government shutdown over the proposal. good morning, griff. >> reporter: good morning, heather. it promises to put taxpayers first l. democrats are painting it already. are we headed for another nasty budget battle? >> i suppose there will be. i would just say that the whole issue of the wall, border security, is of paramount importance. we have a crisis down there. he's going to stay with his wall he's going to stay with the border security theme. i think it's essential. >> reporter: $8.6 billion total for border wall, $5 billion frm dhs, and it will complete 722 miles of border barrier. russ voss says the budget embodies fiscal responsibility, includes a 5% across the board reduction in nondefense domestic spending and they say it will

have $2.7 trillion in spending cuts which they claim is higher than any other administration in history. speaker pelosi and minority leader schumer are blasting it, saying president trump hurt millions of americans and caused chaos when he shut down the government to try to get his expensive and ineffective wall which he promised would be paid for by mexico. he was forced to admit defeat and reopen the government. the same thing will happen again if he tries it again. we hope he learned his lesson. it's worth noting that the acting director will appear before the house budget committee where the chairman of the committee has called this a dangerous budget. fireworks this week, surely coming. heather: more fireworks. thank you so much, griff. appreciate it. always great to have griff with us. some headlines for you developing at this hour. boeing's new 737 max 8 jets grounded by several airlines and

the chinese government overnight, this after 157 people including eight americans were killed after that same model plane crashed in africa. it's unclear what caused the plane to go down, just six minutes into the flight. the ntsb sending a team to help with the investigation. the u.s. manufacturer is facing safety questions about the popular design. 189 people were killed in a crash involving the boeing 737 max 8 in october, just minutes after takeoff in indonesia. charges are dropped against one of the mo den connected to the -- women connected to the death of kim jong un's half brother. r authorities have released her after two years in custody. it's unclear exactly why. we know that she and her co-defendant claimed they were tricked into smearing a deadly chemical on his face at an airport. charges against the other suspect could also be dropped. we'll follow that story.

back to the white house. the white house says it has had zero contact with north korea since meeting in vietnam last month. a national security advisor, john bolton, doubling down on president trump's displeasure with reports that kim jong un could be planning new missile tests. >> the president said repeatedly that he feels the absence of nuclear tests, the absence of ballistic missile launches is a positive sign and he's used that really as part of his effort to persuade kim jong un that he has to go for what the president called the big deal, complete denuclearization. heather: new satellite images appear to show increased activity at a nuclear site that north korea had pledged to dismantle. yes, that time, 2020 democrats in full force this weekend, bashing president trump and peddling ideas like medicare for all to try to win the party's

these dems hitting south by southwest. john delaney says the president is responsible for degrading society. >> i do worry a that if we embrace socialism in its pure form, that that's a mistake. i'm a captain lift by nature. we are a capitalist country. it has strong social programs and that's what i think our model is going forward. >> reporter: kevin mccarthy, republican there as well, defending president trump. >> he's not afraid to take a position if he believes it and then someone comes and says that's not where the republican party stands, okay, so what, this is what i think is right. i think that's something people could admire in today's world. >> reporter: heather, there are currently 11 declared democratic candidates for 2020, not to mention those with exploratory committees and those who have not yet decided. we haven't even started we have not started. but we will have much more to debate about this and what they

had to say about socialism, coming up later in the show. thank you, todd. while top democrats are preparing for the possibility that robert mueller may not subpoena president trump, they have this to say. >> i think ultimately it's a mistake, because probably the best way to get the truth would be to put the president under oath. he feels it's perfectly fine to lie to the public. heather: last year, president trump's legal team gave mueller written answers to questions about russia's meddling in the 2016 election. schiff, who chairs the house intelligence committee, says he thinks the special counsel is being pressured to finish his probe. the investigation is expected to wrap up soon. well, a top house democrat thinks michael cohen will face doj perjury probe soon. kate hill saying that, as many inconsistencies surface from last month's public testimony. >> i imagine that chairman

cummings will end up referring him. that's just my guess. when he says -- when chairman cummings says i'm going to nail you to the cross, he means it. i've seen him in action. he is not going to let this go. heather: the house oversight committee is reviewing all of his testimony. cohen's lawyer seemingly contradicted cohen's claims under oath that he never asked for a presidential pardon. president trump says cohen lied and denied his request but cohen's lawyer insists he told the truth. cohen starts a he three year prison sentence in may for lying to congress in 2017 about the russia probe. well, dangerous avalanche conditions complicating the search for a missing marine. rescuers now flying over a california mountain to try and find first lieutenant matthew kraft who went missing on a back country ski trip. heavy snow and rock falls make it too dangerous. craws found evidence of -- crews

threatening another government shutdown. so will they ever get on the president's side of border security? here to weigh in is former immigration officer, michael cutler. you know the problems at the border, you know what the border agents need and what they requested. speaking of what's being requested, this additional $8.6 billion for the wall in the upcoming budget proposal, let's begin there. >> sure. heather:s is that enough? do we need more? what should that be used for? >> we need more. we need to emphasize interior enforcement of immigration laws. we hear about catch and release. why wouldn't these people fail to show up. in the game of hide and seek, no one's seeking them. when dhs was created, the chair of the submit at this, he called it -- committee, he called it

but terrorists. with everything going on in this world, and if you look at what's been said about the economy, the fact that american workers are displaced by foreign workers, they lose their jobs, wages are suppressed, tax revenue goes down, why would you want to reward people who come illegally and invade the vet -- evade the vetting process at ports of entry. heather: the question is, in terms of the wall, we also need personnel at the border. what do we do to make it secure? is it even possible? >> it's possible. the biggest issue i think is interior enforcement. nearly half of all illegals don't run the border. people that do run the border, know if they can get to the interior of the united states, there's no one to look for them. you have 3,000 i.c.e. agents enforcing immigration laws. they're arresting criminal aliens, going after crooked lawyers, maybe that makes congress nervous, i don't know. understand, the wall would pay

for itself. it's like insulation on a house. if you put up insulation, the heating bill goes down. if we could keep the drugs from flowing into america, not only would we save lives but the money leaving the country in terms of the drug trade proceeds would not be leaving, the money earned by illegal aliens who shouldn't be working wouldn't be leaving. heather: and the cost of dealing with those folks who become drug addicts -- >> it's over $100 billion. this investment would repay itself in a year or two and make us that much safer. who could be against that. heather: thank you so much. appreciate it. the time now, 18 minutes after the top of the hour. moving right ahead, congresswoman liz cheney comes out swinging. >> i decided to vote against it. i think it was an effort to actually protect ilhan omar, to cover up bigotry and saint anti-semitism by refusing to name her. heather: she's not the only one asking why aren't democrats dug enough to condemn anti-semitism.

the online outrage. she doubled down on the comments there. >> because she previously spoke out about the anti-hate resolution, she was one of the 23 lawmakers to vote against it. she says it provides cover for ilhan omar because it doesn't call her out by name. so a lot of folks on social media talking about her remarks yesterday. one person saying congress pwoman liz cheney is totally right, shame on the democrats. bob on twitter said they refused to address the issue directly and choose to lump the current omar events in with other hate, an attempt to divert attention. the other side of the argument, the anti-hate resolution. do you want to be on record voting against something like that when it condemns hate of all time, liz cheney says, well, yeah, because it didn't directly address the issue. heather: she wanted her specifically mentioned and that didn't happen. >> exactly. heather: we'll see if something new comes of that. something new for die-hard trump

analyst, ken chase and bernie sanders senior advisor, chuck brosha. thank you for joining us. chuck, i'll start with you. you heard it right there, over the weekend, a lot of people had stuff to say about bernie sanders. they seem to be distancing themselves from him and this so-called democratic socialism. so speak to that. >> well, i'll tell you who is not running a away from him, that's millions of people, giving millions of dollars and thousands of people showing up at rallies. if everything he's saying is so bad, why are so many showing up? people are inspired by the messages talking about. we're not talking about socialism or capitalism. that's what the media loves to talk about. we are talking about issues that are 706 70% popular with americn people. the only socialism america has right now is giving o give ouri- giving our money to corporations. heather: ken, what about that, what's your response? when you talk about free health

discrepancies that we see. the fox news poll, first of all, these are folks who their they'e putting socialism against capitalism. 57% prefer capitalism. when you break it down further and look at the numbers of democrats who support socialism, 77% of democrats agree that the country would be better off more socialist. this tends to support what you were just saying. >> oh, my god, i would love to be able to explain polls to you, heather. when do you the numbers, and you say socialism, people think of venezuela. ask people if they like social security. bernie sanders says people should make a living wage. the people on the right love to come up with titles and say he wants america to be like venezuela. a small businessman like me pays 46% taxes while corporate america pays 12 or 13 and we want to give them trillions of

tax dollars in give-away, that's the socialism. heather: you want to give away free health care, free education, all of this without really a plan to pay for it. >> you didn't have a plan to pay for the tax cuts. you could take the money from the tax cut and pay for all of that combined. heather: ken, your response? >> i don't agree whatsoever. it's very hard to be a sitting president in a re-election year when the economy is booming, we have added 5 million jobs since the president was elected, the stock market's up 30%, manufacturing growth is up 600% in the president's first two years, combined with president obama's last two years. the policies that the democrats are offering, free this, free that, free this, free that, that doesn't he create a single job. what americans care about is jobs, jobs, and jobs. heather: is it fair to compare it to what we're seeing happening in venezuela? because chuck said it's not

month. troops are staying bas barbed we an.democratic governors do not agree with the emergency declaration. republicans introducing a new bill that would give teachers police training to get a gun and they would get a pay raise. gene fitzsimmons joins me now to break down what the new bill could mean for school safety. thank you for joining us. we appreciate it. >> good morning, heather. how are you? heather: i'm doing great. let's begin by basically breaking down what the school security issue would be. this is what they say. it is the goal of the state to protect students, teachers and school personnel. the state will support the efforts of teachers to protect the school community by paying a salary differential to selected

teachers who complete basic law enforcement training. this would give teachers a 5% salary boost who undergo basic police training and how to use a gun. what do you think about that? >> heather, grass roots north carolina believes that it is important that we deter these violent sociopath as quickly as possible. the more teachers that are armed, the greater the deterrent. teachers are the first and the last often, sadly, defense of their students against such an attack. as such, we support any bill that will help protect teachers and students. that being said, the bill that is being considered in the senate calls for 700 hours of training for these teachers, four months straight, and we believe that's a bill excessive.

heather: oh, really? >> yes. heather: because i would think that would be one of the concerns of people who maybe question whether or not this is a smart idea, whether the teachers would be trained enough. >> what we believe teachers should be trained to do is to stop an attack, not arrest people, not serve as a law enforcement officer. that's just not necessary. we would like to see teachers train like they train aircraft pilots or airline pilots and that is about 40 hours of weapons training and then weapons retention training, so that they can use a concealed carry situation to stop an attack. heather: protect our students. we heard a lot of this come up after the school shooting that happened in florida. let's take a look at what mark

jewel had to same he says we don't need firearms in our schools. teachers need to be armed with support specialists such as psychologists, counselors and nurses to address the social and emotional health needs of our students. what do you think about that statement? >> heather, i believe that that's a little bit too simplistic. that does nothing to stop some crazed animal bent on killing students. being a nice guy and being able to hold hands and sing kumbaya doesn't make it. we need -- what we've seen in places like parkland is that if we stop an attack immediately, that saves lives. sitting there trying to barricade the door and giving up lives as a bullet stop before the guy gets to your students, does not stop the attack. heather: if it's something that could help save one student's life, you know something else

in the plan, the president will propose major cuts to domestic and international programs that provide foreign aid, environmental protection and transportation, among other things. the white house will seek a 5% reduction in spending for these programs, compared with caps that were set to go into place next year. meanwhile, president trump will ask for $750 billion for defense, a boost for the military, the budget is also expected to seek money to establish the space force as a new branch of the military and for veterans the budget would provide more than $80 billion for veterans health, a nearly 10% increase from fiscal fawn and funding to -- 2019 and funding to end the opioid crisis will be prioritized. heather: lawyers for the covington catholic student in a viral video, they plan to file a massive lawsuit today. we have the latest on the legal
