emergency power -- it isn't my first choice to use his emergency power, but he's proposing. but they are not negotiating with him in good faith. >> if we don't get outside pressure, the committee can sit down and work this out. appropriators as you know in washington, there's republicans, democrats, and there's appropriators in both the house and senate >> the president sat down for an interview. he talked about foreign policy and u.s. involvement overseas, the need in his view to bring an end to what he calls america's endless war. >> your director of national intelligence says isis still has strongholds in iraq and syria and will launch attacks >> you will always have pockets of something. you will have people -- like the one-armed man who blew up a restaurant. you are going to have pockets, but you're not going to keep armies there because you have a few people or you even have fairly reasonable numbers of

people. >> president trump has called former president george w. bush's decision to invade iraq the worst mistake in u.s. history. he reiterated that in his interview with cbs news today. and he says that he still has troops there in part because he wants to be able to watch iran. arthel? arthel: all right, ellison barber, thank you very much. eric? eric: arthel, virginia democratic governor, clinging to his office on sunday, despite the increasing pressure and calls from both parties for him to step down. the demands are growing louder of the governor's news conference yesterday where he offered shifting explanations for why that racist photo appears in his 1984 medical school yearbook page. >> i believed then and now that i am not either of the people in that photo. i stand by my statement of apology to the many virginians who were hurt by seeing this content. it is disgusting. it is offensive.

it is racist. and it was my responsibility to recognize and prevent it from being published in the first place. eric: garrett tenney is live outside the governor's mansion in richmond, virginia, where he's still in residence. h hi. >> governor's changing story going from saying it wasn't me in that picture on friday to then saying -- or saying it was me in the picture to then saying 24 hours later that it was not me in the picture. it's not helped his situation. there's still calls for him to resign. instead of helping to ease that pressure, his explanation or attempt at an explanation has only led to additional calls for him to step down. >> first he said it was friday night. and if it wasn't him in the photo, he should have said that on friday. i have no idea what was going on in the governor's office on friday. i just -- if you're not instinctively you know if you

put black paint on your face. you know if you put a hood on. and so if it isn't you, you come out with it immediately and say this is not me. >> following the press conference, virginia's first african-american governor tweeted i stated earlier that the governor's continuing in office was his choice to make. it is difficult for anyone who watched the press conference today to conclude that he has any other choice but to resign. now, while northam has said it was not him wearing in photo, he admitted he put shoe polish on a different time that same year to dress up like michael jackson for a dance competition. he says he regrets doing that and wants the opportunity to earn virginia's forgiveness as governor. but the congressional whip says northam can do that by stepping down. >> the question is can you lead? can you help us heal? given the actions he's

senator elizabeth warren, scheduling what's described on her website as a big announcement in massachusetts this coming saturday, followed immediately by events in new hampshire and of course iowa. if warren jumps in, she will be the 7th officially declared democrat in what's expected to be a very crowded field. possibly made up of sitting congress members, former vice president, governors, to mayors like south bend indiana mayor who has announced an exploratory committee. >> i get the audacity of somebody like me talking about running for this office, but frankly, it's a leap for anybody, anybody who arrives behind that desk, and yet, all of the people who had that job have been mortals who just bring their experience to the table. >> new jersey senator cory booker declared on friday, hawaii representative gabbard yesterday, while others continue to lay the groundwork for possible campaigns and figuring out what exactly the diverse democratic base wants in their

nominee. >> that's the theme of my campaign, if if i do run for president, certainly the theme of the dignity of work. >> i want to see what the positions are out there. i'm going through the process. i've outreached over 400 people. i've talked to individuals out there. >> and for the next year, these democratic hopefuls will spend time and money touring the country, especially those first in the nation states, building a base, building a team, and trying to establish themselves as a front-runner. so iowa democrats, get your coffee shops and living rooms ready. a lot of candidates are going to be spending a lot of time in your state. arthel? arthel: that's the truth. all right, lauren, thank you. eric: as the 2020 presidential campaign is already underway, you know, several depthic hopefuls, well, they are united -- several democratic hopefuls are united in health

insurance. >> how important is it to your healthcare plan to get rid of private insurance companies because there's some confusion about that? >> yes, so, i'm glad you asked. so the bottom and the most important is that everyone have access to healthcare. that is the goal. that is the purpose for me supporting the policy of medicare for all. >> kamala harris isn't the only senator running for president supportive of offering medicare for all. kirsten gillibrand is too. >> i believe healthcare should be a right and not a privilege. >> so is warren? >> healthcare for everyone. >> dnc chair isn't sure his nominee will push medicare for all but insists they will try to insure every american. >> the democratic primary will have a debate about how do we get from 90% coverage to 100% coverage? >> medicare for all, the idea that every american could apply for government run insurance

fox news. arthel: fox news alert, an ohio sheriff's deputy is dead and another injured following an overnight stand off. a 20 year veteran was fatally shot and another deputy was wounded while responding to a call from an apartment complex near cincinnati saturday night. the deputies were hit by gunfire as they tried to negotiate with the suspect and get him to surrender. >> we were standing right there by that car and bullets came past us. it was just scary. >> i watched an officer lose his life, and that's something that should never happen. arthel: police have identified the suspected shooter as 23-year-old wade wynn. eric: yet another reason to thank our law enforcement officers and first responders. accusations against accused mexican drug lord el chapo are

proper border security, we wouldn't have to work so hard. eric: that of course is president trump declining to rule out another government shutdown in two weeks, while continuing to threaten to declare a national emergency if a deal is not met with democrats to include funding for his border wall. the deadline is february 15th, for the lawmakers to reach an agreement, the deadline getting closer. >> i think what the president is saying is if we don't compromise, and he's put it on the table, real compromise, things that democrats want, but if we can't get compromise outs of speaker pelosi and get to a good solution, then he would be forced to go to the national emergency route. eric: will he do that? we are joined by an axios reporter. it is 48 hours plus before the state of union and all ears will be on the president if he's going to declare or say he may declare a national emergency. what do you expect we will hear? >> the president has definitely

hinted to that. it does seem i mean -- democrats and the president are as far apart as ever on this. democrats and speaker pelosi said this thursday in her press conference that she doesn't plan on giving the president 5.7 billion or extra money or physical barrier for the wall. it's looking like the president will declare a national emergency so he can get those funds. several republicans i've spoken with find this very troubling. of course democrats find this troubling but conservatives do as well because they are worried about the precedent this could send, you know, to future democratic president, if he wants to declare a national emergency on climate change or medicare for all, they find this could lay the foundation for something like that. i think depending on what happens on tuesday night, if he does declare a national emergency, we will see a lot of criticism on that from both sides of the aisle. eric: the president has pointed out in his view it is an

emergency. you have people coming in with illnesses, more people applying for asylum, they say the total number of illegal immigrants and undocumented people has been reduced, but that there is an emergency situation on the border and nancy pelosi and the other democrats are in his view refusing to address it by finding a barrier that the experts say is -- by funding a barrier that experts say is needed if -- in those areas. >> yes, and that is something that secretary nielsen says this is something they are asking for as well. to be honest, the president really doesn't have leverage. this is something, this is why he wanted to do this originally in december and that's when the shutdown began because he knew that once democrats took back the house and took over the majority, he really wouldn't have the leverage, and it looks like the democratic caucus is as strong as ever on this issue. so it is increasingly looking like despite what the president says about it being an

emergency, that that's going to be the only way he will be able to get this. eric: when you are in those meetings, do the democrats specifically for example -- in 2006, they voted for including senator schumer, voted for the keep america safe act, defense act, which laid about 654 miles. this is specific 237 miles in an area where it's been said you have to have some barriers, along the rio grande valley. what is the response from the democrats, if they are asked why did you vote then but now you're so against what the experts are saying is needed right now? not a whole wall. it is a fence. it is a barrier exactly like you already voted for back in 06. >> a lot of it is timing r if sure. a l -- a lot of it is timing fo

sure. the midterms, the voters came out and said this is what they wanted and the democrats are putting it on the table now. there are democrats who have expressed supporting some sort of physical barrier. eric: do you think their views will sway the others? >> i think they are, but i don't think that on the wall, and especially in a deal that will be made by february 15th, when the government could potentially shut down again, i don't think something like the money for the border wall will come then. at least from the democrats. and that's not to say that there is comprehensive immigration talks happening right now at the white house on the hill that are probably -- they are looking way more ahead than that february 15th dead line. we could see something there that does address some of the border security concerns, but when it comes to a wall, and i think a lot of it -- it's funny, you know, the word the wall is really tripping a lot of people up. we have seen kellyanne conway say it doesn't matter what you want to call it as long as you get a physical barrier.

the democrats see this as a political issue that isn't going to win for them. when it comes to wall money, specifically, they just, you know, nancy pelosi said she's not going to give at all on that. eric: you have a point. if you look at the omb request, it says a physical barrier. the president has already said steel fence. it is a steel fence, you know. you would think they could come together on this, but they so far have not. that clock is ticking. thank you for joining us this afternoon. >> thanks for having me. eric: of course. arthel? arthel: a growing measles outbreak near portland oregon reviving the bitter battle over vaccination laws. jeff paul is live from los angeles with the story. jeff, tell us those details. >> yeah, arthel, the number of confirmed measles cases rising to at least 48 people in washington and in oregon, with at least seven additional suspect cases. there's now concern some who were exposed to the disease have traveled increasing the risk of it further spreading. >> you really need to understand

this disease, that it is very contagious. it has really bad outcomes. and the concern that you may have about the vaccine are pretty small compared to how serious this disease can be. >> authorities say of those confirmed measles cases, at least 41 of those people were not immunized. as a result some lawmakers in washington state are now taking a second look at the state's nonmedical exemption. it allows kids to go to school without getting vaccinations if their parents have a personal objection. one washington state rep has introduced a measure that would take away the personal exemptions specifically for the vaccine that covers measles. but some parents despite this latest outbreak remain conflicted. >> it's my personal belief that i don't believe that we should be forcing everyone to be vaccinated or refuse them to come to school. >> i was scared that my son had it. i was afraid he was one of those 3%. if that would have happened, not because of something i chose but

eric: the political and economic crisis in venezuela, well it's been escalating. that as more huge protests continue on the streets of ka kara -- caracas. the opposition leader calling on nicolas maduro to step down as the u.s. is announcing it is prepared to supply humanitarian aid, something maduro doesn't want. joining us live from caracas is steve herrigan. >> eric, the protests saturday the largest one here in years. really a stunning display of how unhappy, unsatisfied people are here with the government of disputed president nicolas ma dur row -- maduro. they filled the streets making a lot of noise, but no tear gas or violence from we could see. when we talk to the people, we ask them why they are out there, they say it is desperate economic conditions that are

driving them to protest. >> translator: we have come out to protest against the dictatorship, against hunger, against need and against the ruin of this country. >> maduro has dismissed the protest movement as an act of the united states trying to engineer an illegal coup against him, but he has not tried to bring out the troops against it, not cracking down and not arresting the opposition leadership. we could see a conflict brewing, though, as you mentioned over humanitarian aid. maduro doesn't want it. the opposition leader guaido does want it. he's asked for the u.s. for it. the u.s. says aid will be arriving here in a matter of days. it is going to reach at least three cities on the border here in venezuela. guaido says that will be a real test for the military. will they let that aid in? eric? eric: we will see if there's a tipping point at some point in terms of his future. steve, thank you very much. arthel? arthel: steve and eric, as the crisis deepens in venezuela, president trump says that he

would consider military intervention, but not revealing the circumstances that would warrant it. >> what would make you use the u.s. military in venezuela? what's the national security -- >> i don't want to say that, but it is an option. arthel: with more on this, let's bring in dr. rebecca grant, a national security and military analyst as well as a relations expert. great to have you. >> hi. arthel: thank you. president trump saying a military intervention is not off the table. how real is that option and what would it look like? >> oh, definitely real option. here's what he's saying, president trump has been looking at military options probably for the last few weeks, prepared by the joint chiefs of staff, but it is not what you think, the number one option is the u.s. southern command has increased its intelligence surveillance and reconnaissance, and then the bulk of the rest of the planning is about transporting humanitarian relief, air lift, sea lift. this is not the u.s. going it alone. arthel: uh-huh. and president trump imposed more

sanctions on venezuela state-owned oil company to squeeze out maduro. i mean, will he feel the pinch if russia keeps giving maduro huge loans? >> it is right. russia is such a complicating factor. these sanctions are very appropriate. they sanction u.s. companies doing business with the venezuelan oil giant. it takes time for the sanctions to work. but arthel, what i see here is president trump being very methodical as commander-in-chief. he doesn't want to say too much in advance of monday's meeting of the lima group in canada where other western hemisphere nations are going to talk about what to do about venezuela. but you can be sure that he is relying on military options that are able to tell him more about the status of the venezuelan armed forces and pick up some intelligence that he can look at and also share privately with canada and others as we watch to see what is going on and to see if there will be a chance to get in humanitarian aid and to keep russia out. arthel: yeah. because well, first of all, the

venezuelan military was at first very much supporting maduro, but now they are starting to peel away, and yeah, russia, always lurking. so how could the kremlin cramp this situation, doctor? >> russia is always looking for a chance to stir things up. they have been a support ir of chavez and and maduro. they are a big investor in this area. they are trying to build a case internationally that the u.s. is about to swoop in and intervene as if it was 1920. russia is stirring up the propaganda. that's really contrary to the interest of venezuelan people right now. whereas we see the lima group, the u.s., brazil, canada, others trying to look for a way to let venezuela's politics play out but to have a humanitarian option ready to go and to keep a careful eye on the status of the venezuelan armed forces. arthel: the u.s. is not trying to occupy venezuela? >> no. arthel: what about the journalist that maduro has had

arrested? ten arrested. six of them released. four deported. and maduro is also threatening a wife. is he going to continue to get away with this? >> this is terrible stuff. there's fear that the venezuelan special forces may be after the opposition. you know, we're talking about the family, it is democrat e lesh -- elected. we feel maduro was not democratically elected. our surveillance is important. if we don't see activity, that tells trump and other world leaders that maybe maduro is beginning to cave. on the other hand, there's a serious situation, and there's real concern for the safety there. again, i think our military options are looking at keeping an eye on it, finding the best diplomatic route and preparing for humanitarian relief. arthel: maybe maduro can live in exile in russia. >> yes right away, that would be great. arthel: finally, dr. grant, i

understand that you say whatever move president trump makes in venezuela, he has to own it. why do you say that? >> it is unique, arthel. this is the first foreign policy crisis that he can't say hey, this was the obama administration or something else, conditions in venezuela have been deteriorating for a long time, but this is trump's chance to craft the response to this crisis. i see him being very methodical, cautious and involved. but whatever happens in venezuela, the trump administration owns it. arthel: is president trump poised and ready to make the right moves here? >> i see that very much. he was so careful in those remarks that he made as i say he will have very thoroughly looked at useful military options. he's clearly letting the lima group and western hemisphere diplomats have a good run at this. he's being very careful, very complex situation. he knows what he stands for. he wants to see the peaceful transition to keep russia's interference to a minimum and prepare to have humanitarian relief go in. i think he has a good hand on the tiller. arthel: finally, tell us in

summation, why should this matter to americans watching this now? >> number one, we want to see a peaceful transition in this country. another thing, the refugees, 3 million venezuelan refugees, 290,000 came to america last year alone. we want to see peace. most of all, arthel, this is our hemisphe hemisphere. the monroe doctrine, we want peace and no russian interference in our hemisphere. arthel: absolutely. dr. rebecca grant, thank you. again, always a pleasure. >> thank you. eric: iran, it is unveiling what it says is the new missile, despite repeated warnings from washington about that country's expanded ballistic missile program and charges it is violates the united nations security council resolutions. this comes as that country is now celebrating the 40th anniversary of the 1979 islamic revolution that brought the theocratic regime to power.

we now have more from. >> as tensions rise between the united states and iran, the country marked the 40th anniversary of the iranian revolution. some citizens did travel to the tomb of the ayatollah while the military unveiled a new cruise missile to mark the occasion. according to the iranian defense minister, the missile test was successful and the rocket traveled 840 miles before hitting its target. the minister adding in remarks on state television that the missile can be prepared in a short amount of time and can fly at a low altitude. the test comes as u.s. secretary of state mike pompeo condemned the iranian regime in december, protesting a medium range ballistic missile in violation of the u.n. security council resolution, meant to stop missile tests from iran. there is growing international concern from the united states and its allies, such as israel, about increasing iranian influence in the middle east. israeli prime minister benjamin netanyahu had a firm message for the iranians when speaking today

arthel: president trump says he's hoping to meet with china's president xi again this month for another round of trade talks as both sides face a looming march deadline to avoid a sharp increase in tariffs on chinese exports. but negotiations could be complicated by u.s. charges against chinese tech giant huawei. the president commenting on this earlier today. >> we are making a deal. it looks like we're doing very well with making a deal with china. i can tell you this, no two leaders of this country and china have ever been closer than i am with president xi. we have a good chance to make -- i don't know we're going to make one, but we have a good chance. if it is a deal, it is going to be a real deal. it is not going to be a stop gap. arthel: joining me is gordon chang, the author of coming collapse of china and asian analyst. always a pleasure to have you

here. you always break down this complicated subject so clearly for us. and i want to start with this, would president xi want to meet with president trump again? i mean, is he looking forward to it? >>i think he is. the reason is they see this as the best opportunity to prevent the trade friction from escalating and tanking their economy. they think if they can get trump within one on one with him that trump will feel compelled to make a deal and make concessions. that happened in june with kim jong-un but i think china and korea are different in trump's mind. i'm trump much more credit with regard to the chinese than with regard to the koreans. arthel: which president has more leverage? >> it is certainly trump. the reason is the chinese economy is probably contracting right now when we look at the december numbers, they were atrocious. the earlier january numbers confirm a downward trend. there's one statistic that i think really sort of nails this and that is in 2018, china's trade surplus with the u.s.

accounted for 91.9% of its overall merchandise surplus. those are chinese numbers which underplay the amount of chinese exports to the u.s. when we get u.s. commerce department numbers that number will go to over 100%. the chinese are overwhelmingly dependent on our market. arthel: uh-huh. what do you think that china will be offering as bargaining chips? >> they are going to say look, we're going to open up our economy. we'll buy more sigh bones all the rest of -- soybeans all the rest of it. the chinese economy may not even have the capacity to do that. by the way, we we need to protect our innovation, not sell primary products because we don't want to end up with sort of sealing soybeans for -- selling soybeans for china supercomputers, that not a good deal for us.

arthel: will china continue to steal intellectual property? >> i think so. president xi can't meet his goals unless he actually takes u.s. technology. so, you know, it is baked into their system. arthel: we started talking about huawei. it is the second largest producer of mobile phones in the world. why can the u.s. not stop them from stealing ip, intellectual property? >> well, i mean, as long as huawei exists, they will try to do it. the way we can stop them is we can put huawei out of business. last year, we did not put zte, that other chinese telecom equipment manufacturer, we gave them a reprieve. they went out and violated their most recent settlement agreement with the justice department. you know, we can stop this because huawei really depends on a number of markets. we can have power over its contractors, the people that deal with huawei. we can say to them you do business with the u.s. or do

business with huawei. choose. almost everyone will choose the u.s. arthel: what's the work around for huawei? >> they are just hoping that they can sort of get a reprieve like zte did. you know, just sort of do the song and dance. say we really don't steal technology. you know, we're not doing any of this bad stuff. arthel: they keep doing it. >> they keep on doing it. to me it seems like you've got to show the chinese there's a cost for lying to the united states and stilling our tech. arthel: is that something president trump will say to president xi, look, you guys have to stop this. we know what you are doing. you either stop it or i'm shutting you down. >> you have to talk to the president, arthel. arthel: i'm going to talk to him about this after i get off this set. >> okay. arthel: it is a real serious subject, because this keeps happening and china seems this illusive, you know -- we keep trying to track them down not only on intellectual property that they continue to steal, you know, the maneuvering of their

currency. i mean they keep playing these games. >> this is our future. if we cannot commercialize innovation, we don't have an economy of the future. we won't be able to produce the next amazon or google or facebook because the chinese will have stolen it. that's why this is so important to our future. arthel: absolutely. what's at stake in these trade talks with china? just what you said; right? >> it is the economy of the united states of america. if we don't prevail, we're not going to have an economy of the future. by the way, the chinese will ruin, you know, this whole idea of rules-based trade. so it's not just us that's at stake. it is everybody else as well. arthel: that's right. we have to lay down the law. will there be a trade war, gordon, after this meeting? >> well, there was a trade war decades before it. the chinese were waging it. we weren't. i think that whatever happens, whether there's agreement, it's going to continue because the chinese have a system that is just antithetical to the whole notion of trade. they don't believe in a concept of comparative advantage which

underpins the global trading system. they are extremely selfish and predatory. it will continue. arthel: when the president, our president gets with president xi, face-to-face, he somehow seems to melt by the flattery. we can't have that happen. >> no, you know, president trump has always been very -- in his comments about president xi, always been complimentary. you have to remember trump dropped the hammer on the chinese in 2018 when they didn't reciprocate trump's gestures in 2017. i think president trump will do the right thing. i know most people don't agree with me. we will find out in a month or two. arthel: let's hope he does. we're rooting for president trump. >> we certainly are. arthel: thank you very much. all of this might come up of course along with a wide range of other issues when the president delivers his state of the union address on tuesday. we will have all day coverage leading up to his speech to the nation right here on fox news. stick with us. eric: that will be a big event. there's another big event today because the wait is over. you know what it is.
