7:01 pm
>> one of them is here to talk to us exclusively. it's shocking. first, washington supposedly in chaos. the house and senate have adjourned and now at midnight tonight, we will be in a partia government shutdown all because the democrats are refusing to fund the border wall. joining me now from capitol hil with all of the details working late at night. no rest for the weary. peter, what actually brought us to this point. and now, walk us through, where do we go from here? >> look at the clock. there are still two more hours until a quarter of the government shuts down, but mos lawmakers have been gone for several hours. the senate officially adjourned for the night in the 8:00 p.m.
7:02 pm
hour after leadership announced they didn't have the votes to pass the $5 billion border wall and they said they were going t take any votes at all until leaders worked something out. any changes they made to the bill would have to be approved by the house, but the house saw the writing on the wall. the last leader on the hill tonight holding official meetings was actually the vice president mike pence hewitt tried to squeeze is much border wall money as possible out of senate lawmakers, but he left about an hour ago never indicating what the white house is offering in a deal or what they might give up. he had to break a 47-47 type earlier today to order to debat on the order wall money. that boat today was kept open for hours because lawmakers needed to fly back from home where they headed after catchin as spending bill that didn't have any border wall money and many of them were already on their way back home to their

home states because leadership in the house and senate have told everybody they will have a 24 hour heads up before of meaningful vote on the spending bill. >> peter, i hear the echo behin you. i'm half expecting tumbleweeds to start blowing through the beautiful capital haul your standing in. when is less time you actually saw a leaping breathing human being, that's my question? >> other than the majority leader of the house that standing about 4 feet away from me,. >> he is coming on our show. he's coming on with us. peter, thank you for giving us the latest on this. it's unbelievable. no compromise insight and lots of members have decided to go home for christmas. joining me now, trump former campaign manager he is the former deputy secretary of stat under president obama. it's great to see both of you. i want to start with you,

because we have heard this buildup now from about 72 hours. in earnest. the buildup, were going to play a little montage of the media declaring that what's happened with matiss resigning, the partial government shutdown, so far no wall funding, which mean of course the end. let's watch. >> is this the beginning of the end of what we've known. >> it really is a presidency an crisis like we haven't seen. >> i mean we could have played another four or five soundbites that i actually thought we had there but this is the drumbeat. the republicans are starting to abandon him. the wall street journal is
7:05 pm
criticizing him. the allies are up in arms. where does this stand now? any issues with messaging that could be tweaked or changed to get the narrative terms in charge, he's protecting the country? take a look, it's very simple, this president made a pledge during the campaign i think it was the biggest pledge he made and received the largest amount of applause on the campaign trail and now he has to fulfill it. the weak republican leadership of the last two years in congress have failed to deliver it. they asked the president ought to shut down the government before the midterm elections because they're fearful it's going to hurt them in the midterms and they promised to put the funding in for the wall after the midterm election. once again they failed the american people and the president that we've had enough. because of your show and jim in jim jordan coming on for me fou times, shame on me. president saw that and said we can't tolerate this. if we don't get the funding for

the wall now, it will never com to fruition. >> how do the democrats go to the voters in the country. we know that we spend $18 billion a year. on health care for illegal immigrants. much more on public education. for compassion of people and what we do. the democrats can't find $5 billion to get the border fortification going. why are we worried about other countries and not focusing on our own? >> we're worried about the american border. there is that was already agree to on a bipartisan basis by the senate. we have to remember that the apostle it wasn't just about building the wall, it was that mexico would pay for it and now with the president asking the american people to pay for it. i don't want to pay for a borde
7:07 pm
wall. >> but you're fine with paying for the $18 billion a year for healthcare? that's cool with you? >> when people. >> okay, see her all right with that. >> the key thing here is the border wall doesn't have the votes. you will have less with votes i about two weeks. the votes aren't there. it's theoretical. they're not going to get the money from this congress. they haven't for two years so why are we shutting down for th government for a vote that will work in the presidents favor. >> we don't deal in the realm o facts we have 25 percent of the government nonessential employees, nonessential service are covered under the shutdown. every time i hear nonessential think why are these people in the government at all? we only need these people. >> we don't really need to, sta home. >> it's craziness. >> it's also such a scam.
7:08 pm
when they have the nonessential employees stand home, and they are staying home for the extra day. when the government we opened, we back pay them for all the days they didn't come to work. but it's interesting. the american people will pay fo the wall. we've seen that from go fund me who's been running for three or four days. the american people will pay fo security. the families who have loved one killed by illegal immigrants coming across the border will pay for the wall. you ask the american people to pay for it, we have the money for it, the cash for clunkers program under the obama administration was that $3 billion boondoggle to keep peoples cars away and throw money in the trash. >> i've got to say to both of you, this is from the democrats to the republicans, i think bot have handled this abysmally. it is abysmal handling of the

national humanitarian and national security. both of you have a wonderful holiday. merry christmas and happy new year. appreciate you joining us tonight. house majority leader kevin mc carthy. apparently the only person left on capitol hill. congressman. here we are. you should be stuffing stocking at home and hang in the mistletoe, and all the fun stuf you do in california, but here we are, the government will shu down in two hours. did you all wait too long? >> i don't know will we did you longer the house is vastly funding. the challenge really lies, and this is what the viewers have t understand, the house to pass a bill that protects and secures the border. the senate takes 60 votes for i
7:10 pm
when i comes the question of shutting down it comes to schumer. does schumer make a decision to shut down or not. this is a fundamentally different shutdown than those i the past because we've already funded three quarters of the government. when it comes to defense, military men and women and others are all taken care of, but this is too important to le keep going. we know what's happening along the border. think about what schumer said a few weeks ago. provides money for the border, but he's afraid it would affect nancy pelosi is vote for speaker . >> i have to tell you. back in october, you and i talked about this at the time. when paul ryan said were going to do this are going to have a conversation is going to have w all knew that was ridiculous. i mean you were not in that camp , but for two years paul ryan, and everyone here says this i like him very much as a
7:11 pm
person, he has not been on the president side on this wall. he never wanted a wall. he never believed in the wall. he didn't like it. he didn't like a lot of what trump was saying about the wall. here we are on the 11th hour and it's all on terms showers. i find it outrageous. i had to tell you, i know you and good friends. on television blaming fox news and basically talk radio. >> some right wing people yelling at you on fox news and suddenly he says well, i don't think i'm going to sign it. it's very true that he helped bring on the shutdown and needs to take responsibility for it. any effort to blame democrats we'll be leap. >> she used the bs word.
7:12 pm
if this of right wing brendan shutdown or did the president say it's do or die. >> the president campaigned on this. the president said he was going to fight for this wall. it really comes down to taking 60 votes in the senate. the president is doing what he promised getting tax reform. the president is a fighter. i know you like that paul has been fighting for the wall as well. maybe not at the right times, but here we are in this fight and blood taste change this wee remember when nancy pelosi was later she looked to the president and said you don't have the votes in the house. we overwhelmingly prove that's not true. we have sent the bill now to th senate. so it really lies with the senate and the challenge there as you watch the vote, it comes down to what schumer has for power. that's unfortunate for the president. more importantly it's unfortunate for america.
7:13 pm
that's when still work right now . >> again, i beg to differ i think paul ryan could've gotten the votes for the bill. he came within 13 votes of passing that. i think it could have happened and it would have happened, but you're right, the senate has th cards now. we appreciate you spending time with us tonight and thank you s much congressman mccarthy. we have a lot more to get to. coming up the democrats whiplas over war policy friday follies with raymond loyola. a brazen attack on to marines.

7:18 pm
>> the democrats on the hill fo ten years are demanding our troops come home from iraq they now sounds like they went to th school of foreign policy. >> i think this will be considered one of the worst foreign-policy blunders of this century. certainly of the century to date . >> no one knows why the president is making this decision today very. >> the decision made in our cavalier fashion a decision tha is dangerous. >> laura: didn't they elect obama, not one, but twice based on his pledge to bring the troops home? >> for the last decade we spend a trillion dollars on rising debt and hard economic times. now, we must invest in america' greatest resource. our people. the invasion that creates new jobs in industries while living within our means.
7:19 pm
america, it is time to focus on nation building here at home. >> i want to stand up and cheer. in fact, at one point top democrats were criticizing obam for the slow pace of his troop withdrawal. >> many of us would like to see this go faster than the path that was laid out, however with the proper progress whether it' on the civilian side or on the government side, the anticorruption site, it may wel be that we could have a quicker drawdown. >> very impatient for the draw down there. when donald trump is president all the old principles of the democratic party play out the window. further i think it wise to focu on the substance and the letter. the strength of our nation is linked to the strength of our

mattis is a guy steeped in military history. he knows that washington warned against entanglements abroad that would put our nation at home at risk and it would not safeguard the company the countries. he said it's her true policy as dear clair a permanent alliance of any portion of the foreign world. it is hard to take that and now that's what washington said. thomas jefferson echoed the sam sentiment and his own inaugural message. he said peace, commerce, and al of us friendship with nations entangling alliances with none. washington also warned us to avoid the necessity of the overgrown military establishments which under any form of government are inauspicious to liberty and which aren't to be rewarded is particular hostel the republica

american withdrawal from the region. the arguments for so many as we can pull our troops out because then chaos will ensue. well, by that thinking will never leave anywhere we deploy because chaos is always a possibility especially into modulus places like the middle east. donald trumps foreign-policy is based in principle realism. not endless interventionism. we have no pressing national security interest in syria now we fulfilled our objective. we smashed isis. a success that the administration shared with general mattis. joining me now with reaction is a former dhs special adviser under the obama administration and ben freeman, senior fellow and defense priorities. great to have both of you here tonight. david, you're old boss barack obama largely won the presidenc

on his don interventionist message so, why do you take issue than with what trump has done here in syria? >> just like president obama wasn't exactly perfect in the withdrawal from iraq and afghanistan, i think this is a mistake. i agree with some of what you said i disagree with some of what you said as well. i think it was a mistake becaus it's beyond contrary and we've already defeated isis. the majority of the national security administration don't think we it is a good idea to withdraw 2,000 troops from syria . it opens up the potential for a reflash. this is a little bit like declaring victory landing on th aircraft carrier.
7:25 pm
>> foreign-policy magazine. you look a couple of months ago a couple of months ago i was reading all the headlines this morning on the way down here. and it was foreign-policy successes the trump administration. mission accomplished against isis. obviously isis wants to reconstitute itself for you never going to destroy all of isis but in the area we are focused on isis has been driven out. i love this deed from earlier today. he said the following. i will put it up on the screen. he basically said anyone who criticized obama and irresponsible withdraw from needs to check their hypocrisy.
7:26 pm
you're reaction there? >> i think you're overstating obama has intervention. he was the author of the surge in afghanistan. he put from forces in syria. i agree with you on this we nee a definition of success were isis the national security experts that were hearing so much from complaining about thi have a standard defeat for isis that's impossible to achieve. sort of like if anybody in syri thinks nicely at isis or says anything in their favor, we had to stay in syria forever. i should doesn't have any territory anymore. it's an important thing. drinks are decimated. they been mostly killed. if that's not success, nothing is.

>> i want to play for you, so our viewers remember, what donald trump said he was going to do. his general approach, he gave his big foreign-policy speed speech. >> engaged in nationbuilding abroad. they filled the replenish our nation at home. they undercut and shortchanged our men and women in uniform unstable funding and unclear missions. take david, that is what the president basically campaigned on. barack obama said something similar, but i think is right, realism on the ground in afghanistan a mini surge in afghanistan, reluctantly deployed troops in syria. he didn't want to do it at all
7:28 pm
trump smashed him back on the red line, but listen, donald trump didn't respond to these chemical attacks he got criticism from a lot of folks when he did that non- interventionist, but he did respond. it's not like donald trump has done nothing in syria. here are all the democrat thing is that a herky-jerky foreign-policy i think it's bee fairly consistent. we said we get it done were going to begin to draw down troops because we have a lot of stuff to do on the homefront. that has frankly not been done or paid for. and we have to take care of business at home. >> what gets people word is the lack of national security decision-making. there is no strategy communication bird is bigger than syria.
7:29 pm
what could this incubate, what are the ramifications for israel ? three trillion dollars spending on iraq and afghanistan is hard to defend for any perspective from any party so i think the issue is what do these 2,000 troops represented into the potential of a reflash and geben , there is always a potential for reflash. that's why going into these ver difficult to modulus places wit factions, isis is pseudo- terro group. now the christian community tha was protected by a solid and ha been destroyed and brutalized and persecuted under isis and what's happened. it is a complex web of relationships and details. the idea that there is a great

>> there has been some changes in thinking. i don't mind when people evolve in their thinking. i was very wrong wrong wrong about the war in iraq, but afte a while it became obvious to me too that it was a huge mistake. the it's kind of confusing whic he's come down on this issue. let's hear what you said last night. watch. >> the way that u.s. troops are fading isis in syria is in partnership with the kurdish fighters who are believed by th u.s. military to be the most effective anti- isis force on the ground. if the u.s. is going to leave i devastation for the kurds. >> even in an interview she did for a book earlier, an excerpt from this book called direct,

she said in part we don't need radical. we just need a small seed conservative return to our constitutional roots of course correction advocating against the almost colonial approach to foreign policy. i think the left is really kind of caught in between two different positions here and i think it is hard to square the circle. >> i think that foreign-policy needs to be driven from the center. we might even agree on that. you talk about alliances and it doesn't mean were against all alliances. weekend take our allies and mak them adversaries. i'm not sure it's a good idea t make our autocrats and make the allies. that is the challenge that we have today. i think this is too much of a dangerous world. >> okay, but we're dealing with china. china we do with china.
