tv   The Ingraham Angle  FOX News  February 15, 2019 11:00pm-12:00am PST

11:00 pm
the news continue on the fox news channel.have a great weeke. see you back here on monday.y. >> i am anticipate raymond arroyo, in for laura ingraham. this is a special edition of the "ingraham angle." trump takes on the left from washington tonight. president trump declaring am national emergency on the border in an effort to get his border wall built.mercedes, assistantee president is live here in moments to react. and we have an interview withact gary sinise.you don't want to m. and from black face scandals to diminished sex lives, some liberals are blaming everything on president trump.we will pea . but, first -- we'll debate it, but first: >> i'm going to be seening a
11:01 pm
national emergency, and it's been signed many times before. it's been signed by other presidents. from 1977 or so, it gave the presidents the power. we are talking about an invasion of our country with drugs, with human traffickers, with all types of criminals and gangs.wh. days not complicated. it's simple. i expect to be sued. i could do the wall over a longer period of time. i didn't need to do this. >> much has been made of the president's decision to declare a national emergency. but this is something potentially more important lost in the debate. what is in that bill he signed today? just a few provisions of the funding billthat demands scruti.
11:02 pm
the $1.355-billion is less than what the democracy offered before the shutdown.whi. remember, the president dropped his asking price.from $25 billie to $5 billion ahead of the shut down. the new money is restricted tofy smart, to only 55 meals of fencing and fencing only.that is only id second. then there is this: language in the bill. it gives border area mayors veto power over the type of border barrier that can be built in their city. they have to agree with the design of the fencing.or no mon. and 3rd and most troubling, the bill office amnesty giving deportation immunity to anysponf an unaccompanied alien child.if you're already he
11:03 pm
illegally, have your kids come join you. the president hasn't given up his fight to secure money. trump targeted $8 billion for wall construction he can tap into. but, can he actually access that money without restraint? we are joined by mercedes the assistant to the president.mersg here. >> thank you for having me. >> start with this, 55 miles of fencing is ail that bell, $1.3 billion, would allow to be fencing, by has to be only bollard fencing and i have to go to the mayors of the city build there. can the president use this money to build walls? some are saying not even fencing will go up. >> it will go up.othe has been o contractors, they are building fencing immediately.y. it's important to note that witw the 2018 funding, there were so
11:04 pm
many restrictions to the bordere they could build, et cetera, there are less restrictions with this money. in terms of public land, that may be certain areas we can't build with that 1.3-billion dollars. but they are allowing the border patrol agents to prioritizein te vulnerabilities. that is a beg change from 2018. >> you have $8 billion worth ofr other money to access from drugr blockades? >> that's correct. >> you have returns from the treasury. >> right. >> forfeitures. here's my question, though. the $8 billion, is he free to spend that or bound by these limitations?s? >> there are no restrictions to those pots of money.that includy
11:05 pm
forfeiture fund, including the money come from the counter-drugs activities which the department of defense. that's the money that won't be restricted where it can be built.again, they're looking to obligate that's funds. the president met with the army corps of engineers. when you look at the design of the wall, the steel slats are an effective design to reduce illegal border crossing. >> what about what we heard earlier about this protected status for sponsors or potential sponsors of children. won't this incentivize moving these families, these children in and out, into the country and out to get family units to come together and everybody gets in with this anchor unaccompanied minor? >> there was a lot of concernwie president talked about this, as well. the key is this has to deal with sharing hhs information.there wf
11:06 pm
understanding that the hhs would share that information with the department of homeland security. the department of homeland security will find other ways to get information from sponsors. if the sponsors have to give the information to the department of homeland security, i doubt illegal aliens will want to do that.iv they're not going to be able to get an unaccompanied minor. >> there is a lot of storm and drama out there in the media. there are voices insisting there is no national emergency at the border and the president exceeded his authority. watch. >> there is no emergency. it's a fake and everybody knows that. it's all about politics.auothern declared have true roots in national skirt and a real threat to the country. >> this is a short-term political gain. it's a pathetic display of leadership.how ridiculous is th. you can't even do feckless leadership well? >> they are never-trumpers.numb. number two, you have democrats calling this a manufactured crisis whichslige
11:07 pm
in denial. you talk to the border patrolagu you talk to the families who lost loved ones because of illegal aliens in this country whoak hae killed a family member. there is a crisis. there are smugglers taking advantage of vulnerable families. there are criminals and drug cartels abusing our immigration laws. democrats refuse to accept that reality.i spoke to hispanic past a few weeks ago who told me some of their churches have received death threats because of the drugth cartels. they've seen traffickers. they were chasing a truck that was felled with marijuana and the truck, they were cash it was going between the ports ofet entry, remember. >> we're going to talk about that. >> exactly. >> we have a w former drug enforcement official coming on to talk about the real threat. >> coming through, and they stopped then so yes, not only are men and we will with the
11:08 pm
border patrol there sacrificing their lives every tea but the mere fact that mass immigration flows are coming from central america, coming towards the united states is why we have a real crisis and why, as nation, we have to uphold the law, we have to l secure our border wast need to ensure the safety of the american people. >> the president said something and i want to get your reaction that captured his disgust with speaker ryan and leader mcconnell. >> the people that should have stepped up did not step up. but we are stepping up now. i will tell you, i am very disappointed at certain people, a particular one, for not having pushed this faster. >> are you referring to speaker ryan? >> let's not talk about it.pe >> how much does the presidentam blame these republicans who for two years had an opportunity to fund the wall and didn't do it? >> the president was disappointed with speaker ryan.r
11:09 pm
the president would signthe omnr the military, that they would work on getting the wall funding by the end of the year that didn't happen. that was a big disappointmentment. we wanted to get that passed in the house and the senate. senator mitch mcconnell has supported this president during the national emergency and held his ground in support of the president. it's been a tough couple of years. now that we have democrats in c power, who only believe in open borders and believe in abolishing i.c.e. it's tough. >> it's a failure on the part of the republicans. ryan and mcconnell. >> remember you have moderate republicans in the senate that have little appetite to get into this. >> nancy pelosi controls her caucus. pail ryan needs to control his.
11:10 pm
you have to threaten. i will remove you off of that committee. you won't get money for the re-election. that's how you keep people in line.at p >> speaker pelosi can barely control aoc. she is having her owndifficulty. >> i can guarantee you, pelosi will bring her to heel.you watc. the president highlighted angel families today. watch this.he dramatically unded them. >> it is so sad. stand up just for a second. show how beautiful your girl was. thank you. i have such respect for these people. angel moms, angel dads and angle families. >> some people said in the media he is capitalizing on this. this is insignificant when you look at the crime in the united states and along the border.you? >>. these are the real stories f the americans impacted by the awful realities of illegal immigration. their voices deserve to be heard. democrats have shut them out.
11:11 pm
the president is standing with these angel families. i was there with the president's meeting with them. it was a very emotional and a strong moment for the president. we love these families that have spoken out about their loved ones and the crimes that have impacted their lives. >> this is the real toll. mercedes schlapps, as always, we'll talk toy again soon. joining me congressman who sits on the house budget, armed forces and judiciary committee and brian york.vice president on lawyer's association. congressman, a letter was sent to the president announcing an immediate investigation about this executive action andthey'rn in the highways to nullify the national emergency. has the president gone too far? >> he has.i hope the democrats e judiciary committee will look at the facts of what is going on at the border. i think there are three national emergencies. the first is humanitarian. just in the month of december
11:12 pm
20,000 children were smuggledon across the border. that's a terrible humanitarian crisis.mu there is also a crime epidemic. i.c.e. had to go and arrest 30,000 sex predators.who will cr illegally and commit sex crimes against our citizens. and this is a drug crisis. he seized enough fentanyl on the border to kill 115-million americans. more than a 3rd of the country. so if drugs coming into the country that could kill a 3rd of the country is not a national emergency, how much does it have to be?does it have to kill 200 n americans? h 300 million? ail of is? it's a real emergency and three of them. >> i want to play nancy pelosi's reaction to this emergency declaration.watch. >> the president is doing a run around about congress and the power of the purse. i said over and over again article 1, the legislative branch. the power of the purse and the power to declare war. many other powers listed in the
11:13 pm
constitution and of course the responsibility to have oversight.he the president is doing an end run around that.t. >> do you believe the president lacks the standing, the legal standing, to declare a national emergency? >> absolutely. >> many of his predecessors have done it .. >> it's about what this president is doing. in all of the cases before. the predecessors did not reallocate money from congress for an emergency that doesn't nexist.when we talk about all e numbers and increases at the board we are crime, it is inconsistent with senator nelson said family and children are presenting themselves for asylum which ales country which a wail does not prevent. when we claim we have a drug problem, we caught that drug best at a port of entry.then thy problem it seems like it is
11:14 pm
working and a wall won't solve that problem either. we should look at overspendingar military forces to address problems that don't exist. >> does the president lack legal standing but obama, ford and carter declared an national emergency. >> the congress authorizedapprog trafficking corridors. this is exactly the type of money we would intend for this purpose. the military construction money is to aid in the protection of the country. this is an appropriate use for those funds. to say that because we found enough fentanyl to kill 115 million americans, everything is fine. that's like chicago is the murder capital of the country.we committing murder so we shouldn't worry about third any more. it is a fallacy. >> i'm not saying that.
11:15 pm
he declared the emergency under a war act and not the drug act.d it's different than what you are claiming it to be. the point of the matter is iff you look at kato on the left and the american immigration council on the right, they agreegi that the problems you claim exist don't gift. this was the research that was done. >> you are claiming there is no national emergency or crisis at the border at all? >> yes. i don't know what that means. >> you don't? >> saying there is a crisis. does that mean we should address the people applying for asylum in a lawful manner? >> no. >> therefore what i'm saying is there is no legal emergency that requires an $8 trillion wall, that is what i'm saying to you. >> congressman, let you react to that. is there a crisis at the border? how would you characterize it? >> it's an $8 billion wall ander
11:16 pm
not an $8 trillion wall. senator nelson is no longer in the senate. he was beat by rick scott. the fact you have people using our border to bring crime into the country. these stats are real. there are 30,000 people that i.c.e. had to detain who committed sex crimes.you think e thousands of victims that were impacted by that. the point is, these are entirely preventible crimes. there are many creams we can't prevent, by if we have a physical barrier at the border where the cartels can't bring people here illegally, we can 100% stop those crimes. >> that is thee fallacy of causation we know they come back into the country via airport or boat. >> we have to leave it there. now i want to get to the facts on the ground at the border. the president maintained that democrats want open borders. a charge the "new york times" and others rejected.in december, fails. mr. trump has long charged
11:17 pm
democrats want open borders. the democrats do not want open borders, evidences by legislation. what about the comments from leading democrats this week? listen. >> if you could would you take the wall down now here? >> yes, absolutely. >> knock it down? you think that would pass.ow i do. >> what about proposals from beto o'rourke to remove the existing wall. he was talking about el paso. good or bad idea? >> i could look at it and seewh. if it makes sense, i could support it. >> how much harm would open boards portend for our country? is there indeed a crisis on the border?for answers, a former drug administrationage. the i.c.e. agents insist they need an expanded border wall.
11:18 pm
here's the question: if those walls came down in places like el paso where beto o'rourke is suggesting, what would be the impact? >> look at the murders in jaurez right across the border.of el p. that's why thousands of people murdered in el paso. look at what happened over the weekend. we have a meth lab in atlanta. 400 pound of meth. we have not seen a lab like that since 2000. we had all of these mexican illegal aliens.every win but onl legal, and they were producing meth. by the way, one pound of meth will create five pounds of toxic waste. that's 2,000 pound of toxic waste. >> where are the environmentalists now? >> exactly.in north carolina th, "sex and the city" people arrested, all illegals from the alisco cartel, ones of the most violent v cartels in the world. we want to keep the drugs and thugs out of the country. look what happened on the newt
11:19 pm
york city subway.the poor guy ya gangster, short-term in the head on video. the guy had 12 prior arrests and out on $2500 bail. the guy was beating somebody with a pipe. that's what happened. >> unbelievable. >> he was beating someone with a pipe.. >> there are those today who insist that drugs are not coming through those open areas of the border but elsewhere. owatch. >> sure, we do know there are drugs that coming across the border.in between ports of entry the dea and statistics that tell us otherwise. >> drugs don't come in through theth border like the president thinks they do. >> 80 to 90% of the drugs he identified in his speech are seized at the border and ports of entry. >> is that true? is there no threat outside of the ports of entry? >> first of all, the statistics are so flawed. we don't know what we are missing.re
11:20 pm
i talked to a lead law enforcement agent in arizona. doug coleman told me today they seized 400,000 pills of this mexican oxi. go talk to the parents of thepal studs in phoenix that are dying from counterfeit pills. it's not just marijuana. we want one option for everyone to come in the port of entry.thg and the technology at those port of entries. >> bottom line. you were there for years. you were in charge of stopping drugs coming into this country. is this a crisis on our border?? >> there is a tremendous crisis. it's not just -- ask the families. 72,000 people have died.more im, it's kids that don't know what they are taking. it's like popping a pill at a party, and you think it's coola. and your parents find you dead. there is no quality control.by e
11:21 pm
synthetic compounds come from china. we have china working with the mexican cartel. that's a dangerous combination.. >> we will leave it there. thank you-for-your insight.k breaking news on the alleged empire actor attack jessie smolett. is his blame trump narrative crumbling. stay with us.

does your customers connecting to the wifi ever slow down your business? yes, it does slow things down. aggravating. it's a nightmare. so our gig-speed network is fast. and we go beyond fast by making it easy to create separate networks for your business and your customers and even control how much bandwidth each of those gets. so your business won't miss a beat. this is a big game changer. this is the new wave, and whoever doesn't get on, i think they would be left behind. just one more way we go beyond at&t. right now get fast, reliable internet and add wifi pro for a low price. comcast business. beyond fast. >> talking with a star who is black and gay and now the victim of a heinous crime. >> smolett confirmed to cnn he was attacked while walking in downtown chicago. he said his attackers hurled racial and homophobic slurs at him.
11:26 pm
>> during a follow up interview, police said smolett told them something new. the offenders uttered, this is maga country. o >> that was just going onin thee word of this crime started to spread out there. >> there is america in 2019. >> welcome back to the special edition of "the ingraham angle." trump takes on the left. jesse smolett story of beingtard homophobic attack became the narrative that gained momentum. mainly this is what trump's america looks like and what happens when trump's maga hatted supporters take to the streets. several new developments contradict the "empire" actor's claims. remember what smolett charged. >> i can only go off of their words. i mean, who says "empire" [bleep], this is maga country.
11:27 pm
ties a noose around your neck and pours bleach on you.and thiy fight? >> just into fox news.this is b. chicago police released two nigerian brothers arrested earlier this week without charges. joining me the co-chairman of project 21. and leo terrell, a civil rights attorney. smolett refuses to release his phone records. he claims he was talking to his manager and his manager heard the racial slurs and the maga business. is this story falling apart, horace, or does the release of the nigerians suggest he has something? >> the story is not adding up.i. what is most important is how fast the media decided this neededhine to be national news. i am still waiting for the alec
11:28 pm
baldwin trial to take place where he made homophobic attacks. but we haven't been getting our minute to minute coverage of that. >> leo, react to this bite from. listen. >> why do you think you were targeted? >> i can just assume, i come really, really hard against 45. i come really, really hard against his administration. and, i don't hold my tongue. >> leo, they can't find any video evidence to substantiated this attack. the two nigerian man theyarresto they found only video, and there might be a connection between them and smolett.la did smolett slander thepresidens with that assertion. >> let me answer that question.
11:29 pm
no, he didn't slam supporters, that is his opinion. i am glad i am a lawyer. he has rushed to judgment on whether smolett's story is trueo information. horace has just told the national audience the kansas is falling apart. how do you know. highway do you know that? >>. because i can -- >>o reason and logic. the location of where this occurred, how much team it took for the>> kale to take phase. my moan is i'm fine -- >> that's called rush to just a minute. >> to this is not rush to judgm. i'm fine with an investigation taking please, what i'm not fine is the media thinks this is a big enough story we have to get minute by minute coverage. leo,ed in the wake of the covington boy's scandal where we saw a kid in a maga hat who was charged with racism and now they've been totally cleared and
11:30 pm
exonerated in an end investigation this week and many people whoek attacked them had o amillion million tojies, it n he same ring to it with nothing substantiate it except this actor's word. nancy pelosi and harris came out with tweets. did they rush to judgment? >> absolutely. this is my point. you let an investigation take place and then you reach conclusions. this investigation is still on-going. there are troubling aspectsti about it that need to be further developed. why won't he give the records so we can see who he was calling to and hear it simultaneously? >> leo, i agree with you. all of the facts are not in here yet. >> they're not. thank you.u. >> injuries are real. >> this is gq. this is a headline.i wand your . it says, the racist homophobicaa line shouted after his attacker
11:31 pm
fled the scene, this is maga country. its sentiment needs no fact check. is that fair? >> the last sentence is extremee last two years under the trump administration this country has been divided on based on race gender, sexual orientation. >> by division on race, gender and sex you mean women have earned more, blacks have earned more, latinos have done more. they've done so faster than thes rest of the country. >> i want to make shire win thinge is clear, the injuries on jesse are real. check out the medical records.h. >> he did say he had to be hospitalized and now that's been corrected. >> there is the question, why isn't he handing other his phone
11:32 pm
records? >> he needs to cibc stashiate he was on the fogle -- he needs to substantiate he was oning the phone with the i only witness, the only witness so far is the manager. there is no video evidence. the noose around his neck he had on for 40 minutes after the attack. i don't know why you would keepr neck. >> his phone records there is privacy and there is certain information that has nothing to do with the attack.he wants to . that is perfectly normal. i happen to be a lawyer. >> minute by minute coverage we've been getting of this and at least if you think we would give it that kind of credences and that kind of attention the minimum would be that the alleged victim could present the information that two help the information go forward. >> thank you for the spirit deed bait. out of time but we will have you back. coming up. liberals are now blaming trump from everything from black face scandals to ruining their sex lives. i kid you not. e this next segment will get very interesting. stay there.
11:33 pm
gary sinise also coming up.

11:35 pm
11:36 pm
11:37 pm
>> welcome back to the "ingraham angle" special. the left is now blaming president trump for things out of his control. look, when he is to blame, give him credit. come on. virginia governor northam's black face scandal. rational people would blame northam. but some democrats say trump with the guilty party. congressman green tweeted thaths bigotry this is a symptom. failure to act on president trump's bigotry is the problem. and a congressman blaming all of virginia's black face scandals on trump. watch. >> we can't forget about the person who is dividing us and who himself is injecting this
11:38 pm
into the country to live up again and coming out again. we have not seen it be this bad in recent times. the president has made this race an issue. >> i am not following. that joining us is david bernstein and allie stuckey, a conservative commenter. is trump to blame for democrats wearing black face 30 years ago? >> i have to agree with you. this is ridiculous. there are plenty of problems with president trump and i think democrats would be well served if they stuck to the serious issues on which many americansck find the president's policies to be objectionable and not be working for them.this problem rg the shoulders of virginia and it is not the president's fault. >> allie, have we allowed politics to blind us? these people are projecting their hate on to everything and
11:39 pm
anything that they despise and using trump as a proxy, yes? >> yes. i think the sad thing is this is so typical. this is like classic 2018 andca classic 2019. the inability to see your own t side and take responsibility. not only for your own actions but the people in your party. i cannot imagine the mental gymnastics you have to do to blame a president -- we are noth talking about reagan for the 1980s but blaming the president now for something that happened in the 1980s. i am just exhausted mentally thinking about what it takes to get there. >> this is more salacious. dr. susan block telling "salon" that trump is wrecking the sex lives of americans. she claims trump's presidency created ptsd. post-trump sex disorder.
11:40 pm
people just don't want to have sex. david, is trump responsible forc libido. >> well, i think again, this is exactly the kind of stuff that distracts away from the really serious issues that this presidency race for people across the country. pseudo-psychology. i have seen no evidence of this. just the day after valentine's day everybody is doing justfine. >> go tell. it is after dark. [laughter] the kids are sleeping. allie, i want to play something for you.k this woman was on another network and talking about dating in the trump era.listen to this. >> when i was in law school, i got asked on a first date with somebody, and i said yes. set it up on thursday night. no idea his political news. he knew mine. i got a text with a picture of myself with a hat saying make america great and he could not
11:41 pm
stand for this and cancelled the date. m >> allie, your reaction to that. have you every experienced anything like that?th >> , i haven't, and none of my friends have either. if people are experiencing people in the love department because of donald trump, this is life. if your life is so consumed by how much you hate donald trump and how scared you are of a gooc economy, you will be less attractive. it has nothing to do with donald trump and everything to do with obsession that is probably making you not appealing to a potential mate. >> in the wake of valentine's day, i want us all to come t together.i will get both of your reactions to this. i think people have to talk less about politics in their daily life. i do feel that, for many, politics, particularly donald trump has become like this idol everybody wants to rush around and put in the center of their relationships including art and music and child rearing politics, sports.
11:42 pm
it dominates everything. your reaction? >> well, look, i think there is a great statistics that points to this. 40 years ago, only 4% of people were concerned if their child married someone who was theop s. that's up to 40%. that says a lot.people need to t is actually important to them. >> allie. >> the values on the left are so different than what they iced to be, it has more to do with moral views than what you think about a particular political candidate. that's where the rift is happening. if you can find common ground that's's great.unfortunately, id to date someone who sees the world completely different than you.>>
11:43 pm
>> thanks for being here.we wilo my friends town in niles. i say more couple who disagree because then you find points of connection and can bring the opposite sides to the table.tha. coming up, laura sat down with actor gary sinise and why he felt a call to leave his career and help military members and their families. a great interview next.

>> democrats slamming trump for deploying troops to the border and even calling it a stunt. what about what he is getting done for veterans. a "new york times" op-ed admitted, quote, donald trump is getting it right on veteran's care. laura and i spoke to someone wht knows about caring for the veterans community. watch. >> i wanted to join everybody in saying thank you. obviously, i have to do a lot more to catch up to you guys.yo. >> thank you, gary. >> [cheers and applause]. >> a remarkable video that went on and on to actor gary sinise to thank him for the work he's done to help our nation's veterans. >> the video's release coincides with the publication of gary's new memoir..the work with the ge foundation. joining us is gary sinise.thank.

>> it's great to see you. it's been a while, my friend. eeat was your reaction when you saw that video? we cut it down.the time of the t went on and on. >> i was stunned.they completely surprised me with it. i am on this book tour. going across the country anddoid of thing and promoting it. so my head has got get here and there. they made mee set down and i said, what's going on. they turned that on.i was overw. >> we will get to the end of this moment and the end of your book. for people who are not aware of all that you have done and i can't imagine there are many tell us again what got you going? i heard in the makeup room earlier, why aren't there more garys in hollywood? they are great people and givemt what made you this force in the military community?
11:50 pm
>> i just felt called to do it at a certain point.. i have veterans in my family. great respect there and in my wife's family. vietnam veterans in her family. i got involved with vietnam veterans back in the '80s. i started supporting them. i played the part of lieutenant dan in forrest gump. that got started me working with our wounded. after h september 11th, i was ht with that. my heart was broken. i saw us deploying to iraq andnd afghanistan, and our people getting hurt and killed and the families struggling. i raised my hand and wanted to do something to help my country and to help those defending our country. so i just started. it snowballed into a huge mission.t >> gary, the gary sinise foundation has really expanded over of the last few years. started in 2011.this snowball ee covered at the end of last year,
11:51 pm
it was an incredible thing. laura saw it. i was there. give me a sense of why did you expand this mission not only to the veterans but to their families as well? what are they telling you as a result of those experiences? >> well, before i started my foundation, i was raising my hand in a lot of different areas. i raised my hand for the uso and started to entertain troops and started supporting various military charities. operating in different spaces. one charity was this snowball express. it was focused on the gold star children. so i started supporting them. we made a dealdr with disney wod to take the kids down and folded the snowball into the gary sinise foundation and took the kids to disney world this year.at >> you have gone to great lengths to help those who came home and are impaired and can't take care of themselves. tell us about the smart homes. >> they are for our wounded veterans.years ago, i met the ft
