policy since the time of the secretary of state. frankly refer that when i was a cia director. objectives are clear, the mission is clear. president trump also said it will take time. there may have to be another summit. we may not get everything done this week. we hope to make a substantial step along with peers. eric: and can they make substantial steps? ellison barber is on the north line of the white house with more on what we can expect. reporter: the goal of the summit according to senior ministration officials is to build off of the key parties laid out and agreed upon after the singapore summit in 2018. complete denuclearization of the peninsula at the top of the less. question of last year and singapore chairman kim unequivocally stated that he would denuclearize his country. >> but he hasn't. >> there were other pillars committed to as well. the previous initiation policy which was a test, allow the north koreans to test. pray would stop anything carol

when they threatened us. test, pray and cower. it's been upended by president trump. we have put real pressure. >> they acknowledged the call the change in behavior by kim jong-un since the summit in singapore but also pointing to testimony for the director of national intelligence, dan coats in january he told the senate intelligence committee the u.s. has seen activity from north korea and it is inconsistent with foodfold denuclearization. we hope the senator will execute a serious diplomatic plan which would include a sequence process to verifiably wall back nuclear programs in contention with continued appropriate sanctions and other pressure. here is a little bit more of reaction from lawmakers on capitol hill. >> there should be a roadmap which is put in place to ensure

hill. michael cohen set to testify before members of congress. just a few days ago on friday, a justice department official told fox news they would not be receiving the final special counsel report this coming week. the latest part of the larger picture is the sentencing memo released yesterday. heavily redacted but discusses paul manafort and the alleged crimes. does not recommend a specific prison sentence. the memo reads in part quote - manafort chose repeating the and normally to violate the law. whether those prescribed garden-variety crimes, tax fraud, money laundering, obstruction of justice and bank fraud or more laws that he nevertheless was intimately familiar with. such as the foreign agents registration act. court documents allege mr. manafort shared polling data with an associate with 30s argue had ties to the russian intelligence community. that in september he pled guilty to two counts of conspiracy related to lobbying work in ukraine as part of a plea agreement. mueller 's team originally

planned to offer him leniency but it went out the window we are told when a judge found that paul manafort lied to investigators after originally agreeing to cooperate with them. before the special counsel report is released it will go to the attorney general but will it be made public? house intelligence committee chairman adam schiff said this morning, it better be made public. >> if you were to try to withhold, try and bury any part of the report, it will be his legacy. and it will be a tarnished legacy. >> republican senator roy blunt from missouri also weighing in on report. >> people need to think about that when they begin to demand we need to know whatever you found out. >> on march 8 paul manafort will be sentenced in a separate virginia case involving tax and bank fraud. the 69-year-old could get up to 25 years behind bars.in the virginia case. arthel? arthel: thank you. eric: and venezuela, country closing its border with

columbia and brazil. after violence turned deadly during the protest this weekend at the columbia border. venezuela disputed president, nicolas maduro telling troops to block food and medicine that's been sent by the u.s.. keeping it in columbia. now opposition leader juan guaido, is pushing back.bryan llenas is following the developing story from atlanta. reporter: hello eric. there are new classes right now between the venezuela position and venezuela national guardsmen on the border with brazil. yesterday on the international bridge between venezuela and brazil, this was the scene. there were gunshots reported from armed gangs loyal to president nicolas maduro. it killed at least two people and wounded 22 others. some 300 venezuelans were injured in similar violent clashes throughout venezuela along the border with columbia and brazil. as the venezuela national guardsmen ordered by nicolas maduro, blocked trucks carrying u.s. humanitarian aid coming in.

is not known how much made its way into venezuela. at one point on the bridge between colombia and venezuela, two minutes hearing aid trucks caught fire. desperate starving venezuelans tried to salvage as much supplies as they could. today secretary of state mike pompeo said the united states will continue to pressure nicolas maduro until he steps down. and he did not rule out military action. >> there is more sanctions to be had, there's more humanitarian assistance that we can provide. i think will find other ways to make sure that the food gets the people that we needed. and we will. we will ultimately i believe. and the venezuela people ultimately will i believe hold accountable those who have done so much harm. >> opposition leader juan guaido, the man the united states and 50 nations recognize as the interim president of venezuela, will meet with vice president mike pence tomorrow in columbia. mike pence is reportedly set to

announce quote - concrete steps and clear actions that need to be taken. in this video, juan guaido is seen with defecting troops. john bolton tweeted this today quote - yesterday there were over 60 defections of venezuelan military officials along the border who accepted interim president juan guaido 's amnesty and will work on behalf of the democracy and venezuela. other officials living in fear of nicolas maduro, make the right choice and side with your fellow citizens. yesterday president nicolas maduro told supporters at a rally that venezuela did not need aid and he urged president donald trump and the united states to keep its hands off of venezuela. eric? eric: thank you so much. arthel: thank you. a grim discovery of the texas coast. investigate is recovering human remains from a deadly cargo plane crash that left no survivors. the boeing 67 operated by amazon, going down in trinity bay saturday. minutes before it was to land in houston. jeff paul is following this story live in los angeles with the latest.reporter: arthel,

we are now learning from atlas air that all three crewmembers on board the lane did not survive. witnesses say it appeared that the plane nosedived as it approached the area east of houston crashing into shallow and muddy water in trinity bay. >> we seen the plane coming down at a 45 degree angle. i said something to him, he had enough time to look up and see it himself. and then of course, we lost it with the tree line. reporter: the image you're looking at is believed to be one of the last pictures of the plane. it is a boeing 767 port in 1992 operated by atlas air on behalf of amazon. investigators say that the crew departed miami international airport likely about to land in houston at bush intercontinental airport. that is when something went wrong and the plane crashed into the bay. some facet live nearby heard

in his testimony to making as much of the report public as he can and the regulations allowing to make it all public. and we will insist on it becoming public and more than that, george, we will assist on the underlying evidence because there is certain evidence it is only in the hands of the department of justice that we cannot get any other way. arthel: has intelligence chairman adam schiff, firing a shot at the new attorney general william barr reports that the special counsel robert mueller will finally release the russian report. soon. adam schiff saying he would even subpoena mr. mueller to testify before the committee if need be. echoing the call for transparency, democratic presidential hopeful, senator kamala harris. >> i believe that given in particular all of the misinformation that i think we can rightly believe we have heard, that it is important that the american public

receive as much information and that we be as transparent as possible. >> training is not from the south lawn, white house reporter, jeff. >> how's it going? arthel: good, was in the national interest? how much of the report can the american people expect attorney general, william barr, to make public? >> that's a great question.i think as you suggested, democrats will certainly be pushing hard to get as much information from the report out into the public. some republicans may be less eager to see that. the word transparency is the one that democrats are using. i think that you know, it is good to remember that the report or investigation generally, started to look at potential collusion between president trump and 's campaign in russia but also more broadly, just russian interference in the u.s. electoral system. so there is a strong reason for them to wanted out but there's a political reason as well. and if there is damaging information about president trump, they will want to see that come out. even if the special counsel does not recommend that action

be taken against president trump. i mean we've reestablished i think that the law suggest a sitting president cannot be indicted. the attorney general will have a lot of decisions to make a lot of decisions to make. based on the evidence that mueller puts in the report. there certainly be a controversy. probably about how much of the information gets out. >> and richard blumenthal in connecticut who is on the senate judiciary committee saying he's ready to subpoena special counsel to make public. how much leeway does the judiciary committee have to enforce this? and really what is the likelihood of mr. mueller appearing before congress to field questions about his report again, as he said, how rush interfered in the 2016 presidential election? >> truthfully, i don't know how much legal authority the judicial committee has but the attorney general, something had a conversation with a white

house official last week. he noted that the report does not have to come out. the attorney general has pretty wide discretion. for making those decisions and this officials arcing there may be a good reason not to release a lot of that because if people in the report are not charged them president which show that there is no reason to release a lot of damaging information about them. the counterargument to that will be if no doubt when that democrats will make, that americans have been watching this process for the last two years and have a right to know what is in the report. where the specific charges are being made against individuals or not. arthel: i mean there is something to that some might argue. how far the can the democrats go before the pursuit of getting information made public backfired on them? >> it is hard for me to say that. i think as were moving into the presidential campaign, candidates on the democratic side will no doubt want as much information about this as they can. if there question marks it

could also potentially be damaging to the president even if there is a suggestion that there is a cover-up. there's probably some reason on both sides to get a decent amount of information out. how far they will go? i think it is still to be determined. arthel: if the attorney general rejects most of report keeping it from the public as he just talked about, in the court of public opinion, will that spark thoughts of a cover-up? and does in the present with the most transparency possible so he can just silence all of his detractors? >> i think there's an argument for that. the president has missing from the get go that this is a witchhunt and there was no collusion. so if that is in fact what the report finds, then i'm sure that he and others in the white house will make the argument that as much of report should be made public as possible. but it certainly is possible it will go the other way and there will be things in the report that the president would prefer not to be made public and then democrats depending on how much information is shared,

the congress, will be arguing that. we need to be as transparent as possible in the public has a right to know. arthel: i will flip over to the paul manafort report. is there anything in that report that you know of?any indication of -- in the miller report that they will take it all? >> yesterday they said there were major clues from that about what direction the mueller report will take. it's only was very damning about mr. manafort himself. but that wasn't to my understanding, a mention of russia specifically. and i'm sure if that is correct, i am sure is something the white house was happy to see yesterday. arthel: back to release in the mueller report. could that end up in court? >> good question! i think the fact that democrats are talking about subpoenas could also suggest that they be willing to go to court. if in fact it becomes a fight.

the fact that so much discretion is in the hands of the attorney general gives the administration in this case, quite a bit of decision-making power. but democrats have an interest in getting out as much information as possible. as i said earlier i think republicans probably do too and if it ends up requiring some of legal action, i think democrats have shown it is something they do want to take as well. arthel: a lot of jockeying over to release or not to release the report. just in time for the 2020 race to ramp up for president. >> that's right. and as president trump is leaving for vietnam. i think will be kind of a split screen week with this potentially having developments and developers in vietnam and with the common testimony as well. arthel: absolutely! good point. jeff mason, thank you. reporter: my pleasure. eric: i ran apparently test firing another test missile.

the church, reaction from victims was mixed. >> i think that we have shown that how important the voice of survivors is. in this issue and you know, that we have something to say. >> four days to come up with a piece of paper to come up with a series of final responses. things that would take -- is this what we want to believe in? >> they also say they are more cautious about the language in combating abuse and they want more action like sanctions and zero-tolerance beer while church leaders say the concrete work of the summit has just begun. in rome, laura green, fox news. >> there many things he could do to demonstrate his commitment to denuclearization. our negotiating team was on the ground the last three days and will be on the ground again today. i will be there tomorrow to continue discussions. i don't want to get into

details of what's being proposed with offers and counter offers may be but a real step in a demonstrative viable step is something that president trump is very focused on achieving. eric: can a verifiable step come? talking about the summit with north korean leader kim jong-un this coming week. the president set to leave for vietnam tomorrow. that is where he and the dictator are set to meet face-to-face for those denuclearization talks wednesday korea time. overnight tuesday u.s. time. what can we realistically expect? jim walsh is here come international security expected mit security studies program in cambridge. are you expecting any big or moderate breakthroughs? >> i hope so. you and i talked about this a lot. there are two mines on the spirit only him expectations are low. why? because the singapore summit was what, seven months ago. and we haven't really seen any intense negotiations until the

last month. mr. beacon, special presented to north korea for mr. trump only had meetings with his counterpart within the last 30 days.so it is hard to have big achievements if you haven't done your homework and that worries me. on the positive side i'm hearing a lot of talk and this seems to be something in the air that would suggest we will get something. maybe closing down the reactor the surprise them with plutonium, maybe the u.s. will in turn, ease some of the humanitarian sanctions. so both sides probably know they have to have something here, the big questions have they done enough to deliver? arthel: and will he actually reveal and expose all of the nuclear facilities? let the inspectors come into inspect everything as well as pull back some of the portions of the dmz. you think it's even possible?

or is it just the next or potentially with more negotiations? >> i would doubt that's going to happen. in this meeting. as you well know, better than anyone, the president already announced he plans to have follow on summits with kim. it may be a bridge too far.i think the sort of movement, go to the reactor, shut it down. it, subjected to inspection. that doesn't solve the problem but it would be a good payment. eric: your saying that than others say it is old and obsolete and he's taken it off-line twice before. so it could just be symbolic if he does it again. >> yes and no. the fact is gone off-line and then come back online suggests there is still using it to produce plutonium. doesn't mean they will have gotten the whole program? no. but it's a big piece of the program. and the next piece i would want

to see something done about would be centrifuges that they built that could supply them with highly enriched uranium. but yes the reactor is old, yes it's been shut down before. but it is still a major part of the nuclear program. getting at that would help and it would add momentum. as far as a full declaration, personally, i know people feel, get the full declaration first. i think it's actually going to be very difficult and our time would be better spent combing a significant facility by significant facility shutting it down, capping it, dismembering and having it verified. then eventually work our way, they do something, we do something, then we get to a point where we reach the stage where everything is supposed to be declared and other issues are addressed as well. eric: do you think kim is really sincere in what he claims? i mean, so many say he will never give up his nuclear weapons. it is his insurance policy. >> and i think there's a

certain logic to that. i find it persuasive but after 20 years of dealing with the north koreans, i never say never. i will not prejudge this. we don't know what's going on in the ground in north korea. there are some indications it is not a smoking gun but there is some indication that they are having a rough time economically. the trade has plummeted in the last year. in the last two days they've gone to the un requesting food assistance because they are having problems. is it true, is it not true?i don't know but they may be voted. but i think the way to test this, to test whether they are sincere or not, is to put proposals and see if they react to them. see if they respond. if they don't respond then we know they are not serious. but that's the beauty of diplomacy. we can sort of test the resolve by talking to them. eric: others have said they've already won in a certain way. a professor at tufts university just up the road from where you are right now was on with me america's newsroom and ãnews headquarters and he said kim already made steps that benefit him without reppert -- here's

what he said. quickly view the concession kim has given so far, kim has released u.s. detainees. they never should have been imprisoned in the first place. he has decommissioned an old nuclear test site after underground tests that he does not need any more. he has already brought himself much time and money in the form of non-sanctions enforcement and lacks sanctions enforcement. eric: so what could he give us to make up for all of that? >> first of all the professors a friend of mine. he appears to be sporting a new haircut and is good-looking! but i think that listen, we have stuff too. right? there are no missile test, nuclear test. we got detainees back. there remains back. i think both sides of gotten something out of it but we still have a long way to go. as i say, the next step i would like to see is something where we actually get to some of the poor facilities and begin to

disable them. one step at a time. the north koreans will want sanctions i assume we will talk about, they will talk about a peace agreement to end officially end, their war, the korean war. both sides want things. i think it comes down to is you put it, whether both sides are serious. i think the president is serious and for political and personal reasons he wants to get something done. i think that kim may or may not.one of the things i like about special representative beacon is he has the appropriate mix of skepticism and activism.eric: tell us about him. we put all the focus on the meeting but stephen has a ready been having a negotiations. he had a 16 member team. 16 members of experts. he took experts dealing with nuclear experts and international. tell me about him and way of confidence in his abilities.

>> i've been in a meeting with him, i've heard them talk about these issues in the closed door meeting. her chance to take measure of the man. he had some experience in this regard. he is thoughtful, he is not, he takes his time, he will not make rash announcers. he will be careful, i think it is always good. a good trait for diplomat to be careful. and as a say, i think that he is the perfect mix of skepticism and optimism. we will not assume that things will fail. if you do that then you'll never get anywhere. but we are not going to assume that they are all really lovey-dovey again this is a process of testing. had to make our decisions we make our decisions and he's clearly taking it seriously. the 16 member team he had all sorts of different experts there. we are ready to sit down and do the hard work here. we will know in those meetings whether the north koreans can match us expert for expert and
