armed and dangerous suspects after georgia sheriff's deputy is shot and killed in the line of duty. >> the county sheriff's office says chasing stolen car, several people jumped out of the car and opened fire hitting one officer, one of the suspects also shot and taken to the hospital, the officer's name has not yet been released. >> scary story. also the department of justice recharging legal team in final push to add citizenship question to the 2020 census. >> meanwhile the president says he's reviewing all available options for its inclusion. >> hey, mark. >> good morning, rob and carley, the justice department is not saying why it's shuffling lawyers only a new team of civil defense attorneys will be taking over the census citizenship case and we spoke from the

spokespersons and the news after president trump announced last week he still wants to ask census respondents if he's u.s. citizens, the supreme court ruled last month that the case needs to go back to lower courts, tight deadline to print the forms, but now administration officials argue they have enough time to get the case tried before key census deadlines. >> moving ahead with the census, 15 to $20 million on census, they are asking everything except are you a citizen of the united states, how ridiculous is that? >> president trump is considering executive order to get the question on to the census, the commerce department says right now it's in the process of printing the forms without the question attached, this week lawmakers are scheduled to hold a hearing investigating the trump administration's treatment of migrant children, house oversight has invited custom officials to testify this after

>> the obama agreement which was the most foolish agreement that you'll ever find -- frankly that deal is an embarrassment to the united states. i think it was one of the most incompetent drawn deals i have ever seen. carley: president trump has been slamming iran nuclear deal and iranians are proving him right. rob: the country is upping the antee, so at this point where are the other world leaders who insisted on keeping this deal? >> that's the question this morning, vice president and foreign policy, policy at heritage foundation, joins us to weigh in, james, thank you for waking up early this morning, for us, all right, iran is essentially trying to bully european leaders to find way around sanctions, what happens here, do european leaders cave or do they side with the u.s.?

>> well, first of all, i think it's increasingly likely that more europeans will side with european, when they get new conservative government, i think the government will cleanly break with europeans and line with the united states, that puts in difficult position, on the one hand the iranians have given them a choice because if they want to preserve the deal, ironically they will have to sanction the iranians for exceeding violating the deal or go to arbitration all of which would put more pressure and isolate the iranians. rob: is there a deal anymore? once the united states pulled out why would iran listen to anything the deal was said anyway? >> i think the real news story that people miss, if you read the jcpoa, iran's first statement is we have no interest in any kind of nuclear weapon's program exceeding the -- exceeding the enrichment clearly demonstrates -- has nothing to

do with program, no reason in civil program to advance enrichment so clearly demonstrates that they lied when they signed the agreement to begin with. rob: to push back, they will only enrich to 5% so they can have nuclear reactor and fuel it and they have to get 90% to have a bomb, right? >> that's true, but the point is once you've demonstrated you can -- this is kind of the original deal, once you demonstrate you can enrich it's just a question of how much you enrich and they had the ability to advance and improve their technology which is the great concern a lot of us have that essentially the iran deal was never a break, it was just kind of a pause button and i don't think that satisfied themselves by countries in the region, didn't satisfy the united states and people forget when the deal was originally negotiated, many european leaders were deeply skeptical and told americans you are giving iranians too soft a deal.

>> they will continue to break from the nuclear deal essentially they could be enriching more uranium, what happens then, will we get the 68 mark? >> i think we will get to 68 mark. predicated on doing exactly what the iranians are up to, one argument is, look, they are getting ready for the next round of negotiations by improving their position by being more nuclear threatening so they have a stronger bargaining chip the next time around or they could hope that they fluster people enough that trump would get reelected. >> the fact that they love the jcpoa, the deal so much that they want it back so badly, does that indicate that this really was a bad deal on our side? >> well, again, this is the massive mistake the iranians made the first time around, the obama administration was so desperate for a deal and they

can spin it any way they want, that's the truth, iranians essentially got everything that they wanted and they needed not just because they wanted it because the hard-liners had to show it was worth it, they knew it was too good of a deal to be truth and that's why it backfired in their face, they took too much and they should have known they would never get away with it, they thought hillary clinton would get elected and followed obama and get at least 4 more years of this. >> okay, will try to find a way to get european leaders to talk rouhani. all right, james, thank you for your insight, appreciate it. >> thank you. carley: police -- rashida tlaib blaming trump administration. congresswoman doubling down on aoc's concentration camp

to eventually endorse and whether or not it's weird that he hasn't endorsed biden yet, how much weight joe, biden's eventual endorsement hold considering contenders are lean get away from his policies? >> i think it would be something tremendous for whatever candidate gets endorsement in democratic candidate, historic tension between presidents and vice presidents in terms of, you know, endorsements, you can go back to regan and bush, for example, obama will help someone in democratic primary but we also have to remember that in the general election if it's once again the legacies of 44th and 45th president in 2020, i think donald trump will win again in landslide like he did in 2016. this is why the obamas, you ran the clip of michelle talking about the emotions, the emotions are there because essentially the trump presidency is a rebuke of the entire obama legacy.

>> jason, i will give you a chance to respond to that? >> yeah, i agree in many ways, i think that the trump administration is very much, donald trump is pretty much the exact opposite of barack obama, barack obama being a classy intellectual and donald trump being a little bit different but what i will say is that i believe that president obama's endorsement even for a democratic candidate, i don't think is going to make a huge difference. i think the wave of the party has moved in a different direction, i think it will help but it won't be something that is going to be this huge unifying force. >> everybody wants it, that's for sure, let's take a look at cnn poll that's really telling, shows joe biden down 10 points since may and then here are the headline here, kamala harris up 9 points to 17%, jason u your thoughts on this, can joe biden overcome this or is he

essentially doomed? >> i think he's going to continue to fall, i think you're going to see kamala harris and elizabeth warren continue to move up, joe biden as we've always knowned is prone and wouldn't own the segregation comment enough. >> how do you feel apologizing? >> i feel it's a little too late, he's somebody who should have -- i wouldn't have leaned on that. look, just apologize and move on, and he didn't do that, i think that's going to hurt him with a lot of the democratic base, many of whom are african american. >> what do you think of joe biden flipping and kamala harris rising? >> i think there are actually enough smart people in the democratic party that realize

developments, good morning, caitlin, what can you tell us? >> good morning to you both, very intense scene here, just to give you perspective, about an hour north of atlanta, really quiet community that only heats up in the summer time, a lot of recreation here, so this is a. >> surprising thing, here is what happened according to investigators late last night, a car was flagged as stolen, deputies here in country try today pull the car over, the driver behind the wheel wasn't cooperating, kept going and ended up wrecking the car here, the gainesville area, that's when people inside, started running, had guns, deputies in pursuit went after them, the suspects believed to be part of crew that had been robbing cars and homes in the area, well, they started shooting at deputy with deadly result, we have learned that one deputy died from his injuries and the suspected shooter is actually in the same hospital where that

joining me now to react to this is mayor of austin, texas, steve addler, what do you make of the texas congresswoman's moves here? >> i can't speak to the facts because i don't know, i just know that she's denying the story, i don't think anybody should be encouraging or coaching people to defraud the government, but i understand that's her position too and she disputes the media report. rob: but you are on the side, you want to decriminalize people crossing the border, right? >> well, i think that there's a better way ultimately for us to be able to deal with the challenge, i don't think the criminalization is getting the job done. i would hope and think that we could do a better job but with respect with allegations of congresswoman, i don't think that anybody should be encouraging or participating

people defrauding the government. rob: she's trying to coach people to pretend that they don't speak spanish so they don't have to go back and wait in méxico but allow today wait here in the country. let's go to tweet of representative escobar, the government has policies of who can and who can't send to méxico, policies protected vulnerable populations and oversight and accountability over government is congress' job and includes oversight over asylum especially on the border, sir, sounds like you're moderate to the left with in terms of immigration, would you say so? >> well, i mean, it's a complicated issue but generally speaking i -- i appreciate what she's saying, i think if she wants to change things she needs to change legislatively. rob: fair enough, let's go to second topic here, that's the homeless policy in your city of austin, texas, a city of a million people, you do have a pretty bad homeless problem in your city, and the way that the

city council has gone about it is by making it legal for the homeless to camp on city sidewalks in your city, you signed off on this, you think this will help the problem? >> well, i think it's real important to note first that it is a challenge in our city, we don't have the scale that la or san francisco has, we are trying to work to make sure we don't have that, so we took our ordinances and we made sure that we preserve for our law enforcement the right to ticket or to arrest anybody that was presenting a public safety risk, anybody that was presenting a public health hazard and we kept all things in place, the question is what do you do with the person who is homeless on the street not presenting a risk, not presenting hazard and our community said that those people need help and the best thing to do is not to arrest them and put them in jail, we've tried that and we know that doesn't work, it just -- rob: what do you say, obviously what do you say to a business owner who is trying to run a cafe in

downtown austin that has homeless people that will probably cost him business? >> that's what we say for the entire community, we need to provide shelter opportunities and places for people to go, this isn't just about telling people where they can't be, we have to tell them where they can, in fact, go, you know, we had an ordinance that our whole city agrees wasn't working, we had issued 8,000 tickets between people 2014 and 2016, millions of taxpayer dollars just moving people around the city. rob: have you struggled finding shelters for the people or building shelters in austin, a lot of people would say that's the best way to deal with this? >> i think it is, you had a guest on your show that pointed that out and i think that's part of what we need to do, you need to build the shelters and then support of housing to put people through shelters and get them into homes, but, yes, it is difficult, one because it costs money and two, because nobody wants a shelter anywhere near
