tropical storm barry pummels louisiana after making land fall today as a category one hurricane. hello i'm jon scott welcome to a second hour ho of the "fox report." the slow moving system is now making st its way north and packing what is being described as an off the charts amount of moisture. the torrential rainfall putting flood defenses to the test in the city of new orleans. here's mayor la toya. >> we're out of the eye but we're not out of the conditions that will cause heavy rainfall for the city of new orleans. although barry has slowed also intensified while the storm surge risk on our mississippi river have passed, the primary

risk continues to remain heavy rain for the city of new orleans pl. we begin with fox team coverage senior correspondent rick leventhal on scene in new orleans but we begin with meteorologist adam in the fox extreme weather center adam. >> hey there jon barry helicopters to crawl moving to north only at 7 miles an hour but this is a system there's your center of circulation that's just a little ways off to west of laugh yet, louisiana, and the real story with this and continue to be -- and not where center of circulation is but all of the rain drug behind this system and so far stayed off coast of louisiana but it is getting much closer some of the heaviest rain is still on the way and overnight tonight -- and these are rainfall totals so far some of this coming earlier in the week and this week's of rain you can tell ground is already saturated so additional rain is starting to pile up in center of the state is going to have nowhere to go. and that's when you start to see flash flooding and flooding conditions of all sorts.

this is a future radar and really pay attention again there's your center of circulation that is taking you from tonight i'm going to run this 24 hours you see kind of that leading theaj center of circulation slowly movings i way up the state by early tomorrow morning. it is in the center of the state by the time we get to 8 p.m., 7 p.m. tomorrow evening, you're getting up towards ar at least the state border in all of that rain still being drug behind it which had means all of this moisture not really beginning to fall across the state until tonight and then running into tomorrow and there is a lot of moisture wrapped municipal this one. this is the additional rainfall likely being coming their direction. just really deep color that's not a huge area but that's as much as 15 inches of rain. more widespread and you see a big area anywhere from 5 to 10 inches of rain that could run from louisiana coast to far north and maybe further all of that rain that a five to ten inch works its way back down into the rivers -- back down to cause flooding across the huge area and in new

orleans but this is what i'm going to leave you with this is the tropical storm track as you're going to be seeing again, this storm just moving so slow as they get into sunday evening. coming post tropical depression but still sitting in portion of northern louisiana before running up into into monday and there's a slow mover, and wind are going to continue to die down but rain and that's going to be the the legacy of this. that is going to be for the next couple of days. and that's what we will be watching from the next couple of day. adam -- that was his barry is dropping massive amount of rain on new orleans with with a lot more to come. the storm is prompted this city to close all floodgates for the first time since hurricane katrina. back in 2005, senior correspondent rick leventhal is there. rick. >> and jon it is raining on us still but not too heavy at the moment the mayor of new orleans treated short time ago with no

curfew in place tonight hoping people will stay off a streets after p.m. to keep things clear for first responders should things get a lot worse. last hour we showed you the industrial canal that gave way during katrina, the levee that broke -- right here that flooded that wall that replaced that broken levee. this concrete surge barrier that circles the lower 9th much of new orleans and a lower floor flooded so many years ago you yu can see home rebuilt and 3,000 plus destroyed but so many empty lots and people go not to return. the city of new orleans remains under a moderate to high risk for flash-flooding and that flash-flood watch remains in effect through 6:00 sunday and heard from waterboard in downtown new orleans that say it is working prop orally and that he's confident that this thing will city, in fact, stay dry we

heard from coast guard affected at least 11 rescue so far and areas outside of the city of new orleans which have seen some flooding already pop we're at a thomas telling reporters that they will take greater risk when life is at stake but they also have to waive danger to guardsman and night rescues are far more dangerous. here's more from the reared a a initial. >> we're flying from long haul from the storm to be in the state of louisiana. for at least another 24 hours and look it is also very important to emphasize that the best way to get help is to call social media not the best way to do it. >> there has now also been a recommended evacuation for parish but not breached but levee and 3500,000 customers without power across the state

of louisiana that number has been creeping up throughout the night and into the day. new orleans international airport jon, also remains closed we're told tonight they hope to reopen it tomorrow and the other warning that has been heading out is that all of this rain that is being pushed through the state jon by this storm that falls on this state and faults to north of us will make its way back into the mississippi river and flow back down stream they're hoping that the mississippi river had is already a flood stage crest too much higher. rick leventhal chief correspondent. thank you. >> joining us todd, the president and founder of the united kayen navy we appreciate you spending time with us. what is job one for you and your team? >> right now it is just preparation. this so many reports of the rain that's coming this way. and hasn't come yet but right now it is just getting prepared and keeping in track with the weather and reports so we know where to go next. >> i know that the coast guard

has affected 11 rescues so far has your team been called out? >> we've had some minor rescue nothing major. more so people that have their pets that needed to be taken care of and a lot of elderly and handicap that want to get out and we need to go get their pets but right now there hasn't been rescue and been more animal getting elderly out. >> is there a -- a channel of vehicle of people use to reach your organization or do you just look for -- for people in trouble and reach out to help them? >> kind of a combination. right now we're dealing more with the government you know like they were saying best way to deal with stuff right now is calling 9-1-1. you know we're working with the local authorities here. the next best way is social media. i know a lot of people don't like social media but sometimes if your phone lines are out you have wi-fi you know, the next thing is we know areas that historically flood especially in louisiana here in contact with neighborhoods different organizations there. >> so what kind of equipment do

you have at the ready? >> right now we have high quarter vehicles you know we have big jeeps we have flat bottom boat and air a boats one thing about louisiana is a lot of our volunteers are are having their own home taken care of and we've got volunteers in -- boats from nine different states right now and a lot of these people we've helped during last three or four years of disaster in their home state so kind of like a pay if forward thing of volunteers right now. fnght so as you point out your own members have their own property to property and businesses to protect -- what are the challenges this evening? i imagine it is getting the homes stand bagged and getting things sealed with water tight as can be. last three or four dayses in baton rouge we spent a lot of time sangd bags with a lot of volunteers that came down from different states that we gave them something to do and made them go help volunteer sandbag

but biggest challenge is figuring out where rein will come to make sure where to maneuver sometimes in louisiana, these get flooded you can't get down them so we've got to make a decision sometimes on where to station. that's what we're doing right now. >> how do you avoid crossing the plien, i -- line, i mean, you don't want your rescuers to get in a situation and we're looking at video that you graciously sent us but we know that we you don't want your team to wind up in trouble themselves. how do you know when to make the call that a rescue or -- helping can be effective and know when it is too much? >> welling right now for us from our organization and biggest challenge this year we work with the government not against them. we've got more information together we can get or nor information on road closures and what assets they have and we have. so that's been an obstacle that we finally were able to cross.

next thing is we don't want to put our guys at risk a lot of times people come here to go make a rescue or get in a boat and biggest challenge is telling everybody to hold up to go rescue. we don't want to have rescue for those who don't need rescued. >> what about folks along gulf coast as this storm is on top them and expected to continue slamming them for the next couple of days? >> pretty much the gulf coast of louisiana trying to this is something we're kind of used too along coast a lot of people that stay -- all they do is hunker down. but rest of it -- when you get above the coast you know when you get like in baton rouge and livingston area and a little bit south in the home area, you know, stay prepared you know, watch the weather. you know, see the rain sb to start coming either get out or make sure your family and friends are safe. right now, the window of opportunity to get out if you're in area that is at a risk is closing -- so if you have an opportunity to

get out and think you might flood you might get out. >> todd president founder of the united cage navy we appreciate it. thank you. >> all right thank you all. well president trump also looking to help those impacted by barry approving a federal emergency declaration for louisiana. also sending assistance to help with relief efforts there. ellison barber at the white house with more on that. ellison. hi jon approved that for the state of louisiana on thursday, authorizing that dpght of homeland security and a fema to coordinate disaster relief efforts fema is authorized to provide equipment resources to alleviate the impact of the emergency the declaration says that emergency protective measures limited to direct federal assistance will be provided at 75 a% federal funding. and weather service and act aing fema administrator told fox news

pummeling with rain and leaving tens of thousands without power we have fox team coverage steve is in bay st. louis, mississippi, but we begin with jeff paul reporting live from baton rouge. jeff. >> yeah jon everyone here holding their breath as we get closer and closer to those evening hours it is that is when forecasters believe that we could start to see some of the heaviest rains which we haven't really seen anything yet there's been some light rains. there's been gusts here and there but not compared to the coast as we're just being hit with outer band of tropical storm barry now the concern is, how much more rain this town and this city can handle. this is the mississippi river, and it is already taken in a lot of water because of the spring rains we've had and they're worried that as this storm gets closer and closer to inland, that it could either slowdown or even just stall and dump more rain and more rain and there could be catastrophic flooding because of all of this rain.

we've also seen some residents out here who have called louisiana home for a long time and they say i've lived through cat 2, 3 but there was a different kind of storm we've never seen really in the history of most recent history the river being this highs according to emergency officials i have all of this rain on top of that mayor concerned about that. saying that what is happening could be a little deceiving for the folks that call baton rouge home. >> want people to be -- to be offguard i want people to continue to be vigilant, to be watchful to be prepared. because weather is unpredictable. >> you see the wind is sort of kicking up here and this happens every once and a while a gust move through and again jon these are just out per bangdz we're about 80 miles north and west of new orleans. and again, just the out per bangdz this is going to get a lot worse tonight. some forecast saying five to ten inches some saying 15 to 20 and

for some of the communities that are at more low-lying we're on a levee here so we're ninth and high but for those communities that have had historic flooding, they're sort of holding their breath they're worried about what could happen next especially as we get into the inc. hour. jon. 20 inches of rain already there. jeff paul, jeff, thank you. moving on to mississippi now forecasters predict up to two feet of rain in the southwestern part of the state. that could trigger potentially life-threatening flooding. live on the ground for us in bay st. louis, mississippi. steve. >> jon, a light rain is falling now that has been steady throughout the day already across mississippi more than 200 roads have flooded. and they're estimating this parts of this state could get anywhere from 10 to 20 inches of rain. the governor is warning that the worst of this storm is still to come. >> i had will say again to let

everyone know this storm is still comeing ashore. the eastern bands will bring more water. five inches in and around gulf coast area another five to ten inch this is way but we'll have flooding there will be more not only here on the mississippi gulf coast but southwest mississippi adding to the flood water already in the mississippi delta this is going to be a long and slow recovery. >> the state is positioning in different places especially along the coast to rescue bheem may get strapgded by water they're putting in swift boats as well as high water vehicles. vehicles about five on six feet off grouped to rescue those who might get stranded it is expected that next 36 hours to keep those rescuers very busy in mississippi. jon back to you. >> all right steve, steve, thank you. joining us now by phone tear army director of miranda warning

disaster services for alabama, louisiana, and mississippi. you have your hands more than full tonight. we do and we appreciate you having us on. >> what's the biggest challenge? >> the biggest challenge right now is, of course, is maintaining situational awareness and we do have our emergency disaster personnel postured in the correct location throughout alabama, louisiana, and mississippi at a emergency operation centers to work with our partners to make sure that we are getting the information that will help us best determine the service delivery at the appropriate time. >> so what are you equipped to do if, you know, if this rain event goes on for a couple of days and there's widespread flooding? what is the salvation army ready to do? >> in the specifically in louisiana right now where we're seeing those -- brunt of the tropical storm effect. we have actually 7 locations here that we're already postured

in the area where we have emergency equipment such as noble feeding unit we call canteen each of the units can feed by 1,000 feet so we were looking at food, hydration, at some point after a assessed and how many homes may be affected we'll look at highs gene kit and comfort kits also and cleanup kits cleaning supplies and then also from being salvation army being a church and having a ministry, we also will look at emotional and spiritual care services that we can provide. >> does salvation army get involved in opening shelters at all or do you leave that to authority authority? >> well salvation army actually every day across the country actually worldwide has shelter programs and what we were work with homeless population. and how the program down so you're in disaster of this nature. we will actually expand the number number that we would receive on

day-to-day basis to receive more individuals that get them out of harm's way that's exactly what we've been doing across the area that are threatened we've opened up doorses and about haven't accepted population as they're coming in and we will make sure to continue to do that throughout this event. >> the area where you are tonight and large swath of the midwest already had problems with flooding this year. has that stretched your resources or do you have what you need? >> absolutely not. we are actually postured all across the country too and we do this on day-to-day basis, of course. but specifically for disaster we prepared throughout the year we have equipment all across the country even just in alabama, louisiana, and mississippi we have 30 units that are already on stand by with the personnel to respond to area as we're given the go ahead from our emergency personnel safe to do so. >> if americans are inclined to help out the salvation army what can they do?

>> we actually right now are encourageing monetary donations at help salvation army.org. >> writing a check to your local salvation army chapter that's -- that's in your view the best way to help out. >> absolutely. what that allows us to do is to actually put that right back in to and stimulate economy that has been affected and we appreciate anyone who can help in that manner. >> and -- are you personally, i mean, you and your family ready for what couple of feet of rain that may be coming out of this storm? >> we are -- everyone in this area live and work by actually i'm deployed here right now from mississippi. but my family in mississippi are safe and we've taken the necessary precautions to make sure that we look at life safety but also that we can do our jobs that we are passing and passionate to do from a ministry stand point but also from a professional stand point of providing disaster relief.

power about as that means more n person per customer account that's a lot with no power in new york city on a hot day that's one of the iconic image of the radio city music hall marquee all lit up in neon normally this time of the evening. but it has gone dark radio city itself apparently without power. as you look up 6th avenue that's central park. the treeline in the distance, if you look pup 6th avenue, most of those traffic lights appear to be dark. now if you know anything about traffic in manhattan, it is mayhem on a good day. now we have saturday night, people coming into the city to -- to go into theater to go to dinner and such, and there is going to be traffic bed out there until they get these traffic a lights up and working again. new york drivers tend to be aggressive and you can imagine they're going to be a lot of people flying through those
