members. on our people and to defend the values of america. what is america? america is many things. a land of a great constitution which is under threat. a beautiful land that god has given us which is being degraded. values that we share that are being undermined. america is also a nation largely, but not totally, largely of immigrants. as this resolution so beautifully states, the founders saw america as a haven for refuge. people fleeing from political and religious persecution and thomas jefferson, alexander hamilton, james madison having opposite views on other subjects all emphasized that they nation games as it attracts new people in search of freedom and livelihood for their families. the resolution quotes are most

iconic presidents who all recognize that immigrants are the constant reconfiguration of america, hope, determination, courage to make the future better. those are american values. those are american traits. hope, optimism, courage and money of the immigrants when they come here with those values and those trades make america more american. franklin roosevelt said remember always that all of us and you and i especially our descendants from immigrants. president john f. kennedy who wrote that the contribution of immigrants can be seen in every aspect of our national life. president ronald reagan who said it so beautifully in his last speech as president of the united states, quoted in this resolution, if we ever close the door to new americans are leadership in the world would soon be lost.

the president's comments about our colleagues this weekend shows us he does not share those american values. these comments from the white house are disgraceful and disgusting and these comments are racist. how shameful to hear him continue to defend those words, words we have all heard him repeat not only about our members but about countless others. our caucus will continue to forcefully respond to those attacks on our members which lacks a fundamental respect for the beautiful diversity of america. there is no place anywhere for the president's words which are not only divisive, but dangerous and have legitimized and increased fear and hatred of new americans and people of color. it's so sad because you would think there would be a given that we would universally in this body just say, of course. of course.

and they are going back trying to determine what are the words that might be offensive. the speaker has to be seated on the house floor and wait for them to read back those words and then the chair will determine whether they are parliamentary him or not this resolution has been problematic from the start when it comes to address this issue and i will tell you why, they used thomas jefferson's manual on congressional procedure. that's one of the three main volumes they use here and it's as you could not use language personally offensive to the presidents. there is also something they used, this is not the speaker, clarence cannon who was a congressman from missouri. his booklet says that personal criticism of the president any window, ridicule or out of order and so what doug collins is asserting is that nancy pelosi

is out of order. you have to go back to 1985. tip o'neill was the speaker of the house, he jumped up one night. there was a kerfuffle on the floor and he demanded his words be taken down and if their words are judged to be out of order they are penalized to not be speaking the rest of the day. that is why this is so rare. >> shepard: nancy pelosi's had to there, i cleared this through the parliamentarian before i read. had she did that do it? >> it was interesting this morning she told the caucus that she was going to forge ahead regardless of what the parliamentarian thought. keep in mind they can overrule the parliamentarian and the chair and that is why they are in this pause. we will probably have a vote whether her words are ruled in order. the republicans wanting to rule

no vote on this resolution. >> shepard: what does that tell us if anything about the republicans going against the president? >> that is the problem here. this put them in a tough position. there was some thought the democrats really what this resolution, they were trying to weaponize this. either you stand with the president and that is what some republicans, especially those in swing districts having a vote on the record, or if you vote against the president you are breaking with them and maybe that takes off 16 pennsylvania avenue. it's weaponized both ways. >> shepard: did some republicans say things differently behind the scenes? >> absolutely. we have heard a lot of whispers. some throw up their hands and say this is the problem. i asked kevin mccarthy and also mitch mcconnell earlier today. they have made a point about calling out these four freshmen
