jillian: in ohio we know the gunman was kicked out of high school for writing hit list of classmates he we wanted to torture and kill, so the question is how do police keep safe with two very different scenarios here? rob: joining us former nypd, has been with all covering the shootings, we will start with el paso, you have 20 people killed, suspect that's still alive, arrested it seems without incident and you also have potentially this manifesto which are starting to say it is linked to this person, a lot to go on there. >> yes, amazingly so the suspect taken into custody in texas alive, primarily because he ran out of bullets, when we talk about the manifesto we see dangerous similarities in this and what happened to in new zealand, racist gunman who shot people, that's not who we are as americans, moving forward fbi investigation will focus on this as premeditated cause for the horrific acts that he committed in el paso.

jillian: you know, that's not who we are as americans, crime happening within our own country and i think that's what's getting so many people right now, how do police number 1 protect us, number 2, get ahead of stuff like this? >> social media needs to put -- social media organizations need put together algorithm to capture keywords and immediately get the information to law enforcement and they can interject the individual accordingly. the partnership is one, second thing is fortifications, we look at the active shooter protocols, this is becoming a new normal. we need to focus on protecting ourselves when we go into these large-scale areas such as wal-mart and how can we effectively get into covering and concealment, i give you

example of department of corrections, they localize and corner off the area and focused primarily of the area where the incident is occurring, so the spillover is not going all throughout the store. this is something that's more, -- agencies are using tactics. jillian: there were mexican nationals. rob: home-grown terrorism. >> when you mention the mexican component, that was something that was mentioned in manifesto. rob: yes, let's move to dayton because this one has a lot per questions, this one is relatively confusing especially when you think about the fact that the killer shot and killed his own sister, in your opinion does that lead you to some -- there's got to be motive that involve it is sister in this because that would be too strange to be a coincidence here?

hefty price tag, medicare for all. we've heard it before, we move onto kamala harris, but today, this week, she put forth her plan or her rough outline before the debate and she really wanted to appeal to the poll where it says essentially she's not canceling private insurance but that's a little -- that's misleading. well, kind of. it's very misleading, she's canceling private insurance as we know it. they'll be no more employer-sponsored healthcare but you'll be able to have private insurance, you can have a private insurance that gives medicare plans so they have to follow very strict guidelines and rules set forth by the government, so therefore you can have your private insurance but government plan, does that make sense? she wants to appeal to the voters by saying, no, no, you get to keep private insurance but really not because it's a government plan.

jillian: do this in 10 years? >> well, again because she's being a little bit of a realist knowing you can't do it overnight, bernie sanders' plan 4 years is not practical and realistic, by giving it 10 years that's longer than presidential terms, it's never going to come forth but has to put something in the debates, for me she's all politics and i don't really see this as clear plan. it does -- she says that -- she raised her hand illegal immigrants should be covered however that's not in her plan whatsoever, we have no idea what she officially stands on that and she never said how she will rein in cost, joe biden said at the debate that it'll cost $30 trillion and she didn't rebut that but nowhere in her plan are dollar signs, we don't really know, it's a loose outline. many go to former vice president joe biden and, you know, i don't want to say that he wants to build on the affordable care act because he wants to have biden

care but essentially will be similar to the affordable care act, reinstate the individual mandate which we know has been unpopular amongst voters, you're going to be able to buy into certain plans, he is expanding in the sense that he wants to allow people to now buy into a government option, so if you want the government plan, you can buy into that which will help a lot of people who found themselves only with one option on the individual exchange because now that they -- they would have the option to buy into a government provided plan, is that a good idea, no, but will help marketplace make private insurers bring down costs. now he has said that illegal immigrants should absolutely receive emergency care and when they're in need, that's already in place right now, anyone can show up to the hospital and we have to provide care. in an interview, he mentioned that his plan, he would allow illegal immigrants to buy into the government option but they would not be allowed to have federal subsidies, i haven't seen that written anywhere, so,

again, what they're saying and once they are actually going to offer i'm not sure, but that was proposed with the affordable care act and that failed miserably after multiple votes, whether he can get that passed, i doubt it. >> thank you. rob: all right. jillian: we are coming right back. stay with us.
