justification for it overseas. >> tucker: great to see you. why should the united states have troop forces in 163 foreign countries if it fails to secure his own border. this is an international lawyer who advised president obama's campaign. it's a really simple question. it's not an argument against helping the ethiopia navy. they don't have water, so there is a lot to do. it's a question of priorities. why wouldn't you first put those troops on our border to protect this country? >> as you highlighted, our troops do great things all over the world. that's how we project power and build-up militaries in friendly countries. if we need to work with them in the future, we can rely on and them have a strong partnership with hem. ethiopia and denmark, our

soldiers are doing great work there. i think we all agree that america is the most generous country in the world. it's also the most powerful. it's the country that needs to lead right now. we are being challenged by china and by russia. china is doing some of those things. would you perfect american troops to do these things around the world or china? >> tucker: hold on! >> [overlapping talking]. >> tucker: i will stop your filibuster. we had your foreign policy for 20 years. we have funded a number of foreign wars. i would ask you at the end if that period is america stronger than in 1999? the answer is no, it's much weaker. it's not working so why keep doing it? >> well, first of all we didn't have my foreign policy. i didn't set the foreign policy over the last 20 years. i didn't support the decision to

invade iraq in 2003. i went to iraq during the war to help out. i think a lot of things our troops have done have made the world safer. we have new challenges we didn't have before like the challenge posed by al-qaeda when we were attacked on 9-11 and by isis in 2014. >> tucker: sure. american is safer by fighting al-qaeda and isis. i have heard the talking point. the justification for continuing to send aid to honduras, guatemala and el salvador, if we don't a lot of their population will move here. we have been sending money there for years and a 3rd of el salvador already lives here.

because there is grand jury testimony. we will have more information in a week. the issue is the same: the mueller probe without a single american indicted for russian collusion. that's a stunning end given how much we were led to believe something more dramatic would happen. >> tucker: as a post script, i would like to know how this started and why? >> that's the most interesting thing that came out of the hearing. people were asking tough questions. and the attorney general barr had reasonable responses. one thing he is interested in doing how did this investigation get going? we know it's not true there was a grand collusion issue that we were led to believe happened. why did people fall for this. were the processes that should have been followed, followed? i hope it's a legitimate investigation. it's crazy we have not had an

investigation this many years into it. but finding out how did it start? the all of the criminal leaks that were part of this. people were leaking classified information. i am not sure if anyone looked into or been held accountable. >> tucker: i wonder why. i am not even punitive on this issue. we had a case of mass histieria. -- hysteria. we should know how it started and why. >> i don't care the means we hold people accountable but it can't be something we move past on. >> tucker: i agree. >> in order to make sure this didn't happen again we need to know how this was allowed and people who were engageing in these behaviors need to be held accountable. if there are laws to be rewritten, they need to be rewritten. so we don't have people using

tools for going after actual enemies going against other people. >> tucker: there is like a ghost ship. it's like a run away robot. not aware the mueller report has been should and continuing to investigate claims of russian collusion and issue suspects. -- subpoenas. why? >> congress should do its own investigation. the issue with the intelligence committee on the senate side they have not done good work in the last couple of years. in general, they tend to view their role with agencies as being protected as opposed to oversight. our constitution says congress should provide oversight. when you think your job is to protect them and enable them to continue what they are doing, you are not doing a good job with oversight and not being

laundering charge which could up the jail time. it's money laundering because when the parents paid the bribe money to rick singer, they funneled it through his charity. they tried to hide the payment and clean. it the parents were charged with wire fraud because the feds say they broad the money from outside of the united states to commit a crime in the u.s. some parents will fight and a few parents who fessed up early and cooperated may avoid jail time. for lori loughlin, her husband and others, prosecutors say they won't listen to any plea deal that doesn't include at least 2 years of prison. "people" magazine said lori loughlin refused a plea deal because she won't accept jail. her younger daughter got an

studied for the s.a.t. test and did well enough get to in. what we are finding is there is a part of the system where some young people were pushed out to allow these individuals to get in. that's the biggest problem here. taking a slot for an athlete who worked hard all their lives to get that scholarship. that's eliminated. some people say what is the harm? some young people were shutout of the process. in addition to the fact it's cheating. the actions taken by individuals who could have everything as they want. it's a remarkable thing for americans watch unfold.

the good news we are focussed on these actresses and they are behaving differently. the department of education is investigating the 8 colleges involved. this entire system has to be looked at. it's not just the 8 colleges caught being involved. it's an infrastructure of entitlement because of the liberalism that guides that institution as a whole. >> tucker: since we fund these institutions through tax dollars and tuition, why shouldn't we have transparency in the admission's process and know how people get into college? it's the gateway to success in our society. >> right. we have 8 universities, 6 are private. two were public. even in private institutions like harvard, conservatives complain that we give research grants to these private institutions. there is a lot of other things. there are a lot of other ways

the federal money flows into these institutions. i think it's naive to suggest it's just a few of these individuals. as a matter of fact, earlier this month we learned that harvard is investigating their fencing coach who sold allegedly his home to the father of a student trying to get in for half a million dollars more than what the home was worth. there is a lot of different things going on at the highest levels here. clearly, we see that the washington structure is dissolving. the problem with the fbi. it's scary to think that the higher education structure is corrupt. we have to face it. it's like if you have cancer, you have to admit and work to get the thing fixed. >> tucker: of course. tammy, thank you.

ivy league universities are some of the richest in the world. harvard has a 36-billion dollars endowment. that's more than the entire gdp of parguy. the federal government hands billion dollars to these institutions instead of funding border security. the organization opened the books to reveal how much they profit from taxpayer and exposed billions sent to community colleges with graduation rates of barely 10%. the founder of open the books joins us to talk about this. >> great to be on the program tucker. specific to higher education we found out-dated policies and a lack of in-house financial

>> tucker: if you are analyzing versus return, is this worth it for taxpayers to subside this and students to pay this to get a license to cut hair? >> with student debt, you could make the argument that cost of student tuition, fees and room is the biggest financial scandal in america. it's exceeding conor lamb -- consumer credit card debt. last year junior colleges soaked up a billion dollars worth of federal financial aid funded by the american taxpayer. their average graduation rate is 12%.

we need to look at accredidation reform. >> tucker: there is a massive lobby in washington that makes this possible. higher education swarms the congress. -- is there is a more effective lobby in washington? >> maybe the fortune 400 companies. we looked at the salaries. at open the books dotdom. --.com, we captured every empployee working for colleges across the country. there is a new minimum wage. $200,000 a year. we found 43,000 employees in higher education make $200,000 or more. in california there are 10,000 public employs that make more than $200,000.
