personnel

into the bar unless they felt it was safe. heather: not to interrupt you but it seems like that was the obvious take from this was the suspect is down with a wouldn't be allowing first responders in but why are they being so tightlipped and careful to do everything to assure people it is safe outside the bar you they are very clearly not saying that he is down or in custody? it seems they are doing that on purpose. why is that the case? >> they are concerned about accomplices, concerned about secondary devices that might be in the area. when law enforcement is trained, scenes like this, there's always a terrorism nexus, they are at

the forefront of the mind of law enforcement. is this a terrorist attack or is it motivated by domestic situation? every scenario has to play out in the response. in that response is the possibility that there have been other devices secret in the area so that when there's massive law enforcement and first responder response the devices could be deployed to take out first responders which is a tactic used by terrorists. that may be one of the reasons the cryptic kind of answers from law enforcement spokesman. heather: we have another press

conference starting five minutes from now. as soon as that begins we will bring it to everyone until we get additional information at that time. i believe you are still on the phone as well. your thoughts on any of that, why there was close with as to status of the suspect? >> the priority right now is clearing the area. a couple things, the right thing, get off the x. we are always taught overseas in a shooting incident like that you don't control a lot except in preparation, something happening like this, need to get away from where the shooting was taking place. when the shooting went on for 30 seconds that is a really long time and if she is anywhere close to that, the shooter had a long time.

>> he had two rounds and changed in six seconds and clearly knew what he was doing. >> this is part of the work that will be done after dealing with this incident, determining who the suspect is. but things like this, someone like this would have prevailed before targeting it. and simply surveilled it. and what it looks like on the inside, there are video cameras of that before. on the forensics that take place after the active shooter -- that first responder, what it might mean is the facility is clear and they move the injured, that might be what they are trying to do.

the other reporter noted they might have stopped the active shooter, getting people in to deal with the victims. heather: as we look at life pictures, this is taped. this is the scene earlier surrounding the outside of the building. they are on the roof of the building, reports of people hiding in the attic or in bathrooms. we want to bring everybody up to speed with what you are looking at. a sheriff captain in the center accounting, a shooting at a country music venue, borderline bar and grill, thousand oaks, these are images that were shot a few moments ago. 11 people have been shot.

this california bar still had college students at the time, 100 people inside. one sheriff's deputy among the wounded of the 11 people transported to the hospital. the sheriff department spokesman about provide information on the extent of any information on the injuries or if any others had been hospitalized. also reporting the shots fired call came in at 11:20 p.m. at the borderline bar and grill, 40 miles west of los angeles. a venue that is massive, 2500 ft. of dance space, no additional information about the suspect at this time, but be very clear to say they do not believe there is a threat outside the bar. they believe the suspect is still inside the bar at this time. let's listen to another witness. >> a suspect, i was nowhere near

it but so close it is ridiculous. it doesn't make sense it would ever happen. >> do you go to this bar? >> reporter: jonathan hunt is standing by at this scene and he can bring the latest information he is hearing. we are working to get him, he is there. what is the latest? >> reporter: we are getting several voices from your control room but we can tell you behind these police lines is the bar and grill where at 11:20 last night, that would be 2:20 a.m. this morning east coast time, a gunman opened fire, police telling us at this point very little. we do know there were 11 victims. we do know that one of those

victims was a sheriff's deputy. he was apparently responding to calls of an active shooter at that point. this was college night apparently at the borderline bar and grill. a lot of college students from nearby colleges were there. california, lutheran, pepperdine is over the hill towards malibu. we are told a lot of college students were on the premises at the time. it is a larger venue. you go in and have a bar and large dance hall. they do country and western dancing lessons. we don't know how many people were in there for sure but a couple people are coming out from the bar saying it was pretty busy and any gunman who happened to walk in would have an open shot as you go up the stairs, looking down on the dance floor, that gives you an

open shot. if you were so inclined. what we know for now as a fact officially is at least 11 people have been shot. one of those includes a sheriff's deputy. we do not know the extent of injuries or if there have been any fatalities but we are expecting another update shortly from officials on the scene and we will bring you any news we get as soon as we can. heather: can you tell me what we know about the suspect? they are being careful not to say the suspect is under arrest or if the suspect has been injured. all they are saying is they believe the suspect is still inside the venue and he is not a threat to anyone outside the surrounding area. >> reporter: we are getting the

usual careful and coded talk from officials saying they do not believe there is an ongoing threat. that would tend to indicate they have taken out that threat. we don't know that for sure at this point and we do not know if the shooter himself has been killed or injured and taken into custody but we do know officials are saying there is not an active threat at the moment. we never want to get ahead of ourselves in this kind of reporting. we are always cautious. we wait for real facts until we report them but for now they are saying there is no further threat from the shooter and that is as far as we and they more importantly are willing to go at this point. heather: trying to be careful to use the exact phrasing we heard from the sheriff department and

very unusual, they are going to an extreme to not say if the shooter is down so interesting to see why they are doing that. >> reporter: part of what is going on, we are not talking about a restaurant. this is a big venue. these situations, having to go room by room, square foot by square-foot, as they go through the area making sure there is nobody else hiding, no other injured people, make sure there isn't even a second shooter. they want to sweep that building room by room, square-foot by square-foot before they say anything definitive. that is a customary way of behaving as what we reported in the way they tell us by their timeline, not one we hereby rumors. heather: and social media. rumors out almost instantly completely different, new day and age when it comes reporting from the scene and witness
