obsession with impeachment, the indictments, etob cetera, et cetera, the president continues to do work that other presidents wouldn't do. and poor working class americans will be better for it. and that's the angle. joining me now with reaction, pastor darrell scott. he was at the signing of the opportunity zones executive order. he's also the ceo of the national diversity coalition for trump. with me is niger innes from the congress for raciald equality ad chris edwards from the cato institution. pastor, you were at this event yesterday. what's your reaction to some of that sound you heard from my angle? that president trump not only doesn't care about minorities, he doesn't deliver anything for minorities. but that he's an actual racist despite everything that's been laid out. >> i can sum that up in one word. that word is hogwash.

i can think of a stronger word but i can't say it on television. [laughter] i have been involved with the president and this esadministration as far as this opportunity zone act and urban revitalization plans for a year, year and a half. it's something they've been working very hard on. yesterday saw their fruition of a lot of planning and a lot of time and labor intensive activity working towards it, and it's going to enhance this entire country. it's going to cause developers and builders, it's going to i provide incentive for them to redevelop and revitalize these blighted areas in america. it's going to be a shining symbol of trump's vision for making america great again. >> laura: chris edwards from the cato institute disagrees. you think it's going to be a boondoggle for the developers? >> it's a well-meaning proposal or law now and it's a big thing, no doubt. i think it's very misguided.

there is a thousand zones across the country now. politicians across the country sat down and drew lines down streets in america. on one side of the street, you get that giant capital gains tax break and on the other side, you don't get anything. what has happened is landowners, and ben carson touched on it, landowners inside the zone have these giant appreciations in the value of theire property for doing nothing. that's how economic works. >> laura: how do people acrossdo the board not benefit? there's always going to be -- >> people outside the zones are losers. new investments will go -- it creates inequality. >> laura: you are loud. you are loud. i love your voice but it's- booming. >> he doesn't know what he's c talking about. >> laura: i want to get a response. then i have something to say about how the zones work.

>> a few short years ago during the obama administration, you had a record number of blacks and hispanics, part of a growing dependency society. even working-class whites. for the first time, health indicators for white men, working class white men, was catching up negatively to those of black and hispanic men because there was a sense of hopelessness, a sense of a dependency on big government. that has changed. for the first time in our history, more small businesses were closing than opening. what the president is doing with these opportunity zones and i want to applaud my friend pastor scott. i want to applaud the president. what they are doing is making an investment. i think my friend from cato would agree that capitalism has done more to free and liberate people from poverty, not just in our country but around the ibworld, than any other system n history.

>> laura: what's the alternative here? we spent $7 trillion on the war on poverty. we got more poverty. we spend a lot of money on the war on poverty, correct, pastor? alternative? last time i checked, cato's for open borders, more trade deals than the tpp. >> we are for trade and i agree with everything the other guests mentioned aboutpp capitalism. i am all for opportunity everywhere the country, equal treatment. these zones only touch about one quarter of low income neighborhoods in america, so three quarters of the neighborhoods left out are going to be losers because the investments are going to go to the winning zones. trump's new counsel that he announced is going to put more spending subsidies just in the zones, leaving out the other areas. i like equal treatment especially at the federal level, not special deals for special

groups of people. >> laura: do you think donald trump concocted this whole thing? >> no, no, no, it's a very well-meaning thing. >> laura: you are not part of that crowd. >> mr. kushner sounds like he does own a lot of the land in the opportunity zones. they have all experienced capital appreciation for doing nothing. >> laura: i don't think it's doing nothing. you are taking a risk. pastor, you are taking a risk by putting investment in an area that has oftentimes beenis dangerous, very difficult to grow a company. or in the rural zones, just kind of desolate, and no investment at all. >> first of all, i think you have given the cato hater too much time. he is promoting negativism and doesn't want to talk about positive attributes of this. when you elevate the value of these depressed areas, the areas adjacent v to the depressed ares automatically elevate their value as well. real estate 101 is when you look at property value, you look

at -- if an area is depressed, it's bringing down the value of the surrounding area. if the area increases in value, the areas around it automatically increase as well. trying to level the playing field and provide incentives for those to invest a in areas that they previously wouldn't have. we have a very aggressive urban revitalization program. it's not going to be investing in real estate. it's going to be investing in people in those areas today. providing vocational training,ho educational opportunities. there is going to be a lot to it to revitalize the people. they can be transformed by the renewing of their minds so that the increase in value is total. >> laura: i want to move to something that goes beyond just the economics of it. to how the left has tried to poison the well among minorities against this president despite the economic news, despite issues like this, criminal

summer when the democrats wanted to do just that, what the president said, polish i.c.e.? narrow nearly 70 former state and federal judges want i.c.e. banned from courthouses. in a letter to the acting i.c.e. director, they wrote "judges simply cannot do their jobs and our justice system cannot function effectively if victims, defendants, witnesses and family members do not feel secure in accessing the courthouse." the group wants courthouses to be added to the so-called sensitive locations list where immigration officers generally do not enter to make arrests. here now, former assistant u.s. attorney brian kelly who prosecuted immigration cases in the border county of san diego. eileen blessinger also with us, an immigration attorney. brian, let me start with you. how bad an idea is this to ban i.c.e. from operating outside of a court room where a lot of

these detainees who areta obviously illegal immigrants are released or are coming and going as part of another case? >> it's a terrible idea, laura. it's obviously political. this is not a new practice. these arrests at courthouses, they are not very common, but they've been going on since the obama administration. i don't recall any of these judges complaining when it was happening under the obama administration. >> laura: well, one of the things that i.c.e. said to us tonight and eileen, i want you to react to this, they wrote the following. "arrests in courthouses are routine practice for law enforcement agencies throughout the country. because many jurisdictions no longer allow i.c.e. to take custody of aliens inside jails, courthouses are the next safest option. as the judges acknowledged in their letter, i.c.e. updated its policy in coordination with the association of chief justices and accorded administrators tool clarify that the agency target specific aliens. appearing most often as a defendant in criminal matters

and not those appearing in court as victims or witnesses." isn't it the case where this is being thrown out in a very emotional manner to try to paint the trump administration as you are going after like victims of domestic violence in a y courthouse. that's really not the case. >> it may not be that they are specifically targeting the victims, but the impact is the same. the effect is the same. they are going after illegal immigrants in the court systems and the actual witnesses, victims, they think they are, even if that's not what's happening. >> laura: there is an updated policy that came out. there is also something called, i can't't remember the name of a visa. it's a visa for a victim of crime. you can apply for it if you are a victim. if these courthouses, these judges or these lawyers for the illegal immigrants aren't aware of this.

when their clients are going into the courthouse, i don't know what to say about that. they are here in the country illegally. we all forget that. >> it's never been the case that illegal aliens were eager to hang out at federal and state courthouses. the policy now in place that i.c.e. is implementing targets only certain criminal aliens, members of gangs, national security risks, that sort of thing. they are not just arresting willy-nilly crime victims and things like that. they are in fact trying to do their jobs. there is opposition to them at every turn and it's making a dangerous job even harder. it's much safer for them to beer making arrests in a courthouse than out on the streets where anything can happen. >> laura: people get killed, including the agents. we do have to preserve their safety as well. i've got to say it a lot of the reason, and we heard this from l i.c.e. tonight as well, they are doing this, eileen, becausei. there are sanctuary cities in jurisdictions that do not allow them to go into jails to assess the conditions, the status of particular inmates.

nor are they alerted to the fact that certain inmates are released. we just had a case in new jersey in early november where an individual was released and then goes on to murder three people in missouri. from new jersey, which is a sanctuary state. so i.c.e. is trying to keep us safe out there andnc i don't understand for the life of me why people who claim to care about women and children, a lot of democrats, are in the middle of this defending criminals from being detained or caught up by i.c.e. that's going to protect women and children in the united states. and men. >> well, i mean, i think the important thing here is that the i.c.e. officers are trying to protect them but so are the police officers that are making the cases against these defendants. if the victims don't feel safe going to court, then all of the work that the police officers,
