emergency. it's been signed many times before. it's been signed by other presidents from 1977 it gave the presidents the power. we are talking about an invasion of our country with drugs, with human traffickers, when all type of criminals and games. -- gangs. it's simple. i expect to be sued. i could do the wall over a longer period of time. i didn't need to do this. >> much was made of the president's decision to declare a national emergency. but this is something potentially more important lost in the debate. what is in that bill he signed today? just a few provisions of the funding bill:

the 1.355-billion dollars is less than what the democracy offered before the soothed. shutdown. remember the president dropped his asking price. the new money is restricted to fund only 55 miles of fencing and fencing only. then there is this: language in the bill. it gives border area mayors veto power over the type of border barrier that can be built in their city. i have to agree with the design of the fencing. and 3rd and most troubling, the bill office amnesty giving deportation immunity to any sponsor of an unaccompanied

alien child. the president hasn't given up his fight to secure money. trump targeted $8 billion for wall construction he can tap into. can he access that money without restraint? we are joined by mercedes the assistant to the president. let's start with this 55 miles of fencing is all that the bill that 1.3-billion dollars would allow to be constructed? it has to be fencing and public lands are off limits and you have to go to the mayors of the city to build there. can the president use this money to build walls? some are saying not even fencing will go up. >> it will go up. they are building fencing immediately. it's important to know with the 2018 funding, there were so many

redirectistrictions on the bord. there are less restrictions with this money. in terms of public land, that may be certain areas we can't build with that 1.3-billion dollars. but they are allowing the border patrol agents to priorittize. >> you have $8 billion worth of other money to access from drug blockades? >> that's correct. >> you have returns from the treasury. the $8 billion is he free to spend that or bound by these limitations? >> there are no restrictions to those times of money. including the money coming from

the counter-drugs activities which the department of defense. that's the money that won't be restricted where it can be built. they are working with the u.s. army of engineers. when you look at the design of the wall, the steel slats are an effective design to reduce illegal border crossing. >> what about the protected status for sponsors of children? won't this cause moving children into the country and out to get family units to come together and everybody gets in with this anchor unaccompanied minor? >> there was a lot of concern with this and even the president talked about this as well. the key is this has to deal with sharing hhs information.

they would share that with the department of homeland security. the department of homeland security will fine other ways to get information from sponsors. if the sponsors have to give the information to the department of homeland security, i doubt illegal aliens will want to do that. >> there are voices insisting there is no national emergency at the border and the president exceeded his authority. watch. >> there is no emergency. agos it's a fake and everybody knows that. it's all about politics. >> this is a short-term political gain. it's a pathetic display of leadership. you can't even do feckless leadership well? >> they are never-trumpers. you have democrats calling this

a manufactured crisis which means these are people in denial. you talk to the border patrol agents and families who lost love doctors because of illegal aliens who have killed a family member. there is a crisis. there are smugglers taking advantage of vulnerable families. there are criminals and drug cartels abusing our immigration laws. democrats refuse to accept that reality. some pastors received death threats from the drug cartels. the border patrol was chasing a truck filled with marijuana. it was going between the ports of entry -- >> we will talk about that. we have a former drug enforcement official to talk about the real threat.

>> they stopped them. men and women are sacrificing their lives every day. the fact that mass immigration flows are coming from central america towards the united states is why we have a real crisis. why as a nation, we have to uphold the law and security our border and ensure the safety of the american people. >> the president said something and i want to get your reaction, that captured his disgust with speaker ryan and leader mcconnell. >> the people that should have stepped up did not step up. we are stepping up now. i am very disappointed at certain people, a particular one, for not having pushed this faster. >> are you referring to speaker ryan? >> let's not talk about it. >> how much does the president blame the republicans who for 2 years had an opportunity to fund the wall and didn't do it? >> the president was

disappointed with speaker ryan. the president would sign something for funding for the military and they would work on getting the wall funding. that didn't happen. that was a big disappointment. senator mitch mcconnell has supported this president during the national emergency and held his ground in support of the president. it's been a tough couple of years. now that we have democrats in power who believe in open borders and abolishes i.c.e. it's tough. >> it's a failure on the part of the republicans. ryan and mcconnell. >> remember you have moderate republicans that have little appetite to get into this. >> you have to threaten. i will remove you off of that committee.

20,000 children were smuggled across the border. that's a terrible humanitarian crisis. there is a crime epidemic. i.c.e. had to arrest 30,000 sex predators. and this is a drug crisis. he seized enough fentanyl on the border to kill 115-million americans. more than a 3rd of the country. if drugs coming into the country that could kill a 3rd of the country is not a national emergency, how much does it have to be. it's a real emergency and three of them. >> i want to play nancy pelosi's reaction to this emergency declaration. >> the president is doing a run around about congress and the power of the powers. i said over and over again article 1, the legislative branch. the power of the purse and the

power to declare war. many other powers listed in the constitution and the responsibility to have oversight. the president is doing an end run around that. >> do you believe the president lax the standing, the legal standing to declare a national emergency? >> absolutely. >> none of his predecessors have done. >> it's about what this president is doing. in all of the cases before. the predecessors did not reallocate money from congress for an emergency that doesn't exist. senator nelson said family and children are presenting themselves for asylum which a wall does not prevent. when we claim we have a drug problem, we caught that drug best at a port of intro.

the senate. he was beat by rick scott. the fact you have people using our border to bring crime into the country. these stats are real. there are 30,000 people that i.c.e. had to detain who committed sex crimes. you think the thousand of victims impacted by that. these are preventible crimes. if we have a physical barrier at the border where the cartels can't bring people here illegally, we can 100% stop those crimes. >> thank you. >> that doesn't present itself to be true. the people who have been deported come back into the country via airport or boats. >> we have to leave it there. now i want to get to the fax on the ground at the border. the president maintained that democrats want open borders. a charge the "new york times" and others rejected. the "new york times" wrote

here's the question: if those walls came down in places like el paso where beto o'rourke is suggesting, what would be the impact? >> look at the murders in jaurez right across the border. that's why thousands are being murdered in el paso. look at what happened over the weekend. we have a meth lab in atlanta. 400 pound of meth. we have not seen a lab like that since 2000. we had all of these mexican illegal aliens. they were producing meth. 1 pound of meth will create 5 pounds of toxic waste. that's 2,000 pound of toxic waste. >> where are the environmentalists now? >> exactly. in chicago 6 police were arrested all arrested from one of the most violent cartels in the world. we want to keep the drugs and

music and child rearing, politics, sports. it dominates everything. your reaction? >> well, i think there is a great statistics that points to this. 40 years ago only 4% of people were concerned if their child married someone who was the opposite in politics. that's up to 40%. that says a lot. >> the differences are so much more fundamentalal. it has more to do with moral views than what you think about a particular political candidate. that's where the rift is happening. if you can find common great, that's great. -- ground, that's great. it's hard to date someone who sees the world different than

memoir. joining us is gary sinise. >> it's great to see you. it's been a while, my friend. what was your reaction when you saw that video? we cut it down. it went on and on. >> i was stunned. they totally surprised me with it. i am on this book tour. going across the country and promoting it. my head has to get here and there. i said what is going on. they turned that on. that i was everywhelmed and shocked. >> we will get to the end of this moment and the end of your book. for people who are not aware of all that you have done and i can't imagine there are many, tell us again what got you going? i heard in the makeup room, where aren't there more garys in hollywood? they are great people and give money. what made you this force in the

military community? >> i just felt called to do it at a certain point. i have veterans in my family. great respect there and in my wife's family. vietnam veterans in her family. i got involved with vietnam veterans back in the '80s. i started supporting them. i played the part of a lieutenant in forrest gump. that started me working with our wounded. after september 11th, i was hit with that. my heart was broken. i saw us deploying to iraq and afghanistan and our people getting hurt and killed and families struggling. i raised my hand and wanted to help my country and to help those defending our country. i just started. it snowballed into a huge mission. >> gary, the gary sinise foundation expanded over of the last few years. started in 2011. this snowball express it was an

incredible thing. i was there. give me a sense of why did you expand this mission not only to the veterans but to their families as well? what are they telling you as a result of those experiences? >> well, before i started my foundation, i was raising my hand in a lot of different areas. i raised my hand for the uso and started to entertain troops and supporting various military charities. operating in different space. one charity was this snowball express. it was focussed on the gold star children. i started supporting them. we made a deal with disney word to take the kid down and folded the snowball foundation into the gary sinise foundation and took the kids to disney world. >> you have gone to great lengths to help those who came home and can't take care of themselves.

tell us about the smart homes. >> they are for our wounded veterans. years ago i met an amputee that lost his arms and legs. we raised money to build a house for him. i did a concert for him. that's how i got into the home building projects. now we have upwards, i have been involved with over 70 of these houses. my foundation just gave another one away a couple of weeks ago. we have a lot of severely service members with special needs. we provide smart technology houses that offer them a chance to be more independent within their home. their home is designed specifically for them. that gives their family more independence because they don't have to take care of them as much. we are doing that at the gary sinise foundation. i write about that in "grateful

america." >> these stories are not shared and told enough, the stories in this book. this could be required reading in high school for young people to see what it takes to go to war and the sacrifices that are required of individuals when they come home still. we don't think about. i want to ask you about the last part of your book. you wrote about why you are still doing this all these years later. you have to ask people for money a lot. even rich people don't want to give up their money. why are you still on the mission? >> because there are people in need out there. we are still at war. we have people getting hurt. we still have gold star families each year that we have to take care of. we have a lot of wounded still. >> you talked about how life is
