nasty question and he said i know exactly where you live. have a nice day. anyway what a strange day, a strange world. so much going on. paul bremer is here today. here's "the five." >> hello. i'm jesse waters with emily, dana, greg and juan. this is "the five." fox news alert. a high stakes meeting with president trump and congressional leaders just wrapping up at the white house. tensions escalate between the u.s. and iran. less than a week after the u.s. accused iran of using mines to atank tankers, iran shot down a drone. the u.s. said it was flying over international waters.

the president not mincing words when asked about it. >> iran made a big mistake. this drone was in international waters. it's all documented. >> how will you respond? >> you'll find out. you'll find out. i have a feeling that it was a mistake made by somebody that shouldn't have been doing what they did. i find it hard to believe it was intentional. i think it could have been somebody that was loose and stupid that did it. this is a new fly in the ointment shooting down the drone. this country will not stand for it. >> lawmakers on both sides offerings warnings of escalating tensions. >> i think it's a dangerous situation. the high tension wires are up in the region. we have to be strong and strategic about how we protect our interests. we also cannot be reckless in what we do. i don't think the president wants to go to war. there's no an tied for going to

war in our country. >> so here's what iran needs to get ready for. severe pain. we're not going to let them disrupt navigation of the seas, attack our allies and u.s. interests without paying a price. so if they're itching for a fight, they're going to get one. >> all right. lindsey graham said this was a defining moment of the trump presidency, dana. the $180 million drone, you don't want to go to war but you have to do something. >> it's a dramatic escalation by the iranians for sure. earlier in the week they sabotaged oil tankers and not u.s. ships, but still u.s. interests as the president said today. so you escalate that when you hit a u.s. drone. $180 million. that's real money. it was unmanned. i don't know if the iranians knew that. but had it been manned, then today might have been a different story. right? that's what i'm saying. dramatic escalation. we've been here before the iran,

going back to ronald reagan days. operation praying mantis. i don't know if you remember that. i knew a little bit about it. the difference between then and now, we don't actually -- you're not able to see the weapon. that is cyber. cyber capabilities. i ran is good. we're better. when the president asked how you rerespond, you'll find out. i wouldn't be surprised if the united states had in some way already reresponded but in a way that you can't see. in a way that might be crippling to some part of the -- like send a message. the last thing is, even if it was unintentional, the president saying they didn't mean to do it, i that is giving them an off ramp. like you don't want to do this iran, do you? we don't want war but you can't do this to us. still someone did it. in the power structure that is iran, i'd be very surprised if

the higher ups didn't know about it. >> someone has to be held accountable. juan, should we have hit iran with crippling sanctions, the trump administration has knocked out their banking sector as well, their exports of oil is off 50%. their economy is shrinking. you think they're lashing out at the united states to divide the europeans from america, to create some sort of wedge there? >> this is an important point that you're making, jesse. we need the alleys at this juncture. the allies stayed in the iran deal when the president under president trump withdraw. a lot of the allies blame the united states for having created this crisis by putting so much pressure on the iranians that we no longer control the levers of pressure. we can't up the sanctions because they're at a maximum point. the problem today is the president i think is in an intriguing political position. the politics of this is he ran

as an american first guy. he's a guy that says, you can -- the critics might say he's an isolationist. others said he's looking for america's interests first. enough with the wars and america getting involved with wars and america intervention. we already have a war in afghanistan as nancy pelosi said. you say it on the side. she said you know what? there's no appetite on the part of the american people for another war. i think president trump is in that company. but i'm not sure about john bolton, his national security adviser. i'm not sure about the pentagon. when you hire generals, it's like hiring a hammer to ask you what to do with the nail. hit the nail. >> i don't know if every general would agree with that. >> but what we have here the president saying, iran, you made a big mistake messing with the united states. on the other hand, he said it could have been somebody made a mistake. so i think lots of people here have different ideas what is in

they're terrorists. >> that's the big thing. they had an isis thing that we didn't cover in pittsburgh. >> yeah. >> a syrian refugee that was allowed admittance and plotted for a serious attack in pittsburgh. emily? >> we should be deeply concerned at the audacity of this. this drone is a $2 billion platform. it's also not stealth. it's the size of a 747. so their argument that it was in our airspace, absolutely not. it's not stealth. it was in international airspace because otherwise it would be totally obvious. clearly they're escalating their message internally, provoking us ant don't think we'll respond with strength. there's many ways that we can do so. dana outlined the cyber capabilities. that is crucial. they can ramp up their capabilities of choking off the

>> greg: thoughts? >> dana: when biden said that, it was about mitt romney and paul ryan. so not too long ago but feels like a lifetime ago. joe biden has basically been on a script since he launched his campaign. a lot of interviews. kept the price at bay. it's been hard for the other democrats to figure out how can we take them down. they're finding their moment. you can bet this is going to be a big topic next week. he has to keep answering things like this over and over again. his pitch for himself is that i am the experienced one, i have the temperament that you want and i am a moderate deal cutter. that might work in a general election. but would it work with these other democrats and the primary voters? i don't know. >> greg: juan, two questions. doesn't seem that kamala or cory

percentage of the democratic voters are black. so to me, this is like the good and the bad biden. i think it was terrible judgment on his part to use this as an example of how he works with people that he may have disagreements with. but joe is 76. he's been around a long time. he had to work with segregationists. i don't think this is a sin. what is the big deal? >> greg: so jesse, this is the contradiction. >> it's a gaffe but he's trying to brief a point. i'm showing that i can work with the worst example >> jesse: he cut his teeth in the good old boys club days in the senate in the 70s and 80s. the fact that he served in the senate with segregationists shows you how long he's been in politics. the guy he's talking about, eastland from mississippi was born in 1904. so he gets in there in the early 70s and he has to work with these people.

their positions on segregation, they ended up changing and growing and evolving. >> juan: eastland? >> jesse: yes. a lot of these people in the democrat party saw the light at the end of their careers and what is the right thing to do with segregation. and joe was there for that. he's a civil rights pioneer for that people are trying to impose like a 2019 morality on the reality of a 1972 america. you can't do that. i don't doubt the sincerity of kamala or cory but looks opportunitistic and looks like a cheap shot. as you said, a fight for black voters in the democrat party. they make up 25% of democrat primary voters. it's no surprise that those two people are trying to peel away the black support. i don't it will hurt him. he just got a shrewd of endorsements in south carolina today. i think people trust joe. he was the v.p. for the first

black president. second black president if you include bill clinton. >> greg: bill clinton would. emily, the democrats have run out of republicans to call racists so they're returning to the people that invented it, the democrats. >> juan: a good theory. i think it will be interesting to see the level -- what outweighs what. what is more important to the african american community, the association with president obama, in that administration, or these kinds of gaffes. i think it does beg the question, in what world did that comment benefit the either african american community or the 18 to 49-year-old demographic which he needs so desperately? if anything, it does continue to relay the fact that he's out of touch with current times even if you can argue why are we imposing today's morality on 1972 or 6 or whatever because it's relevant. quick secondary point. it's telling that his staffers are coming out after the fact and anonymously reporting to

>> juan: fox news has confirmed that a 11th person has died in the dominican republic. this comes as health officials lashed out at recent reports exposing the death of a dozen american tourists while visiting their country. officials calling it fake news and hysteria aimed at hurting

the country's tourism. the fbi is analyzing alcohol samples from one hotel mini bar to see if tainted booze is to blame for a string of tourist deaths. so government officials are using the #befairtodr to combat what they call hysteria. you can argue however one life is one life too many. tourism makes up 17% of their economy. it's not like it's 99. how do we respond to that? greg? >> greg: i like that. the d.r. needs a d.r. i don't think the dominican republic wants -- they shouldn't be the mayor. you want to be roy snyder. the media can help by shine ago spotlight but they can hurt. the early stages of this, nobody knows what's going on. i sympathize with the dominican

in terms of what we were told. but on every occasion that we're engaged with the administration in terms of our national security, we make it very clear that in order to get engaged in any military activitieactivitiee to have a authorization of military force, a umf that is clear in our caucus and even among some republicans. i don't speak for them. but also with our democratic colleagues. >> are you personally convinced based on the intelligence you've seen that this was an iranian attack in international >> yes. >> [question inaudible] >> they said they will do that. the briefing that we had this morning is -- for the time that i was there, they had increased

the number of people that were in the meeting to be briefed. and therefore, they decreased the level of information that they gave us. at one point that i cleared the room. by then, i had -- we had our gun safety event that i had to be at. so i don't know what they gave after i left. it was well-into the briefing. so what will they give to a broader -- i don't know how much more than is in the public domain, but nonetheless, we want to be current and we want the confirmation of it. that is our members of congress have to make a decision and fully briefed on what the prospects are and what the possibilities are and what the choices are. >> do you and the administration agree on iran? >> they didn't say yes or no. just made our statement. >> so you're talking about the

escalation. are you advocating any particular actions? >> no. i don't know what the array of options are from the department of defense. the president knows. he did not share that with us. >> thank you. >> [question inaudible] >> i hope that's right. we tried to -- look, three things to remember. we must -- this is a dangerous situation. we're dealing with a country that is a bad actor in the region. we have no illusions about iran in terms of their ballistic missile transfers, about who they support in the region and the rest. so we have an untrustworthy adversary. the high tension wires are up in the region for a lot of different reasons.

some bilateral, some religious, whatever. the high tension wires are up. third, we must act in a way that does deescalate and does not escalate the tensions and the situation there. again, i come back to where we begin. we must be fully engaged with our allies as we go forward. i'm hopeful that you're right about what senator mcconnell said about what the president's response might be, but i have no idea. they may have had their own conservation. measured by what measure, we'll see. >> you think the white house will consult with congress before taking any action? >> i cannot really predict what actions the white house will take. they did consult with us today or inform us of -- we had an opportunity to share our

thoughts with the administration. president said we'll have more meetings like this. i don't know what the sequence of that will be. thank you. >> thank you. >> dana: that was speaker nancy pelosi. this is after the white house invited several members of congress, leadership from both sides of the aisle to the white house situation room and in which -- in a meeting that the president participated in. she said that she wants to continue to be fully briefed, remain fully engaged with our allies. the other thing that is interesting, we recognize we're not dealing with a responsible adder is vary and we need to do everything to deescalate. it's a dangerous situation. but in situations like this, jesse, i'll go to you, you can see bipartisanship because this is when you're being attacked by an enemy. >> jesse: yeah. iran is one of the few countries in the world that brings republicans and democrats together on capitol hill when it

comes to a threat. she sounded hawkish for nancy pelosi. obviously we want to consult with our allies, we want to deescalate, we need congressional approval. it was a strong statement from the speaker and she articulated the threat that iran poses with ballistic missile transfers and the export of terrorism. but i know that there's -- people understand it's not going to lead to war. gas prices are not going to go through the roof. the market was up today. you'll see a slow response, a sharp response and turn the page. >> dana: perhaps targeted. one of the thing she did say there and a bone of contention, since 2001 when the authorization to use military force was provided to president george w. bush, she's saying that the administration needs to come to congress to ask for another one. republicans have in general been reluctant to do that. you think that there do before their july 4 recess? >> juan: i don't know that we

have weeks. they have to do something in short order. it's not just republicans or democrats. both sides are reluctant to say i signed on this in a time when most of the american public doesn't want war. i thought pelosi was responsible. she showed that we have a united front when we have polarized politics in the united states. in terms of the options, she said they did not delineate what the options are. dana, earlier you spoke about retaliating inside iran. they may think that wait a minute. >> dana: with cyber capabilities. >> juan: here's another option. because iran is a player in terms of terrorism, they have assets in syria. we could put flags on ships that are not american ships, an american flag and say if you attack that ship, you have crossed the line. we can set the terms of engagement. >> dana: and in the united states, we have a government where we tried to be as open as
