tracking the upsets right now. >> we've had right rain falling on us. we've had light rain. some people were anticipating. we just got a tweet from the national weather service, new orleans. we are sensing a great bit of impatience. plenty of rainfall that is parked off of the coast from saturday to sunday. be patient and do not drop your guard. that's from the national weather service in new orleans. not a lot of rain yet. they are saying the rain is coming. the bit of good news is that the mississippi river has peeked at 17.1 feet and is already receding. it is not going to overtop the

levies. that's good news for anybody living in low-lying areas. barry is 90 minutes west of us. we're being told that heavy rains will soak that region and this region as well. we saw some flooded streets on st. john parish. we are getting reports of power outage from one of the major power suppliers in louisiana. 28,000 customers are without power. a majority is north of morgan city. there were evacuations for numerous parishes. they found the one major road in and out of grand isle

yesterday. about 70 miles south of 65 miles per hour and gusts of 75 miles per hour and higher. it is expected to hit land sometime late on saturday morning. we should tell you though that tropical winds expand out 175 miles. we're 170 miles from morgan city. if that's the kind of storm and it brings the tropical winds, we'll have some heavy rains. the rain is starting to come down here a little bit harder. you see some folks out. and about here in new orleans and bourbon street right behind me. bourbon street quieter because of the fact that a lot of places closed early in anticipation of the storm. there are 3,000 louisiana national guards men who have

been activated. they've pre-positioned food and water and high-water vehicles for rescues. which could still be possible. the ground has been saturated. we had flash flooding in the city of new orleans. now we're talking about still 5-10, up to 20 inches or more in certain area once the worst of this storm reaches yours. >> it is worth repeating that officials are saying do not let your guard town. you have to heed the warnings and stay hunkered down. i want to ask you about the current hurricane protection system. after hurricane katrina killed, you know, 1,800 people by some estimates. they started work op the military protection. what's the status on that?

>> we spoke to the corps of army engineers yesterday. they were confident that the system that's in place would be enough to withstand the ones they expect would be coming from the storm on the mississippi river. that's the main focus. they say the levee system has never been stronger and the flood gates will work and have worked. the mississippi river has been at flood stage for months now. they've been battling it since late last year. it's been incredibly high since early this year. so, you know, they are pretty confident this system has been tested. and it is holding up just fine. issues with it? of course. could it be better? of course. this is a complicated situation with a low-lying city and a lot of low-lying areas. they are confident that what day

trump will spend trivia foreign concessions as a great victory, but the actual result will just damage. at the same time it's damaged american credibility and weakened the international rule of law. maria, what did china's cheating in trade do to the belief of the free market trading? >> one example. i had the former ceo of microsoft. he said the 0% of companies in china use the microsoft system, 1% pay for it it cost microsoft ten billion dollars a year. they have been stealing from the west and america for decades. everyone knows that very few people have even thought to push back on china. this precedent is the first precedent to push back on china and keep his boot on

concerned about uncertainties and other factors weighing on the out look and changing policy. over all i would say our economy is on a solid footing. >> laura: he said he went onto say he doesn't see a serious threat of a serious economic down turn. after all this, do you think he's finally signaling a 25 point basis cut in interest rates? >> i do. i think he is suggesting we will see a cut this month or september. i would like to see a independent federal reserve not pressured. at the end of the day you have to question why, laura, six or seven months ago we talked about the feds raising rates three times. >> laura: right. >> now it's a 360° and we're talking about a cut in rates. you have to question what he was thinking then and what he's thinking now. >> laura: a rough december. all year long trump has cut the rate, cut the rate, cut the rate. it looks like he was right about this one too.

your mayor has said that folks there are experiencing post-traumatic flood syndrome. when it rains, people get super nervous because of what happened before. what happened to you in 2016 and how you are feeling now? >> oh, in 2016 our home flooded. we got about two feet of waters. three of my husband's buildings flooded. we lost three cars. it was a mess. it was a difficult time. it is very understandable. we're all very nervous right now. >> what was that like for you. it is not just having to deal with not having a car and wet house and having to pump your businesses as well. it is emotional too, isn't it? it is draining. >> oh, it is very draining. you are going through it. you see your friends and your family going through it. it is nothing that we've ever

experienced before. it completely turns your world upset -- upsidedown. now it is cleaning your home and belongings we hear there's bad rain coming and go into high alert. >> terrible, tough decisions when you are sorting through your belongings trying to decide if this is worth keeping or not. to paint a picture of what folks are dealing with in louisiana like you, louisiana the population is just 10,000. more than 20,000. sandbags have been handed out. what have you noticed folks doing to preair for the storm, charlotte? >> we've got people -- we started moving.

we've gone out for a lot of cinder blocks. in case you don't get a lot of water. we have friends moving furniture into other locations if they are fortunate enough to do that. the schools are opening the parking lots for areas that did flood can bring their vehicles. people are just so much more prepared this time than in 2016. no one saw it coming in 2016. now, you know, just driving around and you see people who are preparing sandbags. sandbags have been placed around a lot of the homes. we're hoping we're over prepared. we don't want to go through what we did in 2016. >> you certainly don't. you are mentioning really you are just noticing the human spirit really shines in the

natural disasters in this times. you mentioning the school that is are allowing cars to bring tissue to come park there since there wasn't flooding before. also we're seeing neighbor helping neighbor, aren't we and volunteers that are helping to fill sandbags. there had been 5,000 sandbags ordered by the city. they needed to open up a second location. some of the volunteers were a girls softball team. these are memories they will probably keep forever. they are helping one another. how does that make you feel when you know your neighbors are looking out for you? >> it is wonderful. this is a wonderful community. also just throughout the area there's different parishes. neighbors with the outreach of them. we were very fortunate. people from across the country

>> alex acost a ia is stepping . it's over an alleged plea deal with epstein. that was done during the bush administration a decade ago. acosta says it was the best agreement he would make. should he resign at all? why did he resign? joining us is someone who represented epstein years ago. ken starr. ken, was a plea deal really acosta's best play in this circumstance? he said that barry kirscher the state prosecuting attorney wasn't inclined to pursue the case against epstein for a variety of reasons some, we're not privy too. what are your thoughts tonight.

>> well there is an irony here. by the way i believe alex acosta is complete integrity and took one for the team today. yes, i was involved in those negotiations. it was alex acosta and the u.s. attorney office playing tough. they were insisting on conditions with respect to the plea agreement with jeffery epstein. we were arguing. i personally argued before u.s. attorney alex acosta and higher ups in the justice department that what was a hrepbgpugh in palm beach county, and under investigation by the county, were state offenses not federal offenses. laura, this is not a federal argument. don't federally criminalize this area of the law that belongs to the states.

it's a quintessential state offense of sexual roc wrong doi. alex disagreed with that. here is the irony. he was pushing for a harder kind of disposition, a tougher disposition, we ultimately came to an agreement that everyone was satisfied with but what has since happened has happened. >> laura: ken, now we learn of course there are allegations of trafficking people across state front. that would indicate at this point with apparently what the allegations are that this is now of course a federally triggered case because of the crossing state front correct. >> that would be, correct, laura. there were no allegations of crossing state front in the florida situation. so, you're right. these are accusations. serious accusations, obviously. every human being is entitled to

you. i have known you for some time, ken. that, that is just about the most high powered team i can think of. how did you get involved in the case initially? >> well, our firm was retained by jeffery epstein as part of the defense team. i was brought in specifically to argue the constitution federal points. the idea of anyone being bowled over is nonsense. nobody was bowled over. i was in the meetings. they listened respectfully. the push back was from the united states attorney office. at main justice when the matter was reviewed at our request i heard things such as you're making compelling arguments. we will defer to the u.s. attorney with the federal interest here. i firmly disagree with these
