in colombo where most of the bombings happens, rebecca? >> reporter: today has been declared a day of national mourning in sri lanka, an island nation very much on edge following those tragic suicide bombings. the death toll has risen to 310 and 500 people injured in the easter sunday attack. seems to me fears about further possible attacks, security presence around the streets. police and military have been given sweeping powers to detain potential suspects. these are the court orders that haven't been issued since the civil war in sri lanka which ended in 2009. the government is claiming a little known -- it is understood according to reports that the founder of that group is and isis fanatic.

law-enforcement analyst in private investigator who met with both parents joins me to discuss the latest development. thank you for joining us. >> good morning. like you said the last year i got a chance to meet the parents of both victims at crime:. one thing i did besides pray for them. i told them we will find justice for your daughter's. one of the things i always thought about this investigation is when you look at that town. it is a small town, 30,000 people so i never believed it was an outside drifter that came into this town. it was someone close to the investigation much like jayme closs. investigators are looking for someone local to the community. someone that knew the area. shannon: you mentioned delphi as a small town. a population of just a little over 3000. investigators have released this

new video of the suspect. my question to you, we were all wondering, why are they just now releasing this video? >> i have pondered the same question as of yesterday when the video was released. this is something that someone, if you look at the mannerism of walk, someone probably knows that walk. a family member or close friend, someone that knew this individual may be from school but i'm sure the reason investigators just now released this video. to your point with this video, also audio. a mother can identify the cry of their baby in a full of crying babies, someone knows that voice, someone knows that walk and someone knows that face we are showing on your screen right now. shannon: two years later we don't have a suspect in custody but we have a lot of information. what else has not been released in this case? >> one thing i noticed, this

individual was wearing gloves. there's going to be a touch dna. this was a crime of opportunity. he told them to get down the hill. they were found not far away. this was not planned out. there were a lot of mistakes made in that. i would be curious to see how he contain these young women. was he on with the gun? i suspect he was. with that i would go back to local gun shops that say does someone matching this discussion come in before the murders took place around that time? it is hard to subdue two individuals by telling them to go down the hill. there are unanswered questions but the evidence is there. todd: 1 why are they releasing this new information right now? the timing of it? >> they want justice for the families. they have to keep a lot of stuff close to the hip during these

investigations but i feel they are close to this individual, trying to get this individual to come forward, get a family never to come forward. they need that other key piece of evidence to close this case and it is right around the corner. shannon: you mentioned at the beginning of our conversations that you met with the parents of the young girls involved in this. did the parents give you any indication of what they think happened and who was responsible? >> know. they are up in the air with those involved with this and what happened to their daughters, they just want justice for their daughters, they were at crime can't spreading the word about their daughters there in nashville and they will be at crime can't this year but hopefully when crime, rolls around in june we will actually have answers to the family. >> you look at their faces right there and you just wonder, the family just has to be heartbroken and they do deserve answers for sure.

noncitizens are not included they could lose out on federal funding. former justice department joins us on why this ruling is so crucial. thank you for joining us, we appreciate it. what is at stake here? >> getting accurate data on the population of the us. what the trump administration announced was they were reinstating a citizenship question on the u.s. census and obviously we need that kind of data for everything from redistricting to the distribution of federal funds in a lot of big programs. shannon: why would people not want to include the citizenship question. seems like it would be a given. >> the people challenging this are fearful of frankly getting accurate data on the number of noncitizens in the country and they believe they will somehow get shorted in federal funds and programs that are only supposed

to go to citizens if we know how many noncitizens i there and there is a political issue too. we really ought to be using the citizen population when it comes to redistricting, drawing to boundary lines in places like california. they don't want that to happen because they get political advantage from having large numbers of noncitizens on a political basis. shannon: that is what a lot of people don't understand, how they get the political advantage. explain that. >> after every census we do reapportionment, figure out how many members of the house of representatives each state has depending on their population. the larger the number of noncitizens in a state like california, the more people they have in the house of representatives. if you base reapportionment only on citizen population california would lose 5 congressional seat. shannon: we can bring up for people at home the history of the census citizenship question because isn't the first time it has come up. this history tell us anything in

terms of moving forward with you believe will happen? >> many in the press have painted this as if it is something unprecedented. the first president to recommend a citizenship question on the census was thomas jefferson and it first appeared in 1820. >> it appears the supreme court has been backing the president when it comes to several different issues that have been brought up before it, we have the travel ban in june 2018, the ohio voter roll purges of june 2018 as well. do you think this is an indication the supreme court will find in favor of donald trump this time around? >> is because the law is very clear, lower court said it was unconstitutional to ask a citizenship question. there is no basis for that. federal law tells the secretary of the department of commerce that he has pool authority to

safety issues with the 787 dream liner jet. tracy carrasco from foxbusiness is here with what whistleblowers are saying. shannon: we are talking about the 787 dream liner, this is boeing gaps flagship airplane and according to a report in the new york times nearly a dozen whistleblower complaints the for alleviation administration as recent as 2017 stating manufacturing issues with these planes. some of the allegations include tools and debris inside the planes and the pressure being put on boeing employees to manufacture the planes based not on quality but speed and get them done quickly. boeing is saying this report paints a skewed and inaccurate picture of the 787s and distorted information and so far we don't have any real evidence that these claims have led to

serious safety problems with the 787 but another issue for boeing. shannon: concerning nevertheless. speaking of issues, samsung delaying the launch of the galaxy phone. shannon: we talked about this last week. a number of viewers and bloggers and journalists who got a preview of these $2000 phones, smart phone that folds up, they were having issues. the hinges were breaking, screens blacking out. yesterday we heard samsung delayed the launch event in china. now we are hearing the underlying the launch of the sale of these phones in the us. that was supposed to happen this friday on the 26th so they are delaying that for an unspecified amount of time while they try to figure out what is going wrong with these manufacturing phones. so we are not sure when these phones will hit store shelves but another issue for samsung.

it would cost $1.25 trillion over 10 years, eliminate $50,000 in student debt for those with household incomes under $100,000. is this realistic? using the ultra millionaire tax as she calls it. >> that uses finance healthcare and for this and just about everything else, guaranteed annual income you can only use increased taxes on the wealthy so many different ways. as for the colleges and universities give them a blank check but using someone else's money to retire bad loans that they made him you are enabling universities to admit unqualified students that either drop out or graduate and don't know very much. businesses are finding more graduate simply can't even reason. this continues the process. >> this proposal would benefit 95% of 45 million americans carrying student debt right now, would wipe it entirely for 75%

of them. >> absolutely. the idea this is a presidential campaign, you want someone that will buy you a lot of votes and this is buying votes wholesale from the millennials who are burdened with student debt. i am in favor of debt forgiveness but not doing a wealth tax would going after the assets of universities that defrauded the students come universities have admitted students that are unqualified, they have not imparted much information or knowledge. not just that they don't do vocational training or skills based business training but a lot of students can't do basics like critical reasoning, solve a problem, lead a group, the things you normally associate with education. shannon: you would think if you graduate from college he would have those basic skills, you mentioned the wealth tax. the 2% on wealth exceeding $50 million, 3% on wealth exceeding $1 billion and it would raise

estimated $2.7 trillion over 10 years but as you mentioned they plan on using this for a multitude of issues. >> a wealth tax itself is unconstitutional and i can't wait to see justice roberts, as he turned the aca into a tax which i can't wait to see justice roberts, it will be an enormous popular things she does it. it is unconstitutional. i can't wait to see justice roberts convert what is a direct tax and not legal under the constitution into some sort of fund. it is going to be remarkable to see because the reality is the constitution prohibits the direct tax on wealth or income if it is not evenly proportioned among states on a per capita basis. the 16th amendment made an exception for income taxes. it did not make an exception for wealth. number 2. it is very difficult to assess an individual's wealth on an annual basis.
