donald trump inviting congressional leaders to the white house to make a deal on the border wall. this comes as homeland security clashes with more migrants storming the border. garrett tenney live with the latest on this. >> top leaders from both parties are expected to meet at the white house for a briefing on border security. this will be the first face-to-face between democratic leaders and donald trump since the shutdown began. in the letter to fellow lawmakers tuesday nancy pelosi said democrats plan to pass a pair of bills to end the shutdown without funding for the president's wall. he brushed aside the invitation to make a deal as well saying donald trump has given democrats an opportunity to show how real government responsible, to end the government shutdown, a sign of things to come in a new democratic majority commit to working for the people. the white house is calling the proposals a nonstarter, sarah sanders saying nancy pelosi released a plan that will not

reopen the government because it feels to secure the border and put the needs of other countries above the needs of our own citizens. the plan is a nonstarter because it does not fund homeland security or keep american family safe from drug trafficking, drugs and crime. this comes after another violent clash on the southern border between members of the migrant caravan. on new year's eve 100 migrants tried to cross the border from tijuana and began throwing rocks at border patrol agents who fired tear gas to push back the crowd. >> in san diego the caravan showed its propensity for violence once again. a large group of people congregated on the hill behind me at 2:00 in the morning and instead of trying to come north or surrender they decided to assault border patrol agents with a hail of rocks. when agent was hit square in the face, he was not seriously injured but the violence associated with the caravan continues.

and it will be $2.5 billion with a compromise on immigration but democrats will take a week before nancy pelosi let's it go through the house. heather: scenes republicans are willing to negotiate because they are giving little but democrats aren't giving anything back. we have separate bills to continue to fund the government to resolve the shutdown. what will happen on that front? >> exactly right. the house will pass a series of bills to open different parts of the government with border security. and the other miscalculation is the senate will hold strong, they will not let anything through the doesn't have border security funding and what will happen next week and democrats will come to a compromise, this will be nancy pelosi's shutdown even though they are passing

market and stability the president invited the fed chair to come to the white house and meet but you think donald trump will declare an all-out war on the fed. >> i do. this kind of perceived complete independence between the president and the fed is a very recent phenomenon. reagan, next and, george hw bush all criticized the fed for raising rates and the president understand how devastating raising rates too quickly can be for the economy and he is going to be very vocal about that. he has the opportunity to affect change but he will be vocal about it and has been vocal about it and it is a big concern. raising rates too fast can put the brakes on an economy that is doing well. heather: you think there will be civil war among congressional democrats.

including murder and armed robbery but can the open border policies set up a major sanctuary showdown with the white house in 2019? here to weigh in, ward matheson, gop strategist. appreciate you joining us. let's begin with governor cuomo's statement he made regarding donald trump's obsession with immigration. he says while donald trump shut down the federal government over his up session with keeping immigrants out, new york stand strong in our support for immigrant communities. these actions will keep immigrant families together. what do you think about that? >> the challenge is governor cuomo is following mayors and those who set up sanctuary cities and they are presenting a false narrative, you cannot have rule of law and compassion. i believe those are compatible principles. this will be a showdown with the white house and the administration because a lot of this deals with federal law. that could create interesting challenges.

it is also indicative of where mister cuomo's mindset might be. his third term as governor might be a short one. he is one who will be floating a few trial balloons up in a 2020 run. heather: he commuted sentences of 7 other individuals, four of twee 7 convicted murderers and three behind bars for our robbery. >> that is ahead scratcher to me. i don't understand where those are coming from and why he would lump those in with what was clearly a statement about immigration policy. to throw those in to me says he's trying to act above the law as chief executive of the state and that is problematic. heather: the interesting given the timing and what else is going on in the country. >> no question, another shooting of an officer by an illegal alien, more skirmishes going on, reports about 150 migrants rushing the borders in tijuana.

there's a lot of turmoil going on and doesn't think governor cuomo is interested in getting to the right conversation which is stuff everybody agrees on. 90% of immigration to be salted an afternoon on the floor the house and senate but too many people are raising too much money and using it to lunch presidential campaigns. heather: lumping together illegal immigration illegal immigration. >> exactly. conflating that is the real challenge, a challenge for the democrats in 2020 is if they can't separate that out in terms of what is legal or not legal and where they stand, that will be problematic for them as they go to voters, this country is about immigrants and always about compassion as well. those are compatible principles. compassionate rule of law work in this country. we need to quit digging it otherwise. heather: what about the message is action sense to other states and other governors? >> it is interesting one.
