1:06 am
>> we have a president who is responsible who is not taking that responsibility and doing nothing to address the deepening crisis of this kind of violence. >> no question that white nationalism is condoned at the highest levels of our government, you know, when -- >> meanwhile president trump says hate has no place in the country offering condolences in ohio and texas and praising law enforcement and saying more has to be done to stop the violence. >> i want to extend our condolences to the people of el paso, texas and dayton, ohio. spoke to members of congress about whatever we can do and has been going on for years, for years and years in our country, we have to get it stopped, hate has no place in our country and we are going to take care of it. i spoke with -- >> he also announced yesterday

1:08 am
moore says that finding an answer will require both political sides to work together. >> donald trump is no more responsible than this kind of shooting than bernie sanders was for scalise shooting, it's not enough for the president to put -- we have a big problem in this country, we should have a national commission, a bipartisan commission of leaders who know a lot about how to reduce violence in this country and dealing with issues like mental health, you know, reasonable gun restrictions and weapon restrictions, issues of security, how do we keep people safe at malls, at schools, you know, supporting events and these kinds of things, i'm sure experts can come together and find reasonable solutions to keep america safe. heather: by the way, the last major gun legislation to pass congress was the so-called assault weapon's ban that went bo effect from 1994 until 2000.
1:09 am

1:11 am
the dayton gunman had no recent warning signs, how does law enforcement prevent or try to stop these two very different threats? former nypd officer says police and the public need to work together and he's here live up next.
1:12 am
1:13 am
1:14 am
>> you're watching "fox & friends first", fbi now investigating the el paso shooting as domestic terror incident citing manifesto with racist rhetoric while in ohio we know that that gunman was kicked out of school, suspended from making a hit list of classmates that he we wanted to torture and kill, so how will police be investigating the crime, here to weigh in former nypd lieutenant, thank you so much for joining us today, we appreciate it. lots of people all across the country looking for answers, do you have any?
1:15 am
>> well, my answers are how we can better protect our society as a result of these types of incidents moving forward, how can we use this as teachable moment and one of the first things that i focus on when i look at the el paso shooting, the social media companies, they need to buy into a strategy with law enforcement so they can apply that information that they receive online to police so they can have a more rapid and effective response moving forward. heather: how would they do that, looking for keywords, someone like the suspect, we are not naming either one, like the suspect in the first shooting when he posted the manifesto, that information could be given to law enforcement, kind of giving you guys a heads up. >> algorithm as you mentioned keywords should be captured and should be immediately forwarded to law enforcement. we had an issue with that -- with san bernardino shooting where the social media companies and i want to say apple were
1:16 am
unwilling to introduce the information. this falls turned purview of fourth amendment, i understand that we are constitutionally protected in certain components but when there's a dangerous element that can impact on society, i think all of that should go out of the window and we should maintain partnership which is social media companies and law enforcement and that's clearly not in play. heather: what about the second incideend where the suspect very similar to what happened in florida, had a kill list reportedly in high school, he was suspended, then allowed back in. we don't know of anything else that happened to him after that. >> it's interesting, we see a dangerous connection with nikolas cruz shooting and parkland, we had kill list for suspect of ohio, begs the question why didn't people focus on him and have some type of surveillance on him moving forward in terms of, look, this is a clearly a dangerous person and committed horrific act, in that note, i want to tout my
1:17 am
salute to officers in ohio, they had response in under a minute. look at this, this guy killed 9 people and shot 16 under a minute, imagine that those officers took 5 minutes which isn't bad response time but he was captured -- he was neutralized in under a minute and it really, i totally salute law enforcement. they happened to be at the right place at the right time. heather: reportedly the weapon he was using had the ability to fire over 100 rounds, do you think something like that should be allowed or is it allowed, is that illegal is what i'm asking? >> he had an ar15 semiautomatic rifle, civilian component of m16 that military uses in places like afghanistan and iraq, but what we had a drum magazine, large capacity magazine, that's the capability of holding upwards of 100 rounds, begs the
1:18 am
question, a lot of people mention gun control, i don't think this is a gun control issue, i think this is a human factor, here we clearly had a searches sock owe path that went out and committed horrific murder and killed sister in the process of horrific act, one of the issues where it's a societal issue and we need to focus on fortifications from law enforcement and as i mentioned social media although social media didn't play a role here but law enforcement could have done -- i say could have done, it would have been enhanced situation had the school provided this information with law enforcement with kill list moving forward. heather: thank you so much for joining us, i know people will talk to you throughout the day to get more answers to what happened. >> always a pleasure, unfortunate circumstances but thank you. heather: plutly, dr. -- absolutely, lawmakers on both sides of the aisle are waking on

>> hate has no place in our country and we are going to take care of it. i spoke with attorney general -- heather: president trump condemning the deadly violence in both ohio and texas over the weekend as the gun control debate rages on in washington. carley shimkus with fox news headlines 24/7, siriusxm 115 is here with reaction from lawmakers on both sides of the aisle, people really looking to see what people have to say. carley: that's right, many lawmakers condemning white supremacy while democrats are calling for stricter gun laws and even blaming president
1:23 am
trump. senate leader mitch mcconnell by praising law enforcement, sickening to learn of mass murder in ohio, two horrifying acts of violence in less than 24 hours, we stand with law enforcement as they continue working to keep americans safe and bring justice. >> democratic front runner joe biden accused president trump of cuddling white supremacists adding we are in a battle for the soul of this nation and in this moment we all have a responsibility to declare with conviction that hatred and bigotry and white supremacy have no place in america, we will give hate no safe his or -- har, ivanka trump responded, evil that must be destroyed. meantime bernie sanders calling for lawmakers to enact stricter gun laws tweeting, more than 5 million assault weapons out on the streets of america which is more than the u.s. military has, that is insane, we must ban the

sale, distribution and transfer of assault weapons in the united states. sanders also throwing support behind a gun buyback program, house minority leader kevin mccarthy also calling for action but vague on the details, quote, no one in the country should fear going shopping or going out on saturday night, these monsters acted out of pure hate, we must not allow the evil to ever happen again, all americans lift up the families that are mourning and we thank the first respond whores acted so quickly. expecting to hear more from president trump later today, when speaking with reporters yesterday, he said that perhaps more needs to be done to prevent gun violence. heather: it'll be interesting to see response, a lot of folks as you mention calling him out because he did not have a response this weekend, one of the things he can do and democrats are calling for is to reconvene congress and he can do that under extraordinary occasion.
1:25 am
>> lawmakers are saying that we want to leave the august recess and go back and act this bill that already passed in the house. heather: which was in 2004, banning assault weapons. >> enact universal background checks. >> let's get back and talk about it. >> the nation heal as well if we see lawmakers coming together. >> we will talk about politicizing the issue coming up. brand-new surveillance video showing the moment that police take down the shooter in ohio while in texas we just learned some chilling new details about the man who opened fire killing 20 people, we are live on the ground in el paso up next. plus, iran, other news to follow, iran claiming that it has seized 3 oil tankers in 3 weeks, how should the u.s.

heather: we are back with fox news alert for you, vigils across el paso paying tribute to 20 lives senselessly lost in wal-mart shooting, this morning we are learning more about the victims and gunman's motive. ray is live for us in el paso as the fbi investigates the shooting as domestic terror, good morning, ray. >> good morning, there's a growing memorial behind me where even in the late hours people are still stopping by to pay their respects, el paso has a very large hispanic catholic community so a lot of the momentos being place right side religious in nature in particular candles of our lady of guadalupe, last night silent march that ended with a vigil, community leaders former congressman beto o'rourke spoke

out against violence and hate, they also remembered the victims like jordan, she died shielding her 2-month-old baby understandably family is devastated. >> i give my life and trade for hers. [inaudible] >> we are still waiting on an official list of victims from the el paso police department but méxico's foreign affairs secretary has released the names of 7 mexican citizens in the attack, every single day tens of thousands of people go back and forth between juárez and el paso, work, school and fun, the relationship between the two cities is so close they have an official sister agreement but the shooter was not from el paso and in a manifesto he said for

immigrant community, this anglo man came here to kill hispanics in this day and age with all the serious issues we face, we are still confronted with people who will kill another for the sole reason of the color of their skin, now the u.s. district attorney for texas says they are treating this as a domestic terrorism case and they will pursue hate crime charges, the fbi is assisting with that investigation. >> hate crime and domestic terrorism, so investigate and all federal charges and determine the motivation behind this. >> the el paso district attorney says his office will seek the death penalty, back to you.
1:32 am
heather: live with the latest, thank you, ray. well, to another fox news alert for you, police releasing brand-new surveillance video showing the moment that is a gunman opened fire on the packed street in dayton ohio killing 9 people, we want to warn you this may be disturbing. [shots fired] heather: that's disturbing, another surveillance video showing a crowd of people running for cover, you can see officers racing towards the gunfire before confronting the shooter and saving countless lives, the shooter was wearing mask, bullet proof vest, ear plugs when he opened fire with rifle capable of holding more than 100 rounds, we are also learning the names of 9 victims, one of them megan bets, the gunman's own sister, family and

friends gathering for a vigil. >> i never want to feel that again, i never want to be in the situation where i'm waiting for my friends to take me back. >> found out that i just missed this, i don't know what to call this, horrible tragedy. heather: memorial set up in front of the bar where that shooting began. just hours from now president trump is set to address the nation following the two mass shootings in ohio and texas, the president condemning the attacks that took the lives of 29 people. >> i want to extend our condolences to the people of el paso, texas and dayton, ohio, spoke to members of congress about whatever we can do, hate has no place in our country and we will take care of it. heather: many democrats are demanding majority leader mitch mcconnell reconvene the senate
1:34 am
this week to vote on bill to require universal background checks for gun owners. as the president prepares to address the nation, méxico could be preparing legal action in response to the shooting, now the country's foreign minister claims the u.s. failed to protect mexican citizens during the massacre, an american man is in custody accused of targeting hispanics in what is being investigated as a hate crime. at least 6 of the 20 victims were mexican citizens. some other news headlines for you, iran's revolutionary guard seizing a third oil tanker in persian gulf along with the 7 crew members along board, state media claims they were carrying 700,000 litters of smuggled fuel, what would it take to get the rogue regime to stop aggression, national security analyst rebecca grant to weigh in, thank you so much for joining us, dr. grant, we appreciate it.
1:35 am
>> good morning, heather. heather: let's begin with sphraiment iranian revolutionary guard on the oil tanker seizure, they are saying in their statement that the operation was in persian gulf in coordination with iran's judiciary authorities, the tanker was carrying 700,000 litters of fuel along with all of 7 crew members were seized. what are they up to, third time in many weeks. >> there's a lot of smuggling in that area but iran is trying to use blackmail to keep pushing the european partners, friends in germany apart from the u.s. while the u.s. applies maximum economic pressure. iran is trying to get diplomatic isolation and push them apart and using this blackmail to do it. heather: when you say blackmail, i thought that was interesting you say that, obviously they are
1:36 am
expecting, they are wanting something in return, what are they expecting and who has the ability to give that to them? >> well, this may sound crazy but iran wants britain, france and germany to give them more trade and mechanism and literally make it up to them for the impact of the u.s. sanctions, that's the diplomatic when that they are trying to drive between u.s. and european allies because of the economic pressure, that's what iran says they want. heather: so you also said we need to draw a red line in the sand to protect all of the shipping that goes back and forth through there, what would that red line be and what do we need to do. >> yes, because iran's strategy is to use its naval forces to provoke and escalate the crisis, i think it's time about drawing the red line put in strait.
1:37 am
iran is a member of that, that red line would really start with guarantying surveillance and escort of certain vessels but we need britain and others to make it happen. heather: when you say get on board, what do they need to do to help the situation? >> they have to decide that they want to take the task escorting in some cases their own ships, britain, france and germany has had important with brexit going on, not easy thing to arrange, britain needs to show that they can protect their own ships and they need to start working with the u.s., i think in this case we have seen this is not something that the european 3 can handle on their own, too big of a foreign policy problem at this point. heather: what about russia and china? >> russia and china are loving every minute of this, sold iran a lot of small boats that they
1:38 am
use for harassment. the more wedge between iran and europe and driving with europe and the u.s., russia loves that, they like the conflict, it suits them but that's why we have to keep on the maximum economic pressure and look for diplomacy to look in the long run. heather: are we the only ones putting the pressure on them at this point, what is the un doing? >> well, the un has atomic agency and they have nailed him for enrichment that they are doing and very worrying iran is talk about restarting the iraq reactor which they had discontinued under the iran deal. heather: right. >> businesses have really pull addway from iran, that's been very important in this so we see our allies starting to talk about how to improve the control of the sea in that strait. heather: let's hope that they manage to do something before we have a fourth incident. dr. grant, thank you so much for
1:39 am
joining us, we appreciate it as always. >> thank you, heather. heather: time now is 20 minutes until the top of the hour, and democrats say republicans are trying to take health care away from americans, but the white house maybe weeks away from unveiling a plan of its own to reform it, so what would trump care look like? we are taking a look. >> november 2020 election isn't -- it isn't a beauty pageant. heather: brains over beauty who is calling that she's only being recruited for her looks. one of the benefits we as a country give our veterans is eligibility for a va loan for up to 100% of your home's value. so if you need money for your family, call newday usa.

1:43 am
explains how it fits into the president's reelection strategy. >> the white house wants voters to know they've got a plan, the wall street journal reporting president trump could unveil a new health plan during speech in september, and could include providing coverage for people with preexisting conditions, expanding house savings account and offering more insurance options even across state lines, health care is among the most important issues for 2020 voters, according to fox news poll came in third behind immigration and the economy, this as democrat candidates accuse gop of wanting to take away health care for all americans and argue over what would work. >> obamacare is working. >> your plan does not cover everyone in america, by your staff and your own definition.
1:44 am
>> we pin democrats against each other while he's working right now to take away americans' health care. >> the journal is reporting the president has not signed off on anything just yet but he will talk about his administration's progress on securing and improving medicare at event in key battleground state of florida tomorrow. heather. heather: joining us live, always great to have you with us, thank you. fox news alert for you, politicizing tragedy we have been talking about it, two mass shootings in less than 24 hours and instead of taking action, democrats would rather play the blame game. >> donald trump is responsible for this. >> white nationalism is condoned at the highest levels of our government. >> he encourages it. heather: so is now really the time for this kind of rhetoric, we debate it up next.

heather: welcome back, you're watching "fox & friends first", 2020 democrats blame president is responsible. >> white nationalist is condoned at the highest levels of our government. >> he encourages it. >> there's a consequence to the words that the president of the united states speaks. >> there are mentally unstable people in the country who see that as a sign to do -- to do terrible, terrible things. heather: but is this really the appropriate time to push their political message? here to debate new york city councilman joe and former obama administration appointee steven, thank you both for joining us. >> good morning.
1:49 am
>> steven,i will begin with you is this appropriate at this time? >> well, telling the truth is always appreciate and making sure that it's condemned at every level of government from people across the aisle, this really shouldn't be a partisan issue, this is a public safety issue but when the administration kind of is condemning white nationalism, meaning to call that out for what it is, this isn't a new thing, this goes back all the way to charlottesville and any home state of virginia where the president was mushy when condemning the white supremacists action, david duke were there to fulfill the promise of president trump. heather: he did condemn david duke, you're right, goes back to previous administrations, not just the president trump's administration, let's be fair and show what president trump did say in regards to the shooting. >> i just want to say that these are two incredible places, we
1:50 am
love the people, hate has no place in our country and we will take -- heather: we expect to hear from the president today on these two shootings, do you think it's fair that it's already being politicized? >> you know, you did hear the president condemn the shooter as he should, both shooters in both incidents, you should hear the president try to be the leader of conveying the national sympathies and the national concern over these issues which seemed combined guns with mental health, what you shouldn't hear is what you do hear from all 2020 democrats, blaming president trump as person for shooting just like it would have been hard to blame dayton shooter to elizabeth warren because there's evidence that he was supporter and blame to -- the obama presidency, it's sad
1:51 am
scoring political points and trying to run up the score for 2020. >> steven, your response to that? >> well, i think -- it should be condemned across the aisle, do i hope the president takes time today to come out and condemn those who would take his words as motivation to come out and commit such heinous acts and then when you look at someone who allegedly has manifesto that parrots the president's motivation, what the president should do is take it to the next level and say no one should take anything i say as a motivation to commit violence, that should be the message and so i guess we will see whether or not the president shows that kind of leadership later today. heather: how does it help, though, i will stay with you steven for just a moment, how does it help to continually call the president a racist, how does that help the situation? >> i think we are, you know, calling spade a spade and when
1:52 am
we are talking about, one study done, university of north texas, they talked about in places where the president had gone and done a campaign rally with over 200% more likely to have hate crime than locality that hasn't, there's a correlation there that is, you know, worthy of attention and concern, you know, heather, democrats are fast and loose with the allegations of racism and stuff like that, i will give you a great example, bill de blasio blamed the far right for antisemitic hate crimes, those hate crimes are having in central brooklyn. the one place on earth where there probably isn't a republican within miles. you see democrats all over the country trying to use the opportunities as moments of advancing and agenda and trying to advance narrative and when it doesn't fit the case like in the case of dayton shooter, you don't hear much. >> the president has no problem and spends more time focusing on freshmen members of congress
1:53 am
than he does extremism and white nationalism, that should tell you all you need to know. heather: we do no the manifesto allegedly from the first shooter he did say in that that had feelings prior to trump administration and we know that the second shooter as you said, joe, was linked possibly to elizabeth warren, but we are talking about this and there's still so much more to come out, joe and steven, thank you very much for joining us. >> thanks for having us. >> the time now is 8 minutes until the top of the hour, too much to handle, sensory overload bringing democratic socialist convention to screeching halt. >> personal privilege. guys, we can keep chatter to a minimum, i'm one of the people that's prone to sensory overload. heather: back to back moments of hypersensitivity and this is nacho average catch, going viral this morning, how about
