are, they are harder working and do better in school. they found more companies. the president has decided to take democrats at their word. he says he wants all of those good things that immigrants bring. watch. >> we want immigrants coming in we cherish the open door that we want to create for our country, because big proportion of those immigrants must come in through merit and skill. >> tucker: well much the world would move here if they could. h hundreds and hundreds of millions of people. so why wouldn't we pick the absolute best. immigrants with skills and english would fit in better here. their kids would do better in school. they would be more likely to contribute to social programs instead of draining them. are democrats rejoicing in this change? of course not. they are outraged. house speaker nancy pelosi spoke for the party when she said really merit is a bad word because everybody has b merit. >> i want to just say something about the word that they use merit. it is really a condescending

word. are they saying family is without merit? are they saying most of the people thatin have ever come to the united states in the history of our country are without merit because they don't have an engineering degree? certainly we want to attract the best in our country -- to our country and that includes many people from many parts of society. >> tucker: what a shame we can't staff the democratic caucus in the congress using the same criteria the speaker would like to fill our country. we want to attract the best from many parts of the world she says. but, of course, by thatt pelosi doesn't mean what she says. she means just the opposite. because what exactly is best about immigrants who havee criminal records or middle school educations or no ability to hold a job in the answer is there is nothings best about that. immigrants like that might be nice people much more likely to burden the united states than benefit economically. harvard doesn't admit students that don't speak english it. says so on their website. why should our country. the left doesn't want to answer questions like that.

or even have the conversation shut up, racist. they declare the current system is great. no evidence necessary. watch this former obama official make her fact-free case on msnbc yesterday. >> what's left on this is the medium and even the least skilled immigrant also contribute to the u.s. economy. they come in and they do different things for natives and they allow everyone to specialize more on what they are doing best. that contribution of the unskilled immigrants that i think people overlook when they really push the so-called merit based or what's b called in other countries the point system. >> tucker: um-huh. so what professor hunt and so many on the left, including the speaker of the house, are arguing for is a futile system where foreign-born worker bees toil to support a smug and pampered managerial class of which they, of course are part. there is no other explanation for our current policies. we don't need more low skilled workers in the united states. we have plenty of low

skilled workers. their unemployment rate is higher than the national average. their rage growth has been abysmal b for decades, generations. so how did those workers benefit from having more competition? of course, they don't. how does the country benefit by having more low skilledin workers when technological changes may soon render millions of them permanently jobless in the answer, of course, is that we won't benefit. but, fort, the left, whether the country benefits is not the point. congresswoman ilhan omar herself a symbol of america's failed immigration system if there ever was one. someone who hates this country coming here at public expense spent yesterday demanding the abolition of ice, the decriminalization of illegal immigration itself and an end to all deportation programs. she demands open borders, the unlimited arrival of anyone who wants to come to america whether they have anything to contribute or not and by the way you get to pay for it. and if you don't want to, you are a bigot. well you know what this is really about, of course. it's not about civil rights.

against it?t? >> well, there isn't a case to be made in favor of anything other than a merit based system as you pointed out. p look, the u.k. has a merit based system. canada has a merit based system. germany has a merit based system. we don't. and about 70% of the legal people we have every single year are here because of chain migration as opposed because of skills. as you pointed out, there is no question that unskilled illegal aliens put pressure on the wages of people who are unskilled here, black and brown. i like to point out people quay caesar chavez the same fuss civil rights leader wasn't a civil rights leader he was a union leader. he found the farmer's union hated illegal immigration illegal aliens threatened the job of husband unionists and put pressure on their wages. democrats like harry reid used to denounce things like chain pry congratulation andng -- change migration birthright citizenship. ted kennedy even criticized

killing spree his oldest victim was 94. his youngest 76. police say after killing the women he would steal their jewelry. billy chemirmir is also a former healthcare worker use his experience as a way to getting close to senior citizens and gaining their trust. now police are going back and looking at 750 unattended deaths of elderly women to see if there might be possible links. his attorney says her client egdenies the allegations. he is being held in the dallas county jail and has been since last march. he is also wanted for being in the u.s. illegally and if the charges are true, chemimer would be among the most prolific serial killers in history. this case has gotten little coverage in some areas zero coverage, tucker. >> tucker: yeah, i wonder why. trace gallagher thanks for filling in those blanks. we appreciate it.

big disadvantage. most of the national media are based in new york city so they live under the de blasio administration and they know how incompetent he is. so, how have they reacted to his new candidacy? >> bill de blasio is the answer to what question that isn't being answered? >>aughter] >> there is a palpable lack of excitement in the streets of new york. tthree quarters of new yorkers don't want him to run. is not what anyone would call popular back home win new york. >> i think the problem is he thinks if you can make it here, you can make it anywhere. but if you look at polling but here's the thing, polling shows national democrats would prefer he maintain a new york state of mind. >> tucker: ouch. even the ladies of "the view" were not impressed, including, believe it or not, whoopi goldberg. >> not a good career move, man.t here's the thing that you didn't mention. other person's radar for another job. p >> tucker: i think that's right. he wants the hell out of new york which he has destroyed. the media are not fans of bill de blasio. they are fans of something else. late a term abortion. they have done nothing to hide their contempt for the new alabama law which seeks to ban a few months ago. celebrating new york law up until the moment of birth. >> what do we know specifically about these states trying to move to protect abortion rights? >> sure, lester, the state of new york has already passed a law that protects abortion in the third trimester under certain circumstances. but there are 10 other states that are looking at proposals to protect abortion. >> tucker: joe, it seems to me that on policy issues, the press really should try to be as neutral as possible a but they are not trying on this. >> no. and they are not in line with the public on this, tucker. when we're talking about late-term abortions, when we are talking about third trimester, all right, every poll, almost every polll shows three quarters of people in this country oppose that.

>> live from america's news headquarters i'm trace gallagher. the u.s. reaches a deal to remove tariffs on steel and aluminum imports from canada and mexico. the president imposed the tariffs were a key road that claimed four metals with a threat to national security. block to a new trade deal between the three countries. president trump imposed the tariffs last year using a rarely used provision of a a strong and very positive step for the entire region. stormy weather this weekend, strong storms, hail and damaging winds through western oklahoma with a more severe storm threat saturday morning.

stormy weather with possible tornadoes in the forecast through saturday afternoon, now back to the tucker carlson tonight show. >> all this week we investigate homelessness in the country and wen plan to show how much the problem has grown but even we were shocked by the scale of the epidemic in the places we visited. the homeless with rich economic hubs san francisco but postindustrial cities, college town and rural areas. the investigation was a little bit stronger than we thought it was going to be. and the reaction has been r much more profound than we anticipated, too. in sacramento, police performed a warrant sweep at the city's river front encampment the day after our package aired. 30 people were arrested. most of the encampments

remain and threatening the structural integrity of the city's live system. in seattle we reported the shocking drug problems encampment off of interstate 5.ep police raided and huge quantities of cracks, heroin, methamphetamine, marijuana and that chetys -- machetes and firearms. they even took a toward. they plan to evict the residents and clear that camp next week. small camps are like unequal to the problem which again is growing. the fact is homelessness is america's forgotten w w crisis. beltway journalists spend their days in twitter competitions trying to prove they are the best at hating trump or opposing russia. career bureaucrats obsessed over toppling governments in iran or venezuela. they refuse to acknowledge the problemsno steadily eroding the country we actually live. in america's homeless population is huge and growing according to the government even as the homeless population rises the number of people in shelters is dropping. that means more people on the streets, more garbage. more needles, more human waste.

more human misery. of course, we could build more shelters and provide for treatment for mental illness and addiction. we couldld clean up parks and sidewalks and river banks. local governments have shown themselves bizarrely unwill to do any of that. those strategies would help but they don't confront the underlying problem. why are so many people winding up living outside in this country? to answer that question would require investigating and fixing far deeper ailments opioids must be treated likee what they're. they the single greatest public health crisis to face america since the spanish flew a century ago. we need to find a real way to lower housing prices and find a path for working class people to own homes instead of selling the country to chinese investors and prioritizing returns of real estate which is what we now do. we need to honestly address the collapse of families. implement families that keep them together or at least try. we need to stop viewing struggling americans as defective people that deserve to a be replaced by

superior foreign immigrants the pelosi model. but, perhaps most of all we need to look at the way madernity is destroyinge people. modern careers and culture are makingle people depressed, addicted insecure. let's be honest. in some cases, many cases making themki insane. for these problems the homeless are just the most visible reflection of much greater societal emergency. some of these problems are easy to solve. others are not. but homelessness is an american crisis and it's getting worse. we promise to continue covering it as long as it takes for things to get better. because a country as noble and prosperous as ours should never have people living in tents in public parks. well, it's one of the most memorable segments this show has ever run. we debated engineer and tv personality bill nye falsely called the science guy about global warming. >> it'ss not an open question. it's a settled question.

scaring children. it's an issue of very big concern to me. >> tucker: what is the issue of concern? the effect of this kind of propaganda or the underlying claims thatnd he is making? >> well, the exaggerations and the vehemence and the profanity, i mean, it's a lot of it. i this is not -- this is not sober, carefully reasoned scientific arguments. i mean, this is just nonsense, really. >> tucker: so tell us how the sober climatologist views climate change as of right now may 2019. how upset or not of you of climate change? o >> well, there are reasons for concern. there are reasons to try to better understand it. i don't -- any predictions

of warming in the 21st century beyond 3 or 4 degrees fahrenheit are very difficult to justify and there are reasons to think that it wouldn't even be that high. so, i mean, we don't really know how the climate of the 21st century will play out. there's a lot of things that are ignored in the climate model projections that we should also be looking at. and i mean, we just don't really know. and there is a lot of overconfidence and. >> tucker: this looks like politics thenuc to me. so, the posture of science is exactly what you are displaying right now which is, you know, hedging, total honesty what we know and don't know. i never hear anybody say there are things we don't know about the climate. why? why don't they admit that? >> i think they are afraid that the will to act will be

>> tucker: china is rapidly rising as an economic super powerna that rivals the united states. one reason they have been able to get to where they are is through extensive investment in their own country. they used to be something that america was quite good at but now we are not. we are falling behind. america's economy is now dominated by finance n and companies short-term focus on shareholder profits rather than o on long-term investment that might save the country from being overtaken by its enemy. florida senator marco rubio released a report on all of this he came on to talk about it. here is what happened. >> tucker: tell us about the reports that you just issued. >> yeah, look, i mean, i'm a supporter of the free enterprise system. the prefree enterprise system works when companies and innovators make a profit

and obviously stay in business but they also reinvest some of that profit back into the business to innovate a new project or expand it through the market. that's not what's been happening in the united states sings the 1970s, percentage of overall economy into the future declined as research on behalf of the government has asrc well. meanwhile our competitors are increasing the amount that they are investing in the case of china their government is doing it correctly. in additionit to all the other things they do for these companies like protect them against competition and the marketplace. steal incident electric -- intellectual property discriminate against our companies. when you extrapolate this out long term we have a big problem on our hands. all of this is driven by policy decisions that we have made. there is nothing inherently evil or wrong by returning profits to shareholders that's a positive thing. when that is what the system is built around entirely then companies have no incentive, frankly continue to vest in the future. their workers become a line on their budget and the lower they can get that number the better off the outsourced jobs.

and then you don't invest the ideas d of the future and ultimately you get overtaken. we will wind up in a place not only is the work being done overseas but eventually the innovation is being done overseas as well. we need to reverse course or be overtaken here. >> tucker: i don't think any honest person would disagree with a word you just said. what do you do about it. >> i think there are things in ourur incentives. we have got to rook at ourselves. we havee made policy decisions that have exacerbated this. to start with our labor markets and labor laws are complicated. all sorts of regulations. things that increase the icost of work here. we have got to reimagine our higher education t system. it isn't just about four year degrees. there is incredible jobs and many of them don't exist here because frankly we are not trainingre young americans to do that work. that's important as well. on top of that i do think there is a function for government, not big government but a government in basic research for example and internet with the government project not al gore's projectje but a government project initially. nsa has led to a lot of projects commercialized.

ultimately we have to reorient our laws to make invest wanted a priority. for example, if you want to return money to shareholders with a buy back, that's fine. you many be taxed the same you a would as a dividend. if you are going to reinvest your profits in building for the future, that's where you put yourfe tax preference. that's where you make for example expensing permanent incentive of tax code. treat everything fairly but incentivize the behavior good for america ultimately our job is to identify the right priorities and have public policies that reflect those priorities. >> tucker: why wouldn't the tax code make that easier? that seems like a no-brainer? very quickly, could you get bipartisan support for that, do you think? >> well, here's the problem with it the answer for the concept i think i could. the problem is on the right we have a party in the republican party that still largely built on the model of the financial industry that you judge the health of your economy sole lie by what the stock market did today. the stock market is a relevant point but the stock market cant be zooming or booming and a country could be hurting because the country can't findnd jobs. that in and of itself

doesn't tell you everything. their argument is yes let's raise taxes on things like buy back so we can use it to grow government. i think the common sense approach is to say there are certain things that are critical for america's future, the dignity of work for our people is one of them in addition to critical infrastructure and industries that we have to be leading you the world in if we want to be safe from china and we prioritize those public policy. i think we can get bipartisan support for that idea. look at the fight on trade right now. there are people taking china's side because it's trump's idea. they don't realize yes they are a short-term pain in this fight. let meyo tell you there is catastrophic pain nut long-termm if we don't get this right. >> tucker: that is absolutely undeniable true. great to hear a republican talk like that. marco rubio, thanks very much. >> thanks for having me back. >> tucker: the equality act has the support of almost every democrat in the congress. it's already passed the house and will almost certainly become law the next time democrats have power. the bill would enshrine gender identity as protected

lara trump was here to talk about the problem and this is what she said. so puppy mills, what is a puppy mill and what should we do about it? >> puppy mills are a main given to really bad dog -- dog breeding facilities and sadly we have a lot in the country. the conditions of these dog are kept with horrifying people. they are in stacked cages and ilnever get let out side. the female dogs are bred basically until they can't read anymore and oftentimes they are killed. no access to water, no access to food whenever they need it. it is really awful and sadly, a lot of people go out and buy a dog and they don't realize that all comes from a place like this. as a country we have 70% of people that have a pet.er these are family members. not just pets but family members to all of us. >> tucker: that is for sure yes. >> we need to treat them better. our society demands it in something i'm passionate about. >> tucker: so am i.
