modern us immigration law, if you're coming to the united states, you should not be a public charge and the responsibilities the assessment on the immigrant coming in and the sponsor. there is a requirement in the law that if that immigrant to the public charge and wrong payment the sponsor signs on as having a legal responsibility to reimburse the government for the cost. heather: those costs can be tremendous. 58% of noncitizen households were on at least one welfare program. >> it is important we get this right. part of what makes america a successful immigration nation is immigrants are net positive and we can't have a growing public charge bringing people in and costs us more money to bring in then they are bringing in. but don't worry about that. put them on welfare and they will get a job and pay that

back. when you put people on welfare it creates dependence and they don't contribute to society. we have a problem with their own citizens, why would we amplify that by importing more people and socializing them never to focus on giving back but being in public charge. heather: why do you think the intention is being drawn to this when you say was signed by bill clinton way back in the day? >> two reasons. it does shift the focus where the argument is going in terms of legal immigration reform, people come here legally to a program based on merit. the system people come to america are making a contribution. this is socializing people. it is an important part of the debate but it is good politics for the president. americans don't like the unfairness of bearing a fiscal burden for immigration and the people that support the president are going to see this as a commitment by him to things they are concerned about.

heather: let's talk about this. i want to hear the explanation. maryland jail defending their decision to release these ms 13 killers in spite of an ice detainer. what happened is this murder happens of a 14-year-old girl last week, these two teenagers from el salvador suspected of being ms 13, they were arrested, charged and freed. >> the problem, why didn't they give them to ice? it is true state and local governments don't have to help the us government enforce immigration law. on the other hand, this is a major public safety threat to their community. putting people back in their community, a threat to their community, even people who are illegal aliens don't want that, don't want to be victimized by ms 13.

specific commodities but the difference was japan is things are going generally well in japan is one of our best allies in the world period so this is a good place and we expect to see good progress in this trade deal. heather: the relationship between donald trump and shinzo abe, one of the first people the president met with after becoming president, he came tomorrow lago and that going for negotiations a talk about north korea. what do you expect to happen on that front? >> they will be talking about it. abe offered to do some negotiating, japan is close to north korea. when north korea fires missile they often go to japan. they are putting their heads together and seeing where things may go next. trump may bounce ideas off of him. the doors open with north korea
