we are talking about border security. there is no persuasion he can do to say we want you to do something that is not effective, that costs billions of dollars, that sends the wrong message about who we are. >> tucker: so there is that. what else can we expect? alexandria cortez, now a member of congress from new york is pushing something called a green new deal. you may have heard theem term. what does it mean? it would close every fossil fuel plant in the united states. in the spirit of closingl everything, she vowed to abolish i.c.e. last summer. >> i happen to believe that an agency that has repeatedly systematically and violently committed human rights abuses cannot be reformed. >> tucker: the back drop on which all of this is playing out is the slow

structure along the border and tens of thousands of personnel to monitor it and all sorts of virtual walls, right? what they are saying is, we don't support open borders. that's why barack obama was called by the largest hispanic organization "the deporter and chief." >> tucker: now, i'm even more confused. would you allocate any money for a wall?sa the new speaker is asked. she says, no, no, it sends the wrong message about who we are. you are saying it is okay to have a virtual wall but not a real wall? >> i am saying that donald trump defined the wall in the campaign.ll first he said, mexico was going to pay for it. now, we know the taxpayers are going to. >> tucker: i don't think mexico is going to pay for it. just in point of fact, he didn't say mexico was going to pre-pay for it. mexico can pay for it later through remittance. my job is not to defend all his campaign promises.tt my job is to ask about the country and why can't we have a

wall? i'm serious. >> trump said -- here is where i think there is going to be a deal. trump said 25-foot, concrete wall. that's what he sold his voters on. even john kelly said, to be honest, not something we hear every day from the white house, it's not a wall. what we're saying is we are quibbling now between fencing and virtual this and that. >> tucker: i get it. but what's the difference? trump promises something i hope he can deliver, a tall, concrete barrier that would slow down dramatically the in-flow of illegals into our country. nancy pelosi says, no, no, that's not the message we want to send. what does that mean? that says we care too much about our people, we are serious about territorial integrity? what is the bad message that that would send? >> when democrats have the white house, fewer people were coming into the country. there were more deportations than there are now. the suggestion that democrats

are wanting -- >> tucker: you are not going to address my question. i don't want to be mean. >> the fact of the matter is, what she is saying is what border experts say, by and large, which is that a 25-foot concrete wall is unnecessary. it is not necessary to spend that money. and it's not going to work. t >> tucker: you just said we have more people coming in than we did with the democrats but you are telling me it is not necessary to secure the border with a big, bad wall. a virtual wall would be okay. democrats just want to save money.ot s that's their motto, how can we save taxpayers money? >> democrats said in 2013, a bill that passed the senate and would have passed the house and barack obama would have signed it, that would have said we are going to put all these resources into judges, to border patrol, to electronic monitoring. >> tucker: thanks for the history lesson. a lot of republicans oppose border security. f i would never deny that. we have a chance to get a wall and they don't want one, because it works.

we all know that. let me ask you about the future. we are now hearing from the new chairman of the financial services committee, maxine waters of l.a., that diversity quotas are coming to the private sector. from a democrat, "now countries are focused on identifying top african-american talent with congressional black caucus relationships to help them mitigate the striking lack of diversity within the corporation." democrats are saying, you need to hire our friends or else we are going to punish you. why is that not corruption? >> in the same way that when republicans came in -- remember, there was the case street project? >> tucker: i hated it. >> that's exactly what happened. you hire our friends, our former staffers, k-streeters, big corporations and trade associations who know us.as >> tucker: i don't think theke republicans pretended it was racial justice when they did that. did they?

amnesty for people here illegally. will you agree with that?ser >> what we have focused on is to keep the president's promise, to build a wall and pass>> legislation that provides other support for border security that gives people that are enforcing our laws the resources and the tools that they need. there are a lot of people talking about a lot of different ideas.ed frankly, the better part of a year ago, the president expressed a willingness to deal with the issue of dreamers in a compassionate way, people who were brought here at children were brought here at children through no fault of their own.r he has discussed that. it is being talked about. this is the posture that the president and i take, ever since the christmas holiday. the president sent us to capitol hill. i met with senator schumer, not once but twice. we engaged in good faith negotiations. the president and i canceled all of our christmas plans. we were here in washington, d.cg democrats broke off negotiatione a week ago. the president made it clear, we're here to make a deal.

it's a deal that's going to result in achieving real gains onoi border security. you have no border security without the wall. we will have no deal without a wall. >> tucker: if the deal in the end includes allowing people who came here as adults intentionally to break our laws, to become citizens, thenur wouldn't the message to the rest of us be, why should we obey the law if people who intentionally broke it are being rewarded for it? can you see why that would be a perverse incentive for the rest of us? >> i absolutely can. i have heard no discussion of that or amnesty related to this. some members of the senate areea talking about maybe including dreamers in some sort of an negotiated settlement. the president's posture is we are at $5.6 billion. we have engaged in good faith negotiations. we have made offers. there have been no counteroffers. we heard the new speaker of the house this morning who said, no

money for the wall. the american people know, walls work. we heard from border agents today in the oval office that in areas, in sectors where they were assigned to deal with were assigned to deal with illegal immigration, the flow of narcotics, human trafficking, all the threats to our communities that we face at our border that once they build a wall, you saw illegal immigration and the flow of narcotics dropped precipitously. >> tucker: the bottom line is you will not accept a deal that doesn't include the wall? if i am hearing this right. >> the president has made it clear, no wall, no deal. we are prepared to negotiate, to talk, to listen. it all begins with the facts. that's the reason the president called the meeting in "the situation room. we will be meeting again tomorrow with republican and democratic leadership. i want the american people to know that this is a real crisis at our border. we made progress lasts year. it probably was a result of the fact that the american people

elected a new president who delivered a very strong message about confronting illegal immigration. we actually saw a decline in illegal immigration on the southern border.r. but in the last 12 months, we but in the last 12 months, we have literally seen a dramatic increase in the number. 2,000 people a day apprehended 2,000 people a day apprehended at our border or found to be inadmissible trying to enter our country. that represents, as much as we were troubled about the caravans moving north, literally 2000 people a day attempt to come moving north, literally 2000 moving north, literally 2000 people a day attempt to come into this country illegally by one means or another. we can agree on those facts, come together around solutions. part of that solution means a wall, a barrier along our southern border.

it also means technology, drones, the kind of support that our border agents know will assist them in doing their job. but, bottom line, there is no wall, there is no deal. >> tucker: the president theal other day announced the withdrawal of the 2000 american troops in syria back to the united states. nobody in washington liked that, including some republicans, lindsey graham said probably not going to happen. there was a pause on that withdraw. what is the state of that? are those troops coming home and, if so, when? >> president trump as commander in chief and as a candidate made it clear our number one priority would be destroying isis. the reality is we have defeated the reality is we have defeated isis and the caliphate. what the president announced before christmas, not that we are giving up on the fight of isis, we are going to continue to take the actions necessary to protect the american people and our interests in the region. the president is determined that it is no longer necessary for us to have american forces in

harm's way in northeastern syria to accomplish that. >> tucker: do you think we can expect in the next few months those troops to comeme back? >> it may be clear. we are going to do this and are doing this in an orderly way. i heard him in dozens and dozens of speeches. talking about bringing our troops home wherever we could around the world. they accomplished the task. >> tucker: but what about afghanistan? do you think we are winning the conflict? >> the president is in the process of evaluating that as we speak. i was in afghanistan last year. in his speech in august, he looked into new resources and additional military personnel gave our folks on the ground to take the fight, be it the tip of

the spear, supporting the afghan national army in the battle against the taliban, isis corizon, al qaeda. >> tucker: is it working? >> it has been a tough fight. the president has been very clear about that. the president is in the process of what has been an 18-year conflict in afghanistan and determining what our best options are in terms of putting america first, protecting america's interest in the region, making sure we confront terrorism if it rears its head once again. the president is looking at ways in syria and perhaps in afghanistan where we can have less of a military commitment and see those resources and those troops coming home. >> tucker: mr. vice-president,rh thank you.

it is not some obscure middle eastern hell hole we should be policing forever. it is not illegal immigration, as big a problem is that.. the real problem is families. america used to be the best country in the world for families. americans could get married and afford to raise their own children. if your kids worked hard, you could expect they would be more successful than you were. that was called the american dream.m.ou for a small group of affluent people, it still exists. they are still living like it is 1965. good for them. for everyone else, that dream is dying. america's middle class is in decline, because middle class american families are decliningn the question is, why is that happening?g? there are a lot of reasons it's happening but a major driver of the family collapse, the one nobody ever talks about for some reason, is simple economics. we explained it last night.

>> study after study has shown that when men make less than women, women generally don't want to marry them. maybe they should want to marry them but they don't. over big populations, this causes a drop in marriage, a spike in out of wedlock birthsor and the familiar disasters that follow, more drug and alcohol abuse, higher incarceration rates and fewer families formed in the next generation. >> let's be clear. first of all, it is factually true. that's the essential test of anything. that's the test we go by. in 2015, a study by the decidedly nonconservative brookings institution found that falling male wages caused a quarter of the decline in marriage rates over the past 35 cyears. two years later, mit researchers found that when factories close, marriage rates go down and single parenthood becomes more common. that causes a higher proportion of children to wind up on drugs or in prison. it is not a small thing. many other studies have reached the same conclusions over long periods of time. this is real.

so what we said is a statement of fact. we wish it weren't. in an ideal world, none of this would matter.nt the marriage rate never would have declined when manufacturing died and everything in middle america would be fine but it is not. we are not in charge of that. all we can do is tell the truth of what happened. that turned out to be too much for the people that believe it is their job to prevent you from knowing why your country is going down the tubes. those people got very angry. here is a f selection. >> it reminds me of when they blamed women for pregnancy as if he had nothing to do with it. >> this woman in the audience, she is like, what? [laughter] >> this idea that, you know, to keep women down. that's going on in the ecountry. that's another aspect of it. >> i don't know, it looked like

loony town to me. >> tucker: yeah, loony town. no one contested the facts of what we said. one of the same hosts admitted that, in fact, women do strongly prefer marrying men who make more than they do. it is true but it is not on the list of approved talking points so it can't ever be said out loud. those are the rules and anyone that violates those rules must be punished.d. this is very common. if you are wondering how we wound up in the dark age we are currently living through, this is how we did. this is why important science is no longer being conducted. this is why art isn't being made. this is why comedy is dying. c why people aren't thinking for themselves. this means the end of creativity. why the rest of us stand by like cowards as the innocent are punished for crimes they didn't commit, because we are all terrified, terrified of being denounced by some mindless idiolog on tv or shamed and ostracized for stepping out of line or silenced completely by some big tech firm. a mob of angry children is suddenly in charge of the country.y. these aren't people seeking a revolution, but fighting for the status quo to protect their own status.

they are drunk on power and they are looking for new people to hurt. someday, we are going to lookk back on this moment with shame and horror. in the meantime, we should remember that terror only works if we play along with it.. what if we decide not to? what if all of us decided to tell the truth about something every day in public? what would happen then? what could they do about it? they can't punish everybody. we are the majority. let's try that. we are starting tonight with heather mcdonald, a fearless person, a fellow at the manhattan institute and the author of "the diversity delusion: how race and genderth pandering corrupt the university our culture." thanks very much for coming on, heather. my theory is, when you say the s true things, people get outraged. a hurt dog barks. as a social scientist yourself, i hope you will confirm this is not a controversial statement.

male employment and wages directly affect the marriage rate, do they not? >> first of all, i want to commend you for making the breakdown of marriage a central> focus of your show. there is no bigger social catastrophe of our age than the fact that more and more children are being raised without their fathers. the elites understand that. marriage has not disappeared from the elites. >> tucker: that's for sure. >> yet, they are absolutely unwilling to send the message that fathers are as important to their children as mothers. their tongues are tied. they refuse to say it. it's one of those truths that is, again, being completely denied by the culture. why? feminist nos strum that strong women can do it all. there is an economic component. william julius wilson explained the drop in marriage among the black community as a result of

jobs leaving the midwest and he said that the male unemployment decreases females' willingness to marry. you have to look at a culture explanation. i remember being taken around in a ride-along by a chicago cop, a very handsome man, solid job, good pension to look forward to. he had fathered several children out of wedlock. why? because the marriage norm simply disappeared from the black community. this is a cultural matter and a product to a certain extent to the feminist attack on males. we are living through a period where males are being constantly disparaged as simply the sources of evil in our world and they are responding tragically by withdrawing from competition,, taking their marbles and going home, and that is leaching us

all at greater risk. >> tucker: in some cases, taking their own lives, i would say. the suicide rate for american men is higher than it has been in a long time. i would just note that the problems that william julius wilson chronicled so well 30 or 40 years ago are now the problems of rural america, which obviously has a completely different racial demographic and political beliefs than inner city america.. it seems to me that when itt happens to two different groups, the very same thing, that would be the wake-up call for our policymakers to say, wait a second. maybe we should get involved in thinking about how to fix this considering in our neighborhoodo where rich people live in my neighborhood, there are no single mothers. everybody is married, because it works. why aren't they doing their best to pass on the thing that is working for them? i it seems grotesque for me. >> i think we have to look at industrial policy and make sure there are good, well-paying jobs. i just wouldn't assume that that is going to be enough at this point to turn around the

culture. again, we need to valueize males. culture needs to say, males are nontoxic. masculinity is not toxic. there are male virtues of valour, courage, civilry, heroism in war that are really uniquely male. they should not be disparaged. females have complementary virtues and values that are also essential to children. >> tucker: where does the idea come from that when men fail, women win? that really is the underlying assumption of the dumb people we always play from other shows. "men are declining. this is great for us." but men and women are totally interconnected.ur how can the failure of one help the other? us?n't it hurt all of >> it is a preposterous zero sum mentality. but there are a lot of females

but there are a lot of females who are angry, angry for no reason at all. they have an axe to grind, a chip on their shoulder. they are constantlyof looking fr ways to feel offended, mostly by dredging up sexism from the past, because it is almost impossible to find today. you have females that are excelling in education. there is not a single mainstream institution that is not twistinl itself into knots to hire and promote as many females as possible. yet, females are still ringingom their hands over the allegedes sexism of the '50s, simply so they can feel like they are victims. preposterous. i am not a victim. i don't know any female victims, frankly.y. but there is a sense that in order for females to succeed, it has to be at the expense of males and through a constant devaluzation of masculinity. >> tucker: it doesn't work. heather, thank you very much.

this week, the federal government is shut down. the national park service is not keeping up since the government is shut down. that means that trash is piling up. that's an environmental crisis. we wanted to know how our environmental watchdogs were responding to it. we contacted the four biggest environmentalist groups, the sierra club, theta nature conservancy and the national resources defense council. go their website. they will tell you how they are protecting the soil and water. by the way, they raise a lot of money.bi combined, these four groups have an annual revenue of well over $1 billion. over the nature conservancy, their endowment is over $6 billion. they could help.r picking up trash is certainly not expensive. they are rich enough to do that. are they doing it? we called to find out. none of them even responded. that, of course, means they are not doing it. they are not helping. that may be sad for those that grew up sending money to the sierra club, which used to

concern itself with our physical environment and did virtuous work. if you have been paying attention, actual garbage that's ruining nature, that seems small in importance to promoting carbon taxes or unlimited immigration or gender theory or the various other priorities, which is what these groups spend their time and money doing. m by the way, that's fine. lots of groups in washington do the exact things. they are political consultants. that's their job. but at least they are honorable enough to not pretend they are protecting the environment. they don't care about picking up garage but they do like controlling your behavior. they are stamping out plastic straws, already banned in washington. it won't stop with straws. some groups are promoting taxes on meat in the name of promoting health and fighting climate change.

they taxes have the added benefit of punishing you. mark steyn joins us. am i sensing a theme that a certain upper income person doesn't feel content until heng has taken away all the small comforts of those below him? >> absolutely. the counselman in santa barbara, where they introduced one of these bans on plastic straws, said we have to regulate. we can't trust the common sense anymore. we have to regulate every aspect of people's lives. after he got a bit of pushback on twitter, he kind of walked that back. but it is true. it is the inverse of what you were talking about with heather just now. the left, anybody notices the vast amount of human rubble piling up around us. the more we are prevented from talking about anything that matters, the more all the clever people in our society obsess on peripheral things like plastic straws. >> tucker: it is just so

interesting that it is all aimed downward at people they believe are their social inferiors. i can't remember the last time the sierra club went after government of china, or after al gore for flying privately or private airports, the fbos across the country. why is it always aimed at people that make less than they do? >> i think it is because it is the pleasure it affords thes elite, actually regulating the masses. you mentioned china. supposedly, we ban straws because straws are polluting the oceans. >> tucker: right. >> as you mentioned, eight countries in asia are responsible for two-thirds of the plastic waste that goes into the oceans, which means that 192 countries or thereabouts, aree responsible for the other third. america contributes less to plastic waste than the oceans of morocco or berma or north korea. i don't know what they have to

throw in the ocean in north korea. >> tucker: not much! >> that's not a consumer society. this is unglamorous work. just as the most important aspect of human health care is hygiene, the most important aspect of environmental health care is garbage disposal. if, instead of the paris climate accord, the nations of the world got together and decided to raise these asian country's level of trash disposal to euro-american standards -- if you say to the sierra club, do you want to be running on better garbage disposal, it is not glamorous enough for them. >> tucker: on the meat tax, this will only affect people who like burgers. for all the problems people in that income range have, why hassle them? is global warming really their fault? >> if we didn't eat burgers, we
