heather: donald trump is poised to issue the first veto of his presidency after a dozen republicans lend the left hand in blocking his border declaration. rob: we are live in washington were democrats are gearing up to shut the president down again. beto o'rourke throws his hat in the ring for 2020. jillian: here's heating things up with his colorful take on climate change. "fox and friends first" continues right now. rob: you are watching "fox and friends first" on friday morning. jillian: thank you for starting the day with us, a lot to get to including that fox news alert, one of new zealand's bloodiest days, dozens of force for his gun down in two mosques. rob: police charging with one man with murder as the prime minister condemns the shootings calling a well coordinated terror attack. kitty logan is live with what we know so far.

>> reporter: police in new zealand confirmed 49 people are known to have died in the shooting and many of those targeted were migrants and refugees. the shooting started at 1:4:05 pm local time at two mosques in the christchurch lasting five minutes. 41 people died in one location. witnesses saw heavily armed man dressed in black clothing and heard gunfire. police found two explosive devices attached to a car and recovered, the prime minister of new zealand condemned the shootings at the terrorist attack. >> this is one of new zealand's darkest days. clearly what has happened here is an extraordinary and unprecedented act of violence.

>> reporter: an australian man is linked to this attack after claiming responsibly for online. and anti-immigration manifesto, a video that attack was posted online though it has been removed. police, one man has been charged. >> one person. a male in his late 20s has been charged with murder and should appear in a christchurch court tomorrow morning. three other people were apprehended. one of those persons who was armed, may have had nothing to do with this incident. >> reporter: 20 people were injured in the shooting and rushed to the hospital. and at high alert, they don't believe there's another incident

in the planning but the quiet and tolerance countries in shock. rob: joining us to weigh in is steve rogers, former member of the fbi joint terrorism task force. a very well-planned coordinated attack a long time in the making. >> who else is involved? these individuals had weapons, ieds, law enforcement agencies, around the world, coordinating a lot of information to see if these individuals are part of a greater cell, a lot of forensics on the evidence they now have and one of the benefits of what occurred this morning if there is any benefit is they were captured alive. better alive than dead. they are being interrogated and hopefully law enforcement will restrict information from them.

heather: 74 pages of a manifesto we have been reading in the overnight hours and this person who wrote this asked a lot of questions. one of them, in new zealand, he was living there while planning this attack and decided this was the right community to do this. what does that say about the mentality of this person? >> the mentality of this person is an individual with very serious mental problems but many people with warped ideology who think they are doing things that are going to help. killing innocent people is a terrible terrorist act. they believe he wrote the manifesto. those are questions that will be answered shortly. who wrote the manifesto? where did he get the information for that manifesto? is there a lighter cell involved in any type of terrorist planning, not only in new

zealand but around the world? we are dealing with military combatants. they were dressed in military garb, obviously committed this act in military fashion. it says clearly, we are dealing with very dangerous people. rob: right now for police are saying this sounds like a white guy from australia and if you read through this manifesto it starts off, one thing i want you to remember is the birth rates must change. if we were to deport all non-europeans from our lands tomorrow the european people would still be spiraling into decay and eventual death. anti-immigration, he thinks white areas of the world are being flooded by muslims and has a problem with that. what else do you make of the suspect? >> look at this individual advancing ideology, that is the

danger, trying to send a message that white europeans are being overrun. they have to be stopped immediately. what i'm really concerned about is did anyone before this act was committed see something and say something? we find a common thread through most of these terrorist acts a lot of people knew a lot of things but never picked up the phone and called the police. my guess is when they do a forensic analysis on his computer, cell phones, messaging, they are going to find somebody new something down the road. let's hope it is isolated to just these four but i doubt that. heather: mass shootings in new zealand are extremely rare. this is a part of the world that

most people consider extremely safe. the deadliest shooting in new zealand in modern history was in 1990. a gunman named david gray shot and killed 13 people following a dispute with a neighbor. you look at that is the largest mass shooting in modern history 13, then 50 here. is this the state of the world right now? >> absolutely right. i was surprised, shocked when i heard it was new zealand, a quiet peaceful country. never hear much about new zealand but it says this, no one, no city, no town is immune from terrorist attacks. we must all be vigilant. we must all be on our toes and law enforcement around the world, copycats, people see these things and it is a trigger point for them to commit such a horrific act. we must all be on our toes. rob: we will continue to follow this story as it continues to develop this morning. other news, the president is set to veto congress's measure that

blocks his national emergency declaration for the southern border. it doesn't republicans joining all the democrats in the senate to stop that measure in its tracks. >> reporter: the president didn't wait for the resolution to reach his desk. moments after the vote he made his promise very well-known. he tweeted this, i look forward to vetoing the democrat inspired resolution which with open borders while increasing crime, drugs and trafficking in our country. i think all young republicans who voted to support -- desperately needed wall. what started as a small group group into 12 republicans crossing the aisle in a 59-41 vote against the declaration issuing a rebuke to the president. mitt romney says this wasn't about border security.

what was your thought? >> i was very frustrated. i have to tell you as a former member of the california highway patrol one of my duties was the unfortunate challenge of dealing with 40 death notifications. you have a special attachment to victims, the very people who got ignored by this. rob: the president chimed in on this and we will read his tweet. the governor of california will halt all death penalty executions, 737 stone cold killers, friends and families of the always forgotten victims are not thrilled and neither am i. this went to a vote not long ago and residents of california, very liberal state don't want there to be a death penalty. is the decision completely out of whack? >> it is completely out of whack and a total disregard, and the will of the people, 53 of the 80

we will follow beto. 2020 democrats like beto and bernie sanders and many others pushing for medicare for all. a new study shows the ratio of lifetime medicare benefits to taxes paid is 3-one. if you put $300,000 into medicare, you hold out 300,000. does this prove medicare for all's numbers won't add up and will create a mess? we will break it down. healthcare expert and president of gdp advisers seth jensen. let's put it in writing. this is for a married couple turning 65. a lot of people in this country earning an average wage. if you look at the taxes they put into medicare over their lifetime that is on the right and how much they pulled out, three times that munch they are pulling out in benefits.

this is medicare, a scary number if you think of applying this to everybody in the country. >> if you look at the total revenue brought in by the us government to date is roughly $3.7 trillion. most conservative estimates have the cost of providing medicare for all for every citizen, $3 trillion. and corporate tax rate, still possibly not have enough money to cover costs. rob: if you broaden this out and look at the national debt which we have been following very closely, we are adding $1 trillion every year to that. that's how much we are living beyond our means. we talk about this, the green new deal, free college for everybody. the plan for the left right now is frightening if you have fiscal responsibility.

>> 50% of america's gdp but in 1965 when medicare was established healthcare costs were 3% as median household income. we are saying let's give to everybody for free. that is not sustainable. heather: hospitals, a lot of people vote for this because you're putting up huge pile of money into the medical industry and ac dollar -- they see dollar signs all over the place, we push people to get unnecessary things because so many are paying for it. that is how it continues to balloon. >> we do not have an outcome-based healthcare system. we have a fee-for-service system. if we want to get serious about delivering more healthcare we have to drive down the cost, and with structural things we can do to the healthcare system, giving away an expensive system is not going to drive down costs.

pick up enough votes to get 66 which i don't think they can do, same in the house of representatives to break the veto. i appreciate the president sticking to his guns and told them all along he is going to veto it but to carry it out still he is going to get the funding and they are not going to override the veto. jillian: donald trump says i look forward to vetoing the just passed democrat inspired resolution which would open borders while increasing crime, drugs and trafficking in our country. i think all the strong republicans who voted to support border security and our desperately needed wall. do you agree with him on standing firm on his decision to stick with this? >> absolutely. anybody who has been to the border as i have it is a national emergency. since 1976, it has been used 7 times, democrats had no problem

with that. this president is the first one to address that and he will get it done and let's see what they can do with the issues the veto which i don't think they can override it. rob: the president's perspective on this is democrats are playing politics with a real issue. he didn't want to have to do it this way. he wanted congress to come to its senses and democrats to go along and say we need some kind of barrier because border people are telling us we do. these 12 senators, romney does and many others, you can't do this, can take all power from us. >> for the last several months it has been the same drama. he tried to work it to get them to go along. if it was in any name any other names and donald trump they would have gone along with it but it is what it is and he is going to get it done which is the main thing.

heather: previous presidential vetos, some people up in arms saying i can't believe he will use the power of the veto but he hasn't done that also far. reagan had 78 vetos, hw bush 44, president clinton 37 and the list goes on. what do you make when you see those numbers and hear what people are saying? >> it shows politics, to stop him at every level and make it difficult. it will not be overridden. the senators i talked to, it is not going to be overridden. why the drama and why am i dragging this out? fact don't seem to matter to the democrats which is astounding to me. they are playing with the lives of so many people. look at the drug issues we have in this country, just go down there and it will show you. rob: interesting topic. we will see how this develops.
