our reporting begins with president trump weighing in on reports that the special counsel robert mueller could be wrapping up the russia investigation. the president says the new attorney general, william barr, will decide himself whether to release the final report. one of president trump's attorneys, rudy guliani, tells fox news that the president's legal team has not received notice that the special counsel, robert mueller's report, is complete. so far the special counsel prosecutors have either indicted, convicted or received guilty pleas from 34 people and three russian companies. that includes a half a dozen of president trump's now former associates. special counsel mueller is looking into whether moscow meddled in the 2016 presidential election and any possible interaction with members of president trump's campaign. the president has repeatedly denied those claims. the chief white house

correspondent john roberts reporting live on the north lawn. hi, john. >> shep, good afternoon to you. the department of justice not commenting to fox news about when that report might come out. there's some thinking that it could be very soon. some people are saying next week. but that might not be the case. there's some stars that are beginning to align to suggest that it might be coming down the pike soon. the former acting attorney general, matthew whitaker said that he believes the russia investigation was nearing the end game. the deputy attorney general rod rosenstein saying he wanted to stay until the mueller report was delivered. he announced yesterday that he's leaving in mid march. so could drop by then. if it was released next week, it would come as the president is traveling halfway around the world to meet with kim jong-un. it will be unusual to have a report of this magnitude come while the president was in vietnam. in the oval office, the president says he's leaving the

fool out of himself the last couple days. he looks like a poor man's j. edgar hoover. i think he's a disaster. what he was trying to do was terrible. he was caught. anybody reading the i.g. report would say, how could a man like this be involved with the fbi. >> again, in these interviews and again to sell his book, mccabe continues to insist that he believes that president trump could be a russian asset. he's looking forward for one to see what the mueller report might have to say about that, shep. >> shepard: john roberts live at the white house. fox weather alert. a massive winter storm is bearing down on much of the country, especially in the east. a look at the warnings and advisories in effect right now. this storm threatening dozens of states. more than 200 million people in its path in one way or another. it's bringing the threat of snow, ice and rain to every state east of the mississippi.

this was the scene in d.c. today. the snow shut down all federal offices in the district and around it. it delayed more than 4,000 u.s. flights and cancelled another 2,100. reagan national hit the hardest. in some parts of the south, very heavy rain causing big problems. people bracing for possible flooding in parts of alabama, mississippi and georgia. nearly all of tennessee at risk for floods. meteorologist adam klotz live in the extreme weather center. hi, adam. >> this is a large system and we're tracking every type of precipitation you can talk about. flooding a cross the southeast at this point, heavy snowfall in the upper midwest. taking in on what's been a mix of snow and sleet and rain moving in, eventually moving to new england. areas where throughout the day we've seen 3 to 5 inches in dc. at this point, it's beginning to get warmer. 33 degrees moving to light rain.

this will shift to rain to everybody along the east coast. in d.c., 29 degrees and light snow. still seeing snow in new york city. we have several more hours of that before it shifts over and becomes a wintry mix and then rain. here's the future radar. you can see the time stamp. by the evening, more of an ice situation. new york city stretching inland. we continue and these temperatures climb overnight and early tomorrow. so even some of these areas where you've seen six inches of snow, which has happened in some spots, by tomorrow you're running up to 45 degrees in new york city, 47 in philadelphia. it gets really warm and all of this melts away. so it's a big system, one we're paying close attention to, shep. i think ultimately the only places that you'll see snow by tomorrow afternoon is extreme new england because it gets so warm. so maybe some tough driving on the way home this evening. then we're going to be clearing off. it's been a real roller coaster the last couple weeks.

it's going to be continuing throughout the rest of the week. >> adam klotz in the extreme weather center. thank you. police in chicago say they're trying to get "empire" actor jussie smollett's case in front of a grand jury. a grand jury would decide whether there's enough evidence to charge jussie smollett. the actor who is black and gay claims that he was a victim of a racist and homophobic attack. over the weekend, cops said he's no longer considered a victim. earlier they said the trajectory of the investigation has changed. now they're asking smollett for another interview. he's been a no-show thus far. the founder of the gossip side tmz, which has been reporting on this case, tells fox news that according to a grand jury, looks like a long shot. >> look, we're told that what he needs to do to avert a grand jury is literally a hail mary or somehow he comes up with something that makes the police

believe it. it's just not going to happen. as a matter of fact, i have no doubt jussie is not going to talk to the police again. >> shepard: now there's a new prosecutor taking over the case. matt finn has been following this for us. he's live this afternoon in chicago. matt? >> shep, this afternoon chicago police are still waiting for jussie smollett to respond to their very important request for a follow up interview that they made last week after the brothers gave police some type of critical information that altered the course of this investigation. this afternoon, representative for smollett tells me that the actor is not talking to police. chicago police have told us that they are giving jussie "a responsible" amount of time to respond. if he does not cooperate, they could take this case to prosecutors or a grand jury for a subpoena or arrest warrant. this afternoon here in chicago, it appears police are increasingly trying to get portions of this case in front

of a grand jury. fox news learned the two brothers that cbs reports admitted to helping carry out the alleged hoax were scheduled to have their testimony locked in before a grand jury yesterday. in the 11th hour, some type of new information stalled that process. also, this afternoon, 20th century fox is denying rumors that smollett is being written off the tv show "empire" that smollett stars in. the 20th century fox writing in part "jussie smollett continues to be a consummate professional on set and as we have previously stated, he's not being written out of the show." jussie smollett could be in trouble with the fbi. the agency is investigating a death threat letter sent to smollett a week before the attack. it contained white powder reportedly determined to be an over the counter pain reliever. cbs news reporting that jussie was involved in creating a

accused of crimes. the court made a unanimous rowling that the constitution's ban on excessive fines also applies to the state, not just the federal government. fines have to fit the crimes. this case involved a man from marion, indiana about 85 miles north of indianapolis. cops had seized his land rover when they arrested him for selling $400 of heroin. his land rover is worth four times that. it's unclear when he will get it back. justice ruth ginsberg opinion. there's word that jurors in the el chapo trial might have to be -- might have ignored the judge and followed the case on social media and in the news. now lawyers for the notorious drug lord say they're reviewing

options and it could mean el chapo gets a new trial. according to the reporting of vice news, some of the jurors checked twitter and read about the case as the proceedings were ongoing. judge andrew napolitano says if true, it would be the definition of misconduct. vice cites a juror not giving his or her name. the jury convicted el chapo of running a cartel. he faces life in prison when sentenced in june. the federal reserve revealed what triggered their decision to stop raising interest rates in the united states. as it turns out, officials were worried about slowing down the economy. the fox business network susan li reports. >> the biggest factor rallying stock markets this year has been the central bank, the federal reserve. they did this by signalling that interest rates were unlikely to

go up this year. interest rates touch on all parts of the u.s. economy. that includes your mortgages, bank accounts and the value of your dollar. so 90 minutes ago, the federal reserve still positive on the u.s. economy and though some that sit at the head of the central bank say they might see interest rates go up this year. most are still being patient and expect consumers to remain strong, to continue spending this year. the new york fed said they expect consumers to spend more this year on clothing, housing and transportation than last year. that's a really big deal for the u.s. economy since it's 2/3's powered by spending. we expect the gdp numbers to show that 2018 was the strongest growth since 20005. >> shepard: turns out the federal government is not keeping the terror watch list a secret. they're sharing it with private institutions after telling

everybody oh, we don't do that. reporting on that is ahead. plus a north korean diplomat has defected and there's word that spies may have grabbed his daughter in response. that's our next story. before we get to it, police have arrested a man that they say killed a 11-year-old girl decades ago in california. that's according to the orange county district attorney. the name, linda o'keefe. she went missing in july of 1973. somebody last saw her walking from school in newport beach about 35 miles southeast of los angeles. the next day a man found her body in a ditch. police say somebody strangled her. investigators searched for her killer for 45 years and now they say they found him. here's the suspect. 72-year-old james neil. he lives in california but lived in california at the time of the murder. they say they got a good lead

together we'll make the right choice. >> shepard: so for years and years and years the federal government insisted that it does not share its terror watch list with private entities or anyone else. now it says otherwise. giving information on people to hundreds of private groups including hospitals and universities. they're doing it. critics and privacy advocates say the list of names -- they list plenty of names of people by mistake and could leave some of them being unnecessarily harassed. garrett tenney is reporting live in washington. why are we learning about this now? >> shep, this came out as part of a class action lawsuit of 25 muslims. they believe they have wrongly been added to the terrorism list. several individuals claim they

had bank accounts closed after being added to the watch list. police would draw their guns after pulling them over for routine traffic stops. one man said he couldn't test drive a car as a result. in court documents reviewed by fox news, the terrorist screening center revealed they've given more than 1,400 private entities access to the database or parts of it. those with access include airports and airlines, private security contractors at hospitals and government facilities and police departments at private colleges and universities. as for the claims that being on the watch list was acting other aspects of people's lives, the government said they're not aware of any mechanism, policy or practice that would prevent information to be shared with car dealerships or banks. shep? >> shepard: tell us what is still out there, if you would. >> there's a court hearing for

monday. i spoke with an attorney for the american islamic relations who is behind the lawsuit. what they're pushing for is a list of who has access to the terror watch list and how are they using it. in a court filing, the attorneys said our universities are taking their status in account in making admission or disciplinary decisions. hospitals are building screening against the people. it's software engineers that work on cellular grids say they had no idea. the list is ripe with problems. it includes large numbers of people by mistake. based on the new revelation, i'm told that care is planning to call on congress to look into this issue to see how widespread the use is and all the ways it's affecting people more than we realize, shep. >> shepard: garrett tenney live in washington. now the crisis in venezuela.

u.s. officials are stockpiling food and medicine in columbia. this as nicholas ma do you remember -- maduro continues to block aid. rich edson has more. >> by friday, there's prepositioned 190 metric tons of supplies. we spoke with the u.s. agency for international development. they're trying to address this year's long humanitarian crisis in venezuela. the administrator says this is a way for the u.s. to try to assist guaido in any way he can to help the people of venezuela. >> the next step is up to them. they're leading their country's future and working close with the columbians and a number of nations. that's great. what we're trying to do is make sure that juan guaido has the

tools that he needs for the people of venezuela. >> much of the aid is going to neighboring columbia and many venezuelans, tens of thousand as day are crossing over to columbia getting the aid that they need and many of them are returning home in the evening, shep. >> shepard: and the u.s. aid is outside the country, right? >> that's the challenge. that's because the contested president, nicholas maduro is blocking aid to enter venezuela. he says u.s. aid is simply an attempt by the american government to try to overthrow his government. he's denying many of the facts ongoing there. he says his country doesn't need aid. the u.s. is trying to figure out how to get the aid in. juan guaido is organizing caravans. starting saturday, he's hoping to get people to come, carry aid, try to get through

venezuela. that sets up a confrontation between the caravans and the military there that is blocking these people from coming in and blocking the aid from coming in. >> shepard: rich edson live. thank you. italy is warning there's consequences if north korea kidnapped a diplomat's daughter, this all goes back to an ambassador that went into hide after defecting to rome. now his daughter disappeared. investigators are looking into whether north korea abducted her. greg palkot is live. >> this is a strange and a timely story that former north korean ambassador to italy and his wife disappeared last november. it was believed they were defecting and applying for asylum in italy or to a third country. the only hitch is reportedly their 17-year-old daughter wasn't with them at the embassy or residents when they made

their break. she was attending a high school in rome and was seized there by north korean secret police, put on a plane and send back to pyongyang. this claim was made today in seoul by the former number 2 at kim jong-un's u.k. embassy here in london. he defected in 2016. we must undercore, it's unconfirmed but it's a fact that the family members are often targeted by the regime. so there's great concern. shep, all of this coming on the eve of next week's follow up to the singapore summit involving kim and president trump. this one is happening in vietnam. the story is a reminder that besides the nuclear and strategic threats that north korea represents, there's a lot of human rights abuses at the door of this regime. back to you. >> shepard: greg palkot live in london. often we hear don't drink the water in certain places for certain reasons.

rick leventhal is here. sign stealing, stop the presses. >> as you said, it's been going on a long time. baseball fans know the catchers use their fingers to tell the pitcher what to throw and use their glove to hide the signs from the batters and the opposing team's dugout. now we're in this high tech digital age and a lot of teams are taking it to the next level. one executive called it a high tech arms race to cheat. this is from that sports illustrated article. there's apparently evidence that six teams installed cameras in center field to focus in on the visiting catcher's signs. since this was an open secret in baseball, teams were going to great lengths to change their signs, use multiple sets of signs in the same at-bad they were changing signs and this slowed down the game. so now on to the rule changes.
