feeling about it we have developed very, very good relationship. as long as there is no testing. we are happy. that's what he says. but the media, of course, predicting the worst, before it even happens. brian: here is the headline the associated press says this. expectations low as president trump looks for a win. the huffington post i forget to read. the hanoi summit may do nothing about north korea's nukes. trump still using it for his campaign. i don't love the statement he made yesterday if they just don't test i'm okay with it. give an inch on sanctions because test something not enough. pete: dismantling is test something not enough. >> being there is a dash in between there is a lot we don't know. ainsley: if you don't test you don't know if it's going to work. pete: what the president has emphasized, listen, we haven't given up anything yet. we are not going to lose

sanctions preemptively like the other deals, the iran deal like we did in north korea. 25 years ago. the president optimistic as we go into this summit. ainsley: keep in mind only the second summit. they are not removing the sanctions: and we are going to have, i think a very interesting two and a half days. in vietnam. we have a chance tore the total denuclearization of an area of the world that was very dangerous. brian: in terms of what they're looking to do in terms of tang joint exhibit. a conflict of 35090 bills 3. miles. research institutes and 10 nuclear reactors. the country's main nuclear reactor opened in 1996. let's see to find out what's in there with a path to closing it with an inspector on the ground.

weapons. they are right next door. but moving on, let's talk about what's happening in washington. you know, the president declared this national emergency. and now house democrats are trying to block it and that happens today. they are going to put it up for a vote today. >> that's right. in the house of reps. 100 percent veto it will you will. brian: when you declare a state of emergency put in effect since the mid 1970s. >> never had finances tied to it never been specific lay piece of legislation failed so i will declare a state of emergency exactly like that. so the president says i like the idea of doing. this i believe my lawyers lead me to believe that ultimately i will $8 million. democrats have voted for not voting for it now. probably going to lose some

republicans in the house not going to lose. this is effectively dead in the water. it's a measure the democrats want to make because they don't like. he says he will do 100 percent. go to the courts as the president predicted ninth circuit stayed all of that and ultimately the supreme court may decide whether this is viable or not talk how this will be handled, is it 58 former national security officials have decided to sign a statement on sunday there is no basis of a proclamation of the president's national emergency. ainsley: does that surprise you. ing. pete: republican in name only. defense establishment types. they like the status quo of washington. they like the way things work. ainsley: they worked for bill clinton and barack obama.

that they use in iraq and afghanistan. >> the cartels are effectively using tactics to evade a sovereign country doing it very effectively and legally in many cases. brian: i guess we don't have time to do governor endsley. a wig big story. if you are going to make this work up to the supreme court, mr. president, when we get a democrat in there we will do something like climate change. we will make that a state of emergency and governor in sync of washington is already looking to do that. >> we did sue to stop the muslim ban and we do not have a national security emergency. he says the real emergency are forest fires and his wall is a colossal mistake. pete: they have also threatened to do the same thing with guns.

criminal conspiracy that could be proved yard we have to wait for bob mueller to tell us. but, to not see what is plainly in front of us means you basically don't want to see the evidence of collusion because it is quite abundant. >> congressman schiff, thank you for your time this morning. brian: thanks for your time was in lieu of a follow-up question no. push back on congressman schiff there here to act is cbn correspondent david brody who has been all of us this and finds himself in the press briefing room. are you frustrated there has not been push back on that conclusion he has come to? >> well, sure, brian. as a matter of fact, he keeps talking about ample evidence. and all we hear about are contacts and meetings. and the last time i asked contacts and meetings, i don't know, is not ample evidence. so, you know, the idea that the media wouldn't even push back on this raises a lot of red flags. and you have to ask the question why. i think part of it, at least, is that lobs.

brian, if you inject truth serum into mainstream members of the media. when adam schiff says contacts and meetings yeah, they go along with that. that's a truth serum injection. they have always said where there is smoke there is fire. they believe adam schiff is on to something but there is nothing there. brian: roger stone contacted wikileaks. paul manafort a lot of contacts there and running the campaign for a while. pointing to the don jr. meeting and saying that's ample evidence. he also made the claim in february. february 10th. >> right. brian: let's listen. >> the president keeps implying that the senate intelligence committee has already found no collusion. what is your understanding of where and how closely are you working together with the senate intel community? >> you know, we are trying to work collaboratively with the senate. but when people say there's no collusion, they must have a different word for the kind of corrupted coordination of effort

between the trump campaign and the russians. brian: here's the thing. the senate has cleared him. the last chairman in the house cleared him. and he is saying, what? >> well, here's the problem. his definition of collusion is what, exactly? i mean, all of the sudden it's not necessarily -- definitely not the legal definition of collusion. adam schiff is looking for all different types of excuses here. it's interesting though, look, he is the head linchpin in all of this. he has been pushing this for two years now. and that's very important here because the media -- has to have him have his credibility at the end of the day. brian: david, here's the thing though. we are going to find out. the mueller probably is going to come out. if it's not as damning as he wants he is going to try to push the southern district of new york. personal people might not want to tolerate it on both sides of the aisle. david brody, thank you. >> you bet. brian: taking a step to crack down on funding for groups like

yes, -- ainsley: another crackdown on planned parenthood. the trump administration announced on friday it's going to bar groups that receive federal funds from making abortion referrals. pete: could divert millions from planned parenthood to religious ones. kristi noem joins us now with her reaction. thank you for being here this morning. >> thank you. good morning. pete: we have reached out to planned parenthood they have not given a statement. you are trying to do something similar in south dakota. explain. >> the president and his administration are addressing a concern that many people across the country have and that's that taxpayer funds should not be going towards the funding or referrals of abortions in this country. so, in south dakota, we have legislation as well to clarify how informed consent happens in our state. planned parenthood has not been

acting in good faith. and has been circumventing the process that we have forward that women and families going into this type of a situation get all the facts of the process and the procedure that they are undergoing. so, we have legislation to make sure that they follow the law. and we want to be a state that definitely defends life. that decides that every life has value and it's incredibly important that we make sure that organizations like planned parenthood do not receive federal funds. ainsley: we also want to talk to you about middle america, which you represent. bill maher, many are saying that he was mocking middle america when he said. this. >> the most affluent and educated people are clustered in just a few cities. the blue parts of america are having a big prosperity party while this big sea of red feels like their invitation got lost in the mail. the flyover states have become the passed over states. that's why red state voters are so pissed off. they don't hate us. they want to be us. ainsley: governor, what's your reaction? >> i have been all over this

country. there is no place i would rather be from than the heartland. we have the best people in the world that are raising their families there. we feed the world. we have a higher rate of service. men and women who step up to defend the freedoms and liberties of this great country. so i wholeheartedly disagree with what bill is saying there. you know, i'm just blessed to be from the heartland. pete: what you are saying is there are different values. you may value family and faith and service to your point things like where your food comes from. where things get built. what is it that elites like bill maher don't understand? >> maybe he needs to spend some time in south dakota. because we just have phenomenal people that love our country. they are raising their families in communities that take care of each other, that serve each other. and we have a work ethic that cannot be compared to anyone else. so, you know, our people in the heartland do the hard work that makes this country strong and we

are just so proud of where we are and where we come from. ainsley: first woman to serve as governor in south dakota. why did you decide to run? >> you know, to be honest with you i ran for governor because i saw a huge opportunity in front of us. throughout the campaign i never talked about the fact that i was a woman. i wanted people to vote for me based on my experience, the vision i had for the state of south dakota. i was thrilled to get their support but now that i am the first woman governor, i'm recognizing what a huge opportunity that i have to be an example, to be someone that young girls can look to and see that if they put their mind to something it can be accomplished. we have a wonderful opportunity. i'm determined to do the very best job can i. pete: congratulations, governor, keep us posted on that pro-life bill. >> i will. pete: we appreciate you coming on the program. ainsley: congratulations. pete: pretty impressive. one drug manufacturer making a claim about the opioid crisis. >> the root cause of this epidemic is the fda's illegal approval of opioids for the

the president of the united states yesterday addressing the governors in the talks. a dress-up dinner party night that the president put together. pete: almost looked like a cave. a little dark. brian: the president has been in constant contact with kim jong un since their last summit and leading up to the summit. he feels positive that their ainsley: summit 2.0. ed henry chief national correspondent is live in hanoi. the president should be there at some point today and he is going to be meeting with kim jong un on tuesday and wednesday. what can we expect, ed? ed: well, look, the president wants to put some meat on the bones. he had success in singapore. that's one point if you will. the first round in all of this backlash june the handshake you see there. sitting down with a dictator. sort of defying the odds. you remember, you had critics in 2017 saying that the president's rhetoric fire and fury rainy down on north korea if they didn't stop the missile test. the rockets flying over japan and elsewhere. the president nicknaming the dictator little rocket manual. had critic after critic saying the president is bumbling us

into a nuclear war. just the opposite happened, in fact, in 2018. is he now putting us at least on the path anyway to peace. but, the president has not gotten the dictator to follow through on the promises of denuclearization. so, look, we have got to be clear-eyed about this. there is a lot of business that has to get done here. fascinating to me just like the critic particulars critics were saying we have the ap, "the washington post," mainstream media outlets doing straight news stories saying this could be a nightmare scenario. all kinds of concessions by the president. he may lose big time, basically here in hanoi. this thing hasn't even started. everybody needs to take a deep breath and not get ahead of the facts. pete: great point. have you talked about the media coverage being pessimistic out the gates. democrats sent a letter to president trump et eted north

korea moved closer and closer to having this miniature nuclear weapon that could fit inside a missile. that was the threshold they controlled in 2017 right after barack obama left office that led president trump to talk about fire and fury. because the north koreans had made so much progress during the obama years and even go before that the bush years, the clinton years. administration after one after another. democrat and republican did virtually nothing to stop the north koreans and so the president trump inherits this huge problem. so are the democrats right in theory?

yes. president trump will have to be tough in hanoi. where were democrats in the previous 8 years? brian: i do think the bush administration was tough six plus one talks for a while. and condoleezza rice thought they had something more tangible. it turns out they could not be trusted that guy died. kim jong il died and his son took over. here is mike pompeo. obama and his. >> has been upended by president trump. we put real economic pressure on the north koreans. built out a global coalition. one of the critiques is we go it alone. we built out the world's coalition to communicate to chairman kim that now is the time and now is the moment and i hope we will make real progress on that this week. brian: he has no problem calling out the previous strategic patience. did not work. and president obama basically admitted that when he handed off the white house to president trump, right?

>> right. what did you secretary of state pompeo say? pray and cower that that was what the obama administration was doing. so what needs to happen here. you are right. there needs to be tough steps in terms of pushing north korea to denuclearization. but, also, where president trump gets credit is the tough economic sanctions that have pushed north korea to the table. pushed their economy to the brink. the key here is to not get tricked by north korea and start easing those economic sanctions which they desperately want to see by, you know, maybe kim jong un saying well, i'm going to take some tiny itty-bitty steps towards denuclearization. no. as the president has said previously before hanoi that, in fact, there needs to be a move towards full denuclearization before the boot comes off the throat. and he is going to have to stick to that. pete: ed inly thank you very much. brian: ed on the ground for us. 23 minutes before the top of the hour. jillian mele also on the ground for us. jillian: good monday morning.
