how she was found. an interesting one. >> reporter: remarkable end to a tragic situation. a neighbor in her town of gordon, wisconsin walking a dog knocked on her door and standing with her was a skinny, disheveled girl, hair matted, shoes too big for her feet. the neighbor shouted this is jayme closs, call 911. the family offering jayme closs food and water but she didn't want any. they described her as quiet and she told them she didn't know where she was but she believed she was there for most of her disappearance. the 30-year-old reportedly fled the home of her captor, 21-year-old suspect who was arrested minutes after she was found. jayme closs later examined and treated at a hospital. her family understandably in a state of relieved shot. >> he is alive and we will get through anything.

it is common sense was nancy and chuck know that. they are not winning this argument. it is not about politics, it is about doing the right thing. rob: the president could be finding a way to fund the border wall. jillian: the white house confirming the army corps of engineers looking at other ways to fund the wall but is that the right move. rob: joining us to discuss is attorney general richard newton. what do you think of this potential move? >> good morning. i believe the president has made the case to the american people, did it is national address tuesday night and went to the border outside mcallen, texas. i'm not a constitutional lawyer or expert in that regard. i'm an air force bomber pilot by trade but i believe the president does have the ability to declare a national emergency although just like senator graham said at the top of the hour i would use that as a last resort and that is what he would intend to do, should the president and leaders in

congress at a political impasse but i do believe it is in the vital interests of the american people to build this wall and move forward on that. heather: what do you think of the argument that declaring a national emergency to get this done is the only way to get out of this battle with the democrats? on the one hand the president gets this done. on the other hand, nancy pelosi with her democrats. >> we are at a political impasse over a key national security issue. secretary kirstjen neilsen made the case as secretary of homeland security and the president yesterday in texas, there is national security interests that the president and commander-in-chief has a number one obligation to protect the american people. we are at a political impasse in terms of funding. the president says he will use

emergency powers to seek funding to pay for the border wall. the challenge is should he find that many presumably in that the permit of defense budget it is a 0-sum game in terms of budget. the 2018 budget has been authorized. whatever is taken out of the but it will impact other programs. the number one goal, number whatever the president needs to put forward is to protect the american people and security falls in line with that. rob: what about the army corps of engineers budget, $13.9 billion, we had some terrible hurricanes in the past few years, you pulled from that. at the end of the day, $5 billion, we spend so much money, they don't know where it goes. this is purely political. $5 billion is nothing at the end of the day. >> i believe so. $5 billion is a significant amount but in the scheme of

things a 1700 $17 billion budget, the army corps of engineers, 37,000 civilians and military members in place for decades, very effective federal agency under the permit of defense. they do planning and engineering and construction for a variety of projects not only in the united states but around the world associated with the department of defense. i don't know if the money would come from the corps of engineers budget but it would be led by the corps of engineers in terms of construction of a wall and trying to find funds to not only do construction but make it as well. rob: there are some options. we will see what happens. jillian: 18 after the hour, jim acosta accidentally proves how will border walls work. >> as we are walking along here we are not seeing any kind of imminent danger, no migrants trying to rush toward the fence,

everyone on this panel to see officers encouraging these fatalities. these fatalities in 2017, the numbers went up in 2018 and we are at three moving forward and it is hard for something bad to move forward. jillian: of the three that have been killed they are all in a 20s. a 22-year-old, 29-year-old male, some have young children. what are people in the community missing about the importance of police officers and the connection and good they do and they are there for us? >> take away the uniform. we forget officers are human beings and it gets me going. seeing officer ronil singh, having a 5-month back child, who will never know his father, that is hurtful. these individuals have a life ahead of them. this is why politicians need to step in and do something that will end this trend because it is continuing every time we come

on, officers shot and killed. sooner or later something, someone has to be held accountable. jillian: what is it like to put on that badge and go out and don't know if you're coming home that night? >> i was a patrol cop before i was promoted to detective. a lot of what is missing here is the anti-police rhetoric and vitriol in this country is out of control. fueled by politicians wanting to abolish ice which is a law enforcement agency, celebrities who think they are activists but always condemn police officers every chance they get. every move we make is good nice under a microscope. life-changing decisions that have to be made in a split second need to be toned down. people need to be held responsible. so we can all come together. we need each other. the community and police. jillian: we talked about it yesterday and we saw that photo of chelsea manning burning the

flag. it is awful when you see stuff like that. you see things on social media nowadays that people want to go out and do the same thing, like copycat people say. how does this change for 2019? >> difficult to say because we have such a high number. i was an instructor in the nypd police academy. i always instructed recruits, be prepared when you walk into these shops, 90% of policeing's service-oriented. 10% is enforcement. that can be a precarious situation when you are not prepared. moving forward officers need to prepare for these types of -- jillian: there's training for that. >> and it goes back to preparedness for walking into these situations. you can't believe the officers but the public and this gentleman stated they need to

respect police officers because they are the first line of defense in a democratic society. jillian: i am curious if the three of you were going into your careers in law enforcement today would you still want to do this? >> absolutely. when i came on a job in 1992 the old-timers tell me how the job has changed, it changes, it moves on, society changes. one thing that stays constant is men and women born into this life of service and wanting to live their lives on the line no matter what happens. no matter what it is, race, religion, creed, sexual orientation, we answer the call and whether you hate us all of us we will be here. >> there is a slogan, the front row seats to the greatest show on earth and i would do it again. you do it because there is something special. when we did the appreciation segment all those individuals, the all-star team in the united states, you do it to make a difference. jillian: so many people out there are mad at cops, think
