house freedom caucus member scott terry joins us with insight. as we begin let's take a look at the border security deal as we understand it. a lot to be discovered but it will include $1.3 billion in law funding used for 55 new miles, democrats claim it included a reduction in ice detention beds. what is your feeling on this in terms of what we know about it so far. >> rank and file members haven't seen any of this, we will vote about it today. we haven't read any of this so this is speculative.

55 miles is not enough to cover mexico's southern border little and what is happening on our border and let's be clear, we are trying to solve a problem which is a border that has become a crisis over many years now of this poor southern border. if we are trying to solve problems this fall short. many are concerned about this reduction in the number of ice beds. it means when we say beds we are talking about being able to detain people that have broken the law, laws other than breaking the law of crossing the border. there are other laws that are broken and we are negotiating about not being able to keep these people who have broken the law in detention, in prison so to speak. heather: why would democrats want to do that? >> that are concerned. if i went to my hometown sheriff

and he said to me we have to let a certain amount of people out, these are robbers, rapists, murderers, drug dealers but we don't have enough room so you're okay with letting some of them out and people in your community would say absolutely not. what do you need? the answer is we need whatever it is to take care of the influx at the border, which is why we need a physical barrier and more agents and technology to apprehend people and stop people from coming over the border which is the problem at hand we are trying to solve. this is in solving the problem. heather: i want to ask you about the money being allocated. the president said he can move the money around. we heard about transfer allowance. would he need congressional

approval, to go from $1.3 billion to the $5.3 billion, and 55 miles of new barrier and listening to the border patrol chief under the obama administration, that this plan is a failed. they need a border of 250 miles. >> that is what border patrol and homeland security recommended. we set this agency up to advise congress on what we need for border security and other things and we don't listen to the recommendations which is problematic in and of itself. regarding the ability to move funds, does have a certain ability to do that but it depends where they are coming from. is this something else, we look closely at that because as most republican members want to see something done on the border, we also are mindful of our constitutional authority where

the funding should be approved by representatives of the american people and we don't want any executive whether it is donald trump or any other executive to go beyond their constitutional authority. heather: should he declare a national emergency? >> i think he has to do what he has to do to secure the country if congress is unwilling to do with it for whatever the reasons are in the president sees an issue, a safety issue which there clearly is that he has to act per his constitutional authority. we don't love it but would rather do it to ourselves in congress. we can't get democrats to come to the table to secure their communities and our country the president has a duty to do this and he should. heather: you don't know whether you will support his or not at this point. read what is in it.

immoral to try to knock down and rebuild every building in america in 10 years. it is immoral and the concept that socialism is immoral is the theme of howard sure that's campaign. this is good strategy. howard schultz's strategy is to create a wedge within the democrat party, between the far left and the more reasonable elements and he thinks he can split them away, take some votes from the democrats, some votes from donald trump and make it to the presidency. is a longshot strategy? yes but very much in keeping with that. this is a service for the country. we have a generation right now who identify for the first time as majority socialists yet surveys show as few as 16% of them can define what socialism is. educational opportunities, teachers and parents didn't provide that and won't land him in the white house but it would

students on local campuses are taught that racism is their trump cards so they will throw it as anyone they disagree with even if they have a conservative professor, they act like they are entitled and confront us whenever they wanted heckle people, shout people down. it happens all the time unfortunately. heather: were you afraid? how do you handle it? you kept reporting. >> people should see what is going on and that is why -- they were proud of themselves that they were recording me, recording us. they were happy with their efforts. heather: what is the answer? you are on the frontlines of trying to change things when it comes to the university level and getting more conservative voices out there. how do you do that? >> conservative students can't be intimidated by them. easier said than done but that is what they are doing, socially intimidating students that are there every day. speakers come and go but students who stay there have to live around these hooligans. i would say those students have to be empowered and remind

themselves they can't be intimidated by these people. heather: this deals with diversity and different voices whether they are conservative or liberal and we have a panel in new york, new york city public schools, that say the schools should be evaluated based on diversity, not test scores. the question is what diversity are we talking about? heather: they wanted to be race-based and economic based but focus on improving reading and math skills, not reshuffling them according to their race. because what he is doing is grand social engineering of students and it is not going to help them perform better. he may be creating an ideal society mixture of students he wants to see in the schools but what is the result going to be? will help them get jobs? he needs to provide answers to those questions. they are underperforming. heather: focus on better education first, thank you,
