because too many peopled that flown home for the long weekend. monday is a holiday here in washington d.c. they are expecting inclement weather, this throws a wrench in things. to answer your questions, no. >> dana: we'll keep on top of this. an amazing story. political drama. thanks for joining us. i'm sure your next host will have a lot more. i'm dana perino. here's shep. >> shepard: it's noon on the west coast. 3:00 in washington. president trump just called off speaker pelosi's trip overseas as she was about to head to the airport. that's after she asked him to delay his state of the union address because the government shut down. reporting begins now. and our reporting begins with no collusion. the president's lawyer, rudy guliani, has said there was no collusion. no collusion with the russians by the president or the trump campaign. no collusion.

the president has said the same. over and over and over again. no collusion. last night on cnn, rudy guliani said something different. john roberts will have the details shortly. breaking in the last hour, duelling power moves during the shut down standoff. president trump grounded the jet for speaker pelosi's trip to europe and the middle east right before she was about to leave. she's asked him to postpone the state of the union address so he's telling her to postpone her trip. he only told her about an hour before the jet was to take off, this military bus was parked right outside the building and members of congress were set to board. it rolled out a little while ago. nobody on board. the president citing government shut down and noting she can go on a commercial flight, he says, but no government jet. john roberts reporting live from the north lawn. john, a little tit for tat here? >> according to white house officials, it's not a tit for

tat. it's to keep her in the country as opposed to going overseas so she can negotiate an end to the shut down, this is one of those cases where we report, you decide. here's the letter the president sent to the speaker of the house an hour before she was supposed to leave overseas. due to the shut down, the president writes, i'm sorry to inform you that your trip to brussels, egypt and afghanistan has postponed. i'm sure you would agree that postponing this public relations event is totally appropriate. i also feel that during this period would be better if you were in washington negotiating with me and joining the strong border security movement to end the shut down. obviously if you'd like to make a journey flying commercial, that would be your prerogative. i look forward to seeing you soon and more forward to

watching our open and southern border receive the attention, funding and security it so desperately deserves. again, the white house insisting that they're just trying to keep her in the country so she can negotiate with the president. they didn't pull the rug out from under here an hour before she was supposed to live to give back to her as she as she gave the other day. nancy pelosi still insisting that the president should postpone the state of the union address or simply submit it in writing because of security concerns. here's what nancy pelosi said about those security concerns. >> hundreds of people working on the logistics and the security of it, most of those people are furloughed or victims of the shut down. that isn't the point. the point is security. >> fox news found out that the speaker of the house did not make that decision about security based on any information that she got from the department of homeland

security or from the united states secret service because nobody in the congressional leadership reached out to secret service or the department of homeland security to say, hey, is your plan still okay for the state of the union or have you been squeezed by the shut down? in fact, the speaker of the house's office said they made the decision because the office of the speaker has been contacted by a furloughed dhs employee that expressed serious concerns that the department has insufficient staffing levels to sufficiently manage the security needs for the upcoming state of the union address. pelosi did say that the chairman of the homeland security committee, betty thompson, concurred that there was a security risk because dhs and the secret service have been unfunded, but again, nobody from the homeland security committee checked with the secret service or dhs. so they're just basically making

assumptions what the security situation might be. given the fact there's a shut down, there's been a lot of furloughs and some call-outs so potentially there could be a problem. you might think they check with the people running security before they do something like this. they didn't. >> john, i'll get to you in a second on the rudy guliani question. first, to chad pergram who is out there by the bus. i guess this bus was going to take members of nancy pelosi's group, members of congress on this trip, chad? >> right. exactly. what happened, the bus left a minute ago. they pulled out between the long horse and the rayburn buildings, which are across the street from the capitol. they did a 1/4 loop and this air force bus with the u.s. capitol police detail has come back in front of the house side of the capitol on the plaza, which is where i'm standing a few feed away and a lot of the members who were on this trip scheduled to go on this trip piled off. i talked to stephen lynch from massachusetts, susan davis from california, house speaker nancy

pelosi is supposed to be on this trip. typically she would go separately with her u.s. capitol police detail because she's in the line of succession. but we don't know if this is just a temporary hold as they wait to figure this out or the trip is off. this bus is back at the capitol and those members piled out and went to the capitol. >> shepard: did anybody say anything when they came off? >> no. there was a group of reporters that tried to get -- we weren't sure what they were going to do. the other thing, we wondered if nancy pelosi might come out here. we're close to her doorway. all of this information came to be very fluid. i spoke with a member who was going out to the bus to get on and had just seen the letter from the president. indicated this isn't an excursion, which was the term that the president used in his letter. but they reminded me, they said look, he is the commander-in-chief and the 89th air wing is under his command.

so maybe there's a possibility that he can in fact cancel this trip. the one thing i know for sure is the capitol security officials, shep, were -- it was a little pandemonium. there were the furious calls between the legislative branch, the white house, the state department, the pentagon as to what they were supposed to do. we've never seen a trip cancelled like this on the spot, and we have certainly seen instances where people were scheduled to go on the codels and they get cancelled because they need to be here for a vote. but never anything like this. >> shepard: what is a codel and if this wasn't a junket or excursion, what was it? >> well, a codel, first of all, is short for congressional delegation. any time you have a group of members, particularly traveling overseas, they always go by military air for security purposes. certainly the speaker goes for military air because of her line of succession to the presidency.

we're told that these were fact-finding missions. they were going to afghanistan. they usually try to keep them hush hush because of security purposes. but it was the president who essentially announced the itinerary in his letter. >> shepard: all right. stand by if you would, chad. new information coming from the white house. john roberts? >> yeah, good afternoon again, shep, from the white house. we're learning here that -- because people have asked, if nancy pelosi's congressional delegation trip was cancelled, what is the status of any other codels in the works. i'm told by a senior white house official that all codel travel by military aircraft has been postponed until after the shut down is over. we should point out as well that the white house is quibbling with the way that we're characterizing this. saying that pelosi's trip is cancelled. the white house insists it's not cancelled. it's merely postponed. i guess you could say if you're

going to parse it finely enough that they cancelled today's flight. her trip has only been postponed. the white house says she's fully, as she's happy -- they're happy to provide her with military transportation for this trip after the government is shut down. she can't have it right now. again, all congressional delegation travel via military aircraft is postponed. >> shepard: sounds familiar. the president wasn't disinvited. it was postponed to a date yet to be determined. >> a popular word around washington these days. >> shepard: it is. john, hang there. more for you. first, the chief congressional correspondent is on capitol hill. how is this sitting with the codels? >> shep, lawmakers are undoubtedly shocked by this. they thought they were going to places like afghanistan and egypt, trips that are typically secret until the lawmakers arrive on the ground for security reasons. and to have this out there like

a letter sent saying you're not going anymore is a bit of a shock for those planning to go. these are obviously chaotic times here on capitol hill. all sorts of cancellations recently. looking at a recent for dr. martin luther king's holiday where lawmakers are supposed to be out. the government is shut down for 27 days. there's no ongoing conversations. i asked nancy pelosi why they weren't talking. she insisted they were talking. the last time lawmakers were at the white house were eight days ago. the partial shut down has continued since then. so a lot of things have been cancelled. the president cancelled his trip to mar-a-largo over christmas. he's not going to switzerland. he was supposed to go for the world economic forum. he modified the delegation so he's no longer going there. these are most unusual times here in washington where a lot of leaders are talking passed one another or firing letter at

one another but not sitting at the negotiating table trying to put 800,000 federal workers back to work. shep? >> shepard: thanks. back to john roberts now. one of the headlines today is no collusion. it's been constant from the white house regarding the president and the campaign. now rudy guliani with a new wrinkle on cnn. >> yeah, this has been getting a lot of play in an appearance last night on chris cuomo's show on cnn. rudy guliani seeming to narrow of the parameters of there being no collusion between the trump campaign and russia. listen to what he said. >> i never said there was no collusion between the campaign or between people in the campaign. >> yes, you have. >> i have not. i said the president of the united states. there's not a single bit of evidence the president of the united states committed the only commit to commit mere, conspiring with the russians to hack the dnc. >> rudy guliani clarified his comments.

he said i represent president trump and not the campaign. there was no collusion with the president in any way shape or form. i have no idea about the thousands of people that worked on the campaign. and now guliani said something similar when he was asked in may of last year if there was any collusion by any member of the trump campaign. again, this was on cnn with dana bash. guliani said "i can't be confident that there wasn't any collusion. only confident because i was in the campaign at an intimate level. nobody knew about russia. this came as a surprise to me and to the president." you go to the outer orbit, how do i know what is going on? i don't think that would matter. if there was collusion with the guy 50 rungs down, if it did, i don't know what that means. he also said this. the guy benson, on his radio show on july 30th of last year. listen here. >> regardless of whether or not collusion would be a crime, is it still the position of you and your client that there was no collusion with the russians whatsoever on behalf of the

trump campaign? >> correct. >> correct. he said there was no collusion on behalf of the trump campaign. so that would seem to broaden it out to the entire campaign and not just his client, the. of the united states. president trump has said quite clearly and sometimes in all caps on twitter and has said open several occasions that there was no collusion between his campaign and the russians. listen to what he said in response to a question i asked him almost exactly a year ago. >> there has been no collusion between the trump campaign and russians on trump and russians. no collusion. there was absolutely no collusion. everybody knows it. every committee -- i've been in office 11 months. 11 months they had this phony cloud over this administration, over our government. it has hurt our government. it does hurt our government. it's a democrat hoax that was brought up as an excuse for losing. >> so are they narrowing the

definition of who colluded and who didn't and was this a tit for tat? we report, you decide. >> shepard: thanks, john. we're getting reaction in now. this just came from the office of lindsey graham, the republican senator from south carolina who has been such a supporter of the president. he says and i quote, one sophomoric response does not deserve up. president trump denying her military travel to visit our troops in afghanistan, our allies in egypt and nato is also inappropriate. graham goes on, i'm glad the speaker wants to meet our troops and allies. i'm disappointed she's playing politics with the state of the union. i wish our political leadership could find the same desire to work for common goals as those that serve our nation in uniform and other capacities. more on the show down ahead. as our reporting continues on

>> shepard: the bus rolled out. there it is. that's the one that was supposed to take the codel -- congressional delegation -- but it's not there anymore. peter doocy is walking toward the capitol and maybe the bus. what is the situation there, peter? >> shep, this group of lawmakers, only democrats that we know of, thought they would be taking a ride at 2:30 today, 30 minutes to joint base andrews to go overseas to places like afghanistan and egypt up to seven days. a lot of them sounds like were based on accounts that we've been able to cobble together were sitting on the bus when they found out that their trip was supposed to be postponed. very few of them have gotten off the bus, which is why we're walking across. they've been driving in circles around the capitol complex.

we hope to have more information soon. we haven't seen anybody, again -- we saw adam schiff go off and go in the capitol. there's still five or ten people whose shadowy figures that we can make out through the tinted windows on the bus. so if we get them, we'll talk to them. you can hear it. but we have a little bit of ways to go. they're just basically driving away from us. >> shepard: shadowy figures on the bus and circling the capitol. sounds like a metaphor for the government. >> it could be except the government is partially shut down and the bus seems like it's in perfect working order. so does the police escort. so we'll keep going. we have to go from the senate side where we thought they were over to the house side. seems like that know they a bunch of reporters on foot can't keep up with a bus. so they were taking advantage of their status in a vehicle and they're over there now. we're trying to get them.

>> shepard: latest word, the bus is still circling. the partial government shutdown continues. the state department is bringing employees back to work and planning to pay them. that's starting this sunday. that news breaking this afternoon. rich edson has it live with more. rich? >> they're bringing employees back next week for at least 15 days and pay them for their trouble. a senior state department employee that we spoke to said they got an e-mail that said in part, recognizing the increasing

hardship to employees caused by the ongoing lapse in appropriations, the department is taking steps to make additional funds available to pay salaries. they expect to fund most salaries beginning with pay period 2. officials say this will not cover back pay. this is only for this pay period upcoming starting on sunday for 15 days beyond that. state department says they're communicating with the office of management and budget and congress and it's unclear if officials can do this for another 15-day period. we spoke to a number of officials here. they say they're happy to be coming back. they're going to make the best of this 15-day period and hope it lasts longer. in particular, if they have longer term projects or issues, how much exactly to bring back and restart if they're only going to be in for more than two weeks. the state department management says they're under strict

budgetary constraints when it comes to contract and travel because the government is still shut down. shep? >> shepard: rich edson live at the state department. investigations now. and cohen paid to rig opinion poles for trump. he admits his. michael cohen owning up to a "wall street journal" report that he paid thousands of dollars to rig polls in the president's favor before he ran for the white house. cohen also implicating the president in the process. the journal's parent company and fox news share ownership. today michael cohen tweeted as for the "wall street journal" on poll rigging, what i did was for the direction of and the sole benefit of donald trump. regret my blind loyalty to a man that doesn't deserve it. the president's lawyer, rudy guliani, said something similar. he said the fact that cohen got the trump organization to reimburse him for more than what

he paid to rig the polls. shows cohen is a thief. look over here. laura ingle reporting. she's live in new york. hi, laura. >> the "wall street journal"'s report centers around john gouger who claims he was hired to do a number of things to make mr. trump look good over the years. john says that before the president took office, his then personal attorney and fixer promised him high-paying work for the presidential campaign, which included trying to tweak two online polls in mr. trump's favor. the efforts were reportedly unsuccessful. in another move to sway public been, he said that cohen asked him to create a twitter accounts for at women for cohen. it striped him as strong and a sex symbol. john said cohen gave him around

$13,000 with a random boxing glove that was worn by famous fighter. cohen denies that claim and said any money paid was done so by check. the detail of the $50,000 tab was filed with prosecution documents in cohen's case that show a handwritten note asking trump organization executives for the money in addition to the $130,000 reimbursement for hush money payments to two women that claimed to have had affairs with mr. trump before he took office. despite giving gouger the $13,000, cohen selected $50,000 from the trump organization which was paid largely out of mr. trump's personal account. follow the money there. >> shepard: and rudy guliani is saying more about this subject too? >> yeah, he is. rudy guliani telling john roberts that president trump knew nothing about cohen trying to alter polls and that if he did it, he did it on his own. guliani doing the math said the biggest surprise is that cohen stole $37,000 from the president

no, i see -- it's really tough to tell right now, shep. >> shepard: i know it was just -- >> we're in the dark. >> shepard: i know it was a slip. the president earlier made it sound like this was just some sort of p.r. trip. they were going, the congressional delegation, to go to visit the troops and meet with allies. it's his characterization of this is that this pleasure trip is in any way accurate? >> not based on what we know about the historical nature of these congressional delegations. and the white house officials that we're talking to are stressing that the trip has not been cancelled. it's been postponed and it can still happen at a later date. the president's opinion that the speaker of the house should not be overseas while negotiations could possibly be taking place that could restore the paychecks for hundreds of thousands of federal workers.

the plaza here, by the way, shep, still completely cleared off as you can see in the shot here. the police are keeping us back. so it would be very surprising if there was nobody left on the bus. i can see that there are a couple of, again, silhouettes through the window. we cannot tell who is on there right now, shep. >> shepard: the president campaigned for people in the mid-terms last year saying you got to vote republican because without the republicans wouldn't get the funding for the wall. and then the democrats picked up 40 seats in the house and the democrats did what they promised during the campaign they would do, and that is not fund the wall. the president wants negotiations. that's not a matter of negotiations for the democrats. they say you want wall money, but we're the ones with the purse strings and you don't get wall money. now we're at a stalemate.

we've just gotten a tweet from speaker pelosi -- from the deputy chief of staff for nancy pelosi. he speaks for her. he says the codel to afghanistan included a stop in brussels for pilot rest. the delegation was scheduled to meet with top nato commanders and key allies to confirm the commitment to alliance. the purpose of the trip was to express appreciation and thanks to our men and women in uniform for their service and dedication and obtain critical national security intelligence briefings from those on the front lines. i'm reading these out of order. another said this weekend's visit to afghanistan did not include a stop in egypt, which was previously reported. then he said first or last, the president traveled to iraq during the trump show down as did -- shut down, i should say, as did a republican codel led by representative zeldin.

the president did travel to iraq during the previous shut down as did the republican congressional delegation led by representative zeldin. so we've heard from lindsey graham's office on this matter. now we're hearing in person from the house minority leader, mccarthy, who spoke about this 10, 15 minutes ago. listen. >> being speaker of the house and leaving the country when it's shut down? i don't think it's appropriate. especially the speaker thinks we shouldn't even have the state of the union? the best thing that everybody could calm a little bit, get in a room together and put the american people first before their travels and solve the problems. >> shepard: as the democrats insisted, the problem is the president shut down the government, said he was happy to carry the mantel for the shut down, that he was going to own the shut down and he wouldn't blame democrats for the shut down because he wants money for a wall that the house of

having to basically reach out to a lot of people to help us. >> shepard: on furlough, what -- how do you occupy your time? >> a lot of that time is worrying about what your next steps will be. you don't drive unless you have to because you're worried about gas. you spend a lot of time comforting other colleagues and other people affected by this whole situation. i've spent a lot of time in prayer and just hoping that america with stop fighting and stop taking sides about whether we should have a wall or shouldn't have a wall and start being concerned about american citizens that are not being paid because of politics and that are suffering right now. so a lot of my time goes into
