behind bars awaiting that child. >> heather: even put up $77 million of mention for collateral. >> bill: we also have the michael cohen documents are going through, let you know if anything is in there that is relevant to what we have today. we have to run. have an awesome thursday. "outnumbered" starts right now. >> harris: we begin with this fox news alert. president trump calling out the four liberal democratic congress women known as "the squad." during a fiery campaign rally in north carolina last night. but the crowd's reaction to one part of his speech is generating controversy today. we will get into it. this is "outnumbered." i'm harris faulkner. here today, melissa francis. fox news contributor, lisa boothe. host of "kennedy" on the fox business network, kennedy herself. in the center seat, jon summers, former communications director for former senate majority leader harry reid. he's "outnumbered." this will be a spirited hour. good to see you. >> jon: you as well.
9:01 am
>> harris: let's get to the news. president trump not backing down in his feud with the so-called "squad" of progressive democratic argus. despite the upper over his recent tweets for them to "go back to where they came from." as rally in north carolina last night, he said their views are bad for the country. watch. >> they are telling us how to run it. i do this, how to do that. you know what? if they don't love it, tell them to leave it! [cheers and applause] >> harris: the president listed a series of quotes from congresswoman ilhan omar, whose family came here from somalia when she was a teenager. the president accused her of minimizing the 9/11 attacks and being anti-semitic pay the car broke out into this chat. >> obviously, and importantly, omar has a history of launching vicious anti-semitic.
9:02 am
>> harris: the president did not directly acknowledge the chance and continued his speech after a brief pause. omar responded by treating a picture of herself in the house chamber with a waving hand at moji and the message, "i am where i belong, at the people's house. and you are just going to have to deal." democrats seized on the moment to step up their attacks on the president. >> to sink to the level that he sank to, "if you don't like this country you can go back to where you came from," to me it's a new low. >> we need to condemn this kind of blatant un-american racism. >> harris: and a republican also expressed concern. congressman mark walker of north carolina treated this. thought it was brief. "i struggled with the "send her back" chant tonight, referencing
9:03 am
representative omar. her history, words, and actions reveal her great disdain for both america and israel. that should be our focus and not freezing that's painful to our friends in the minority communities." republican senator lindsey graham says that america is congress woman omar's rightful home and that he didn't like the chanting, but also defended the president. watch. >> i don't think it's racist to say -- was it racist to say "love it or leave it?" i don't think a somali refugee embracing trump would be asked to go back. if you are racist, you want everybody from somalia to go back because they are black or muslim. that's not what this is about to me. what this is about to me is that these four congressmen, in their own way, have been incredibly provocative. >> harris: jon, this incendiary day four. >> jon: it sure is. what was really telling in senator graham's response is, "for me, this is what it meant." that's what we see from
9:04 am
republicans right now. "for me, this is what it meant." that's not what it meant for president trump when he treated it. it's not what he meant when he said it. >> melissa: how do you know that? >> harris: how do we know what the president meant? >> jon: because plenty disagree with him. this is a president to run his campaign criticizing many aspects of america. it doesn't mean he hated america. i don't think he hates america. but he criticized a lot of things he thought were wrong. that's what these numbers are doing and what a lot of members are doing. >> harris: here's my question to you -- it was the question of the house floor. >> jon: he's not telling of the others to go back. he's telling these four minority women they should go back to their home countries. which, by the way, their home country is of course america. >> harris: we've obviously establish that. they have to, by birth. we've talked about that all week. what we were asking on the house floor and what i've been asking since monday. hey, do we take account for some of the anti-semitic and offensive words that people in the left side of the aisle have said? should there have been some sort of resolution quebec that's. b, here's the thing -- can you separate with the president
9:05 am
said, which i even on this couch has said it's racist true. we've seen it. it's offensive. can you separate those words from calling the individual a certain name? can we get there? kennedy? a >> kennedy: i think if you're going to condemn one, you have to condemn all of them. i think democrats made a mistake when they have the resolution against ilhan omar, of not being more specific and condemning exactly what she said. >> harris: you mean actually naming her? >> kennedy: yes, naming her in singling out the language and white was offensive. i think the resolution against the president would have carried more weight. because they are the same kind of trope. there are essentially the same thing. what i will take an issue with, everyone who is running for president doesn't run on, "hey, this place is awesome! isn't this the best? i want to be part of a neat team!" no, what they say is there are specific problems we have in they are going to solve it. that's every person is of a run for president. >> harris: "i'm the one who
9:06 am
can solve it." >> kennedy: the differences with people like rashida tlaib and ilhan omar, they see structural flaws with america. particularly with foreign polic policy. the only way of fixing structural flaws is to bring down the entire structure as opposed to, when you have policy flaws or personality flaws, like president trump saw with president obama and some of his foreign policy -- >> jon: do you think their goal and congress is to bring down america? >> kennedy: i think their philosophical aim is to take the american system as they see it and turn it on its head. that is what structuralism is >> harris: here's what we know -- representative ayanna pressley says much. she told net roots that black people, brown voices, brown faces, black faces, we should all have the same type of lingo going on. otherwise there is no room for it in congress. i'm paraphrasing.
9:07 am
you can look it up on their website. she said that all voices who look the same should sound the same. to further kennedy's point, that the system is broken. so why should anybody settle for a broken system? so, yeah, i think the goal is -- based on what they are telling us -- >> melissa: another thing she said yesterday that got lost in the shuffles of the federal reserve hasn't done a good job -- hasn't made the monetary system safe. i'm paraphrasing what she said, but it was -- it was shocking to me as somebody who covers financial markets. because that's just categorically incorrect. but it speaks to the sort of thing you are saying, where they do want to dismantle the system. i think words matter. but actions are another thing, in the sense that i can threaten to kill you and that's an awful thing -- >> harris: please don't! [laughter] >> melissa: actually killing you is much worse. but you hear what i'm saying? actually killing you was much worse. with the president is doing here -- which, that might be really and comfortable, i did not like that last night at all -- what he's doing here, he has a habit
9:08 am
of pushing your buddy together. so now you are thinking of aoc and ilhan omar and all the democrats. when the dust settles any picture them as one, everybody forgets how we got there. >> harris: i want to get lisa into this conversation. >> lisa: i agree with what melissa just laid out there. and i do think that's the objective of the president in sending this tweet out. you saw previously nancy pelosi was attempting to distance the democrat party from these four members of congress. the reason being, we recently saw axios report on the poll that found alexandria ocasio-cortez and omar are becoming the defining faces of the democratic party with critical voters. so, working class white voters that -- >> harris: with that poll particular. >> lisa: critical to president trump winning michigan. macomb county. but they went to trump with those voters. those two are becoming the
9:09 am
defining face. that was the objective of president trump in my perspective, turning to elevate these numbers. you see republicans giving interviews, what are they saying? "nancy pelosi's no longer the speaker, it's alexandria alexandria ocasio-cortez, it's omar." and the reason they are saying this is because these numbers are toxic to so many voters around the country. >> jon: can we go back to what you talked about about actions matter? because i do think that's an important point. we saw on this stage last night was a missed opportunity for president trump to actually be presidential. he could have had a john mccain moment where he could have said, "you know what? no. stop. these people of america." which, of course, he saying the exact opposite. "these are good americans here serving their country. let's not say to send them back." he could've had that sort of a moment. but instead he embraced and allowed to happen, as he continues to -- >> harris: why couldn't he see what he felt? that he thinks these people to all of america? "however --" and stop at that point? why do you have to rewrite history on that? >> jon: to your point, can we
9:10 am
rise above it? it can't be actually stop attacking people? >> harris: i want to rise above the trope, but we can absolutely all day long have a conversation where we don't agree. just to make each other feel better? it's not about that. >> melissa: good point. >> lisa: the previous statements he brought up, that represent of omar has said, that's true. she did minimize 9/11. she said that some people did something that provoked response within your posts with images from 9/11. she did in fact write a judge seeking leniency for many wanted to join isis. these are things that happen, thinks she has said. the things he said last night about her are true. go look them up. they are facts. >> melissa: we will have much more to discuss on this, no doubt. the house overwhelmingly voted to table artex impeachment again president trump. commitment al green introduced the measure yesterday, citing the president's recent attacks targeting "the squad." it was his third try at peachpit. republican leadership immediately responded with a
9:11 am
motion to table it. president trump responded at last night's rally. >> i just heard the united states house of representatives has overwhelmingly voted to kill the most ridiculous project i have ever been involved in. the resolution. how stupid is that? on impeachment. [audience reacts] it's a disgrace. [boos] so now we have that behind us. >> melissa: 137 137 democrats joined republicans to block the articles of impeachment, while 95 democrats voted against the motion to table, despite house speaker nancy pelosi's attempts to shift focus away from the subject. the vote revealing that rift extending to house leadership, as high-ranking democrats david sisley and catherine clark both voted to keep the articles alive on the floor. judiciary committee chairman
9:12 am
jerry nadler says he voted against the motion so the articles could instead come to his committee for further review. what do you think is the right move on this, jon? >> jon: i think it's exactly right. i'm glad it worked out the way it did yesterday. i think it should have gone to the committee first. obviously, i believe the president needs to be held accountable for driving racism in this country. as he has done. as i just said, i think the outcome was the right one yesterday. so clearly my answer to that is no. but i do think he will have his opportunity to be held accountable when the election comes, in terms of impeachment their investigations are taking place regarding the mueller report. let's get that to play out the way it needs to. the way things worked out yesterday was absolutely the way it should have. >> melissa: kennedy? >> kennedy: it's interesting, because it does show that the more we talk about impeachment the more it shows there is a rift in the democratic party. nancy pelosi is trying to herd cats. she's trying to corral vastly different points of view and
9:13 am
personalities. at the same time, she has got to focus on 2020 because she has to get her entire caucus reelected. she will try to pick up some seats. at the same time, try and take back the white house. that's impossible when you have people like al green running around campaigning for mike pence to be our next president. because the thing that so many democrats still don't understand is that's what happens. nancy pelosi is not going to become president of the united states. >> melissa: have a little bit of breaking news. we have minority leader kevin mccarthy, right now addressing some of these points. let's listen to what he has to say. >> we will never have socials in here, and that's why he is fighting sorry. i think it's wrong to challenge this president when you look look ae first lady is foreign-born, as well. the question is -- reported mike last night as we were hearing these chant play or less, the president -- >> he moved on with his speech. report back if there is no place -- does the president have a responsibility to cut this out? >> for those of the event -- i was not, i didn't see it -- but

a two-year debt ceiling increase, topline numbers for two years, and a need for offset. is that where you see this agreement headed? in the second question is on even vocal on your concerns about the social me to put forms. you agree with democrats that this cryptocurrency needs to be stopped? >> let me get your first question first. yes, i have been talking quite often with the secretary of treasury. we are working toward getting an agreement that we can move through on our appropriation bills from the caps. but we also have to deal with the debt ceiling that's coming up rather quickly. it could actually hit on the first week we come back in september, so we don't want to put that in doubt in any shape or form. nothing is fully agreed to until everything is fully agreed to. but one of the concept is to have a debt ceiling -- >> melissa: that was house republican leader kevin mccarthy there, holding his press conference. we wanted to mantra to see if you dressed anything about last night. he was talking there -- getting some questions about various

issues going on in the house. about the president's comments on the squad. we are trying to listen in to see if there's anything additional that he's going to say, to address this. to date, not many were republicans of call the president on the carpet about what he said. saying that he is personally not a racist. sorry? okay. let's bring it out to the couch now. candidly, what did you hear? we were looking at markets because he was talking about there at the end about monetary policy. >> kennedy: is. also, as you discussed, with rashida tlaib, discussing modern monetary theory yesterday as well, and how the united states can keep spending because we can just keep printing. and that's how the world works in this imaginary universe. [laughter] unfortunately the markets do tend to react to some of this news. >> harris: kennedy, would you forgive me? it partly people are watching television and they know that we are carrying all this. revisiting of omar for moments
