the senate is where we begin, sitting on doing with sending bills to marco when backing donald trump on border security, the other a democratic proposal to keep funds flowing through february 8th. garrett tenney joins us from dc with the first sign of movement in congress to end the shutdown showdown. is that right? >> it is something. each of these proposals will need 60 votes, far from a sure thing. the president's plan would reopen the government for $5.7 for a portion of the border barrier and get 3 years of legal protection to daca recipients and thousands of other immigrants living in the us. mitch mcconnell is selling it as a compromise that would give each size some of what they want while end is a chamber shutdown. >> to reject this proposal democrats would have to prioritize political combat with the president ahead of federal workers. and daca recipients and border security.

and stable and predictable government funding. >> reporter: democratic leaders rejected the proposal and are pushing their own bill which would from the government through february 8th and give congress time to negotiate border security. chuck schumer says the white house's plan is not compromised because his side was not included in the discussions. >> there were no serious negotiations with democratic leaders or any democrats or producers proposal. the president didn't ask what democrats needed in a bill to achieve our support. he simply laid his proposal on the table and proclaimed it a compromise. >> reporter: the democratic bill passed the house. it would flock to the president's desk, the president's plan passing the senate would need to go to the house where it would have an extremely tough time passing but

government reopens. it could be in front of congress or at another venue. where do you think we should have it? the teenager suspected of murdering four people in nevada is living in the us illegally. ice officials confirming wilbur martinez guzman is from el salvador. agents 719-year-old has no previous, record or treatment for immigration violations. investigators believe the robin shot the victims and their own homes earlier this month, he's doing court on burglary and other charges. he could face murder charges. a suspected murderer and gang member traveling to the us in a caravan nabbed in mexico. official tell fox news the individual from el salvador is want on several charges including murder, kidnapping, part of the 18th st. ms 13 gang. 6600 migrants have registered for temporary asylum and work visas in mexico. so far only 80 applications have been approved.

paycheck so if they contacted the senator, it is real. the pens how much pressure, how many calls they get. it is beginning to sink in that this is a good deal. whether they come forward with it, the left-wing part of the party, interesting to see how the end of voting. heather: if it passes the senate what happened on your side in the house? >> a lot of us calling for congressman, tell them what is at stake and tell them, they can end this thing in short order. they just haven't done it. the key issue to realize is for the wall. it is a great plan the president put on the table. they need to respond and come forward with it. heather: you reported this, nine congressman delegation who went

with username@2020 posted footage that shows this confrontation between a covington student and a native american protester writing this am aga loser gleefully bothering a native american protester at the indigenous peoples march. that went viral with 2.5 million views but the account had suspicious qualities to it. according to cnn business it claims to belong to a teacher in california but it's profile picture was that of a blogger based in brazil, you see twitter's response to taking that account down saying they broke the rules writing deliberate attempts to manipulate the public conversation on twitter by using misleading account information is a violation of the twitter rules. one thing is for sure. real-life consequences because of this video as many people at covington are dealing with death threats. heather: i posted the entire video from the perspective of

enforcement in that regard. is it working? there is a lot of improvement for sure. heather: el salvador the last one we will look at. or than $118 million to el salvador. >> that one has decreased for the coming year. we all suffer from similar issues, violence, corruption, lack of economic opportunity, corruption being a keyword. heather: how do we keep track of the money once it gets there? >> i worked in the government for 12 years. foreign aid is a tool we use as much as any other tool in terms of achieving a foreign policy objective. like sanctions or communications or diplomacy. it is another tool and never just giving to the government willy-nilly. it is usually just invested directly into a program that manages itself through usaid or the peace corps or civil society
