is getting attention. there are not tariffs in place. we have june 10th to solve this, we will have a meeting with mike pompeo this week, he is bringing the right emphasis to this but more importantly congress needs to act. we need to close the loopholes. >> garrett tenney live at the white house with more. >> reporter: the white house says the president is serious about enacting these tariffs. doesn't do to stop migrants from coming to the southern border one of the big concerns from business leaders and gop lawmakers is any tariffs would hurt the us economy, higher prices on a host of goods for american consumers. acting white house chief of staff mick mulvaney argued americans will not bear the burden of tariffs according to recent trade disputes with china. >> proof is in the pudding, there is no inflation, prices are not gone up. we put tariffs on china, putting tariffs on mexico and inflation is still under control.

that is because the old-fashioned economic orthodoxy doesn't work when it is easy to substitute other goods. >> business groups argue the reason prices haven't gone up is in a short-term americans have substituted goods from china for those from mexico but if you slept tariffs on mexico it will be more difficult to fill those gaps. there may be some progress, trade talks with china, the chinese government issued a report blaming the us for breakdown in talks but the chinese officials ingested negotiations remain a priority. vice president mike pence laid out the steps china needs to take to reach a deal. >> those structural issues, intellectual property rights, forced technology transfers, respect for private property that at this point china is not reflected in their practices and we need to see reforms in that

regard. >> donald trump takes up his trip across the pond starting with a visit to buckingham palace where he and the first lady will make -- meet the queen and prince charles. >> we will have more on that trip coming up. the british ambassador to the united nations is here and will give insight later this hour. >> the debate over the special counsel robert mueller continues. first public remarks on the russia investigation reunited the debate and whether the president obstruction of justice. mueller has left that open. the result of that is the democratic house leadership faces increased pressure to begin impeachment proceedings. texas republican congressman john radcliffe was on sunday morning futures and he suggested the report fell short of expectations. >> pomelo could have reached a

decision, he should have reached a decision. there isn't anyone in the country, republican or democrat, who expected bob mueller after everything you just related two years of this to come back and tell us he wasn't able to reach a decision or conclusion. >> jillian turner has more from washington. >> 50 out of 230 democratic members are calling for impeachment inquiry to begin, that is 20% of the caucus as it stands. nancy pelosi is holding firm to her commitment to further investigations before making any determination about moving forward with impeachment. the big question is how long she can hold the tide at bay. when discussing robert mueller's findings, the california democratic party convention, she was met with chants of in peach. the democrats going a step further today claiming impeachment proceedings have already begun.

they say robert mueller's findings got the ball rolling in his press conference this week made clear he is passing the baton to congress. >> it has already begun. we got all these committees doing their work, having hearing is. we already won two court cases and there are other cases still to be determined. >> mueller specifically said it is on congress to continue that clearly indicated that there is potential corruption, obstruction of justice. >> critics of the party say the word is subsuming democrats, taking time and energy that males really cost them real legislative priorities. >> nancy pelosi is smart and tough and she knows talk of impeachment is obscuring everything democrats are trying

because of this olc memo he wasn't going to reach the question of whether there was obstruction of justice. a fair-minded response is okay, he has thrown it to congress that everybody has to understand the straight criminal law legal discussion are two different things, legal scholars will tell you the correct constitutional approach is to impeach because of the osc, that is what the memo says. if there is criminal behavior, wait until the president is out of office, but you can impeach him. i don't think impeachment will be that successful but to your question absolutely. look into it, why not. >> for the sake of our democracy how important is it for republicans or any members of congress to investigate how questions of potential coordination between the trump campaign and russia were born? >> i don't think that is something congress needs to delve into.

as a trial lawyer it is frustrating because apple and orange mix politically. apples was due to russia, tried to do something to affect the election. the report says absolutely. two serious campaigns. we know that. i have a problem is a trial lawyer where people say you see that? the trump campaign did it with them. investigate whether mister x is smiling it is one thing. if you are investigating who did it with him that is a different issue. everybody is mixing it together, no question russia tried to interfere but mueller specifically concluded the trump campaign was not involved. >> then why are republicans forging ahead trying to investigate why that question was raised in the first place? >> i have said all along along

with alan dershowitz, with imminent legal scholars, we believe they shouldn't do this immediately because you shouldn't criminalize politics. criminal law is murder, racketeering, drug dealing. this stuff about this one lied about a memo or that one lied. >> you go to the point i want to get to. the level of distrust between parties has risen to extreme levels. how does that affect our democracy and americans trusting congress? >> no question the toxicity level has risen to such an extreme that everybody foams at the mouth. very counterproductive. back to your question about looking at the origins of it, back to cynical down the middle open-minded. >> thing with open-minded -- >> cynical -- >> the way you are going -- >> i understand.

building where he worked on friday afternoon. the community grieving and honoring those victims who were mostly city employees. more from virginia beach. >> reporter: no resolution for people hoping to find answers why the gunman opened fire on his colleagues, police an hour ago confirming the shooter had not been terminated from his job and was not in the process of being terminated. he was quiet and they never saw it coming. the virginia beach community morning the people killed in the attack. among them several engineers and public works and public utilities department, account clerks and administrative assistants and someone trying to file a permit. dozens of fbi agents were collecting evidence. police recovered two legally purchased handguns, one with a suppressor in several empty magazines. investigators found more weapons in the gunman's home but what they have not been able to find is a motive. >> looking as deep as we can for

personal motives, motives the could have happened. right now in the process of doing that. there is nothing that hits you right between the eyes. he was not terminated and not in the process of being terminated. >> the community came together to pray, reading each victim's name allowed followed by a moment of silence. 100 people came to show their support. the family of a suspected gunman posted a note to their home saying they were grieving the loss of their loved one who was killed in a shootout with police and were hurting for families of the victims. more people are still recovering at two local hospitals in critical condition, one of them taking a turn for the worse after surgery. authorities said they did not want to give the shooter any publicity and they heavily referred to him as the suspect. >> communities across the

>> reporter: gillibrand shared the status of any candidate in california but is on her way to dubuque where she will have the stage to herself. >> reporter: she will share that with chris wallace. it includes questions from the audience, thank you. >> flooding continues in the heartland. officials in little rock, arkansas, going door-to-door urging residents to leave for higher ground as record floodwaters continue to wreak havoc in the central part of the country. now there are growing concerns the rising arkansas river will back up storm drains and make roads inaccessible for days. the extreme weather center has a forecast but let's go to casey steagall are 30 minutes north of it all. what is the situation? >> reporter: things not looking very good.

this is treasure hills, a quaint subdivision of conway, arkansas, a place where everyone knows their neighbor and neighbors are pulling together. if you look in that direction you can see what we're talking about, this is one of the hardest hit areas of the region, taking a lot of floodwater. look at the sandbags. they tried to create a makeshift wall to keep the water out and they have pumps running to diver the water. if you panned this way, right next door it is a little bit lower in elevation and you can see the result because that house is practically submerged. you can see water up to the windows, property being swallowed up by these rising waters. many of these areas in the hardest hit spots you can only reach them by boat.

the faulkner county arkansas sheriff took us out this morning where we saw home after home waterlogged. a lot of farmland is underwater and could have a devastating impact on the agriculture industry. evacuations around the state have been voluntary and many residents are electing to stay. we met a man who told us he had time to prepare and he is grateful for that. >> it was one advantage. we had enough warning, we got everything out of our house. we had time to do that. bottling enough food and generators, whatever they turn the power off at my house i am out of here. >> a lot of focus around the

state has been on the levees because they are compromised because there's this record amount of water being sent down the arkansas river. we have already had a few levee breaches and a couple others are leaking. as this water continues making its way down south, some additional levees could breach, sending water into neighborhoods that normally wouldn't be flooded. a lot of folks on it especially with the way the forecast is starting to look this week. >> it is overwhelming, thank you. >> the fox extreme weather center. >> reporter: we are looking at a watershed with so much rain and flooding, the river flood gauges across the watershed, all those

incorporate areas, that is the arkansas, they go up 2 major levels, with more rain on the way. this is what we are looking at for today's forecasts, severe areas across the mid-atlantic only a slight risk of severe weather and as i show you future forecast, here is your future forecast. if you live across the mid-atlantic, these are not horribly widespread. this is the big rain that will affect all this flooding but that is on the way. this takes us into next sunday, these are rainfall totals into next weekend and you start to see numbers getting really big. this region across the middle of the country starts to see red, 6 inches of rain in the next 7 days, even the yellow, 3 to 4 inches of rain and that is a lot of water running into the same river, the same watershed. you can see a large area that

charged with hindering prosecution. they filed the same charges, she reportedly is his girlfriend. they search the home, he is expected to appear in court tomorrow. >> the white house says it is looking at reports on north korea claiming the regime executed 5 officials including its special envoy to the us after the second nuclear summit with donald trump ended without an agreement. >> south korean newspaper reporting friday that north korea executed a senior envoy involved in nuclear negotiations with the us and four other high-level officials. friday's report is based on a

single source who knows about north korea. so far the report has not been matched by any major media so not confirmed by any government officials but there are reasons to be cautious. north korea has previously executed scapegoats to make up for high-profile political flaws. the summit between north korean leader kim jong un and donald trump, the newspaper said another high-level official who worked as north korea's top nuclear negotiator and met with trump was sentenced to hard labor and ideological reeducation. on fox news sunday chris wallace, asked trump's acting chief of staff if kim had key members of the negotiating team executed. >> i don't believe we have confirmed that and i'm not going to speak about classified information we may or may not have on that issue so let's

people who are north korean but outside the country at the un or investigating. we have discussed human rights in the security council before at the moment there are plans to bring the issue back to the security council and it is something we keep under review and something we need to bring back over the course of the next few months. >> the president tomorrow at buckingham palace for a state visit. what will happen for the 75th anniversary of d-day? >> fantastic the president has been able to pay a state visit at this important time, 75th anniversary, 3 million americans in europe towards the end of the second world war liberating europe with british, french and other troops, as part of the
