out against this group of people coming to the united states and our government is partially shutdown as a result of border security? >> they are all aware of the stance the administration has taken but also aware that many in the original caravan have gotten across all be at many of them illegally. they've made it into the united states and that is why they are continuing to be determined to try. todd: thank you as always. the house passing a disaster relief bill that would fund the government through early february helping areas affected by hurricanes and wildfires and reopen the government temporarily but the republican-controlled senate is not likely to consider this bill because there is no money for the border wall. democrats expressed concern the president would use disaster

funds for the wall. key republicans say they are confident that won't happen. carley: he democrats breaking with the rank thing walls do work. house majority leader steny hoyer rejecting speaker pelosi exclaims the border wall is immoral when pressed by fox news's bret baer. >> i don't think this is an issue of morality. a wall is immoral when it tries to imprison people who shouldn't be imprisoned. a wall that protects people is not immoral. obviously they work some places. carley: he also indicated democrats are willing to compromise to end the government shutdown. todd: another key argument is that it is racist or offensive. todd: tim scott saying they are the ones using identity politics to influence the american people. >> we are in the midst of the

are the ones providing for the aid and tents and housing for them, children and food. that money is better off in our hands when they get to the border. there is no reason for us to continue to give aid to those countries. carley: we give the money to make the more livable places. if we cut funding, will people want to leave the country and come into the united states? >> i agree with that except they still want to come here anyway. as we give way billions of dollars the idea would be we are propping up governments that are socialist and have no economic or capitalism system for their citizens. it is not working and if it is not working we need the money back because we are double paying for each of the citizens. carley: do they see the money or does the government control it? >> the government is taking the

money, using it for expenditures that are government related. they are not passing it to the citizens that are in need that need food, clothing, healthcare etc. which is why they march in caravans to the united states to try to get our aid that we provide our citizens. todd: you mention the government. there is an application that there's a lot of corruption going on, with money being funneled into the hands of the elite of the elite, never see the light of day. i want your opinion on this federal judge in new york barring the trump administration from a question about citizenship to the 2020 census. to hear the judge and democrats talk about this procedural decision, playing lawyer for a moment i don't know if a lot of procedural decisions longer than a paragraph, this decision was almost 300 pages. >> 277 pages, it is outrageous. there is always been two census forms, longform for citizens,

initial form for citizens if they are ready have. the longform has the citizenship question on it in the past. the short form doesn't. the problem with not asking it and why the state department needs to ask it is our congressional district are 435 total but based on population. if you take the large number of illegal immigrants completing a form where they are not forced to say whether they are an actual citizen or not will over way congressional populations and congressional representation into states, three in california, three or four in texas, two in florida. those states will get more congressional seats and it will end up being minnesota, michigan, ohio that could possibly lose them because they have less immigrants so less illegal immigrants that are not completing the form. that is the problem. it is an infringement on american citizens when it comes to their representation in congress.
