syndicated radio host and fox news contributor richard fowler is here. we are all "outnumbered." it's a new year. 2019. >> happy new year! >> harris: thank you, lisa! awesome. let's get rolling. we are waiting remarks from the president during his first cabinet meeting of the new year. congressional leaders invited to the white house for a briefing with the president on border security amid a nearly 2-week long impasse over funding for the wall. this coming among the funding package, which democrats plan to pass by tomorrow night after taking the house majority. white house press secretary sarah sanders calls that a nonstarter as lawmakers on both sides of the pool to go i'll continue to point fingers. >> i do think there is room here to do the wall, do border security, and then provide some temporary sense of stability for daca recipients. i don't know what they find objectionable about that. do they really think that

physical barriers don't help? >> the opportunity i think for democrats is really to look responsible, to look like we want to open the government, we want to sit down and talk, we want to figure out how to make a deal with the president. i think he is going to be in a lot of trouble is he double back if he continues to look like he is the obstructionist and can be reasoned with. >> harris: let's get to rich edson outside the white house. rich question asked >> good afternoon, harris. after this cabinet meeting at 3:00 this afternoon, they will meet with the top democrats and republicans in the house and the senate and the situation room. the president says he wants billions of dollars to fund a wall at the southern border. democrats say they reject that idea as immoral and inefficient. the president has been tweeting on the subject. he says "mexico is paying through the wall through the new usmca trade deal. much of the wall has already been renovated or billed. we have done a lot of work,

$5.6 billion the house has approved is very little in comparison to the benefits of national security. quick payback." democrats say they have no idea how a trade deal directly funds a wall. they say they are open to more funding for border security, not a wall. officials say negotiations are essentially stalled over the holiday season. the white house said the administration offered to fund a wall at less than his $55 billion demand, but they rejected the idea. they say the house will vote on two bills tomorrow after they take control over there. one reopens the government until september 30th. all the agencies aren't fully funded except for the department of homeland security. a second deal would open them to figure is, that would allow for more negotiations over this issue. to that, white house press secretary sarah sanders says "president trump did a serious good-faith offer to democrats open the government, address the crisis at our border, and protect all americans. we have heard nothing back from the democrats."

the pelosi plan is a nonstarter because it does not fund our homeland security or keep american family safe." if the house passes this bill, it would have to get through the republican-controlled senate and the white house to become a law. the president is already rejecting that. with democrats taking over tomorrow, divided government in washington, you might see that a lot. the house passing a bill in the senate and the white house not signing off on it. at least over the next couple years. harris? >> harris: rich, thank you very much. we will bring it out to the couch now. i will say a couple of things about this meeting. first of all, it's the first cabinet meeting the president has had since october. we are watching to see the developments with regard to that, but there are some new people in the room. [laughter] >> to say the least. >> harris: many of them are acting. chief of staff mick mulvaney acting. patrick shanahan taking over defense as jim mattis has just left. he is acting, as well. you've got matthew whitaker, the doj. he's been there since november but he still acting. there are some new players at

the table. >> richard: definitely, and it will be interesting to see how the president plays -- the last 24 hours of the republicans controlling the house, the senate, and the congress. the house of representatives. tomorrow, it all changes. once nancy pelosi picks up the gavel, the votes change. it changes how the president will operate in washington with somebody on the other end of pennsylvania avenue that plans on holding him accountable. >> harris: jillian, what i think it's also interesting is that nancy pelosi seems to be taking the lead more than chuck schumer. i realize the democrats don't have the majority in the senate, they didn't and still won't. but it's an interesting dynamic with her and president trump. >> lisa: it is. a lot of people, the last couple days anyway, i have been pointing out how he's been not as harsh as he has been with other people. especially look at responses and thinks he set on social media, on twitter. though he calls people out. i think it's evident that he wants to play nice with her. that that's going to be the best situation going forward. we saw?

>> lisa: president trump has more leverage many don't separate funding from the rest of the agencies that need funding. this is specifically why nancy pelosi is offering to do it in two parts, to have dhs funding in one part and fund the rest of the agency that needs funding in a separate bill. this is why republicans should say no to this deal. and senate republicans and president trump should not play ball with this. they should keep it as one overall funding bill as opposed to separating. the agencies. president trump also needs to figure out, do you want to have nancy pelosi and democrats in the household the senate republicans and the white house captives for the next two years, or do you want to set the precedent that they are not going to just lay down to nancy pelosi and the democrat-controlled house? i also find it interesting that nancy posey calls the wall immoral and ineffective, yet she doesn't offer the funding. >> harris: that's not all she has said. she has said some pretty offensive things, too prayed calling out his manhood. i'm not making it up, that came out of her mouth. ultima thule these are

the these are the same democrato complain about what president trump says, and -- rich edson read that tweet from earlier today. mexico is paying for the wall through the new trade deal. i want to know why in the name of santa claus, the easter bunny, and the tooth fairy are you talking about mexico -- if they are paying for it, why did you shut the government down then? in terms of political messaging, this makes zero sense to me. he is very politically savvy -- after president george h.w. bush's death, "the wall street journal" wrote an editorial about bush's missteps and his achievements. and bush wrote in his diary in april of 1989, "i cannot break my "read my lips" pledge. i would be totally destroyed if i did." he broke it in a very 1-cited agreement with the senate majority leader, george mitchell

come at the time. he gave in on tax increases and he did not get the spending cuts that he was promised. he may be knows that. >> jillian: in fairness, president trump has made gains s immigration preyed particularly on having a salem asylum-seekers wait to mexico while they are waiting for their case and before he paid the first initial test is so easy to pass. 89% will pass that first initial test trying to seek asylum with a credit writable for official. but a lower percent will show up to the court cases. that's why it's so important. he has the gains there. >> harris: what lisa is bringing up a something that democrats and republicans seem to disconnect on. i don't really understand it. either a person is found or a person is lost. you can't be both. if the number is as low as 9% actually successfully going through the process, when you know you had many more, you also

know that they are roaming the country. i don't think it's too hard to do the math on roaming the country illegally and they potentially are not leaving. i want to get this income if we can -- because we just got an excited note from inside the white house. we are in the cabinet room. that is the crew. they are excited to be their first of 2019. it's our own kevin corke! he says the president says "we feel like we can get a lot done with democrats." and he is sending me now the play-by-play. this will continue to get exciting. oh, look at, we have a picture. can we put that picture up? jay is our executive producer. we can build an 80-foot wall. if we don't deal with these over stays, if we don't modernize the immigration system, you will still have the illegal folks coming to the country. >> harris: can you do both? >> richard: the democrats propose just that over the summer at the white house didn't weigh in. we put $25 billion in for border security, on top of that we said we also need some other fixes. we need to deal with the daca part relation, with the temper he said his population. >> harris: you don't think the president wants to do that customer that's a start of the conversation. let's look at the party started. >> richard: reported on the floor and the president said nothing, did nothing. it just's out there it was 25 for border security. >> harris: the president isn't being specific. now he says border security. >> harris: the walls were always one of the options. >> dagen: what are you saying? senator lindsey graham suggeste suggested, president trump -- here is a compromise

"the wall street journal" editorial board writes about today. $5 billion for border security including wall funding, and then work permits to keep dreamers here in this country legally. because it would benefit not just president trump, because it would be an out from the shutdown. kind of an off-ramp. it also benefit the democrats because this whole dream or issue of what president obama did is in front of the courts right now, and on the merit -- president trump might win in terms of resending the protections for dreamers. wouldn't it benefit the democrats if they can get on board with that? will he do it? >> richard: i think it will benefit the democrats. herein lies the problem -- every time we try to go to the white house and negotiate. he says he's in the white house negotiating, but if you talk to speaker pelosi, or speaker-elect posey, she says she hasn't heard from them since december 11th at their last meeting. he's not calling folks and, this is the first conversation we are having since the shutdown about how we bring the government back together with democrats in the room. democrats now control one

chamber in the united states congress. that means you have to work with them. lisa is right, at the beginning of the segment when she said -- >> lisa: thank you, richard. that's very nice. >> harris: quick question -- the chamber that democrats control is not the one that will make the decision that needs a 60-foot threshold. that's the senate. are there enough -- i don't care which one you serve, you probably have friends in both, right? >> richard: of course. >> harris: bicameral friendship. are there enough democrats who can sway if you democrats on the senate, from the house to the senate, to try and get them to join? the president will need ten. >> richard: just for a singular a $5 billion wall vote. i don't think he has the votes for that. no. if you did, he would open the government already. >> harris: i want lisa to give me the last word on that. speaker you need seven now because they have a 53 seat majority in this next congress. i will think know what it taket there. i don't see a metal. i see nancy pelosi and democrats wanting to not play ball, president trump doesn't want to

accept anything that doesn't have at least a down payment on the wall, which will be at least $5 billion. they will start feeling more pain. >> richard: coming from mexico. the speed to the leadership is not putting up anything for a vote in the senate even though this they pass to keep the government open through february with an eight on the turban of homeless equity funding. they voted in favor of that in the senate, but they aren't going to put it up again if president trump -- if there's any inkling he will do it. >> harris: i continue to ask the question. when the president has the votes, why didn't the republicans help him get this done? >> richard: that's a good question. >> harris: that's so unpopular at holiday parties sometimes. [laughter] >> lisa: i would love to have a holiday party with you. we could talk about this. the office. romney writes this. "his conduct over the past two years, particularly his actions this month, is evidence of the president has not written to the mantle of the office. with the nation so divided, resentful, and angry, presidential leadership and qualities of character is indispensable, and it is in this province where the incumbent's shortfall has been most glaring." the president quickly responding. "here we go with mitt romney -- the question will be, is he a flick question rick i hope not. which much prefer that he focus on border security and some things we can be helpful. i won a big, and he didn't. he should be happy for all republicans. the dell might be a team player and win!" romney did speak out against the uncandidate trump during the 2016 election, although they seemed to have buried that hatchet. the president considered romney for secretary of state.

remember that little bread- bread-breaking session here at john george in new york city? what is romney up to, lisa? everybody has talked a month's friends. will he start to challenge trump in less than two years? >> lisa: i don't know about 2020, but he is senator flake. that's the point of his op-ed, because he is positioning itself to be an antagonist of this president. it's very self-serving, and that's why i don't have respect for mitt romney with this op-ed or what he's trying to do. remember, he groveled to president trump when he wanted his endorsement in his presidential run in 2012. groveled to him again when he wanted to be secretary of state. he went out to dinner, brown nosing him, trying to get on his good side. he groveled again when he was running for senate. i find this to be incredibly self-serving, and i think the only point to this is for mitt romney setting himself up to this next congress and trying to position himself in a position of power. holding his extra vote on certain things.

this is all about positioning, and it's very self-serving. >> jillian: in fairness, for the full story, he did praise many of the policies and that op-ed, as well. he talked about corporate taxes, stripping out excessive regulation, cracking down on china, prison reform, he talked about a couple things. he did give him some praise. on the other end of it, the sentiment -- what i was going to say, on one hand he's giving praise. i just want to point that out. you are talking about how divisive this country is right now. that's adding to it. when you are using that language, that you just referenced. >> dagen: but he is acting like a mister, mitt romney. >> richard: [laughs] >> dagen: he should be forced to wear a unitard and a cape when he's on that senate floor. he started to act like he's the superstar. what are the other senators who have been there for years, standing around thinking? even republican senators. "we don't need you to be the

hero, here." >> richard: and think he setting himself up now, everything that happens -- the first thing that people are going to find now will be the junior senator from utah, mitt romney. they will be cameras in his face every minute. he is setting himself up as a juxtaposition to the president on the other side of pennsylvania avenue. >> harris: why? >> lisa: attention. >> richard: the media attention, but i think there's something interesting about the president's tweet about being a team player. everybody knows he hasn't been a team player to the republican party. not only does he have no remorse for all the numbers that lost this past november, but in 2004 he attacked george w. bush when he was the president. i think there is something to be said about this president punching down. he shouldn't have done that at all, he shouldn't have responded to it at all. when when he responded, that's e are sitting here talking about it. >> jillian: taking the high road and not respond to things like that. >> dagen: three words -- not going to happen. >> lisa: there was a point of

disagreement over policy or something he did, you don't have to agree with the president all the time. in fairness, it's fine. senator lindsey graham has chosen when to disagree with the president in making that known. that's fine. the point is, this is so self-serving to do this before you are sworn in. to richard a prosperous point, the cameras find tempered so he is the go to person. it's all about power, it's all self-serving. he should have just waited at a point of disagreement later, after he is sworn in and he's actually a senator. >> harris: as i said earlier, you can't be lost and found at the same time. the table. albeit, they are acting. some of them will be temporary, according to what has been reported. the new person ahead of the defense department, patrick shanahan, who has taken over for general mattis in recent days, was actually called out by the president just moments ago. our kevin corke is inside pretty emails this -- "proud of what we have a compass with while renovations, but we need a wall. in the end, i believe you will be successful. thanks military and patrick shanahan." and then, the acting secretary of defense patrick shanahan says he is working closely with dhs and secretary nielsen. he says cooperation has been seamless. just to give you a few more words that are being said inside that cabinet meeting, and also to give you an idea of the place of the table -- which i've been trying to do for you -- that's what's going on. this is going to play out. when it does, this video -- we will take it live and we will bring it to you. we are watching it for you. here's what else we are watching. the dow. the first day of the trading in the new year.

and treated the same. "how dare you politico, i'm not endorsing you but you are making me want to get in elizabeth warren's corner fast." and george takei wing and, from "star trek" ." "funny, nobody is comparing biden or sanders to failed nominees mondale, dukakis, or carry. i wonder why that is? >> richard: he makes good point. women have more standards for this is a fact. they have to think about how they look, how their -- 's people and we don't have to think about a paid everybody else think about it. >> richard: exactly. when you're running for office and everybody is think about it, you start to think about it. you are thinking about what you have to do differently. >> harris: so is alcohol the answer customer take a look at this from elizabeth warren. >> hold on a sec, i'm going to get me a beer.

brought up by the debate moderator. president obama did that famous, infamous clip. also, he said -- >> harris: he also said you need a new car smell paid or the nation did. let's talk about likability. when you hear some of the advocates for elizabeth warren, and i read some of that in the intro and share that with you guys in the audience -- when you hear them say that the likability question something we we look more about women than we do about men, would you make of that, jillian? >> jillian: i don't know if that's necessarily fair that we look at that more with women that we do with men. i think since there are fewer women in general in a race like this, i think we pay closer attention to it. i think that might be a bit of it. i think that seeing that video of her like "let me go grab a beer." what was her terminology was to mark "let me go grab me a beer." i think that was it. it seems staged to me. maybe it wasn't. maybe that's harsh. if you're trying to be relatable, trying to heart is not going to get you there. >> dagen: one thing is certain

certain, that the race for the democratic nomination will be the campaign of awkward moments. she is just the first. you are going to have individuals who are not natural -- like i said, about mitt romney, retail politicians who can look at somebody dead in the eye. like a bill clinton or even, to some extent, president trump. look at them and relate to that person. it's the hot sauce moment from hillary clinton about risk campaign, where she is trying with an audience in a very staged sort of way. so i can't wait, because joe biden, if he gets in this race, he is mr. gas. with the hugs and things like that. >> harris: but he's very likable. >> richard: he is very likable. >> harris: i point that because we've had this discussion before about men. i don't really know that we don't have it about women pray that's why i was asking that. >> richard: but, harris -- >> harris: advocate saying we only have that when it comes to women. but we have talked about like ability. >> dagen: i said monday on

this show, i think the men running for the nomination will be at a disadvantage because they are going to get pushed by the women. >> richard: it's a simple -- >> lisa: beto o'rourke as bad as elizabeth warren. the >> richard: you just don't like democrats. the whole notion has always been, i vote for the person i would like to have a beer with. she decided to have a beer and have an instagram -- >> harris: is that what that was about? it did make me think of it. >> richard: herb support is probably liked it. it worked for them. >> harris: then why wasn't she actually having a beer with somebody? >> richard: she is talking to the base. she is trying to convince them that she is the best person to run against donald trump. >> harris: i want to fact-check my never sprayed as he gets north of 80% that elizabeth warren hasn't polling, recognizability. and shallow, less than 20%, of likability. does that sound about right? if it's exactly like 85 and 16. >> lisa: i think that's why she's trying to be more relatable. >> harris: that's a big deficit. when a lot of people know you,

lisa, it is raising interest rates. and the technology stocks. president trump in fact, people will say this privately and publicly, that he was right. at least to lambaste the fed, because they were making a mistake. the question is, has he boxed the federal reserve in a situation where they're going to stay the course despite this market? simply to defy the president? >> lisa: i feel like you would be able to answer that better than me. what i do find interesting about the rising interest rates is that there seems to be a lot of economists that have not necessarily been in his corner prayed that actually agree with him and his criticism of the federal reserve. one, brad delong of uc berkeley said the arguments that the reserve is making, that it's intellectually dishonest. and criticized the fed for the arguments they made, that we need to raise the interest rate so we can cut them down the road. basically, he said that was intellectually bankrupt. it's interesting to see these people who are not big fans of trump with him now.

also, on the public objects, 2020 is so far away that we don't know what the economy will look like heading into the election. >> dagen: i need to add this, a downdraft in the stock market, we were down almost 20% on the s&p 500 prayed that actually already is a recession. that's the biggest concern pulling out in these markets. if it causes a recession, the market doesn't just fall 20% rate of false 30 or 50%. that's why people are freaked out. >> harris: i'm going to break in here with this breaking news. this is what we are watching happened inside the white house today. the president meeting with his cabinet. the secretary of dhs has the floor right now. she is doing it via a video link from san diego, and said the white house. secretary nielsen says that we need a crisis answer at this point. she calls the humanitarian crisis at our southern border with mexico "devastating." she says we need to find a wall, fix loopholes, create a safe at del my pathway to be nine
