hurd, someone to watch in those negotiations. >> the partial government shutdown impacting federal workers across the country and now hitting it hard. branyan is so so sorry. reporter: as a result of the shutdown cut three dozen national parks or partially close come including famous parks like yosemite and joshua park. other parks remain fully open. the problem here is that these parks are allowing visitors, but their staffs are not working because the national park service remains unfunded. so now there are reports of human feces, dirty restrooms, parks nationwide. dozens of government agencies in nine major departments are not receiving funding during the shut down internet 16th day. these departments include agriculture, commerce, justice, homeland security, transportation, state department and more. according to the government, and

more than 380,000 federal workers have been furloughed, meaning employees cannot come into work can be without pay during the duration of the shutdown. more than 450,000 federal workers are working but without pay. they are considered a a special personnel. 80% of the department of homeland security. the bills are starting to pile up for folks and the fact that some federal employees like daniel stuart are applying because they simply cannot afford to go out with me any longer. >> order while, fine, not a problem. they do it, they don't. not a problem. all they wanted to do is make sure that the people in my family, the people i love, the people i know are taking care of. reporter: transportation security administration says there's been an increase in tsa baggage and passenger screeners calling out sick. 150 tsa workers called out

friday three times as many calls as normal reported at dallas-fort worth international airport. tsa workers have to come into work despite not being paid. they are deemed essential personnel. tsa says the impact on wait times has been minimal so far. in the meantime, businesses traveling and spending money. they can't take much of the shut down any longer. >> they're going to lose revenue. there's going to be a huge weight off of that. reporter: downsizing staff in many business owners say at the shutdown goes into a month or more can be devastating. jillian. >> thanks, brian. >> only imagine we'll start seeing more of the stories in terms of government workers affected by this. we bring in with our debbie dingell, chairwoman from michigan. nice to see you.

leland: you and i have a deep love for the great state of michigan and the people there. when i was home over the summer and talk to folks, immigration was still a big issue for them. even though michigan is in a border state, they treated as such. a lot of folks i talked to, red and blue, talked about their desire to have a fence, a wall or something to stop illegal immigration. you hear in the same thing, so, why haven't democrats are the message? >> i'm going to tell you i think president trump is not hearing the message either. i don't think there's anybody that doesn't want to keep this nation safe. that's how we do it in the most effective way. in this state, it's a state that's very rich in its diversity of immigration. my hometown of dearborn has lebanese and yemenis in a lot of different people, but we need comprehensive immigration reform

and we need to get back in the room then be talking about this. the way this is being done right now, the president has dug in. i will say what i don't understand is when the senate passed a bill two weeks ago identical to a bill that passed the house, both of them come in the senate it 98 to two. why can't we reopen the government? gillian: you say -- you say the liability for the president but it's also true democrats have the house. the longer this goes on, the shutdown, the more reliability this is for democrats. the buck stops with them now. nancy pelosi is the one that can make a deal. the president has shown he's willing to back down off the $5.5 billion mark last week. democrats said no. >> so let me ask you this question. why is that, first of all is said to you when we started this that it pox on everybody's houses. the president could sign a bill that passed the senate 98 to two

that passed the house this week and is refusing to do it. why can't we find it the department, x there and homeland security until february 8th. train to the answer to that question is because nothing seems to get done in washington without some kind of payment deadline. you talk about comprehensive immigration reform. they've been talking about that in congress and the mid-2000. 2006 is when the security act came through. and yet no one has been able to come up with a deal that it seems as though kicking the can down the road two weeks a month ends up with nothing getting done. precisely nothing. why would this time be any different if all of a sudden the president signed the bills are talking about. >> first of all, members are home. the christmas vacation a lot of people didn't feel the impact of the government shutdown. a lot of republicans are going to start feeling the impact of this says you talk about the irs

and tax returns not been there. real people are impacted. these tsa agents have been working without pay and they talked to me about it when i went to washington last week, let alone when i returned back home this weekend. i think we've got to get back in the room. i think you've got republicans coming and talking to me and saying do you think we can find a way to move this? you've got a freshman class they all met this weekend. we got a memo from them. they are anxious they want to do something. it is time for us. we've got a big election coming in two years. gillian: before you move on to 2020, want to ask you, sierra cawley, the new chairman of the house armed services committee said this morning that the president is empowered to declare a national emergency as a means to getting funding to build the border wall. he set up perfectly within his

if donald trump will start broadening the conversation a little bit. every time he keeps coming back to a concrete wall, he hurts his own position. broadly speaking the public is in favor of more border security and trump has kind of boxed himself in between the wall in those 15 minutes with chuck and nancy where he said he would take ownership of the shut down. he's now given democrats were interested in a political victory than good policy over the country all the reason they need to do what they're doing now. leland: this brings up an interesting point. you are on the border and to a certain extent than they do walking across a piece of sand where there is no fence. that's an indisputable act. at the same time the democrats. nancy pelosi not the most extreme part of her caucus may not 1 dollar for a wall or not 1

judge denied the upcoming arraignment on a felony charge for allegedly assaulting an 18-year-old man at a nantucket restaurant in 2016. a lot of media had it up to nantucket for the hearing tomorrow. defense attorney sharon might go for more on this. aside from the media circus tomorrow outside the courtroom, will are we going to learn any more about these charges? >> probably not. the judge may read it out loud or not and then asks bases to plead guilty or not guilty. there's not going to be a long hearing. not that big of a deal. the prosecution might ask for bombs. they could ask him to request that he be monitored with gps ankle monitor, just after the prosecution that's how they want to proceed. leland: anything to read into how this is played out. a couple years since the alleged event have been. videotape out there allegedly

the event happening for the assault happening in kevin spacey says they don't want to show up to court and the judge says you have to. >> him not wanting to show up to court he doesn't want to do the perp walk as they say. it's negative publicity and he doesn't want any part of it. you can't blame him for that. the video they claim to have there's conflicting reports as to what it contained. supposedly it has spacey groping him, but i've also read that it doesn't show any of that. it shows a hand reaching and touching his sure. i think the prosecution has problems, though. what makes them videotapes a sex assault. i mean, really? you take time out to video a assault because you're on the phone with your girlfriend and she doesn't believe it's

happening? that's way out there. leland: is that blaming the victim? does the defense attorney have a problem with doing that? >> i wouldn't say it's blaming the victim. it's how a normal person will react. if someone is being assaulted with unwanted touching, and they're going to push him away, say no, run away. what is this guy do? he talks to his girlfriend and then take the video of it. who does that? somebody looking for fame? i mean, did he give consent and wonder about and maybe change his mind? that's a very odd reaction. >> the prosecutor has worked through some of these before bringing the charges. unequivocal and how he has denied them come including a video put out an odd in the sense that he is appearing as one of the characters to deny this. take a listen and then we'll get your reaction.
