shannon: fox news on, south korea military reporting north korea has fired at least one unidentified projectile launching the second such launch in 5 days. where does this put us on denuclearization negotiations? here to react is doctor rebecca grant. thank you for joining us this morning. let's begin with your take on this breaking news being called an unidentified projectile. what do you think? >> those are significant words. when they say unidentified projectile we immediately conclude that this is not a big intermediates or long-range ballistic missile. that would have a different heat signature. it looks to me like these are the same rocket launchers we have seen north korea fire several weeks ago and a few days ago.

shannon: we do know through north korea and their state media they describe the earlier firing of rocket artillery as a short range ballistic missile that happened on saturday. regular and defensive military exercise, they ridiculed south korea for criticizing the launches. >> i don't like to see them doing anything but it is springtime, they usually do military maneuvers at this time and if you look back to what they were doing in the spring of 2017 when they really were launching long-range intercontinental submarine launched tests and all kinds of things this is much less. kim is trying to stay active, trying to keep it within the short range self defense type of weapon so that he shows he is still active but not provoking more maximum pressure or return to military pressure from the

us. shannon: trying not to provoke the trying to send some sort of message to donald trump especially on the heels of his meeting with vladimir putin and russia? >> kim is always messaging. he is messaging to his own military. these tests help him be the supreme leader and keep control and he is reminding donald trump and others that north korea demand security guarantees. they intend to keep a lot of these conventional type weapons that we see being tested and he's making his point that he wants security guarantees. not a positive sign but not a disruption to the process. shannon: not a disruption to efforts in terms of diplomacy and denuclearization. >> that's right and we are waiting to see what will happen next with denuclearization. we need to see a lot more steps. things are quiet on that front.

talks are going on behind the scenes. all we are seeing upfront is projectile tests which militarily don't mean much. >> donald trump turning up the heat on iran. what are your thoughts on that? >> buckle up. it's going to get bumpy with iran. donald trump's main objective is to use maximum economic pressure. a year ago, the iran deal he pulled out of the iran deal, we are seeing an increase of sanctions. iran has started to walk out on the ledge. they are beginning a form of nuclear blackmail saying if they don't have some agreements in 60 days they will start enriching uranium beyond the low amounts they used in their reactor. it is a worrying sign. shannon: in terms of reaction

good to start. why would this not be a good idea. >> when i worked in narcotics, a lot of cities especially in nashville you would arrest someone, they would go to court, go through the court proceedings and the judge would suspend their sentence and say we will suspend your sentence, give you probation. if you go to a drug treatment program. is where the problem lies. the person is free to go, their first choice is not to go to the treatment program but to get more drugs. unless you are holding someone accountable and can mandate and control the drug treatments divergent programs, in my opinion it will not work because the first instinct is to get more drugs. shannon: 36 jurisdictions along with philadelphia have adopted

drug crime diversion programs. what are those about? >> that is what it is. let's, instead of putting you in the system and i go back to the clintons in the 90s when the clintons came up with their tough on crime laws, serving 30 plus year sentences for simple possession. should we be at that point? absolutely not. in order to make sure no one goes to these programs part of the incarceration should incorporate that as they are incarcerated and talk about reducing their sentence are letting them go at that point but to not charge them with something when it is still a crime, no. we should be going after the bigger picture. heather: the bigger picture has to do with elections and 2020. we can show you states pushing

for felons voting rights, iowa, kentucky, minnesota, new mexico and was we were talking about, bill that clear the records any type of drug record, pennsylvania, utah, connecticut, california and michigan. what about that? is there a political agenda playing in here? >> absolutely. here is the thing. i don't want to upset anybody under this circumstance was when i was dealing with someone hooked on crack cocaine or methamphetamines, they were not a hardened criminal if you will i can assure you the first thing on their mind was not getting to the voting polls so even if these laws do pass there is no guarantee people are going to vote because i won't be charged with a crime. i will go to this program. that is not their mentality here. i don't think it will get the votes they are looking for.

without claiming executive privilege. he turned this around and the attorney general is protecting grand jury material. a president has claimed executive privilege, president obama did so on the fast and furious investigation. he is claiming executive privilege on behalf of william barr for grand jury material that for 200 years we have not given up to the united states congress was the only case that exists in the law is rocksolid behind the president and attorney general, the only time that material has been given up is a case a number of years later, no chance of damaging witnesses and it is federal rule 60. there is no exception for congress to get that material. the most egregious part of this is to hear members of the united states congress threatening to put in prison which is what they have done, saying they would put him in prison for contempt. it is to the point of not just being sophomoric but gulags politics. we don't do that in this

heather: this has all happened before in terms of another country trying to interfere in our election. this specifically with china trying to influence, are there lessons for us today from what happened to that and how that has happened. >> foreign countries influence every election we had and so disruption and democracy because we are a free country and have a lot of open discourse. in 1996 the chinese did contribute money to the dnc, democratic national committee, contributed to the clinton campaign and congressional races, the attorney general was asked by the head of the fbi and others at the justice department to open an investigation, to have a special prosecutor and she declined, didn't produce a report, they didn't do anything else even though the facts were stronger than to do that and at the end of the day congress said we are not going to let a foreign power disunited us and
