heather: will talk about this all morning. a lot of talk that the president had not visited the war zone and just yesterday a number of the media were saying he needs to go. and in a few minutes, two hours later they realized the president's plane over england is going somewhere. iraq, germany was the destination. rebecca grant is national military analyst and international relations expert. while we look at this image on the screen right now, why was this trip so important? >> number one, he made the great gesture of being with our armed forces overseas and that will energize him as well to meet with soldiers, sailors, airmen and marines and going to iraq is a big symbol for the defeat isis coalition. and encouraged them going forward as we wrap up the last

bit of defeat and continue in the region. >> he faced a lot of criticism, twofold. as of late, because of the decision to pull out of syria, what do you make of the criticism? >> he has been criticized but this shows steady hand, he gave insight into the syria coalition, he has given them enough time and back to 2000 fighters left, isis controls less than 1% of the territory originally. from caliphate to the cave, that is a significant success. metis was a big part of that. todd: you are watching air force one taxiing at joint base andrews. doctor grant, what do troops get of a visit like this?

>> and the us is behind the demand readiness, to do their job. they know from his visit they will take special attention with the defense budget and make sure they have training and tools they need to carry out the mission. that is why they are in the armed forces and what they want from a president. heather: was nice to see milania go along for the trip. what a great gesture that was, fantastic presence. and arduous trip, night trip, difficult landing, different approach going into al-assad. the troops were excited to see her as well. wonderful gesture for the united states. todd: they will say something as he is known to do.

what does the president get out of this? >> he got a lot out of this. when he stopped at the headquarters of the u.s. air force in europe, he was able to talk to the situation in russia, africa and other subjects, and be sure he touched base with our commanders, he's coming back with a very fresh perspective on the situation in iraq and syria and perspective on what is going on in europe and russia so he will come back and energized and ready to tackle those international and defense policy issues, very much worth his time. heather: i'm curious about your opinion on pulling troops out of afghanistan. this has been discussed, that is no secret. it has been 18 years. would you do that right now? >> that is a question on the table.

we have a special representative, our us representative. if anyone can sort that out it will be him. donald trump argument enforces not long after he did so in syria after 2017. it may be time to reshuffle but we are not pooling our military presence either from iraq, syria or afghanistan. we have huge airpower, surveillance, special ops ready to engage in any point in time and key to it all, training afghan forces to carry out their own security as we have done with iraq. moving the troop levels around is one thing but by no means are we removing our commitments from that area. we have the power to go back and do what we need to anytime, much more complex. todd: they are getting ready to have donald trump come out of air force one. to follow up on jillian's question do you think the

president experienced anything in the last 24 hours that might change his mind on decisions he made over the course of the last week? >> reporter: we heard forces in iraq were glad when he said we are not taking that security assistance mission out of iraq but what he learned from the briefing will confirm the decision simply because he looked at all that material carefully to start with. the forces of isis have been largely defeated and we know rebuilding is a matter of attacking them in the fiber realm, making sure they couldn't take businesses and refund their operations. his commanders would have told him this and what he heard from the immediate operational briefing he received will have confirmed his view that it is time to make a change in reshuffle the syria policy. >> looking at live photos from

joint base andrews where we are awaiting the president, returning from the overseas trip, surprise trip with milania trump to surprise troops, and we are joined by doctor rebecca grant. what do you think is next for the president? >> he has to deal with the shutdown but has a defense budget to deal with. will he create the us space force? there will be a new command but will happen with the organization of the space force? can he get the defense budget and his priorities through congress now that the democrats are in control of the house? he has no real issues there but i think he will be taking a hard look at afghanistan. though he didn't visit he will talk to some commanders, afghanistan will have come up and he will be doing a deep dive, checking in on negotiations and the military situation.

jillian: will he visit afghanistan in the near future? >> it is a possibility. if he does it will be a surprise just like this was. todd: as we await the president stepping off of air force one there may be people who heard the media criticism of donald trump not visiting iraq, afghanistan, all those places and on a plane a few hours later, thought that trip just happened immediately. how much time and effort does it take to plan a trip like this even though it seems like is a surprise, something that was impromptu? >> he hinted he might be making that visit, takes a minimum of days and days to plan this. forces have to go in and get clearance for the aerospace. it is coordinated on the ground,

but something the military is doing, secret service as well, he has done a super job but he did taken off a lot of criticism whether it was not flying down on the paris visit, taken a great deal of criticism on military parade but what we have seen, there was never any real question, shows us how engaged he is. and the national security issue. >> taking a look at video from the president's trip shaking hands with troops but seems troops respect him from the outside looking in. there were discrepancies between jim mattis an donald trump to force us out of syria but what do you make of the relationship between the president and our troops? >> it is a home run.

the soldiers, sailors, airmen and marines love him. you see him taking selfys listening to each individual he is meeting with, talking about what you do and how long you have been here, he has done a wonderful job 1-on-1 with the armed forces. todd: we are waiting the president walking down the steps. maybe he is enjoying his time on the plane, beds and showers and all that stuff. and had all the topics involved in the strip. did you see the attacks on the president for the signing of the maga hats. what do you make of that? >> if you are the president, a

soldier hand you something, you say i sign it, absolutely, that is something he was right to do. i think his interaction with the troops have been excellent and he knows how to do that. you concede in their faces, happy faces, they enjoyed them very much and the first lady as well. jillian: i am curious if there's anything else you would like to see over the next year. what would you like to see the president get done as far as international relations go? >> top of my this is north korea. did you see this tweet on christmas eve when he is meeting with another official talking about north korea and the president says progress is being made? we are waiting to hear what kim jong un will say in his traditional new year's speech. we would like to see some progress there. i would also like to see trump meet with vladimir putin. they have a lot to talk about. things are going down fast with russia. these hypersonic missile tests, they may want to talk about

control at some point, ukraine remains out there as well and i would like to see a final reshuffling of our forces in syria, the defeat isis coalition start to do some rebuilding and i would love to see and exit strategy for afghanistan. todd: let's deal in kaylee mcinerney, thanks for getting up with us this morning. what did you make of the president's trip. >> thinking the troops, and the magnitude of what they do, the sacrifices they have made. >> getting out of joint base andrews. 10 or 15 minutes ago from the surprise trip to iraq, they stopped in germany to refuel and you see them walking down to the

territory, 3 million people liberated because of service men and women who make the ultimate sacrifice each day. the president honoring them on christmas of all days, it was incredibly special. the media caught in their tracks, say he was the first president not to visit troops since 2002. that very moment as they craft those headlines. todd: what about the kerfuffle over the maga hats? >> continually going low, these troops were so excited to see the president, so excited to see the first lady, wanted his signature on their hats. it was remarkable. it really demeans what this was about which was honoring our troops. jillian: it has been a rough couple days because of the criticism the president has faced for his decision to pull troops out of syria. that everybody criticizing that decision but jim mattis didn't agree. what did you make of the

criticism? >> we got a lot of insight why he made this decision. it was very methodical. he said in a speech yesterday i gave the general 6 months but i gave another 6 months, when we had retaken 99% of territory in syria i said it was time to bring our men and women home. saudi arabia stepping up, turkey stepping up and we are right across the board in iraq ready if needed. that elucidation explains a lot. he made a promise to this country when he ran on getting out of syria, made good on that promise and it was a smart, methodical, wise decision. todd: the president was criticized for not making the trip sooner but looking at the last number of years, a few decades the president, right in the middle when he visited a war zone, 705 day for donald trump, obama did visit 77 days. president bush, 1041 days. president clinton, 1088 days. president bush, 43, 671 days.

i think i got that >> he is right in the middle but nevertheless all that criticism, he made the trip, someone our service men and women have high approval ratings among service men and women for good reason, someone who continually praising their efforts continually bringing military personnel to the white house, visiting them across the country. to suggest the president somehow was not honoring our troops appropriately is completely wrongheaded and you are right to drag out he was right there in the middle. todd: i asked this to rebecca grant. a lot of conversation is focused on our troops in syria but people are talking about afghanistan and whether it is time to push us out of there. what is your opinion? >> i don't want to get ahead of the president. that will be his call but he was clear yesterday. this is not about nation building. we have been in the middle east for quite some time.

jillian: gop political analyst and constitutional attorney mark w smith, thank you for joining us this, let's break down the 85 number and take a closer look, two supreme court justices, 32 circuit court judges, 51 district court judges, that is just in 2018. >> mitch mcconnell realized we have 3 branches of government, one of them is the courts. with a republican president in donald trump and republican-controlled senate we can start to remake those courts with republican appointed judges and that is what we saw the first two years in the next two years now that the democrats control the house i think you will see donald trump is going to as they say make lemonade out of lemons, the fact the legislation agenda of the president won't go that far with nancy pelosi controlling the house, what can the president accomplish without the house? the answer is a lot more judges on the federal bench with republican-controlled senate. that will be a priority of this

administration and mitch mcconnell. todd: 2019, what do you expect to happen? you put up the full-screen. one circuit stands out and it is the ninth circuit. not a typically passionate conservative principles, you say the ninth circuit could possibly flip to republicans this year. >> interesting with the division of flip means when it comes to judges. bear in mind, often judges who are nominated by a democratic or republican president are not necessarily of the political party of the president. that was historically the case. when you look at the ninth circuit which is the western part of the united states in hawaii and san francisco you may say there are a large number of republican judges, that flip them to a majority. there are still enough

democratic judges out west. it would be difficult in 2019 to flip the ninth circuit but it comes very close but several other circuits on the east coast, the second, which includes new york, the third includes pennsylvania, the 11th which includes florida, these are where you see at the end of the year potentially more republican judges then democratic but just because a resident is republican and nominated judge doesn't necessarily mean that judge is a republican because often judges are political too in the sense of usually horsetrading going on. sometimes a deal could because it. chuck schumer could say we don't like those guys because they are too conservative but we like these people because they are neutral. that judge would potentially be a republican nominee but struck
