smoke rising from that office building to the roof. the pilot was the only person on board that chopper and the only person killed. nobody else was even injured. is identified as former volunteer fire chief tim mccormick. according to the new york post. he was trying to get to new jersey when he reported problems flying through fog and rain. it was a nasty day yesterday in the new york area. video posted on social media, you can see it should helicopter flying erratically over new york's east river shortly before this crash happened. authorities of not confirm whether this is the same shopper that went down but it may likely have been. you can see how hard it is to fly in that nasty weather. a manhunt underway after enough duty california sheriff's deputy is shot in the head. investigators are working to figure out if he was targeted because of the badge. the deputy walked into a jack-in-the-box restaurant in on the california, the gunman firing at him while he waited for spoon. >> i heard a loud bang.

jillian: the justice department setting new light on their investigation into the investigators are feeling the fisa abuse program looking to organizations and individuals outside the government. >> who could be swept up in the doj's dragnet? >> john malcolm joins us with his insights, thank you for your time this morning. we start with this, who should be worried right now? >> anybody who met with people like carter page and george papadopoulos. people who were at nongovernmental organizations, sometimes indias have contracts with the government to do this kind of work and so if you are

looking at what the origins of this investigation where and what led to the wiretapping that was ordered by the foreign intelligence surveillance court, you're going to let anybody who met with those individuals, provided the predicate for those warrants. >> a lot of investigations into the same thing, john durham is one, michael horwitz and john hubert, michael with the inspector general, we expect to get that report at some.what we learned in the mueller report is the steel dossier made some false claims about michael cohen, carter page and the allegation is the fbi knew this and still used the dossier anyway. does that spell big trouble to you? >> reporter: it shows extreme sloppiness if not outright fraud on the fisa report. it mike horowitz will dig that up and uncover it and mister durham will as well. there were some false statements about the statement that michael cohen went to prague.

he has never been to prague but the real false statements, salacious allegations against donald trump which is what led jim comey and others to say this is an unverified report. that was not pointed out in fisa applications. >> let's talk about john dean, the former white house counsel hammered by republicans at yesterday's house judiciary committee hearing. you were there yesterday. you said you thought he was a distraction. why do you say that? >> i was on the panel with him, one of the four witnesses and you ended up -- he sucked a lot of oxygen out of the room, a lot of democrats were praising him because he was comparing what happened in the next and white house and watergate to all of the perfidy's he believes donald trump, he also mentioned george w. bush had committed and republicans spend a lot of time bashing him wondering why he was up there on the stage other than the fact that if you are going to talk about obstruction

appear to have gotten mexico to act and solve the crisis at the southern border but there are democrats still criticizing the president's tactics but is it proof the threat of tariffs could be an effective tool in negotiating foreign-policy? some say it is not appropriate but could be effective nonetheless. the cofounder, we appreciate your time. thanks for coming on this morning. the complaint is he taking credit for a deal that had artie been made with mexico but even if there were these things were happening the tariffs should force implementation and force them to act. >> reporter: the proof is in the pudding. the argument democrats are making. i can get the football to the goal line but until across the goal line i don't get the point. the president got the points. we are seeing mexico start to

act as a result of these tariffs and then sending troops to the border and stopping flow of immigration up north is a win for the administration. >> mexico says a lot of thing but to enforce it if they do will be a big difference. let's look at what is in this deal, what has been agreed to. i would argue the biggest one is mexico deploying 6000 troops when they had only had 500 prior to this. 6000 troops to their much smaller southern border with guatemala, trying to stop these migrant flows where they start. the migrants, a lot more will be able to wait in mexico as they wait for assignment claims to process in the united states. they would offer jobs and education in mexico and they are going to take action against vicious human trafficking groups doing these horrible things. when we look at the impact to

the american economy of this deal in the greater issue of the president using tariffs as a threat a lot of democrats say this is why our numbers are moving in the wrong direction. we had a weaker than expected jobs report in may. do you think tariffs are a good move to use these as leverage? >> the tariffs with mexico you are talking a 5% tariff, nobody wants tariffs. at the end of the day the middle class, the lower middle class are hit the most by tariffs. this is an effective strategy and in the end they wanted to implement it, there was no tariff to implement it. the president is operating from a position of strength because of the booming economy, may have had a weaker than expected jobs report but overall for the first 2 and half years of his presidency the president delivered on jobs. rob: the vice president of the chamber of commerce, listen to this.

>> the weaponization of tariffs, increase of threats on our economy, and our farmers, our manufacturers, our consumers is going to hurt our country. it creates uncertainty with our trading partners. rob: here is the president's response. >> i want to say to the chamber of commerce if we didn't have tariffs we wouldn't have made it deal with mexico without tariffs, we would be captive to every country. rob: he fights a lot of conservatives who don't like the way he's doing things. who is right? >> the president is doing what he feels is necessary. nobodies in favor of tariffs, i don't believe the president is in favor of utilizing tariffs and implement in but they are a strong tactic to use when trying to get these foreign governments to move in a direction that would be favorable to the united states. rob: they certainly are and you wonder how you make these other countries do what you need them

to do you need some kind of leverage. a problem we have had been has been ignored for 40 years which is immigration. california's new plan to pay for a certain amount of illegal immigrant healthcare. you see here it is going to cover people ages 19-25, not people generally need a lot of healthcare. this is $100 million a year covering 90,000 illegal immigrants, a real problem with homelessness and a lot of other issues. what do you think of this plan? >> my heart goes out to anybody that needs healthcare but in the state of california you have hundreds of thousands of legal us citizens without quality access to care. the infrastructure needs a lot of work and that $100 million would go a long way to improve the current situation throughout california but specifically inner cities where access to healthcare and quality healthcare is limited.

rob: do you think there will be backlash from conservatives in california? one third of the people in that state are conservatives, giving away healthcare. >> the problem is the legislature is strongly democratic. there might be backlash, to be part of the overall budgetary structure and we will see how it is implemented going forward. rob: over to you. jillian: kim jong un's half brother may have been a cia informant. he met with american agents on several occasions but it is unclear what they discussed. he was assassinated in 2017 when two women drugged a nerve agent on his face as seen on security

building behind me on seventh avenue where the chopper crashed 11 minutes after taking off from the e. 34th st. heliport. cell phone video shows chopper flying erratically over the east river and losing altitude rapidly. police have not confirmed that this is the chopper but the timing would match. the helicopter crashed onto the roof of the 750 foot tall building. on seventh avenue just before 2:00 pm yesterday. pilot timothy mccormick was the only one aboard. he perished. he was 1-time fire chief to the north of new york city and well respected pilot. those inside the skyscraper were startled. >> when the helicopter hit the building it felt like somebody is next to you and give you a shove. >> reporter: in 2014, timothy
