caliphate. however it appears this section talking about the caliphate was added in an leader suggested it was recorded after the rest of the video and that gives us a timeline. the state department spokesman says they are trying to confirm the video's authenticity adding isis's territorial defeat was a crushing strategic and psychological blow but the fight isn't finished. the us-led coalition continues to apply pressure to assure an enduring defeat. baghdadice 47 years old from riyadh. he has a phd in islamic justice and hasn't been seen since 2014 when he spoke at a mosque in mosul. since then he was thought to have been hidden somewhere in the city does the heartland east of syria or western iraq. a $25 million bounty on his head, intelligence services are trying to track him down. shannon: we were just talking last week about the

grand jury indictments expected, parents accused of killing their son. prosecutors pushing to strip parental rights from joann cunningham and andrew friend. right now their living son is in illinois state custody. police say the parents confessed to killing a j friends, wrapping them in plastic and burying him in a shallow grave near their home. they are doing court next month. donald trump introduces tougher asylum rules overnight calling for decisions to be made within 180 days on applications along with new fees. the changes are something texas attorney general kim paxton says are much-needed in border states. >> we have a massive rise in the number of people coming across the border. we know in texas we are the second worst state for trafficking in the country, the worst city in america and this mass immigration. >> reporter: the pentagon sending 320 more troops to the southern border to transport and process migrants.

cities but ice has detention facilities throughout the country. since this crisis began in 2014 those individuals, those illegal aliens that come in are often shifted to cities that have these attention facilities so this isn't necessarily something new. shannon: it is not necessarily something new so why the outrage now versus very little outrage then? >> i don't understand, that is the question. sanctuary cities are absolutely a significant pool factor for the incentive package for these individuals to enter the country illegally. you grab a kid who breaks the law, you are in. they fully understand the rewards and shielding and protection they get from sanctuary cities from law enforcement doing their job and enforcing the law. they know that, sanctuary cities, why should border states be responsible to fit this financial burden when

sanctuary cities are part of the pool factor. heather: i pulled this article in 2014 that talked about 48,000 children at the time traveling on their own who were overwhelming border patrol. we have images from the obama era in 2014. we have seen images of children in facilities and cages. this was attributed to donald trump. we now know that was not the case but another example of outrage during the trump administration but not when this was happening during obama. >> another false narrative, political talking point. the so-called cages they talk about, were never designed for these kids. they were overwhelmed.

what they were trying to do was to take those kids out of these facilities that were designed for adults, not kids, and put them in a safer environment. in 2014 under the obama administration they were applauded. under this president the narrative is changed 100%. absolute false narrative, disingenuous and dishonest. heather: it is crazy, they are flying these people to texas, dropping them off at a bus stop, flying them from texas, released in arizona and released until they come back in how many days within 15 days, lots of those people disappeared. >> that is right and talk about the children, goes back to your first question we talked about. when a child comes here unaccompanied, wherever they had a relative we could confirm we were putting them on a plane and flying them anywhere in the united states where they have a relative so transporting

individuals throughout the united states. heather: ever roundups of these families that happened in multiple states. >> absolutely correct, absolutely. over 1 million individuals that come here illegally, receive new process, claims found to be false, received orders of deportation removal and all throughout the country. >> sanctuary cities being a draw for people to come here so isn't it time they put their money where their mouth is since their calls for open borders helped fuel this out of control crisis? >> absolutely right. the term open borders, absolutely a correct statement, not hyperbole or false narrative. these individuals know if you are from northern triangle countries and have a kid the united states southern border

the military and great the we caught this guy but it is a belief system. if someone is troubled, do early interventions, we are not going to give our freedom away because someone makes a mistake. it is a combination of factors and it is not the second amendment, we are not going to get where our freedom is in the state. heather: we want to talk about another development, the world's most wanted isis leader, our baghdadi, vowing to a friend his defeated militants in a new propaganda video we have been looking at. what are your thoughts about this? >> it is good the president is taking this on in a different way, doing airstrikes, using strategic intelligence. there is always going to be a new leader doing crazy stuff in

the middle east. in terms of troops on the ground we are trying to hit these guys hard, doesn't surprise me and we will continue our strategy. it has been successful recently, finding some progress over that. heather: why is he making this appearance now in terms of the timing of it? we bring this up for people at home and remind them, isis territory in march 2013, basically gone. >> trying to look visible as they are disorganized, the success donald trump had with strategic airstrikes, leaving our footprint and hitting them hard. it is one of those things to look relevant. i think this is positive in terms of us foreign policy but this is what they do. always some new leader who is nuts, keep doing it and keep knocking these guys out until there is no more. heather: in the video, claimed responsibility for the easter attacks in sri lanka, claimed

responsibility totally with this isis claim of 362 total fatalities, 92 attacks in two days throughout 80 cities. isis on the run or isis taken out? >> isis on the run. we do need to take a good hard look at targets domestically in the us and abroad. we need to have armed security. it is a political issue and far left democrats are still too silly to figure this out. we need intelligence, hardened targeted need to be prepared when evil people strike. it is going to happen. we've got to be ready and stop playing silly games and not be ready for these things to happen in the states or abroad. got to be ready, that simple. heather: that begins with figuring out how and why people convert to believing in isis propaganda to begin with.

wednesday regarding issues surrounding paying for this legislation. senator sanders put out a manual 5 or 6 options of tax increases to pay for the house legislation. heather: it is an effort to make the idea more mainstream? >> perhaps. when you get into the details of the legislation they will see why it won't work and poor quality healthcare to the american people. there is a provision in the house bill, based on quality. poor doctors get paid the same as good doctors. what patient wants that? heather: is that what you expect to hear? the reality of what it will cost down the road and true facts like you just discussed?

will that be discussed? >> i hope it will and i hope this is why i am writing about it andsanders is good at talki bland generosity about making healthcare human right, healthcare for all, free stuff, everybody, nobody will have to pay anything. once you get down into the details of legislation that is when american people realize how that will harm them. heather: the congress or congressional budget office is expected to release a report following this hearing today in terms of the cost. >> that is correct and i don't think based on what we heard they are not going to say here's how much it will cost. it will be a menu of options, how to structure a bill. senator sanders is the ranking member of the senate budget committee. he should get the congressional budget office to score his bill if you wanted that badly but does he want to know the answer to that question.
