on, ironically, this is the 42nd anniversary of the 1977 blackout, when caused a lot of problems the night of july 13th into 14th i remember well at that point lootings widespread looting throughout city a thousand stores hit more than one thousand fires scene a sense of mayhem chaos, true out of control, and some of new york's worst days, that not at all the situation here tonight was very calm, basically people although there was anxiety people taking it in stride. i saw people out, in restaurateurs, stirestaurants being served the fourth recent blackout in the city most famous besides 1977 was back in 1965, that in late afternoon, because of a power problem in upper state new york niagara frontier in 2003 there was an isolated backout

in new york city welcome back to continuing coverage of the blackout of 2019. 42 years to the day since the blackout of 1977 we are told that the lights are slowly and we emphasize the word "slowly" coming back on in new york city, one point an area from fifth avenue west to the hudson river, north to 72nd street and south to 42nd street, was dark, that meant radio city music hall broadway plays evacuated thousands in streets meant tens of thousands of tourists pushed out of hot real-times restaurants residential areas blacked elevator rescues j.lo concert madison square garden if you can see fifth avenue

coming back to life traffic not allowed on the streets, this is the scene, inside the j.lo concert, shot by brian our correspondent there celebrating his birthday and turned into a night of work, tell us have you been able to make your way out and home at all? what is happening? >> no right now, penn station make their way up out of -- obviously, escalators not working power outage people making their way out to 32nd street pennsylvania station in midtown on 32nd between, 32nd, 34th if you look inside this is penn station amtrak along island railroad some lights on over here some screens are off air-conditioning definitely not on, people are coming down here pretty much asking whether or not their train is leaving or whether or not their trains are working.

>> talking to people telling people you know this is where your train is last train at this time, other train at this time, and that is pretty much what they are doing because ultimately, the screens here are off not working this is normally what people would see what time train comes in obviously, with power situation it is black. so people are just coming here asking questions, a little confused, asking whether or not trains are working and they are, transit working amtrak, we understand working, working, but a little bit of confusion here obviously, but the good news is that this section of penn station the lights are on, which is -- >> you made a good point a lot of confusion we see people on phones trying to figure out what is happening. is confusion turning to anger 86 degrees at 11:00 pm are people upset yet or is it kind of like we are in all this one together, and everything is okay? >> yeah, this is -- this is we're all in this together i have seen people more angry

idea if they feel as though this is enough of a test of the leve system post katrina in new orleans nor not enough of a storm to be able to make that statement? >> well it is interesting question because yesterday i spoke with the army corps of engineers they say it has been tested six months mississippi river in flood stage since november severely, since march this is the first time a hurricane hit new orleans when the mississippi river wasn't flood status more than 10 feet above where it normally is at this time of teamh year battling potential for flooding overtopping oflimit of evees for 1308 days so they that i they've been tested held up to tests this was a in fact, a good reason i for them, they are they say very confident this system was drastically improved since hurricane katrina will in fact hold against big storms.

clear it is also clear that not all lights are back on there are a lot of traffic signals that are out. still the roads are chaotic, so we would not impose know, to go out if you don't have to go out. let's all the power get back on let's stabilize the situation, because it is -- it is chaotic now on the west side certainly. i want to commend all the emergency workers who did a fantastic job the nypd state police the state power officials,s all the emergency workers, this could have been much worse. when you are talking about a city like new york, with a significant piece of the city basically suffering a blackout that could be a very chaotic situation. we saw the exact on the we saw

new yorkers at best helping other new yorkers, new yorkers getting out and managing traffic at intersections, new yorkers helping neighbors, new yorkers bringing neighbors who had medical devices that needed power to places where they could get power. so i applaud all new yorkers when things are at their worse, new yorkers are at their best at their best tonight, as i said, job one is restoring the power getting up and running. and making sure that is one hundred percent. job two is findings out exactly what happened i am going with mr. mack elvoy going to look at the first transformer that blew tonight, we have to make sure the system is designed in a way that this does not happen. when you are talking about a

blackout, or potential blackout, or a significant area of the city, having a blackout, you are -- you are really dealing with potential chaos and public safety threats, and the system has to be better than that period. period. and we are going to work with con-ed, but that is what new yorkers deserve that is what new yorkers will get. >> there has been a lot of discussion in the country about our aging infrastructure do you believe that could have played a role in this how can you draw he was that when dealing with electric grid. >> this is not a question i believe of aging infrastructure, con-ed has been routinely upgraded their equipment changes their equipment, the maintenance level is very high. con-ed is a utility, but people pay for their power. and that funding goes to con-ed. and con-ed one of their mission is to make sure the

system is always one hundred percent operational all the backups are in place, the best design is in place, so it is one substation fails you don't have a domino of over substations this is not the first time that i have been with mr. mcevoy going to look at substation in a failed, right? i have seen this movie. and the system has to be designed in a way that one substation can fail but doesn't ripple, and we have to have a system that has redunnedancy backup we are lucky tonight the emergency workers did a great job, but we don't have any reports of people stuck on subway trains that could have very well happened people could be stuck in elevators people could be in hospitals or nursing homes that don't have backup generators so this is a -- a potentially very dangerous situation. and we have to make sure it doesn't happen again, and the
