carley: lawmakers have two weeks to make a deal on the border. and with another shutdown limning the president says he is not backing down on the wall. jillian: here is texas congressman michael burgess. appreciate your time. do you think the president is going to get the $5.7 billion he's asking for? >> i do think so one way or the other. i doubt it will be a crisp process over the next 21/2 weeks. i have never seen anything like the way the democratic leadership, the speaker, are dug in on the concept of open borders, yet they have never been what you call security

hawks on the border but it is a different mindset as we get into this term and the requirement, the request, the demand on their side for open borders is unlike anything i have ever seen and it does bother me. the president is correct in saying we've got to provide security for our people, i appreciate how in texas the president has our back on that, this will be a tough fight. at the end of the day there is that emergency declaration and i suppose it could come to that. it rob: a lot of people are dug in on this. it is not about the money. it is about the optics of allowing the president to win. you start to think they should give the money to the people that know what to do with it and that those agents and the people given the task of securing the border secure the border in the way they best know how. >> that was the fine print of what was decided on friday.

we will listen to the experts. nancy pelosi came to the white house, secretary of homeland security was there to make a presentation and she said we don't want to hear it, not interested in what you have to say. that is the mindset when you walk into the negotiation, i am pessimistic that things will change but perhaps, perhaps there can be, as you say there were more dollars that were not well spent during the appropriations lapse we just came through and do the arithmetic, it would have been just as reasonable to provide the president the money at the same time he might have gotten border security and that would have been a good thing. >> couple lists showing representatives negotiating border security as well as senators negotiating for border security and democrats on both these lists and as we look at that, i'm curious if you think it will be enough to get this

done before the deadline or are we facing the reality of another partial government shutdown? what do you think? >> you are facing that reality, the president has been clear this was not an open-ended invitation to debate this endlessly, there was a 3-week timeframe he laid out last friday and there were no agreement, and appropriations lapse with them occur and the other tool in the toolbox for the president is declaration of an emergency situation on the border which i think he would be within his rights to use. i don't see us going into another lapse. i think the president would take that action but this situation becomes difficult to prophesies. rob: the paul has interesting results a lot of people didn't see coming. this is a swing district poll for democrats from fox news asking if you support the president's border security stance, 61% say they do, 35% say they don't and another 53% say

they do, 40% do not. the message has been not as many people are for the wall as against it but what we see with this shutdown is nancy pelosi got hit hard in her favorability as well. does this bring them to the table? >> this is a public opinion strategy paul, not fox news. >> no one in the government likes and appropriations lapse. i was involved in 3 of them and on the other side no one looks good. no one appears statesmanlike so that is not surprising. people have a front door lock for a reason, they want to be safe in their own homes.

second reelection, declared he pays more in taxes -- his assistant pays more in taxes than he does. that doesn't make sense. what reasonable people are trying to do, not necessarily the extreme left, make sure those who make the most pay the most and at the same time make sure tax relief for middle-class working people carry their fair share of the burden in this country. rob: your response? >> you won't here that this is a plan to tax the rich, tax the ultra wealthy. the history of almost all taxes bears out you first raise taxes or at a new tax to rich people and then it expands to everyone else, this is the history of the income tax, started as a tax on the ultra wealthy and viewers today, for coming up with tax season, no way to fund the

left's agenda was just taxes on the rich. there have to be taxes on every single american. >> you run every cycle the taxes are bad and want to cut taxes and they get into situations like we had in kansas and cut to the bare-bones of the government, democrats and republicans agree our tax system is broken and needs to be fixed. what you guys advocate for there is nothing wrong with our tax system and no one can argue that if you make more you should pay more. heather: let's look at these plans. alexandria ocasio-cortez's plan is marginal tax rate around 70% on income above $10 million. that doesn't seem to be too dramatic, the problem is she wants to pay for all the things she wants, that is nowhere near enough money to pay for any of it. you have to bring that 70% rate to a much lower pay scale.

elizabeth warren, 2%, $50 million, 2% of that every year and 3% if you are worth over $1 million, that will generate a lot of money. look at a poll here, fox news poll shows a lot of people are in favor of taxes on the wealthy. what we know is every time you raise taxes you hobble an economy and we learn from ronald reagan the economy explodes and we are learning under donald trump. >> wasn't just in the 80s when we lowered taxes but before that in the 60s under kennedy and before that in the 20s those top tax rates in the 70% range were lower, each time those tax rates came down, the longest economic expansions in our history, the history bears out tax cuts do help the economy and anything that goes in the opposite
