democrats consider changes to the $4.6 billion emergency funding bill. the question when will they vote on it if ever? jedidiah: griff jenkins joins us from washington as the white house threatens to veto that bill. what have you got, griff? reporter: house majority leader steny hoyer lists bringing up the house supplemental bill as possible. democrats have not been able to get to the floor for a vote. they cannot agree on a rule to start the process or what the to add to the bill. president gave them two weeks, but it is really two days. congress leaves for july recess. majority's leader calendar says the last vote will be 3:00 p.m. thursday. it appears the bill is dead on arrival. the white house says they will veto it in its current form. in a statement the office management and budget writes, the house majority put forward an partisan bill and underfunds accounts and inserting policy

provisions that would make our country less safe. meanwhile mexico is doing their part, as you mentioned, hardening the border on their side with more troops. mexico secretary of defense luis sandoval making a announcement. in the northern part of the country we deployed almost 15,000 troops, national guard and military unit. they are seeing a significant reduction in apprehensions, but a cpb spokesman says they can't release numbers until the 8th of july. we'll see what they show. mexico reports that they apprehended almost 75,000 migrants and deported 53,000 since december. guys? brian: steve: if mexico will release the information, wouldn't that be the natural pause in this deal that the president brokered a couple weeks ago where if things don't stop down south, we're going to go to plan b?

they're young, they're, have, they're going to school and they use this as flexible work hours to earn up to 20, 25, $28 an hour. it gives them the ability to work, stay in school and, but if i lose the tip credit that will increase my labor cost 100%. i don't think i can raise my prices to offset. brian: right. what about kitchen help? what if you raised your kitchen help to that minimum wage structure, would it escalate up everybody else? >> everything would escalate up but our kitchen help, to be honest with you it is close to that now. brian: gotcha. >> it is more about the tip credit and the wait staff. brian: larry you hire less people to work less hours, you will, you will have reaction. they act like when they do this

they're helping the worker. they're limiting opportunities for the worker, because businesses have got to make money? >> exactly. and, you know, restaurants, typically don't have, you know, extremely high profit margins. we're seasonal. the slow times it drops down to 5% margin. so it is, it's a lot of pressure. brian: absolutely. i come from a family that owns bars. i worked in about nine restaurants in my life, i get it. meanwhile the american people seem to not, when asked, do you support the 15-dollar minimum wage, 54% support it, 44% oppose it. i imagine 0% are business owners who took stock in that. when you look at the states that passed it already, new jersey, california, massachusetts, maryland, illinois have done it, you're worried it is coming to alabama and florida. do you talk to other business owners? what do they tell you? >> they're telling me that we're

jedidiah: here to react the chief counsel and policy director for judicial crisis network, carrie seven -- severino. >> glad to be here. jedidiah: why don't they put it out there? >> president trump put the list out, fulfilled the campaign promise. he would put on judges faithful to the constitution and the law, that is what americans want to see. my fear the liberals are campaigning trying to pack the court now. they want to add justices. they want liberal activity so extreme they don't want the american people to see the kind of people they want to put on the court. we think americans should know the information before they're choosing who to vote. release the list. show us who you want to put on the court. jedidiah: look what happened with respect to the 2016 election and the importance of scotus nominees. 70% of voters said an important or most important factor. 56% trump voters said most important factor. i spoke to a lot of people

throughout that election that told me that one of the main reasons that they voted for donald trump was because of that information he put out there on the supreme court, were his supreme court nominees. are democrats afraid though, this hesitance will not sit well with their base? maybe this would rev up their base, to go out and vote for them, would it not? >> maybe. there certainly running as far to the left they can every chance they get but i think their worry is the average american, sure people on the left, they want a judge who will be on there basically second guessing everything that the elected representatives do, pushing the nation as far to the extreme left as they can. i don't think that is what the average american wants. we want judges who will be faithful to the law first, the constitution, what it actually says. i can tell you, if those are the kind of people that were on the democrats list, they would be happy to put it out there, that would be winning them points. it is not. jedidiah: the fear the independent voters, voters on the fence might be completely turn off when they recognize what a far left supreme court

justice nominee looks like. i want to ask you about some big scotus decisions still to come. we have the 2020 census question, for example, what do you think is going to happen here? >> this is a key example of something that should be common sense. most of the nation's history we have asked on the census are you a citizen or not? the united states needs to know the things everything from arranging voting districts to find out how to apportion money but the democrats are trying to block that. and you've got, we may see four members of the court saying yes, you can't put on the census a question that has historically been on the census because donald trump is doing it. it is relying on utter speculation on that their part. it is really concerning thing when you see judges who are willing to go so far as to almost challenge the concept of citizenship, should america even know who its citizens are. jedidiah: looking at a question of congressional districts and gerrymandering what do you think about that one? >> this question on people on

both sides are trying to get the court to jump into this. there is no legal standard how political the process can be. something inherently political. what i worry about, they're asking judges to be the people doing second-guessing on the political questions. it will be bad for the court and because they will have to invent legal standards out of whole cloth to do this. they need to leave that to the politicians. unfortunately the political process, let politicians do that, let's not politicize the supreme court. jedidiah: you and i obviously being in news, we're plugged into these things. how plugged into the decisions do you think the average american voter is? do you think they watch things closely? that things like supreme court nominees are what they are following right heading into 2020? are these priority issues for them? >> i think it's a issue of priority for a lot of people. he specially growth of federal government and court many times seizing more power than it is supposed to v the court is all too involved in everyday issues in everyday americans lives.
