conference explaining himself, hi, garrett. >> well, eric, what the governor is asking folks to believe that he initially apologized for that photo and claimed that it was him in it because he felt he needed to apologize for those who were offended but that it wasn't until later on in the evening as he sat back and thought back and discussed with classmates that he realized that it might not be in the picture and after he had realization, what other things that would play into this, i thought about the other mistakes that i have made throughout my life and he told one of them, just after medical school when he was at dance competition in san antonio that he dressed up like michael jackson and he did put black face on as part of that competition but he said once and for all that was not me in these picture and i don't know who put that picture there.

>> my first impression actually is this couldn't be me but there was so much hurt that i was feeling people were calling so i reached out and -- and apologized to people for this picture being on my page and i had continued to discuss that as we had gone forward and what has happened is that last night i finally had a chance to sit down and look at the photograph in detail. >> northam said that there were 4 pictures on the yearbook page and he admits that he did submit 3 of those pictures but the fourth with someone dressed in ku kluz klan outfit and another black face,i am not in the pictures. what he's asking now for the people of virginia for patience as he launches investigation to determine how the picture got in the yearbook and who it is that it is in the pictures using technology, facial recognition technology to determine and to prove to the people of virginia

that that was not him. now as this investigation goes forward, he's also asking them for patience in the opportunity to earn their forgiveness. >> today i am not ready to ask virginians to grant me their forgiveness for my past actions. i also do not fully expect that they will immediately believe my account of these events. right now, i am simply asking for the opportunity to demonstrate beyond a shadow of a doubt that the person i was is not the man i am today. >> governor northam said as long as he's able to continue serving the state of virginia effectively that he will remain in this role and no plan to resign, eric. eric: the question is can he continue effectively. meanwhile national republican and democrats are criticizing him. what are some of the presidential candidates saying and folks on the national party

are saying about this? >> well, just one indication on how hard it would be for him to serve effectively is the growing wave of calls for him to resign of members of his own party including 2020 candidates, another indication is during press conference the chairman of the democratic national committee released statement that despite the explanation he still wants to see governor northam step down, tom pérez said, i spoke with governor northam this morning, virginians and people across the country deserve better from their leader and it is clear that ralph northam lost trust and his ability to govern. now, ralph northam was asked about that through press conference about numerous statements being released while he was speaking saying that folks were not convinced and they still want to see him step down, here is how he responded. >> i will continue to reach out and talk to them about this

issue. again, i want to reinforce as i was saying earlier in the question, i have made mistakes in my life but what caused the stir-up yesterday i'm not responsible for. that's not me in the photo. >> governor asking folks for patience as this investigation unfolds and asking him to believe explanation that he was simply accepting responsibility for being in those pictures because he wanted to apologize for those who were offended and only after realized it wasn't him, eric. eric: as he was speaking during news conference the virginia black caucus, legislative black caucus amplified that they want him to resign. changing public story cast further doubt in his ability to regain the trust, that means the trust of the people of virginia. garrett, thank you. arthel: here is governor northam explaining why he's not the person in the controversial

photo. >> what has happened is last night i finally had a chance to sit down and look at the photograph in detail. it is definitely not me. i can tell by looking at it. i have had friends also look at it and tell me it's not me. arthel: bringing you now alfredo rodríguez, former regional political director for the national republican congressional committee and josh, communications director for priority usa and former spokesperson for hillary for america. the governor's original statement, he says i am deeply -- he said i am deeply sorry for the decision i made to appear as i did in the photo and for the hurt the decision caused then and now. i want to get your reaction, guys, and i will -- who do i want to start with you, i will start with you, josh, your reaction to the confusing explanation for not knowing at first that it wasn't him in the black face or in black face or kkk hood?

>> i think governor northam acknowledged it's hard to believe when he came out with a heart felt apology yesterday which wasn't good enough on its own but it did seem like he was sorry for it and today he goes back and doesn't make a lot of sense. i think i have -- i have been in the room for not exactly this conversation but other conversations with politicians and the most important thing you do is your first step and i know for a fact that they put in a lot of time figuring out how do rewe -- we respond to this and best shot was acknowledging him in the photo and i don't know how that happens if he didn't actually think it was him and today realizes it's not. so i don't know what to believe. i don't think he's done enough. i think he needs to step down. i don't see how he can possibly govern moving forward, strength that he could bring virginians together and gotten a lot done in first year, he can't do that anymore. there's no putting aside how many people he has truly offended and whether or not he can ever earn their forgiveness.

he won't be able to govern and can't do the job anymore. arthel: alfredo, your reaction and who would be helping the governor come up with that explanation that we just saw about an hour ago? >> the circumstances surrounding governor northam are nothing short of repulse, reas a-- repulsive, the only thing more repulsive is slow response on national democrats after hearing news yesterday. but i think it's important that we put this in perspective, it was taken in 1984 and not 1964. jesse jackson had run for democratic nomination for president. doug wilder was in the throws of run to go become the first african-american governor of virginia. and this -- this is something that took place not when, you know, governor northam was, you know, 15, 16, this took place after he had graduated from college, he had been accept

intoed medical and 24, 25 year's old. so there's really no excuse for these positions and views that he took toward african americans. arthel: yeah, you're right and, alfredo, i will stay with you, i will reach partial statement with the virginia legislative black caucus and part says we amplify our call for the governor to resign. changing public story today now casts further doubt on his ability to regain that trust, as critical juncture, we need to focus on important work of governing, we cannot continue this work with governor northam at the helm. alfredo, can northam survive or is it a done deal? >> it's a done deal. it's absolutely nothing short of arrogance by governor northam to dig heels in and justify racist and bigoted views that he potentially still holds.

he needs to do the right thing and resign, this has hurt very -- very many people across the country, certainly within the state of virginia and, you know, i would like to see the democratic party be more with the call for him to resign. arthel: you've had senator kamala harris, you've had senator cory booker speaking out saying that he needs to step down. they have jumped in this widespread vocal of people saying, governor northam has to go. they already jumped in. i'm sure they'll be more. arthel: what do you want them to do? >> they ought to go and sit down with the governor and have him come to the right conclusion which is to resign. arthel: he probably will resign, have the folks right here in virginia, right there in virginia, the virginia legislative black caucus, they they are putting the pressure on him to resign. pressure is

definitely there. >> democrats are calling him direct and having the conversation because you do call out racism wherever it happens. honestly, it's rich coming from virginia who a year supported corey stewart and he was saying that he supported succession a year and a half ago. we should call it out everywhere, i'm proud that democrats are doing that and does deserve to be called out and should resign. democrats are doing that and it's really inappropriate for republicans to be condemning them as well and to turn around they aren't treating the same way, turn a blind eye whenever republicans do things like this and the fact is you should not care what party label if they are rake ición or -- racist or do something racist, you should call them out. arthel: everybody needs to call out racism. >> absolutely. arthel: i have to go. first of all, let's talk about the eastern virginia medical school, should they get ahead of

arthel: fox news alert, lieutenant governor of virginia justin fairfax issuing statement after the state governor earlier this afternoon who refuse today step down from office over a racist photo in a yearbook.

mr. fairfax who is also african american writing in part, quote, at this critical and defining moment in the history of virginia and this nation, we need leaders with the ability to unit and help us rise to the better angels of our nature. i remain committed to serving and helping to heal the common wealth moving forward now more than ever we must make decisions in the best interest of the people of the common wealth of virginia. >> russians have jeopardize security interest and we can no longer be restricted by the treaty while russia shamelessly violates them. if russia does not return with verifiable compliance of treaty within 6-month period by destroying inf violating missiles, launchers and associated equipment, the treaty will terminate. eric: secretary of state mike pompeo announcing the u.s. withdrawal from 1987 nuclear treaty with russia.

exposing vladimir putin's hypocrisy. i think the obama administration considered it but ultimately never took any action which is common with national security threats with the previous administration and this administration is doing the right thing by calling out vladimir putin for the disregard for the treaty, let's remember that russia also showed the same level of disregard for the chemical weapon's convention and allegedly used nerve agent to poison sergey in uk months ago. eric: some democratic candidates are now vowing and want to have legislation to try and stop what the president wants to do. >> yeah, maybe that's a good sound bite for politics but i think the reality is that russia has caused whatever arm's race there might be. now, let's be clear the russian economy can't match ours and they are severely limited in

terms of the build-up if they could hypothetically pursue but the president has issued a statement that we will consider all options and that we are working closely with our nato partners. i frankly find it hard to argue with the administration's policy in this one. it's just -- it's a solid -- it should be a solid bipartisan strategy for security interest. eric: nato endorses it too. >> exactly. listen, i think we all should recognize that over the past decade it has been vladimir putin who launched a massive cyber-attack against gastonia, invaded georgia and ukraine and annex crimea, interfered in our elections and elections in europe. this is just another example of russia on the road to becoming a poria state. eric: that's quite a list of putin's intentions, how can we best push back, do you think he can be contained?

>> i think containment is really the key there and i think working very closely with our nato allies, educating our own citizens about the risk of russian espionage and influence campaigns and also understanding that russia's reasoning here, i think vladimir putin wants to portray the west as russia's main enemy because when he does that he links all that we hold near and dear, liberty, freedom and democracy and those are the existential threats to russia. he wants his own people to think that we are a military threat, still that they also believe that democracy is bad for russia and if they were real democracy putin wouldn't be president anymore. eric: that's the main point, you served as top caa, you speak russian, you know them all, what goes on in their head, you pointed out that it's for putin's survival, what is the calculation that he -- he uses to try and push and push and

push by deploying a nuclear cruise missile on the border of europe and everybody sits there scared but not wanting to do anything until now apparently? >> i served in russia during 1990's and i went back a decade or so later and even though the soviet union collapsed, one part of soviet society which never did, putin served in kgb, domestic security police, this is all about russia's intelligence service and the military complex needing to portray the west as russia's main enemy in order for themselves to remain in power. they are very aware that there's a lot of people in russia who don't buy into russia corruption and look to the united states as the city -- bright shining city on the hill and that's the last thing putin wants. eric: corrupts, corrupts absolutely, daniel hoffman thank

virginia. arthel: that's virginia governor ralph northam a short time vow to go remain in office despite widespread calls for him to step down, controversy stiming from this photo of a person in black face and another person wearing a kkk outfit. the governor calling it offensive and racist at the news conference and now denying being in the picture. also moments ago virginia lieutenant governor justin fairfax issuing statement not calling for northam to resign and instead saying he wants to help the state heal. meanwhile the editor-in-chief of the hill bob says northam resignation is eminent tweeting, quote, now a when -- question of when and not if. once team turns on you, you are finished. first your assessment on how governor northam's handled all of this? >> surprisingly he was unflustered throughout the press

conference and not defensive, however, you mentioned, arthel, he changed the story, when you're in crisis communication, you can't change the story and it just doesn't seem credible that he looked at the picture yesterday, then put out a statement saying he was in the photo, not saying which one of the two people he was and today saying he wasn't in that photo and he doesn't know how it go there, i would be mad if that happened to me if somebody put in yearbook page, how can nobody said anything, you have odd photo, doesn't add up and honestly, just the amount of democrats who have said that he should resign have -- it continues to build, two congressmen including jerry connolly have said since press conference he has to step aside. arthel: how do you not remember posing in black face for a kkk hood but you do remember that you participated in a michael jackson dance contest in the

80's and even though not required to participate in such a contest, he painted his face partially in black face because he found out that he couldn't wipe it off so easily. doesn't make sense. >> it doesn't and you're seeing 2020 hopefuls including joe biden and bernie sanders and others saying that northam has to step aside. you will have all the media outlets looking to see story that he told today and getting people who worked on the yearbook because there appears to be holes in the story and even northam saying, well, if i can't continue to lead i will have to assess, that may be becoming sooner instead of later. arthel: quote, the democratic party believes that diversity is our greatest strength and that hatred and racism have no place in our democracy and we will never hesitate to hold accountable people who violate those values regardless of their party affiliation, it is time

for ralph northam to step aside and let lieutenant governor justin fairfax serve virginians as their next governor. so, bob, if northam does step down and looks like he's going to have to and lieutenant governor jus sin fairfax takes over of governorship what does he have to do and make sure that the democratic party and voters in the common wealth of virginia remain in tact and not torn apart over this? >> big challenge to possibly soon to be lieutenant governor, maybe go around the state and talk to people about racial issues certainly something that has come up a lot in virginia. we had the big charlottesville riot which was deadly and northam has been critical of the president, after that and critical of white supremacists so now the criticism has turned towards him and i think if he had just said from the beginning, and i can't say for sure whether one of those two

people are him or not on yearbook page, if he would have said right away, i'm not if the photo and defiantly have said, a lot of people were waiting for statement last night and then when he admitted that, yes, he was in the photo, that's when you heard the resignations and then changed the story, it's a mess. arthel: i'm in the picture but i'm not going to tell you who i am, i'm not sure who i am, please. listen, going back to lieutenant governor fairfax, most likely going to take over to finish out his term, but, you know, he wants to heal, he stirred out in wrong foot but making public statement moments ago saying he does not want northam to step down. >> honestly, he's in a tough spot here because everybody wants to hear from him and he doesn't want to be seen as opportunist, okay, maybe he should step aside and then he, well, he would be governor, i think that fairfax himself is not going -- i know he said she shouldn't step aside, he

wouldn't be able to save him or get rid of him, it's going to happen on its own and then he has a challenge of actually taking over very important job in a very important state for the democratic party. arthel: of course, by earlier accounts he's more than fit to do so. i see your point that of course you would think that mr. fairfax would stay out initially but then he jumped in, hey, governor, i don't want you to step down, he doesn't want to look like opportunist, maybe he should have layed back a second, less flag for waiting 24 hours before making statement compared to saying no, governor, stay in, you're cool, we love you still. >> that's a great point because northam can point to fairfax's statement, he's african american, fairfax says i should stay on and that can buy northam more time. democrats are shaking their head, it was not a good press conference at all, it was bizarre talking about the moon walk in san antonio and michael

have to be vacation, dentist appointment, you can take the time off, the only caveat out of this, let's say you have unexpected take the day off, they have decreased the amount to 5 days, if you take off more than 5 days you could potentially get fired. like you mentioned, they are also structuring bonus program a little bit differently so it's linked to attendance as opposed to only store performance. of course, you have people that aren't happy with, this labor activists groups that say that's going to encourage people to come to work sick. but all of this is a further example of how tight the labor market is, you're hearing all kinds of stories of companies having employees that ghost interviews, they don't show up and companies are really trying to retain employees, you starbucks that's offering the pay for education, target increasing their hourly wage, we know amazon increased wage by $15 per hour, even some too that are offering perks like free

food and subsidize gym and bring your dog to work. >> free food, you like the free food and bring your dog to work, meanwhile we talked about the tight labor market, we know that there is one, we are hearing that some companies are laying people off. >> yeah, it's unfortunate. ly start with the media world, 2100 job cuts within buzzfeed, you also had vice as well, some examples, but the big one, the big one too is going to be gm, general motors has announced that they will be laying off employees, the word right now is they are going to be laying off 4,000 people as of monday, we don't know yet where the exact layoffs are going to occur but it's been in the works for a while as the company said that they need to cut roughly 14,000 jobs in north america so that does include canada, they will be cutting production at 5 plants as well, reason being company says, this is coming from the ceo, they need to cut production cuts and they need to change and adapt to consumer

really bad week for ralph northam with the comments about abortion. that is a problem here. and keep in mind had a nine point win over the republican for the governorship in november 2019. he was against the backdrop of what happened in charlottesville. in the same time he and democrats are trying to juxtapose themselves about what president trump had said in charlottesville. they had these commercials by gillespie suggesting that northam was soft on ms-13 and even the former president obama coming out and condemning the commercials. so again, this is part of that war democrats are saying we cannot have someone like that in the party. and that is why point out steve king and what happened there and the democratic response. arthel: come monday morning, where is governor northam? >> well, that is when you go back to what they said, they thought he would resign this morning. when you combine the problems

fire. jeff paul is in malibu with more. jeff? reporter: the wind has really started to slow down as the rain has. but authorities are warning residents to not let their guard down because this is what they're worried about happening.fast-moving debris flow in the area and in some cases, mudslides. this is something that we witness firsthand a little while ago. the situation changed in a matter of minutes. you take a look at the video here, you can see some of the fast-moving debris flows, but in this case and water just coming rushing down from the canyon. really, taking anything in his path that it comes into contact with. the reason we are seeing this is because much of the area was burned by severe wildfires. you combine that with moist soil and the water and you have mudslides. it is on top of the flooding, power outages and downed trees. folks that live in the area are not taking any chances.

happened along the southern border. the u.s. border agent seized a tractor-trailer and get this, they had they said they found 254 pounds of fentanyl. turns are just two milligrams of the drug is lethal when you add that all up, it turns out to be enough to kill 57 million people. shows you just how powerful and potent it is. so how can we stop this epidemic? we are joined by physician and surgeon at white plains hospital in new york. doctor, good to see you. thank you for coming in. >> thank you for let me join you. eric: what is fentanyl versus other opioids? >> fentanyl is synthetic that's really the main take-home point. heroin is made from the poppy plant. it's only going to certain areas of the war like asia, pakistan and afghanistan as well.this is mostly in mexico, comes from china and is extremely much stronger than

heroin. actually 50 to 100 times stronger than morphine and about 25 to 50 times stronger than heroin itself. eric: wow! >> and a lot of times is being laced into heroin so people don't even know they're actually taking fentanyl. that is how a lot of overdoses are happening. eric: have just over exploded. the cdc says they were like 4000 in 2014, in 2016 18,000. this almost 80 percent of all deaths of opioids. what can we do about this horrible epidemic crisis that has affected so many people? >> absolute right is an epidemic. of course public health awareness, education. hopefully people are watching and learning. a lot of this is coming to mexico. fentanyl is mostly coming from china. then through mexico and up through the borders. it is something to point up and also supplying narcan. which is the antidote. you've heard about it. it's a little controversial but

having more accessibility to that can help someone having an immediate overdose which assess for tory depression. it decreases, they stop breathing. so the medication helps them to breathe again. eric: is anything that they can use that they can be weaned off of fentanyl into something else? that is a major problem, people just cannot kick that monkey on their back. >> obviously, yeah. addiction is a real thing and it is hard. they do use methadone, that's a popular one. naloxone is another one.it is using certain facilities, rehab centers and the hospital as well. i prescribe opioids. i tried to keep it to a minimum, a couple days with. i will do surgery on person and i give two or three days with pit now there's intraoperative injectables. eric: soda, what is that? >> it is a substitute for pain. so something we inject while in surgery. in studies in phase ii and phase 3 trials and showing two, three or four days relief.

people in the city of atlanta. as many as 75,000 people inside the venue during the game. the weather has been absolutely beautiful, arthel. you can see the giant rooftop on the venue was open and look at this! fighter jets flying overhead. rehearsing for tomorrow's big event. this is the first time that we have managed to get them on camera because they just sneak up on you. and you do not hear them until after they have passed over. this is the first time we have them on camera. a personal victory for myself, arthel. but let me tell you a little bit. eric: good . arthel: good for you! reporter: i'm very proud of myself! i would say more about the venue, mercedes-benz stadium. it is a $1.5 billion multipurpose facility. homes about the atlanta falcons football and atlanta united soccer teams. it hosts many other events. in fact, the at the super bowl is going to be some sort of monster truck event.
