over the partial government shutdown. a very busy day the president spent much of it at camp david in maryland, but he made his way back to the white house this afternoon after spending much of the morning and part of the afternoon in maryland. he told reporters that the word wall or the use of concrete is what is really bothering democrats, fine. he is willing to use a steel barrier to defend our border. >> ally concrete so we'll given steel. steel is actually more expensive than concrete, but it will look beautiful and it's very strong. we have criminals coming in. human traffickers coming in. we have things coming in that you don't even want to know about. it's been that way for decades and we can't have it anymore. because of the strength of our economy, the stronger it is, the greatest economy we've ever had. because of that promise happening even more so we have

to stop it. >> while the president spent much of the day up north, the vice president was back in washington meeting with congressional staffers and the democratic leadership side of the aisle and a working session right over my shoulder at the eisenhower executive office building just next door. afterwards he headed to twitter and he said this. were back at the white house this afternoon working with a partisan staff from congressional leadership. the president of the united states is committed to securing the border, building the wall and working to reopen the government. that of course is the key. we are told by officials to expect additional retail by the white house for congressional democrats of course as we careened towards day 17 of the partial shutdown with no apparent end in sight should make for a busy week and a hopeful those furloughed are right now not being paid. back to you. >> kevin corke at the white house for us. thank you.

garrett tenney has more on this from washington. hi, garrett. >> the beginning of many debates over the green new deal. her proposal aims to tackle climate change by generating 100% from renewable sources eliminating all industrial greenhouse gas emissions and paying for it by raising taxes on the wealthiest americans to marginal rate as high as 70%. that is nearly double the top tax rate after republicans credit a year ago. steve scalise criticized ocasio-cortez proposal thing to take away 70% of income and give it to left his tennessee per program for the freshman congresswoman fired back saying you're the gop minority whip. have you not know how marginal tax rates work. some of her follows replied by referencing the shooting which the lease nearly lost his life including one who wrote she's got better aim than the shooter.

execute. if harry truman could nationalize the steel industry during wartime, this president doesn't have the power to declare an emergency and build a multibillion dollar's wall on the border. so that's a nonstarter. >> one of the big questions going on, columnist for national review magazine. thanks for being here today. let's talk about what happened in the last hour. would you make a president trump's remarks saying senior staffers are talking about a steel barrier saying they're not going to talk about concrete for right now. he's also looking at declaring a national urgency, so is this the right call to end the standoff and can he do it? >> the president is realizing that's not going well for him so is changing the subject. i think there is a way for him to get what he wants. every year the department of defense gets a lot of money for military construction and it's not allocated for specific program because the military needs change month-to-month.

he can take some of that money and start building a nation. but the discussion of the national emergency, imminent domain, it is not workable as the congressman said, if harry truman could nationalize the steel mills during wartime, the president's not going to be able to do this over the border in peacetime. as for eminent domain, republicans and conservatives in private property rights are important. seizing a bunch of land at the border to build a wall is not necessary and it tramples on basic constitutional rights. one of the most unpopular decisions ever made. >> sunday morning talk shows are very active with this topic in about the partial government shutdown as well. here's what house majority leader steny hoyer said today. >> what we ought to do is open up the government first. in knots over going to do. we passed legislation last thursday that would open up the

government. i would hope that senator mcconnell would take the responsibility as the leader of the coequal branch of government, the legislative branch and send this to the president. >> the president showed no signs of backing down last hour after the meeting. do you think there's going to be some wiggle room now that the steel barrier is being discussed? does that give it more play? >> the democratic freshmen members are so anti-trump are going to prevent leaders like steny hoyer from cutting any kind of a deal. the president's best option is to say i tried. i did my best. i'm going to go take money from the pentagon to build the wall anyway. see you in court if you want to challenge me. we are so polarized now and it's all about donald trump. for him are against him. but nothing gets done because of it's about donald trump, everybody stuck in concrete. or steel. >> hundreds of thousands of federal workers really feeling the financial pinch. the government shutdown heads in to its third week in the bills will soon be due. bryan llenas joins us with more. reporter: yeah, june 11th is the first payday scheduled for federal employees during the 16 day government shut down. federal workers cannot get their paychecks until they shut down is over. early hour on fox news, representative pete king urged an end for the government shutdown now for the sake of working men and women. >> the government shutdown holding all of these hostages who have nothing to do with this issue. medical bills to pay. i would hope that both sides would come together and find a way to get out of this.

>> dozens of agencies and nine major departments are not receiving undine. department of agriculture, commerce, justice, transportation, state department and more. more than 380,000 federal workers have been furloughed, meaning these employees cannot come into work and will be without pay during the duration of the shutdown. 450,000 federal workers are working, but without pay. they are considered essential personnel. this includes fbi agent and tsa workers. transportation security administration acknowledged yesterday there's been an increase in the number of baggage and passenger screeners at airports nationwide calling out sick here to union officials said 150 tsa workers called out sick in new york on friday. callouts tripled at dallas-fort worth international airport as well. most national parks are still partially open to allowing

ultimately recruit people who can give secrets to the united states that we could use in our long-standing feuds with russia. second and honestly more likely i think the russians probably snatched him up for political reasons. either because they want to facilitate a swap later on. of course you remember anna chapman, sort of a model russian agency type women who we arrested in 2010 for western spies. or it could be the russians that'll be rough sledding in the united states for them this year because of the mueller report and the rest and they could be trying to say listen, everybody does the spy stuff. look at the sky. he must do it also. >> look at the resume. the russians probably saw u.s. marine been involved for 10 years or so when he was deployed in iraq communicating with russians, writing about it,

having a real sense of learning russian. they see that on the cover, but they don't see or may not have known he apparently was court-martialed for stealing $10,000 from the government. would they recruit someone court-martialed? >> that could honestly be part of what the intelligence agencies call the legend. the cover story they build around a particular agent so people will conclude you know what, if you sort of engaged in larceny, there's no way the united states government would have him aboard in sort of a secret capacity. but it doesn't look like he's the type of guy we would want to use for sensitive mission, but that's what we want russians to conclude that what this guy is just some individual who likes to travel and likes russian culture and the rest. having said that, we don't have the facts before us to

categorically conclude one way or the other. i wouldn't put it past the russians any day of the week that they wouldn't arrest an american and put him in jail under charges for some political benefit. >> one report says he received some type of usb stick with sensitive or classified russian information on it. the russians can plant back. or falsely claim that, can't they? >> they can certainly very easily have done that in this case. we don't know quite what their game is yet. there's all sorts of things the russian fsb is running here in the united states. we can't see totally got on the public record what's going on here. safe to say those in u.s. government and the state

department are trying to piece together the puzzle seer. >> it happens to be his twin brother talked about the process in dealing with this. our ambassador in russia has visited. here is his brother, david talking about the process they hope continues. >> he hopes to see them next week, but still very early stages as far as helping them -- i think it's going to be a slow process and i understand secretary pompeo is both engaged in the difficulty and also whether there's not a lot of detail yet. >> so what is the process like? what are secretary pompeo say to the prime minister of russia dealing with this case? >> is very likely saying whether he's a spy for the united states or not, so you listen, you've got a release the sky.
