calling this dead on arrival. what do you say? >> every budget unfortunately is usually dead on arrival especially when there is a competing party in congress. these are great negotiating positions. it lays out every budget every year lays out the priority of the president is in power and this is no different and gives the administration a position to negotiate as we take off the congressional budget process with the awful risers and everyone else. i think he had to make a statement border security is a big priority. not surprising he went with that number and we have seen numbers as highest $20 billion but that is what he wants to build a wall so this is more reasonable is a path for the budget process. rob: last time he had a fight over the budget he only got 1.3 or something like that, declaring a national emergency, why not put the full vote in?

he wants $8 billion more right now. why not get it all at the same time? >> the national emergency is not as politically popular as going through congress so there's a degree they negotiate with congress on each of these priorities and the border wall being no different. for donald trump there is a national emergency. he can go through the process and move funds around because we are in such dire. -- dire straits on the border. if he can get the will of the people through congress to support this border wall and have this funding it is better for him in a political sense because he will not have republican senators trying to break away and vote on a resolution of disapproval and other things like get everybody on board and have everybody support the wall, it should be no-nonsense for them. that is what he is seeking to achieve.

jillian: to how does he get those on board especially his own party? >> what the administration has been trying to do not as successfully as i would hope is communicating the need of not only physical barrier on the wall but surveillance technology, additional border agents, all these things the frontline operators told us time and again they need to secure the border and there has been a spike in illegal immigration on the southern border. that should not be disputed all the time and again, not talks in the media in the way there are other officers seeing it but there is a need to communicate that more fully, show people what is going on on the border and build consensus around it and at least what i saw when we were working on this in congress you got to drag people to the border and show them people coming across, the only way to convince them.

rob: entitlements, welfare reform, the president has ideas for his proposed budget that might make conservatives happy, the bullet points, you are talking basically requiring people that want to take food stamps, medicaid, federal housing, to at least try to contribute in some way to get that money, those services. what chance does it have making it into the final budget? >> i don't think this has a lot of possibility of working its way to the final budget. a welfare program is there who need it. it is great to see everyone needs to work towards the american dream and we won't be a welfare state but in a divided congress this is not going to go anywhere. that being said it is a starting point, a negotiating point and speaks loudly to this
