president trump says there's a food chance of reaching a deal to avoid tariffs on everything we import from mexico. he also says if there is no deal, the new taxes kick in on monday. we're keeping an eye on the state department where mexico's top diplomat has been meeting with u.s. officials. the president threatening tariffs at 5% unless mexico does more to stop immigrants heading to the united states. that is triggering a threat of a revolt from his own party. a tariff is a tax. economists confirm you will pay the price. a big part of the talks in d.c., the issue of asylum and migrants trying to escape poverty and violence in central america. the u.s. calling for mexico to accept almost all asylum seekers in an effort to stop them from crossing into the united states. rich edson reporting live from the white house. rich? >> shep, three straight days of negotiations between american

and mexican officials trying to reach an agreement on migration. the white house says it's unclear if the talks will continue. the president will receive updates this afternoon as he travels back from europe here to the white house. the administration officials say they're focused on where migrants from central america traveling through mexico claim asylum. the u.s. or mexico. >> we have recommended fair policies as you heard the secretary testify to. if you're from a country south of mexico and you step into mexico, that's where you volunteer to apply for asylum. our laws are so broken. that's where negotiations are today. >> officials say those that have been apprehended at the u.s. southern borders from honduras, guatemala and el salvador. the mexican government says they deployed 6,000 national guard troops to southeastern mexico to address this issue. shep? >> shepard: i was going to ask

you, this is on top of another fight with china. similar matter. >> yeah. exactly, this has a number of folks, republicans in congress, all worked up. you've already got the tariff issue with china on top of these discussions with mexico. they're considering putting tariffs on $300 billion more of chinese imports. the president says china is subsidizing its product to continue to be sold in the united states. many firms are leaving china for other countries, including the united states, in order to avoid paying the tariffs. the u.s. is taking in billions. the president is deciding whether to move forward on the remainder of the imports in the united states after the g-20 summit later this month. he's planning on being there with chinese president xi jinping. international monetary fund says the tariffs that the u.s. and china have put on each other's

machine, he would invite staff in for drinks and said either comply because he's the boss or uncomfortably decline because they don't want a drink during the workday. the allegations include admiral harley sending bumbling e-mails and boasting of a velvet portrait in his office. the admiral posted a label that reads in party "he prefers cats, star trek, red wine, baseball and positively obsessed with the perfect hair date." clearly a joke considering his bald. harley is being accused of mismanaging college money like spending $750,000 in raises even though the school has a shortfall hoff $5 million. bottom line, the complaint alleges that admiral harley is destroying the college with his

destructive and ethically challenged leadership style. shep? >> shepard: this is the united states war college. what is the president having to say here? >> except as you note for saying that he has a light hearted leadership style here, he says he cannot discussion any investigation adding "that is navy business." you'd be surprised to know that on any given day, about 85 officers are under investigation. we did not check that out. during an interview last month with the associated press, the admiral did address offering to play twister and the free hugs saying he's quirky and tries to use humor to break the tension of a high pressure environment. he says he doesn't own twister. the navy won't comment on the investigation and has not taken any action against admiral

the u.s. military claims the russian destroyer came within an unsafe distance towards the american ship. russia denies this because they deny everything. that russia denies it is inconsequential. according to the kremlin, the americans crossed in front of them causing the russian crew to perform an emergency maneuver. there's video of this. do you they get it? >> you can see from the video they came from behind and forced the u.s. cruiser to throttle back to avoid collision. the latest incident took place in the philippine sea. this video provided by the sunia i have shows the russian destroyer within yards of the american guided missile cruiser, u.s.s. chancellorsville. both ships armed with missiles and large guns. as she sailed passed the cruiser in a highly dangerous maneuver,

russian sailors could be sunbathing mocking their american adversaries. patrick shanahan had tough words for the russians on the steps of the pentagon. >> it's unprofessional behavior. we'll have military conversations with the russians. >> the russian government says they have launched their own formal protest over the incident and disputes the u.s. navy's version of events including which body of water they were in when the collision took place. u.s.s. chancellorsville has crossed the course of the russian destroyer in the south china sea. the destroyer had to perform urgent maneuvers to evade a possible collision. russia has been stepping up their harassment of the navy. tuesday, a fighter jet buzzed a navy reconnaissance plane in the eastern mediterranean. the navy says their plane was in

>> shepard: another great day on wall street. stocks like a rocket this week. today's movement attributed to the bad jobs report, which is rri willis will short that out. first, the report itself. according to the labor department, employers added 75,000 jobs last week. economists expected 185,000. not even half that. the unemployment rate did hold steady at 3.6%. which is the lowest it's been in 50 years. the fox business network's gerri willis reporting live at the knock stock exchange. the bad jobs report makes the market go up. explain me. >> bat news is good news sometimes on ball street. as you know, shep. if you told me this morning that we would have 75,000 jobs reported the market would be on fire, i'd say you're crazy. here they are up 291 points. now traders are saying that the federal reserve will be forced to cut interest rates and some folks saying that will happen as

soon as june. certainly july. we could get three rate cuts over the year. that's what they're saying. they could be wrong, could be right. optimism is high. that will make money cheaper for banks and people with credit cards and taking out mortgages. i want to show you just how bad this report was. in fact, revisions to march and april jobs numbers. march numbers came down 36,000. april numbers came down 39,000. a 75,000 job revision. we thought we would get 263,000 jobs this month. didn't happen. the average now 151,000 jobs added each month over the past three months. wage growth, 3.1%. we thought it would be better than that. that's not a bad number. that's a good number. we thought it would be better. i want to mention manufacturing, that was not as good as we thought. manufacturing jobs, 3,000 additional jobs added. so you take a look at this.

you see not such a great number. you know, we got a private payroll number earlier this week. starting to look like a little cooling in this economy. people say yeah, let's have the federal reserve come in and ride to our rescue and cut interest rates and get this economy revving more, shep. >> shepard: gerri willis. thank you. it's theresa may's nightmare ending today with a thud. it's her last day as the u.k. leader of the conservative party there after she failed to deliver a plan for brexit. the year was 2016. britain voted to leave the european union. parliament voted against her deal with the union three times. theresa may says she will continue to serve as prime minister until her party chooses her replacement. benjamin hall reporting live. ben? >> hi, shep. in fact, theresa may made the decision to stand down two weeks ago.

you could say she was pushed. she wanted to wait until after the president's state visit and after the d-day celebrations before formally stepping down. those events are done. the president has left the u.k. and now what promises to be a bit early value race to succeed her can begin. 11 candidates have publicly said they will seek to replace her. over the next six weeks, there will be a series of votes by conservative mps as they try to whittle them down until two remain. the roughly 120,000 conservative party members will pick the winner from the final two. as you pointed out, it was brexit that defeated theresa may and brexit that will be front and center of this leadership campaign. for now, all of the frontrunner support, a hard brexit, a clean break from the e.u. president trump was here. he made it clear he would work with whoever will be the next prime minister. based on what he said in the past, it's quite clear that he will support a brexiteer.

that is boris johnson. we'll have about six weeks to see if he makes it. >> shepard: and the royal family celebrating the queen's public birthday. what does that mean? >> imagine the queen is just gone through an entire week of major state events. she had the d-day celebration. she's 93 years old and still going strong. tomorrow, as you say, is her official birthday. this is considered the grandest military event in the calendar for the royal family. everybody comes out. it's not her real birthday. that is in april. this is held in june to avoid the weather. incredible to see her coming out on one of the busiest weeks for a long time, going straight into this other big event. what everybody will be looking out for is whether meghan markle appears on the balcony beside her. bearing in mind, she didn't make it to the president's visit because of the birth of her son. we'll see if she makes it. >> shepard: you're telling me my

internet. walmart announcing they do not want to deliver groceries just to your home. they want to put them in your refrigerator for you. they're offering the new in-home delivery services in the fall. walmart employees will wear cameras so that customers can watch even if they aren't home. this will not get them all to a living wage but it will get you your groceries. susan li reporting live in the newsroom. hi, susan. >> walmart's new service will be offered in three cities. kansas city, pittsburgh and vero beach, florida. the service will start before year's end and probably in the fall. the question is about safety and letting strangers into your home. well, besides the body cam that you mentioned, walmart says only workers that have been with the company at least a year will make these deliveries. in the pilot program, the app also includes short biographies

of these delivery workers. deliveries can be made when you're not at home. walmart says that this can only be done through their smart lock technology, which will be sold through walmart. groceries is a big business for walmart. they're the biggest grocer in the nation selling more each year than even kroger does. walmart offers curb side delivery. online is a key. online purchases make up a small fraction of the market. about 5% of the roughly $1 trillion grocery market. delivery is the only way for companies like walmart to compete with the likes of amazon. shep, you like that idea? >> shepard: i can't imagine how that can go wrong in any way. can't really conjure up a way. walmart really is following a trend of making deliveries new and fresh. >> that's right. we know amazon, they already offer a similar in-home delivery

details on the home that just sold despite the fact it was a math lab. first though, ever dream of becoming an astronaut? well, now there's a chance that it could happen. nasa has announced that they will allow private citizens to fly into the international space station. jonathan hunt reporting live. are you going? >> i'm certainly not, shep. in fact, only two people per year will be allowed to become citizen astronauts. >> they'll have to have a lot of money and a lot of time. let's look at the cost first. round trip ticket, $50 million. accommodations per night on the space station, $35,000. the experience no doubt priceless. it's not like any overweight middle age man such as i can hop aboard a rocket to the i.s.s. anyone that wants to do it, has to go through the same training

and certification process that regular astronauts do and you'll be flying aboard the spacex crew dragon or the boeing space craft, neither of which has taken an astronaut into space. nasa is confident they'll start these trips next year. i will not be volunteering. i tend to like my 35,000 a night hotel room to come with a king bed and room service. >> shepard: you can get a private pool for that as well. is nasa saying anything? they're in the presidential dog house right now. are they saying anything about this? >> yes. they're saying this is quite simple about money. they'll generate cash from these trips and the second part of what they announced today, which is opening up the u.s. space station to commercial interests. allowing businesses to use it for whatever purposes they can think of and that nasa approves. officials say they're excited to see what ideas businesses come

up with and monday tieing the space station will help nasa achieve their near and long-term goals. >> the commercialization will allow nasa to create resources to land the next man or woman on the moon by 2024. >> that ambitious moon project is supposed to lay the ground work for a sustainable presence on the moon and that will help them prepare for the big one, getting astronauts to mars. president trump got confused about the moon and mars on his tweets today. maybe a result of jet lag as he heads back from europe. >> shepard: moon mars is the funniest thing that happens this week. this is obviously an attempt to raise money. have they considered sponsoring it like the amazon space station? that is a really good idea. they didn't mention that today.

couple died in a resort owned by the same company. prosecutors say a man in new york city talked about wearing a suicide vest, buying grenades and wanting to shoot people in times square. that is a problem. they said that he made his move to make it happen and when he did, they arrested him. jacqui heinrich with the rest of the story. jacqui? >> shep, that man just made his first appearance before a judge at federal court in brooklyn. he's mother was in court. she cried as the charges were formally read out. that judge ordered him permanently detained saying he's a risk, not only to the community but a flight risk. the suspect is 22 years old from bangladesh and living as a permanent resident in queens. police arrested him last night after he tried to buy two semiautomatic pistols with the serial numbers removed from undercover officers according to the indictment.

the fbi had been building a case against him since august of last year when an undercover agent first met with him. during the meeting, investigators say he praised isis, al-quaida and osama bin laden and said he admired the september 11 attacks and planned his own attacks in washington d.c. or times square. he complained about having enough bomb making materials and said he would need a circle of balls and when it blows up, the balls explode and the metal goes everywhere. agents said that he discussed buying grenades because they could take out eight people and said that he took cell phone video of times square to plan his attack. on another occasion, he said it made him happy to see the flag of islam on the twin towers.

the criminal complaint against him paints a dark picture of what federal agents say that he wanted to do i have to correct myself. i referred to it as an indictment. it's a criminal complain and full of alarming details. shep? >> shepard: thanks. a minneapolis cop that was shot has been sentenced to 12 1/2 years in prison. mohammed noor was convicted in april. justine diamond called police to report a possible sexual assault going on behind her home. when the officer and his partner aarrived, he shot diamond as show approached their patrol car. noor said he fired his gun because he heard a long bang and thought his partner's life was in danger. heart breaking news involving country star granger smith.

fishermen on the gulf coast. many areas along the mississippi recover will crest this weekend, anywhere from 5 to 15 feet above flood stage. and then there's oklahoma city with reports of high water in the streets and drivers stranded. first responders rescued a woman after she climbed on her car to escape the flooding. all of that extra water from the mississippi is now pouring into the gulf coast. fishermen say that is forcing sea life away from the area, which is obviously hurting their bottom line. jeff flock checking in on farmers in illinois. first, matt flynn in alton, illinois, north of where the illinois and the mississippi rivers meet. how is it there? looks wet. >> yeah. people in the entire st. louis region are exhausted. this flood water has been here a week and still rising. in st. charles county, 2,000 structures have been affected according to local officials.

i want to show you some of the action going on behind here. you can see this flood wall that was installed. these holding back the mighty mississippi. one worker says there's been a pump around the clock pumping out 4,000 gallons a minute to keep the river out of these businesses. if we can show you the red line there. that red line indicates the flood line from the 1993 flood, which is the worst to hit this area. right now you can see the flood waters today are inching closer to the red line. workers here tell us that people, they recall that 93 flood and doing everything possible to prevent that from happening again or taking on water again. today we're out on a boat talking to people that are staying in their homes despite
