sure in his finding. while this report does not conclude the president committed a crime, it also doesn't exonerate him. lots of american surprised to learn special counsel molar deferred a decision about president trump's criminality to attorney general bar, essentially passing the buck. sources at the justice department say this is pretty typical of how d.o.j. unfolds. they present evidence to the department and often determine that it doesn't meet the threshold for indictment. some legal scholars insist it was a copout. >> that's not the job of the prosecutor. the job is to decide yes or no. make a decision and then if you say yes you indict. if you say no, you shut up. you don't go on and say no were not going to indict. let me tell you all the

5:06 pm
concluded unequivocally the investigation did not establish members of the campaign conspired or coordinated with the russian government in the election interference activities. you can imagine his attorneys agreed, rudy giuliani thing this was a complete and total vindication of the president. as you can also imagine, democrats are strongly disagreeing with the characterization. >> president trump is wrong. this report does not amount to a so-called total exoneration. mueller was clear that the report does not exonerate the president. special counsel spent 22 months uncovering evidence of obstruction of misconduct. >> i don't think it's any question they are spoiling for

5:08 pm
russians tried to get involved but the trump campaign said no. we should move forward and put the issues we need to get done and continue moving this econom economy. deal with north korea make sure we get a china agreement. instead of continuing down this drive that democrats have been trying to do. they wanted to impeach from the day he got elected. this should end the debate once and for all. america should come first. >> what about the call that the full report make way to capitol hill and the american public. >> you will see from attorney general bar who will put out everything legally that he can, as much transparency going forward. i give him credit to making sure as fast as he can get out the real question. >> remember why this happens,

the simple question, was there collusion. we all know no committee would have as many unlimited resources and subpoena power to investigate this. they were thorough. everybody looks at batten understands there was no collusion. let's put the country first. >> here they are releasing a statement. the fact that mueller's report does not exonerate the president on charges as serious as obstruction of justice demonstrates how urgent it is that the full report be made public without further delay. he is not a neutral observer and is not in the position to make objective determinations about the report. >> i think you're looking at them trying to play politics. they did answer the question about obstruction and it wasn't just bar making that

decision. also attorneys over at the attorney general's office. i think it's time we move forward. attorney general bar is looking at all the options he can bring forward. you want to make sure you protect and follow the law. they're asking the attorney general to break the law and release everything without scrubbing it for those points it shouldn't be, to protecting america from what they should seek what they should not see. i think he's moving forward and to react this fast to get the synopsis out to the american public to know there was no collusion, now is the time to move forward and no one had doubt about resources and time and thoroughly investigation. this will go down in history as one of the most thorough investigations by any government entity. >> do think legal threat is completely behind the president with the open investigation still in the southern district of new york

5:12 pm
now they will be testing if they can put the country first instead of politics first. >> evan mccarthy, thank you for your time. >> now let's bring in the congressman as part of the house oversight committee. he joins us from mountain view california. your take on the top line. >> bret, i agree with kevin mccarthy. we need to put the country first. the biggest thing is to look at the conclusion that the russians interfered in our elections. the russian defense agency hacked into the democratic party. the russians manipulated social media. whether you're a pelican or democrat we should come together to make sure that kind of interference doesn't happen and make sure we are strengthening our intelligence platform and our internet platform to prevent this from ever happening again. >> you agree with leader
5:13 pm
mccarthy that he said whether you're republican or democrat is a good thing for america that mueller did not find anybody in the trump campaign or tied to the trump campaign? >> i need to read the whole report. i have tremendous confidence in the molar investigation and my fences that there was definitely a finding that the russians intervened. you can say no one in the trump campaign court needed or conspired and if that was the conclusion i take him at face value. what we can't ignore is that there was an interference in our election, a reason they wanted the trump campaign to win and whether he conspired is a question of whether that ever happens again. >> i want you to listen to your colleague, congressman jeffries on "face the nation". >> the american people deserve

5:22 pm
this exoneration of the central charge of collusion, what has had the country hysterical for two and half years, it isn't just about trump. it also tells us about the fbi and whether we need many more answers about what they were doing against a campaign when they had no strong base for targeting a campaign, putting wiretaps on the campaign and putting human informants against the campaign. buying into this dossier that today we know nothing in that led to, has proven to be correct. this is a very important moment but it doesn't mean it's over. the one story line is done but now we better see a lot more about what was going on. >> the storyline democrats want to focus on is that this was a letter from the attorney general, not the actual special counsel thing this. they want to see the underlying data because, especially because of

robert mueller was appointed in may 2017 and here we are in 2019. i am with all of those people who want to see this whole report released and some of the underlying information as well if that's possible. this was such an important investigation that we need to be able to look at the scum of the house voted 420 - 02 want to see this. there's so many stories. we have to go back and look over in light of mueller's collusion. that famous dossier alleged an extensive conspiracy between trump and russia to fix the election. did mueller look into that? obviously it didn't lead any charges or accusations. there are so many things to go back and look over now that we know he has concluded on the issue of collusion. >> while the southern district of new york continues, they have a decision to make
5:54 pm
whether to focus solely on investigations or to try to move forward. is there a decision-making process on capitol hill or are they all in? >> i think that's a good question. it depends probably a little bit on what democrats were talking about. the democratic presidential candidate no doubt will think about this and probably decide that it's their job if they run for the party's nomination to really focus on contrast in policy. there are plenty of contrast in policy between what the democrats would offer and what president trump is offering. perhaps less concentration on what happened with this particular investigation. if you are a lawmaker in congress who is not one of the ones running for president, you may make a different calculation. we will see that in the coming days. >> joe, do you think we will see those documents. >> i think we will. i think there is no doubt about it that will happen. the president is not the white house. i understand these things are being discussed. what's really fascinating is this letter today that was sent by the attorney general
5:55 pm
to the members of congress, everybody said why doesn't he just let rosenstein go. why is he keeping him. this letter is why he kept him. he put him right in the middle of every major decision and he made him fess up to what he did. it's basically shows that he had no basis for appointing mueller. that's why the documents have to come out. >> thank you very much on the big day, final thoughts when we come back. bodies.can also afr so, i'm partnering with cigna to remind you that your emotional and physical health are more connected than you think. go in for your annual check-up. and be open with your doctor about anything you feel. physically, and emotionally. body and mind. cigna. together, all the way. that's better.
