of any major country in the world, decent rate numbers and very robust consumer confidence, you can see it in the spending numbers here, i feel pretty good, certainly things we can do, the number one thing congress can do is ask what the president asked them to do and pass the usmca, the trade agreement between méxico, canada and the united states. those two countries, by the way are much bigger trading partners than even china which is significant partner and we need to continue to press on that front, but, gosh, we ought to get that bill moving, they have the votes in the senate, has to start in the house, squarely up to speaker pelosi if she will put it on the floor, we have more enough republican and democratic votes to pass it. >> yeah, as you mentioned this very important, bringing something up, a lot of focus on china but also big and something the farmers are thinking about, we will talk to a farmer little later on in the show about it. what about there in the mid wrest, -- midwest, do they have

patience? >> they do, they would prefer free market, over 13,000 farms and ranches, something we feel, they think the president is doing the right thing, standing up to chinese, we've all known this needed to be done for quite sometime, it's ironic to listen to criticism, the president has been doing a lot of things that they've been urging presidents to do republican alike for many, many years, some of the criticism is certainly election year motivated, shall we say. >> i do want to touch on china before, we go, of course, further talks for next month, president trump expects confidence in u.s. economy that the u.s. economy can withstand the trade war, back and forth between america and china better than the chinese economy can, your thoughts on how long this is taking, extended back and forth with china.

>> china has horizon time wise and frankly they've had a free run ever since they got wto in early 90's, so they just frankly haven't played by the rules, they've exploited the system, by the way, it's not just us saying that most countries in the world will tell you same thing and i think there's an opportunity here for the united states to work with other countries who also have found that the chinese predatory in trade practices, you know, prone to steal your technology and engage in intellectual property theft as well. so, again, i think the president has a strong hand, the american people need to be patient on this, i think they'll bring a good deal home but i would be surprised for chinese to give up easily when things have worked for them so well so long. >> yeah, and there are folks on the other side of the aisle, congressman, thank you. >> molly, thank you. >> democratic options to spin the economic numbers come 2020,

strategists and former obama campaign spokesman zach joining us from the sunny shores of california on sunday morning, good to see you, my friend. all right. >> good to be here. >> facts are pesty things, facts, there's not been incumbent president who has lost reelection in a good economic times since world war ii, reasonable people can agree we are in a good economic time, how do democrats do it? >> well, i'd actually think there's a couple of way that is they could do it, first off, you can make hillary clinton was running and many expect third term of barack obama and even though the economy had turned around and i think we do have something something that's pretty different in this time that we've had historically which is people aren't quite feeling the economic growth in the same way, lower, and industrial midwest which would be the state that is carried the election in 2020. leland: is there a fine line for democrats to walk when you have somebody like bill mahr saying

this? >> i've been saying for about 2 years that i hope we have a recession, i'm just saying we can survive a recession, we've had 47 of them. yeah, a recession would be worth getting rid of donald trump and these kind of policies. leland: beto o'rourke trump is driving us into a recession, congressman from texas yesterday trump is accelerating us into a recession, sounds like democrats are hopeful for it? >> i think it's one thing to say that you believe that the president's policies are bringing you into a recession and some things that haven't been helpful but totally inappropriate to be rooting for a recession. leland: can you understand how it sounds that way? >> with bill mahr is direct. i would take a different view on those running for president that they would do economic policy different, they wouldn't do tax cut for the rich and i think accelerating some of the

challenge that is we are facing economically, the president's policies. leland: in terms of how they are spinning it people running for president, take a listen to pete buttigieg in the campaign trail, we will get your reaction. >> you have an economy that's not working for most americans, big debate whether we are on the cusp of a recession, i think we probably are but the more important thing even during an expansion most americans haven't been able to get ahead. leland: now we look at the american public views that, there is the fox news poll of personal financial situation, 50% holding steady, falling behind 26%, get ago head 22%, noteworthy exactly the same numbers as september 2018. >> well, i think if you listen to president reagan are you better off than 4 years, according to fox news 76% of americans are saying they are not better off economically four years ago, if i were the president i would be concerned, he's been running on the

economy. strange thing to do. go ahead. leland: so should that be the democratic message and come back with reagan line, if you're better off, go ahead and vote for president trump otherwise vote for me and you think they will on that? >> i think that they need to focus on economic populist, they really need to focus on the states throughout the midwest, if they did that again and talk less about the larger and broader social issues that they seem to be consumed with, they would have a good case. leland: economic populists are you going as far as the elizabeth warren, bernie sanders, wealth tax, free college, et cetera, because people at least that i talk to throughout say the industrial midwest, they are not really interested in government handouts? >> yeah, i don't consider that populist, i consider that an ideology, for me this is more about how does somebody that works 9:00 to 5:00 able to pay for mortgage, somebody that works 9:00 to 5:00 be able to ensure that they have health

>> yeah, my family's farm is fourth generation farm in central iowa where we raise corn and soybeans and to be honest with you, it's been a little tough this year continuing to try and understand how these tariffs are going to impact us and to -- to manage through so much uncertainty in the markets right now. >> yeah, you are essential not alone in that, many farmers that showed the concerns, let's start into trade and impact we have been talking about trade lately, several big deals yet to be made but democratic white house hopeful kirsten gillibrand was on today and she talked about the new trade deal with canada and méxico, take a listen. >> i'm concerned because i think nafta 2.0 is a disaster, i think it was a give away to drug companies in méxico, it's going harm our jobs, president trump said no bad trade deals, not only entered into them but he started a trade war with china and it's really harming producers. >> now, she argue that is this deal harms, what is your take on

the usmca? >> i would disagree strongly with her, i actually think that this trade deal is one that will help us farmers especially as we continue to struggle through just time when markets are down and farm incomes have been down, any time that we can have access to major trading partners like canada and méxico, it is something worth pursuing and i encourage our elected officials to -- to follow suit and to get this ratified. >> you know, you talked a little bit about uncertainty here at the top of the intervene, shifting to trade war in china, the strength of the u.s. economy is good, long back and forth with china can be withstood by the u.s. economy, and the administration is offering essentially compensation to america's farmers, your thoughts on that? are americas' farmers running out of patience on this? >> at tend of the day we want

trade and not aid, farmer support while it was there for president trump, starting to become really strange. the administration has noticed that and has made adjustments and offered opportunities to -- to try and negate some of those things, at the end to have day, we want to be in the game, we are tired of being in the sidelines when it comes to china, one of our major trading partners and we are concerned that we are losing our spot to countries in south america or australia or others around the world that once this gets resolved we may not have the same access that we had prior to this. >> you brought it up, china is turning to brazil who have ramped up soybean production, are you concerned that supply lines, once a buyer begins to find new places to buy things from, are you worried about the long-term impact of all of this? >> i think that's exactly right, when we think about this as farmers we don't think just in

problems that israel had a flag that said then we requested this visit because of her illness. that made sense, yes, absolutely. but you must promise and she did in her statement, that she would not criticize israel when she realized that she said no, not going. many suggested she threw her grandmother under the bus. what's more important than your 90-year-old grandmother before she passes will make a political point while you're there. >> and it seems like she answer the question about what was more important. the lender clearly says as he is pointed out, the letter said, any conditions that you placed on me to visit my grandmother and then it was not 12 hours later that she said nevermind, i cannot deal with conditions you placed on me. that doesn't exactly lend credibility that this was a genuine, heartfelt attempt to go visit her grandmother. it just feels so more political and calculated. >> we do not know.

go back to school. pham is expected to spend more than ever on supplies according to the national retail federation. many families to have more purchases left and some of the best deals of course can pop up last minute. for more insight on what we can expect, this back-to-school seedless gender vice president of research and development and industry analysis at the national retail administration. thank you for joining me. some kids are already in school. some go back this week and some the week after that. some of the spending is already underway. the national retail federation reports families with children in elementary school through high school plan to spend an average of $696, families or college students expected to spend $976 a lot of families out there can look at that as spending less and spending more, what does this mean for consumer spending? >> the numbers have been really strong. they are up almost 3 percent

since last year and for both back to college and back to school we've seen the highest readings we seen in the last 10 years since we started doing the survey. really positive and for the consumer right now they are powering the economy and is great news for retailers. >> are they going to the stores, ordering online?>> a mixture. back-to-school we see channels being department stores, discount stores, followed by online, back to college online is king right now. >> one interesting thing i read, they found four in 10 pairs of back-to-school shopping feel pressure to overspend particularly millennials. is that the sort of pressure that the shoppers when they get this long list from the school that you might need this is what you can expect to be in, the extra pressure on parents? >> i think so. i think especially when you think about electronics. the cost of electronics, my son, they are not cheap and one thing we are seeing is that

kids are contributing more and more. so children will be spending $53 of their own money towards buying these purchases. it's about 50 percent higher than what we've seen previous years. they're making a contribution. >> and perhaps they understand the value of a dollar. a lot of schools of their work is to be up to date and to know how to use computers in that sort of thing is that part of this overall expense to be up-to-date with modern-day technology? >> absolutely. one of the two biggest items that we see both for back to school and back to colleges electronics.the number one item for back to college, by a long margin and they are buying mostly laptops. >> also want to touch on quickly, tariffs, this is been in the news big-time is it having an impact at all on back-to-school spending?>> you know, we do not actually see a lot of impact for these goods because a lot of these goods come in the country some time ago. and are not subject to tariffs yet. >> we have a couple photos of something that potentially

could be impact but i think you're getting at some of the stuff is already here so -- >> absolutely. and you know, we are pleased to see the government has pushed back the next set of tariffs which will contain a lot of items that would have been on the back-to-school shopping list. do tips member in december. so that is positive news. >> what about the sales tax holidays? they are big in august and a lot of states have them some already have them. does that help the consumer, who does it help? is it more of a marketing thing? >> i think it actually helps the consumer. we see 16 states doing it this year which is one of the highest readings that we've had since this started in the 90s. it doesn't sound like big numbers, six or seven percent but remember sales tax is a regressive tax. for low income families it makes a difference it is your spending, $1600 per household, you know every little bit that you can save is, it's a good
